Water Rec Superintendent - GS4208 - WASTEWATER-WATER RECLAMATIONEffective Date: 18-Apr-16  Revision Date:   Position ID:  G34211  Career Ladder:  Technical Professional Ladder 3  FLSA:  Exempt   City of Denton Job Title: Wastewater Reclamation Superintendent   Department/Division: Wastewater   Reports to: Division Manager    Job Description DEFINITION: The purpose of this job is to provide complete oversight to all aspects of the operations, maintenance, SCADA programming, and administrative functions of the City of Denton Water Reclamation treatment plants and lift stations. This position provides technical input to all new wastewater projects and is responsible for rehab of all current assets that have outlived their useful lifespan. This position requires an overall knowledge of all aspects of this field. ESSENTIAL FUNCTIONS: Time Spent:  This job's primary responsibility is to provide the proper leadership and tools to the plant staff so that the plant operates smoothly and meets EPA and TCEQ water quality standards. 30%  The position develops and administers the the budget and CIP for the wastewater system and lift stations. 15%  Assists in working with engineering firms to develop and review projects for wastewater treatment plants and lift stations. Provides operations and maintenance review of projects to insure that the concepts provided will work and that they meet the City of Denton specifications. 15%  Works with vendors to obtain pricing for equipment, materials, and services needed for new projects throughout the wastewater system. 25%  Oversees construction projects related to treatment plants and lift stations 5%  Works collectively with managers in the department to develop departmental policies and procedures. Provides guidance to insure that departmental policies do not conflict City of Denton general policies. 5%  Provides technical assistance to non-routine operational problems at the plant and lift stations. 5%  NATURE OF WORK: This job predominantly manages other managers and formulates tactical approaches to managing people, processes, or technology. POTENTIAL CONSEQUENCES OF ERRORS: Errors can result in property damage, serious injuries, loss of life. ADDITIONAL DUTIES: Initiates, communicates, reviews, approves resources on process improvement, SCADA upgrades, customization, integration, and installation, rehabilitation and/or upgrade of treatment plants and lift stations. This job is involved in department or division budget. The level of budget involvement goes as far as planning, approving for submissions, administering resources, and communicating internally & externally. Incumbents in this job carry out other duties as assigned by direct supervisors or managers. Supervisory Duties: This job supervises either employees, contractors or volunteers. This job manages other managers, makes final decisions; and is fully accountable for all actions taken. Supervises more than one (1) but less than five (5), the highest level this job supervises is the Water Reclamation Oper Manager. Customer and General Interaction Duties: Interactions specifically with customers: Frequently (More than 25% but less than 40% in a year). This job interacts EXTENSIVELY with employees, general public, vendors, regulatory bodies, and other agencies. Written and Oral Communication Duties: On a regular basis, this job explains project specifications, plans, construction schedules, environmental impact studies, and designs. On a regular basis, this job independently creates routine and special reports according to data gathered and information held. MINIMUM QUALIFICATIONS / ACCEPTABLE EQUIVALENCY: Education Required of the Job: Bachelor's Degree or work-related experience as alternative. Experience Required of the Job: 10 years Credentials Required of the Job: Class A Wastewater License - Renewal 3 years, required renewal every 2 to 4 years. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. PHYSICAL REQUIREMENTS: Must be able to lift up to 50 lbs. of work related materials. Gives presentations on behalf of department, division, or the city, operates basic office equipment such as calculators, copy machines, fax machines, printers, operates mobile phones, works in all types of weather. SAFETY GEAR REQUIREMENTS: No specific protective gear is required for this job. WORK DELEGATION: This position REGULARLY assigns or delegates work to other employees and/or contractors. WORKING CONDITION, UNDER WHICH THE ESSENTIAL FUNCTIONS ARE PERFORMED: On a regular basis, incumbents in this job generally work in an office environment. EMPLOYMENT CONDITIONS: Must pass a drug test, driver’s license check, and criminal history background check and social security number verification; must pass a physical examination; must posses good arithmetic or math skills, necessary to read, perform calculations, and form conclusions; must abide by the safety rules and work procedures of the water utility safety procedure manual.
