Definition: Responsible for executive oversight for assigned departments and providing a key role for the City Manager’s Office by ensuring that excellent customer service and responsiveness
is provided by all employees. This position functions with a high degree of autonomy and corresponding responsibility and requires the highest ethical standards and integrity at all
times as a representative of the City’s executive management team.
Essential Functions:
Directs and manages the activities of assigned departments; responsible for the high performance of these functions and ensures that departments meet the City’s mission
Advises City Manager and City Council concerning issues related to these functions
Develops and recommends to the City Manager and City Council program initiatives necessary to meet the goals of the respective departments and of the City in general
Ensures that public funds are expended in a fiscally responsible manner, including but not limited to administering departmental operating and capital budgets; acting on recommendations
from subordinate departments; and advising management regarding the effective use and deployment of resources
Initiates research and special studies in needed areas and reports with recommendations for corrective actions
Performs both assigned and independent staff work and directs the activities of personnel assigned to departments under his/her oversight
Receives public requests and complaints concerning actions of various departments, channels these requests as appropriate, and follows up on corrective actions to see that replies are
given to the inquiries
Confers with and advises department heads in the preparation and implementation of new programs; under general policy guidance, prepares directives to department heads; coordinates preparation
of various operating and administrative reports; and participates in budget preparation
Initiates and approves policy; serves as a member of the Leadership Team to solve problems as needed related to the operations of the municipality; and facilitates problem resolution
Attends regularly scheduled and special meetings of the City Council, attends conferences, committee and staff meetings, assists City Manager at such meetings, and makes recommendations
on subjects under discussion
Represents the City Manager at meetings, conferences, and at civic groups; leads and/or represents the City at the request of or in the absence of the City Manager
Develops strategic plans for major City operations and programs affecting the whole organization
Acts as liaison with outside agencies, universities, state departments, and Chamber of Commerce on diverse issues; serves on committees, task forces, and acts as Chairperson
Stays abreast of state and federal legislative initiatives and works with subordinate managers to analyze the effect of proposed legislation to the City of Denton
Provides counseling and coaching to subordinate managers; insures appropriate action of subordinate supervisors on disciplinary actions; insures compliance with all City personnel policies
Establishes and/or approves performance standards governing the quality and quantity of work in subordinate departments; evaluates subordinates’ progress toward accomplishments of long-term
goals as well as daily activities
Reviews accomplishments of subordinate units primarily in terms of program goals; may spot check work in progress to insure conformity with goals and missions; determines training needs
for the subordinate managers; approves training programs and assignments
Reviews employee relations, training, orientation programs of subordinate managers to promote organization effectiveness and productivity; coordinates annual performance appraisal of
direct reports; reviews and approves subordinate managers’ appraisals of employees
Develops and/or reviews staff reports and agenda items for City Council, board, commission, and committee meetings

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s Degree in related field or Public Administration with seven years of progressively responsible administrative and managerial experience in municipal finance; managerial experience
should include supervision of subordinate supervisors
OR
Master’s Degree in related field, or Public Administration with five years of progressively responsible administrative and managerial experience in municipal finance
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Conditions of Employment:
Must have a valid Class “C” Driver’s License prior to employment
Must pass a drug test, driver’s license check, and criminal history background check
Preferences:
Bilingual in Spanish and English
Ability to communicate effectively both verbally and in writing
Experience serving as a City Manager, Assistant/Deputy City Manager or senior Department Director in a progressive metropolitan or complex/large suburban environment where growth management,
customer service, high ethical standards and open communications are valued.
Experience working in communities with a population of 75,000 or greater.
