Program Manager - GS4120-840100 City of Denton Job Description Title: Program Manager Position ID: GS4120-840100 Department/Division: Capital Projects/Engineering Reports to: Deputy Director of Capital Projects FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Coordinates, manages and ensures compliance for programs of assigned division/department. Prepares budgets, statistical reports and performance measures; and oversees effectiveness of assigned programs. Essential Functions: Leads, oversees and participates in the administering and auditing of assigned Capital Programs; ensures compliance with contract/agreement requirements; assists in the development of City goals for programs and policies. Serves as functional lead for assigned Capital Programs including providing feedback and guidance on the prioritization of work for assigned project managers. Serves as functional lead for ongoing management and oversight of the City’s project management software system. Supervises assigned Construction Project Managers, responsible for reviewing and validating all materials prepared by direct repots including individual project documents. Assists departmental leadership with the development and implementation of new and revised processes to ensure programs and individual Capital Projects are delivered efficiently. Serves as functional lead for Capital Project Delivery Division, including assisting Construction Project Managers with identifying solutions to issues that arise for individual projects and providing oversight on the general productivity and performance of the team in concert with departmental leadership. Provides regular review and oversight on updates to the City’s Construction Specifications, Standard Details, and associated contract documents. Prepares spreadsheets, presentations and reports on an as-requested basis; provides and presents information to City leadership, citizens, the media, elected officials and members of City boards and commissions. Assists other City departments, developers, contractors and citizens with information pertaining to the status of capital infrastructure construction. Attends and participates in a variety of meetings; plans and reviews schedules and meeting agendas; and prepares and delivers presentations. Serves as the lead for the selection of solicitation method for projects in collaboration with Procurement and Compliance and Capital Projects/Engineering leadership. This responsibility includes the establishment of evaluation committees. Maintains regular and punctual attendance. Acts of behalf of the Deputy Director of Capital Projects on an as needed and as requested basis. Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor's Degree in civil engineering, construction management, or a related field AND Ten years of progressively responsible experience in construction and capital project management OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to communicate effectively both verbally and in writing Ability to form and maintain effective relationships with coworkers and customers Familiarity with the Project Management Body of Knowledge (PMBOK) and other best practices associated with project management Working knowledge of Microsoft Office package Preferences: Bilingual in Spanish and English Prior coordination of municipal construction project management and operations for landfill, wastewater, water, streets, sidewalks, traffic operations and/or drainage projects experience Project Management Professional (PMP) Certification Conditions of Employment: Must pass a drug test, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Project Management Professional (PMP) Certification must be obtained within eighteen (18) months of being promoted to role.
