Asset Management and Infrastructure Division Manager - GS4432-630001 City of Denton Job Description Title: Asset Management and Infrastructure Division Manager Position ID: GS4432-630001 Department/Division: Water Utilities Reports to: Director of Water Utilities FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: The Asset Management and Infrastructure Division Manager is an advanced engineering position responsible for supervisory and technical work planning, prioritizing, and implementing the capital improvement program of the Water Utilities Department. This position works in concert with the City’s Engineering and Capitol Improvement Department to ensure the successful delivery of all utilities related projects. This position reviews project plans related to development proposals and utility improvements, conducts long term planning activities, oversees contract projects to ensure adherence with standards and specifications, coordinates with other City departments and represents the City in various public venues Essential Functions: Directs, instructs and supervises the Asset Management team assigned to the Division Budgets and oversees Utility Vertical Infrastructure Asset Management Projects Long-Term Planning for the whole utility including upkeep of the City’s asset inventory Performs supervisory duties over Engineers, Managers and Superintendents assigned in the division, including but not limited to employee recruitment, selection, training, scheduling, timecard and leave approvals, counseling, evaluating, discipline and termination Coordinates, reviews and approves work submitted by all staff Budgets, develops, plans, and manages employee-training programs on an annual basis; Vertical Infrastructure Asset Improvement Projects (VIAIP) including water treatment facilities, water storage facilities, water booster pump stations, wastewater lift stations, wastewater treatment facilities, and communication backhaul systems Updates the water and wastewater master plan and the ten-year utility system vertical infrastructure improvement plans Oversees the Departments asset management program, systems and personnel Inspects various Utility Vertical Infrastructure Asset Improvement Projects for compliance with City specifications, ordinance requirements and regulations Represents the City and the Department in the role of a coordinator with consulting engineers and contractors Prepares construction plans, plats, specifications, and quantity lists for water and sanitary sewer projects as well as other construction, repair or modification projects Reviews work performed by outside consultants Establishes scope, schedule, and budget summaries for 20-30 active and simultaneous VIAIP's at any given time Establishes and maintains unified project management procedures for employees of the Division adhering to industry best practices including monthly reports, S-Curve tracking, Decision/Action logs, and change order status Reviews standards, specifications, ordinance requirements and regulations applied by the City and researches latest developments to determine what changes and/or technology should be applied, determines probable impact of developments to the community and City; Reviews with staff the need and impact of proposed water utilities projects of developments; develops priorities and cost estimates as part of a long-range proposed vertical asset improvement program; makes cost estimates and adheres to adopted budgets; compiles information regarding ownership of property and executing property acquisitions in accordance with City Code and Policy; keeps abreast of development in the utilities field Reviews plans, specifications and contract documents prepared by consulting engineers for propriety, adequacy and accuracy; reviewing plans, use permits, subdivisions, and site plans to assure compliance with City standards and specifications; answers inquiries regarding projects and other engineering matters Prepares reports, memos, and activity logs; Present ideas, data, and reports clearly and concisely both verbally and in written form to city council, UPB, management, and citizen groups Review engineering plans, specifications and documents and to discern and correct errors in design and criteria Make difficult engineering computations and design a variety of standard and complex Utility projects quickly and accurately Availability for after-hour public meetings including but not limited to public information open house meetings, City Council meetings, City Council Study Sessions, and HOA meetings throughout the City as necessary Conduct and evaluate engineering and technical studies and analysis on various programs to determine recommendations based on the information received Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in engineering or similar technical degree Five (5) years of progressive experience in water and wastewater utility administration Three (3) years of experience managing staff, capital programs and projects, capital planning, forecasting, and budgets OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Demonstrate considerable knowledge of various types of engineering design standards and procedures used in the design and construction of water, sanitary sewer, water and wastewater treatment plants and other utilities construction Demonstrate knowledge of City codes, ordinances, regulations, and standards governing public utility facilities construction, maintenance, and repair Utilize appropriate utilities and water resources technologies and transfer their usage to relevant areas of work Establish and maintain effective working relationships with supervisors, employees, consultants, contractors, State and Federal officials, and other people contacted in the course of a workday Demonstrate knowledge of the principles and practices of civil engineering as it relates to Utilities projects Ability to use engineering software programs such as; ArcGIS, Auto CAD, and scheduling programs Ability to maintain a workplace that promotes teamwork fosters accountability and helps take a talented City Workforce to the next performance level Effective communication skills with the ability to articulate expectations, clearly delegate responsibilities and communicate with City Council and citizens about complex issues in a straightforward manner. Ability to implement and manage vertical projects within a large municipal organization that is fast-paced and demanding. Ability to mentor, coach, and provide staff development to improve our workforce and increase our resiliency. Ability to accurately anticipate the implications of events or decisions for various stakeholders and plan strategy accordingly Ability to present arguments that address other’s most important concerns and issues and seek win-win solutions Must have highly developed problem solving, technical, performance management, presentation, and media skills. Ability to identify best practices, research and promote emerging technologies, and promote innovation. Effectively uses industry and departmental knowledge Demonstrating working knowledge of department policies, regulations and procedures Adheres to City of Denton Municipal Code requirements Maintaining current knowledge of accepted best practices of engineering Preferences: Bilingual in Spanish and English At least 7 years of experience in water distribution and wastewater collection system management Master’s degree in a field related to the essential functions of the position. Licensed as a Professional Engineer in the State of Texas Certified through TCEQ as a Class A Operator in Water or Wastewater Conditions of Employment: Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check and social security number verification Must be able to work outside of regular business hours as required Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business) Physical Requirements: Overall Strength Demands: The bold and italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
