Definition: Responsible for ensuring business operations throughout Public Works are efficient and effective. Directs staff responsible for executive level support, administrative support,
and business intelligence for Public Works departments. Directs major functional areas including business process review and improvement initiatives; communications; program/project
management processes and procedures; and technology and systems management. Work is performed under the general direction of the General Manager of Public Works and requires using
considerable independent judgment, discretion, and initiative in carrying out daily operations.
Essential Functions:
Responsible for creating and implementing administrative and business intelligence procedures and standards including but not limited to procurement, contract administration, user application
support, operational reporting, and executive correspondence.
Responsible for training and mentoring mid-level business analysts, supervisors, and managers in the organization on matters related to data management, operational analysis, and process
improvement
Designs and oversees the department’s application support, process development, and process improvement programs. Partners with operational managers to ensure application needs are being
met and processes are working effectively.
Applies expertise in process design, analytics and department systems to develop, execute, and improve operational action plans by providing advice and guidance to peers and mid-management
in the application of information and best practices
Leads strategic planning initiatives including but not limited to the creation and/or revision of departmental strategies, operational objectives, performance measures, department policies,
and ordinances.
Provides leadership and direction in the development of short and long-range division and department plans; gathers, interprets, and prepares data for studies, reports, and recommendations;
coordinates departmental projects and activities with other departments
Acts as the department’s administrator for operational reporting. Responsible for conceiving, designing, and implementing performance measures and key performance indicators for Public
Works departments. Must be able to create systems and processes for easily collecting, analyzing, and disseminating operational information.
Manages complex and high-profile projects that require expertise in multiple disciplines and systems while understanding and balancing the needs of various stakeholders.
Provides project level analysis for initiatives under Public Work’s purview – producing required project analysis documentation (business requirements, scope, Gantt charts, etc.)
Evaluates the performance of staff; interviews and selects employees for vacancies; recommends transfers, reassignments, terminations and disciplinary actions; plans, coordinates and
facilitates employee training and development.
Creates, edits, and/or approves the Public Works department agenda items for the departments' various boards/commissions and City Council. Makes final recommendations to the General
Manager of Public Works regarding all agenda items and serves as final approval in his/her absence.
Manages Public Works' legal needs and serves as the liaison to the Legal department. Responsible for documenting, prioritizing, and closing legal issues through collaboration with internal
customers and the appropriate Legal staff
Acts as the primary contract administrator for Public Works, prepares contract solicitation documents, including three to five-year revenue and expenditure forecasts, contract specifications
and scopes of work for the development of bids.
Assists in the preparation of realistic and fiscally sound budgets to enable the Department to achieve its objectives and ensures that programs or divisions function within budget appropriations.
Responsibilities include financial forecasting, budget monitoring, rate studies, and rate-setting
Coordinates, oversees, and assists department personnel and the City’s Finance department on operational analysis, funding analysis, and other financial and operational reporting
Performs research, prepares and submits grant proposals; seeks supplemental sources of funding; ensures adherence to City procedures for outside funding.
May act as a liaison with local and/or state agencies; may represent or act as liaison with organizational and community groups
Responsible for facilitating meetings and delivering presentations to diverse audiences including senior management, boards, commissions, and the City Council
Maintain regular and punctual on-site attendance

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field
AND
Five (5) years of progressively responsible management level experience in financial management, program performance management, and general business operations
AND
Three (3) years of supervisory responsibility
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Ability to anticipate and resolve problems before a crisis ensues.
Ability to make prompt decisions on complex matters and make evaluations concerning day-to-day operations.
Preferences:
Bilingual in Spanish and English
Certified Associate in Project Management (CAPM), Project Management Professional (PMP) or other related certification
Conditions of Employment:
