Definition: Responsible for the ongoing analysis, development, and improvement of Solid Waste’s organizational and division strategies. Utilizes an in-depth understanding of the waste
management industry, the department’s operations, processes, and systems to deliver business intelligence and strategic recommendations.
Key Responsibilities:
Establishes and adjusts department strategic plans. Creates and delivers business intelligence through ongoing enterprise analysis and a deep understanding of the department’s operations
and competitive environment.
Partners with peers and stakeholders to establish and update business plans for Solid Waste’s inter-related operations and initiatives. Provides recommendations to senior-level staff,
the Public Utilities Board, and the City Council regarding the department’s immediate and long-range plans. Provides case analysis and recommendations regarding which initiatives to
pursue and the appropriate business plan
Responsible for establishing, monitoring, and communicating Solid Waste’s key performance indicators (KPI), operational metrics, and performance measures. Requires a strong understanding
of departmental operations, process design, data management, and report generating applications.
Analyzes business unit performance, identifies trends, and makes recommendations to improve customer satisfaction, effectiveness and efficiency. Maintains a deep awareness of how each
operation works and consults with stakeholders in Solid Waste, other departments, and vendors to explore methods to perform more effectively
Oversees, coordinates, and performs analysis associated with the Solid Waste department’s business case analyses. Responsible for validating and certifying that the information contained
within and the methods used to perform case analysis are sound. Provides guidance and support to department personnel to ensure the process is completed effectively.
Provides project level analysis for initiatives under the position’s purview – producing required project analysis documentation (business requirements, scope, sequence diagrams, etc.)
Coordinates, oversees, and assists department personnel and the City’s Finance department on operational analysis, cost of service analysis, rate design analysis, closure and post-closure
analysis, and other financial and operational reporting
Identifies, creates and facilitates process changes by conducting process analysis and design at a complex level; focuses on quality improvement and data management; ensures data is
reliable and valid; develops process improvements; integrates new systems and processes with existing ones; and partners with internal and external customers to ensure systems meet
Solid Waste’s long-term goals
Applies expertise in process design, analytics and department systems to develop, execute, and improve operational action plans by providing advice and guidance to peers and mid-management
in the application of information and best practices
Supports the implementation of business solutions by building relationships with key stakeholders; identifies business needs and develops recommendations; designs and improves processes
and practices; and monitors progress and results
Manages complex and high-profile projects that require expertise in multiple disciplines and systems while understanding and balancing the needs of various stakeholders.
Establishes project goals, assigns tasks, and manages cross functional teams to achieve desired results. Responsible for coordinating project activities, budget, personnel, vendors,
and other departments to ensure project is completed on time and within budget. Evaluates and communicates progress to stakeholders ranging from internal customers to the City Council
and community stakeholders.
Utilizes formal and informal communication methods to relay complex information in a manner that is easily understood and actionable. Effectively articulates updates, findings, and recommendations
using highly developed written, visual presentation, and public speaking skills.
Facilitates meetings and presentations to diverse audiences including senior management, the Public Utilities Board, and the City Council
Coordinate and oversee the work of other business analysts assigned to the position through project management roles and/or the formal reporting structure.
Responsible for training and mentoring mid-level business analysts, supervisors, and managers in the organization on matters related to data management, operational analysis, and process
improvement.
Performs other duties as assigned

Minimum Qualifications / Acceptable Equivalency:
Master’s Degree in Business, Finance, Accounting, Public Administration, or an applicable field, and a minimum of two (2) years’ work experience in financial analysis, budgeting, rate
design, and revenue analysis.
OR
Bachelor’s Degree in Business, Finance, Accounting, Public Administration, or an applicable field, and a minimum of four (4) years’ work experience in financial analysis, budgeting,
rate design, and revenue analysis.
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job.
Core Competencies:
Strong project management, ability to successfully manage multiple tasks at any given point, strong relationship building & communication skills
Understanding of commodity markets, fundamentals and analytical data, etc.
Data analysis – Must have proficiency with SQL, Microsoft Excel
Ability to analyze and synthesize business requirements and large data sets, including recognizing patterns and conceptualizing processes
Strong written, verbal, and interpersonal communication skills.
Ability to analyze problems and make objective decisions
Ability to develop conceptual models and similar analytical tools
Must be proficient in computer skills: Word, Access, Excel, internet research, etc.
Excellent organizational skills with the ability to apply them to multiple ongoing projects.
Preferences:
Experience working with annual budgets of $25 million or more
GFOA certification
Enterprise Fund accounting experience
