Community Development Manager - GS4121-301801 City of Denton Job Description  Title: Community Development Manager Position ID: GS4121-301801 Department/Division: Community Services Reports to: Deputy Director of Community Services FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for administration of the City’s Federal, State, locally funded, and other grant programs including housing, capital improvements, non-profit facility improvements and social services programs that support low and moderate-income citizens and neighborhoods with provision of adequate housing, recreational, social, health and other services. Essential Job Functions: Supervises and provides support to the Community Development staff. Manages and works with staff to ensure compliance with Federal, State, and Local grant programs. Manages grant and program administration; reviews and approves division expenditures, purchase orders, budget transfers. Conducts planning for community development programs and services provision in the City of Denton including meeting Denton’s Citizen Participation Plan ensuring residents have an opportunity to comment on grant-funded activities and performance at every stage from identifying needs, reviewing proposed projects, and program performance. Assists with City Council-appointed Community Services Advisory Committee in reviewing applications for funding and developing recommendations to City Council regarding the allocation of funding to subrecipients for eligible community development activities. Works with Community Development staff to prepare and update the City of Denton’s Consolidated Plan and the Annual Action Plan for the U.S. Department of Housing and Urban Development, Prepares annual application for the City’s Community Development Block Grant and HOME Investment Partnership Program funding; reviews regulations to determine compliance of funding application. Prepares and makes presentations regarding Community Development. Coordinates with subgrantee organizations and City departments to facilitate completion of Federal, State, and Local Consolidated Plan and Action Plan approved activities. Manages and works with staff in administration of various community development programs including projects eligible under HUD CDBG, HOME. Works with staff to designs and administer new programs, promote and the provision of adequate programs and services in the city. Manages and works with staff to coordinate and monitor HUD’s Integrated Disbursement and Information System (grants and financial management system) manages City’s IDIS functions; reviews IDIS reports for completeness and accuracy on a quarterly basis; approves Community Development Division staff changes to expenditures and commitment rates based on reports. Manages and works with staff to prepare and submit to the U.S. Department of HUD all required reporting including the quarterly Federal Financial Report, quarterly Cash on Hand (PR29), annual Minority Business Enterprise/Women Business Report (HUD 2516), Semi-annual Labor Standards Report (HUD 4710), Section 3 report, etc. Manages and works with staff to develop, prepare and submits annual performance reports for local, state, and federal programs; reviews local, state and federal regulations to determine compliance of performance reports. Monitors, maintains, and reconciles various local, state, and federal grants. Participates in annual audit by preparing schedules, providing information, and answering inquiries from external auditors. Prepares submits, and monitors budgets for Community Development including supplemental requests and presentation to the city management team. Interacts and develops relationships with Federal and State officials to ensure correct interpretations of Federal and State statutes, regulations, and notices used to guide community development activities. Acts as City of Denton’s liaison to the US Department of Housing and Urban Development and works to develop a strong relationship with HUD staff; Develops and implements City of Denton’s Fair Housing Plan and Analysis of Impediments to Housing Choice; Assists Non-Discrimination Administrator; including provision of assistance in filing fair housing complaints to those residents who feel they have been the victims of housing discrimination. Reviews Federal and State legislation to determine its effect on local programs; provides information to City staff and members of Congress regarding funded activities and support for additional funding. Participates in and works with organizations such as the National Community Development Association to develop and implement strategies designed to obtain Congressional support for Community Development programs. Maintains regular and punctual on-site attendance Additional Duties: Answers questions at public meetings from the board or commission members regarding past, current and future projects, and/or other departmental work.
