Economic Dev Program Admin - GP3912 - ECONOMIC DEVELOPMENT City of Denton Job Description Title: Economic Development Program Administrator Position ID: GP3912-200001 Department/Division: Economic Development Reports to: Director of Economic Development FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for providing program management for development districts, financial, demographic, economic analysis, oversight of projects, and policy recommendations to management and the citizens of the City of Denton. Essential Functions: Serves as program manager for development districts, including but not limited to tax increment reinvestment zones and public improvement districts, and performs high level and complex analysis related to district performance and fiscal and economic impacts. Conducts, coordinates, and develops reports on department operations and programs, economic impacts and metrics, key performance indicators, development impacts, and financial forecasts and recommends solutions for department functions as they related to quantitative and qualitative analysis. Serves as incentive compliance and administration officer, including managing the incentive application, negotiation, due diligence, compliance, reporting, payment, and administration activities among various City departments. Serves as primary contact for all corporate incentive compliance, accounting, and financial activities. Develops and negotiates complex business and financial incentive agreements. Conducts incentive analysis, cost/benefit analysis, and economic development analysis. Presents negotiated agreements to boards/committees and City Council. Handles confidential economic development information, analysis, and materials with sensitivity. Follows requirements of executed non-disclosure and confidentiality agreements. Coordinates with City Manager's Office and City Attorney's Office related to requests for confidential information. Works with corporations and incentive applicants regarding releases of information and public presentations of economic information. Develops and presents financial and incentive forecasts, incentive net revenue reports, and long-range financial plans for developments and development districts. Works with Denton County Appraisal District to administer all tax abatement agreements, monitors abatement thresholds and performance, and coordinates with corporate partners. Prepares compelling proposals articulating the value proposition for businesses to locate or expand in Denton using demographic and workforce data, state and local tax analysis, relevant incentive programs, and community assets. Serves as primary staff liaison to Finance department related to economic development financial data, including preparation of and reporting on economic development data for budgets, CAFRs, and bond-rating documents. Performs both assigned and independent staff work, skilled administrative and operational duties, such as preparation of a variety of operating reports, feasibility studies, complex research projects, grant writing, program development, meeting and special event organization, and makes recommendations for improving service delivery. Works independently on economic development programs, provides regular assistance to management, and assists with the drafting, review, and/or analysis of economic development plans, programs, or other foundational documents, including the development and monitoring of program budgets. Researches, monitors, and reports various departmental operations and recommends solutions regarding various departmental functions as they relate to statistical analysis. Prepares, forecasts, and researches data pertaining to demographic, industry trends and economic impact statistics. Regularly makes both formal and informal presentations to staff members, officials, business leaders, community organizations, and the general public at the request of the Director. Meets and works with citizen committees or other organizations concerning economic development issues and problems. Serves as the staff liaison to boards and committees as assigned and prepares agenda materials, reports, presentations, and minutes. Prepares reports from city and appraisal district databases; including GIS related information. Verifies reports against source records to determine reliability. Verifies details of recorded transactions and conducts detailed examinations of statistics related to economic development incentive agreements. Performs a variety of delegated research tasks and projects, documents findings, prepares reports, graphs, charts, and other illustrative materials as required. Interacts with various governmental agencies in order to obtain financial and legislative information. Works collaboratively with other City departments or outside agencies to successfully perform assigned job duties. Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned. Represents Director at various internal and external meetings. Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in Business, Economics, Finance, Accounting, Public Administration, or related field. Six (6) years’ experience with emphasis in financial analysis and/or economic impact analysis. OR Master’s degree in Business, Economics, Finance, Accounting, Public Administration, or related field. Four (4) years' experience with emphasis in financial analysis and/or economic impact analysis. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. Ability to work independently with limited direction relying on his/her own judgment, requesting supervisory assistance only when necessary, and seeking performance feedback periodically. Maintains knowledge by continuing professional education and staying aware of the new concepts and innovations in the field of public management and local government service delivery. Ability to get along with customers, co-workers, council members and citizens. Ability to communicate effectively both verbally and in writing. Preferences: Proficiency in Word, Excel, PowerPoint, GIS, Economic and Fiscal Impact Analysis programs, Labor Market software, and CRM systems. Certified Economic Developer (CEcD) by International Economic Development Council or Economic Development Financial Professional (EDFP) or other relevant professional certifications.
