Definition: Engages the City and community to help define, enable, and foster an inclusive and equitable culture that embraces the diversity of identities, ideas, and values that embody
the City of Denton. Works collaboratively with employees at all levels throughout the City to assess individual and organizational development opportunities and designs solutions that
align with core organizational values and achieve business outcomes.
Essential Functions:
Supervises Talent Development Specialist to provide educational programming for employees to increase personal, general, supervisory, and leadership competencies
Achieves financial objectives by preparing and monitoring the training budgets
Serves as subject matter expert and liaison to City departments regarding diversity and inclusion initiatives, partnering to create and implement strategies that helps attract, retain
and develop diverse talent, including historically underrepresented groups; Assists in developing and integrating diversity and inclusion goals into organizational plans, compensation
practices, performance review processes, and management issues
Provides expertise and leadership to identify, design, obtain, manage, and/or execute initiatives and programs to improve organizational effectiveness, individual performance, retention,
and departmental bench strength
Coordinates programs and services that foster an inclusive environment, promotes a welcoming and equitable community, and encourages and values the contributions and perspectives of
all employees
Identifies and implements company-wide diversity and inclusion programs, and culture management initiatives
Works with leadership team to promote and drive positive organizational effectiveness and related culture change initiatives
Consults with departments, HRBPS, and other stakeholders to identify and diagnose existing challenges and opportunities while assessing individual, team and organizational needs, recommending
future development options
Develops, oversees, and provide leadership for the organization's different Employee Resource Groups; promoting diversity and inclusion through advocacy and support, education and training,
leadership development, and mentoring that provide opportunities employee engagement
Administers the performance feedback process, including but not limited to, form design and content, education, and review of written documents; evaluates effectiveness and makes recommendation
for changes as needed
Coordinates succession management education and efforts to help the organization be more successful and better prepared for attrition. Works to develop talent pipelines
Conducts organizational surveys and check-ins. Develops and implements appropriate metrics to track, analyze, and communicate diversity and inclusion efforts and progress to leadership,
employees, and the public
Coordinates with Human Resources to address issues faced by historically underrepresented populations within the organization
Oversees the selection and maintenance of all training equipment by evaluating equipment and service capabilities; arranging for repair or replacement
Represents the City organization at community events and activities; presents Diversity & Inclusion issues to promote positive image of the City of Denton as a major employer in the
community and influencer in matters of diversity and inclusion
Stays abreast of all federal, state, and local laws related to HR, training & development, and diversity & inclusion by attending workshops; reviewing professional publications; establishing
personal networks; participating in professional societies to ensure that the City stays on top of the field
Increases access to HR information, better educates employees on HR processes, and streamlines HR functions by working with appropriate HR and Technology Services staff to better develop
HR Intranet and Internet site
Maintains regular and punctual on-site attendance

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s Degree in Business Administration, Human Resources, or Organizational Development
Six (6) years of progressively responsible experience in a training or Human Resources environment focusing on training and development needs assessment and Diversity & Inclusion, program
implementation and evaluation, instructional design and delivery. (note: 2 years of directly related experience may be substituted for 1 year of formal education)
Ability to communicate effectively both verbally and in writing; strong content development, presentation, and public speaking skills
Knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access)

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:
Master’s degree Public Administration, Human Resources, Training & Development, or Diversity & Inclusion.
Training certifications in instructional design, instructional techniques, and/or other area training areas
Ability to develop and implement online, interactive training from established curriculum
Experience in a supervisory capacity, directly managing the work of others
Bilingual in Spanish and English
Experience with Adobe Creative Cloud, Captivate
