Assistant Director of Solid Waste and Recycling - GS4434-660001 City of Denton Job Description Title: Assistant Director of Solid Waste & Recycling – Business Services and Administration Position ID: GS4434-660001 Department/Division: Solid Waste and Recycling Report to: Director of Solid Waste FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for managing the Administration, Business Services and budgeting for the Solid Waste and Recycling department. The position is expected to be a key leadership staff member that will assist with the development and implementation of the Department's strategic plan. Essential Functions: Manages the administration and business services divisions for the department including but not limited to user application support, operational reporting, and executive correspondence. Assists in conducting special audits or periodic analysis of internal systems and makes recommendations to improve internal controls. Prepares financial reports, graphs, charts and other illustrative materials as required by gathering and analyzing a variety of factual and/or statistical data related to the solid waste and recycling rates, volume and load forecasts, which is frequently communicated to the City Council, Management, and various internal committees Supervises department budget operations and is responsible for overseeing the development and monitoring of the department's long-range financial forecast, budget and capital improvement operations Reviews and prepares fiscal impacts related to proposed legislation and community development projects Monitors and assists with renewals, audits and rate filings related to various contracts and third-party waste disposal agreements   Performs delegated supervision on behalf of the immediate supervisor and represents the supervisor in their absence Manages Solid Waste and Recycling' legal needs and serves as the liaison to the Legal department. Responsible for documenting, prioritizing, and closing legal issues through collaboration with internal customers and the appropriate Legal staff Provides leadership and direction in the development of short and long-range division and department plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates departmental projects and activities with other departments Acts as the department’s administrator for operational reporting. Responsible for conceiving, designing, and implementing performance measures and key performance indicators for Solid Waste and Recycling departments. Must be able to create systems and processes for easily collecting, analyzing, and disseminating operational information. Leads the development of departmental priorities objectives, goals, and actively seeks out new policies, processes and technologies to help improve departmental efficiency and effectiveness Oversees grant research and applications and creates strategic alignment with entire department. Applies expertise in process design, analytics and department systems to develop, execute, and improve operational action plans by providing advice and guidance to peers and mid-management in the application of information and best practices Leads strategic planning initiatives including but not limited to the creation and/or revision of departmental strategies, operational objectives, performance measures, department policies, and ordinances. Acts as the primary contract administrator for Solid Waste and Recycling, prepares contract solicitation documents, including three to five-year revenue and expenditure forecasts, contract specifications and scopes of work for the development of bids. Maintain regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field Ten (10) years of progressively responsible management level experience in finance, accounting, business analysis, or related field OR Master's degree in business, finance, accounting, or related field Eight years progressively responsible professional experience in finance, accounting, business analysis or a related field OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Extensive working knowledge of accounting principles and practices, operations and rates, and recommended budget practices Ability to communicate effectively both verbally and in writing Ability to form and maintain effective relationships with co-workers and customers Preferences: Bilingual in Spanish and English Strongly prefer Master's of Business Administration (MBA) or related graduate degree Proficiency in Microsoft Word, Excel and PowerPoint Conditions of Employment: Must pass a drug test, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
