Facilities Construction Coord - GS3615 - FACILITIES - MAINTENANCE City of Denton Job Description  Title: Facilities Construction Coordinator Position ID: GS36XX-880200 Department/Division: Facilities Management – 880200 Maintenance Reports to: Facilities Manager FLSA Designation: Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for the management and coordination of construction projects and facility renovation projects from initiation stage through planning, design, and construction. Acts as the City representative on all City facility and building projects. Oversees internal and third party technical and professional services staff. Essential Functions: Performs assignments requiring the application of intensive and diversified knowledge of construction and management principles and practices in broad areas of assignments for construction of facility and building projects. Creates job scopes and project schedules for small construction, remodeling, renovations and capital improvement projects. Participates in the development of Requests for Proposals/Qualifications and other bid documents. Coordinates scheduling and participates in the procurement process for professional services to include but not limited to architectural services, construction management, general contractor, inspection services, and other related services. Coordinates and conducts pre-construction meetings on and off-site with contractors and internal departments; meet with contractors to interpret points, blueprints plans and specifications. ; cCoordinates and conducts meetings with building and construction professionals to address matters relating to inspections; researches and provides technical guidance and interpretation; ensures compliance with the city City and industry standards, procedures and regulations. Ensures that contract requirements are implemented by developer and subcontractors including but not limited to project plans, specifications, shop drawings, contracts, reference standards, etc. Reviews and makes recommendations on plans for new construction, remodeling, and renovations; hires and oversees work of subcontractors. Supervises contractors including but not limited to providing access to secure areas of buildings, and oversightoversees of work performed during and after normal business hours. Coordinates scheduling and participates in the procurement process for professional services to include but not limited to architectural services, construction management, general contractor, inspection services, and other related services. Supervises assigned employees and participates in employee hiring, training, performance assessment and disciplinarycorrective actions. Drafts and reviews scope of work and specifications documents for contracts and monitors their execution.Participates in the development of Requests for Proposals/Qualifications and other bid documents. Coordinates and supervises contractors including but not limited to providing appropriate access to contractors Performs a variety of responsible administrative management and operational functions under general supervision from the division manager and department director Reviews and makes independent decisions, adhering to all policies, procedures, and requirements of law, before submitting purchase orders and addendums for various procurements; understands, interprets and ensures compliance with local, State and Federal Law without close supervision. Negotiates “best value” solutions and pricing where feasible and responsible; reviews contractual terms and conditions for all construction, ensuring risks are minimized; seeks guidance and clarifications for any exceptions requested by contractors. Solicits “informal Bids” for goods and services priced less than statutory limits, performs cost analysis and ensures compliance with city City policies and procedures, City Charter and state laws. Oversees special projects as needed such as coordination of surplus auctions, training, budget preparation, and reporting Conducts special research assignments of a simple to moderately complex nature and may direct a specialized function or activity of a division as required. Requests and schedules assistance from other City departments as necessary to ensure construction and repair is performed properly. Supervises assigned employees and participates in employee hiring, training, performance assessment and disciplinary actions. Fills in for Facilityies Manager supervisor as necessary. Maintains regular and punctual on-site attendance. Additional Duties: Performs other related duties as assigned. Minimum Qualifications/ Acceptable Equivalency: High School diploma or GED equivalent At least five years’ experience in building construction and repair/maintenance; including at least two year’s lead experience. OR Associate’s degree with three years’ experience in building construction and repair/maintenance. Bachelor’s degree with one year of experience in building construction and repair/maintenance. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. Must have a valid Class C driver’s license prior to employment. General Contractor’s License. Experience in contract negotiations.
