Definition: Responsible for providing technical leadership for the technology systems operating environment in ways to ensure availability, performance, reliability, security and compliance.
Essential Functions:
Develops solutions in accordance with standards, policies, benchmarks and guidelines
Plans and schedules hardware and software repair and installations and performs structural changes when necessary
Leads the implementation of contingency plans including reliable backup and restore procedures
Coordinates system development activities with other groups and participates in short- and long-term planning
Performs a variety of activities, including: defining technology requirements; assessing server, storage and infrastructure sizing; analyzing hardware sizing to meet application requirements;
and designing load balancing and clustering solutions according to architecture standards
Provides support on assignments to maintain or improve the operation, reliability, regulatory compliance of the Denton Municipal Electric technology environment
Assists with NERC audits (including mock audits), spot checks and investigations, including timely response to data requests
Participates in the development and implementation of technologies to automate and streamline compliance monitoring and reporting processes
Develops basic knowledge of the impact of NERC CIP compliance requirements on business operations and support functions
Analyzes emerging technologies and make recommendations for adaptation
Analyzes industry and market trends to identify impact on enterprise architecture
Leads on system design, architecture and integration
Designs and documents key system components, interfaces, infrastructure and communications
Functions as subject matter expert and system architecture authority for systems integration
Handles high level system architectures and interfaces for Denton Municipal Electric
Maintains optimal performance of infrastructure resources
Defines and ensures continuous monitoring procedures are set according to the standard procedures and requirements
Performs routine maintenance tasks for infrastructure systems; backups, patch management and hot fixes. Establishes requirements, methods and procedures
Maintains inventory of spare hardware to assure a quick response and decrease technology outage times
Supports and establishes systems environment standards.
Produces and maintains system operating procedures and documentation
Additional Duties:
Performs other duties as assigned
Mentors less-experienced staff when designated as lead
Adds, moves, changes server, workstation and/or software infrastructure
Minimum Qualifications / Acceptable Equivalency:
High School Diploma or G.E.D. equivalent with (8) years’ experience in a computer science, business administration, or management information systems environment
OR
Bachelor’s degree in computer science, business administration, or management information systems and six (6) years’ experience in a computer science, business administration, or management
information systems environment
OR
Master’s degree in computer science, business administration, or management information systems and four (4) years’ experience in a computer science, business administration, or management
information systems environment

Ability and willingness to work extended hours, non-standard hours and work during emergency situations.
Conditions of Employment:
Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state
required minimum automobile liability insurance within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must be able to work outside of regular business hours as required
Must be able to work nights, weekends, and holidays as needed
Preferences:
Knowledge of federal, state and other regulatory compliance including, but not limited to, NERC, TLETS, EPA, HIPPA, FCRA, and external auditor is strongly preferred
