Definition: Responsible for providing leadership and management guidance while supporting the activities of the Department of Development Services. Responsibilities include complex planning
functions, processing and reviewing development applications, and communicating development regulations to general public, developers, citizens and officials to promote the highest
standards of public safety, health, and welfare. Providing excellence in service delivery to various stakeholder groups, to include internal and external partners. The Deputy Director
reports to the Director of Development Services and serves as the acting director in the Director’s absence.
Essential Functions:
Leadership Responsibilities
Demonstrates exceptional leadership skills and a proven track record of conveying organizational vision and delivering quality results. Performs supervisory duties over program and project
managers, which includes employee recruitment, selection, training, counseling, evaluating, discipline, and termination.
Establishes a work environment and culture that promotes teamwork, fosters accountability, and helps take a talented City Workforce to the next performance level.
Articulates clear expectations and goals for divisions, work groups, and individual staff. Establishes performance measures and delivers high level results by mentoring, coaching, and
developing workforce.
Develops divisional or department-wide goals, objectives, policies and procedures.
Serves as staff liaison to the City's Planning and Zoning Commission, Zoning Board of Adjustment, Historic Landmarks Commission, and others as required.
Responsible for interpretation and implementation of the Denton Development Code and related regulations.
Represents the City at meetings with public and private groups, at planning/zoning hearings, and regulatory and other governmental agencies. Attends a substantial number of afterhours
meetings.
Reviews reports and presentations.
Evaluates planning-related legislation and applicability to department objectives.
Responsible for the formulation of comprehensive plans, land development regulations, special area plans, and annexation initiatives.
Provides overall guidance and direction for the development review process involving zoning, annexation, subdivision, and other land use requests.
Coordinates with other city departments to incorporate joint work efforts; builds relationships that facilitate implementation of shared plans and desired outcomes.
Understands customer base and seeks to meet the needs of community.
Identifies, analyzes, and solves problems in support of group, department, and organization objectives; considers cause and effect among different factors or stakeholders of a problem.
Provides unique solutions which still meet the goals of the City and satisfying multiple stakeholders.

citizen advisory boards and to the City Council; presents results of studies and recommendations regarding development, land use, comprehensive planning, and other issues.
Develops division/departmental priorities and objectives; acts on recommendations from subordinate program areas.
Assists in the development of departmental budget and authorizes expenditures.
Analyzes financial reports and reports trends and issues.
Directs and manages numerous special studies including comprehensive plan, small area plans and neighborhood preservation projects.
Strong problem-solving and negotiation skills.
Ability to exercise sound and independent judgment within general policy guidelines.
Supervisory Responsibilities
Hires, trains, supervises, and evaluates staff; provides counseling and coaching to subordinates; ensures compliance with all City policies and procedures.
Establishes and/or approves performance standards governing the quality and quantity of work within the subordinate programs; evaluates subordinates’ progress toward accomplishment of
long-term goals as well as daily activities.
Reviews accomplishments of subordinate teams primarily in terms of program goals; may spot check work in progress to assure conformity with goals and missions; determines training needs
and approves training programs and assignments.
Reviews employee relations, training, and orientation programs to promote organizational effectiveness and productivity; conducts annual performance appraisals; reviews and approves
subordinate appraisals.

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s degree in Urban Planning or related field (i.e., Public Administration, Landscape Architecture, Geography) and certification from the American Institute of Certified Planners
(AICP) with twelve years progressively responsible experience in municipal planning with at least five years in a supervisory capacity
OR
Master’s degree in Urban Planning or related field (i.e., Public Administration, Landscape Architecture, Geography) and certification from the American Institute of Certified Planners
(AICP) with ten years progressively responsible experience in municipal planning with at least five years in a supervisory capacity
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:
Bilingual in Spanish and English
Master’s Degree in Planning, Business Administration, or Public Administration
Conditions of Employment:
Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license
and state required minimum automobile liability insurance within 90 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check and social security number verification
Must be able to work outside of regular business hours as required
