Network & Comm Mngr - TS3703 - TECH SVCS - TELEPHONE/COMM City of Denton Job Description  Title: Network and Communications Manager Position ID: TS3703 Department/Division: Technology Services/Infrastructure Reports to: Enterprise Infrastructure Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for overseeing the enterprise network environment and all related technologies within the city. This position is responsible for the development and management of the enterprise LAN, WAN, Optical Network, VOIP, and ISP's. This position will manage and coordinate these activities to create a seamless networking services experience for the City of Denton.  The Network Manager is a direct report to the Enterprise Infrastructure Manager. Essential Functions: Establish and create a positive team environment through leadership and mentoring. Work with staff members to develop an individualized professional development path with clear goals and objectives. Provide the proper supervision, work environment and structure to assure performance and well- being of employees. Provide clear channels of communication, delegation and accountability within the team for effective problem solving. Make recommendations concerning IT policies and procedures.  Supervise tech control, installation, repair and management of network infrastructure equipment, voice, data and video networking equipment. Leads team supporting LAN/WAN Infrastructure, including VoIP and video-conferencing, data and video communication networks. Provide leadership and supervision of staff of Network Architect, including the development of team’s goals, assignment of projects, tasks and assuring environment and projects are well documented within the Service Management System, delivered on time and within budgets. Ensures these devices are managed in terms as asset management and monitored proactively. Monitor performance levels and trends throughout the city of Denton network to determine quality of service for the entire infrastructure. Develop, document and set policy (SOPs, SLAs, SLTs) for system performance and standards that reflect the needs of research and innovation. Ensures all support contracts, service level agreements and vendor contracts are properly negotiated budgeted, executed and managed. Develop and measure performance KPIs (key performance indicators). Works with other groups within the IT Department and across the city to make sure our technology offering is meeting all customer needs. Gathers and implements new customer requirements in a manner that allows for growth and scale. Ensures all network equipment is kept at proper software version and security patch levels. Ensures documentation, guidelines, and standards are maintained. Project manager for all facilities construction and modifications requiring telecommunications, local area and wide area network resources. Stays informed of new developments. Additional Duties: Performs other duties as assigned Minimum Qualifications: High School Diploma or GED equivalency in Business, Computer Information Systems, or a related field with eight (8) years of experience in a computer science, technology service, or management information systems environment. OR Bachelor’s Degree in Business, Computer Information Systems, or a related field with six (6) years of experience in a computer science, technology service, or management information systems environment. OR Master’s Degree in Business, Computer Information Systems, or a related field with four (4) years of experience in a computer science, technology service, or management information systems environment. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Excellent reasoning and analytic skills in a time critical/business critical problem-solving operation. Conditions of Employment: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as needed Preferences: PMP, CISSP, CCNA are highly desirable. ITIL v3 Foundations preferred. Proficient with Microsoft Office suite including Visio for network diagramming and documentation and familiarity with an ITIL environment is preferred. Experience with Cisco Routers, firewalls, intrusion detection/prevention, Cisco ACS, IPsec and SSL VPN, TCP/IP, UDP, DHCP, DNS, MPLS, EIGRP, BGP, HSRP, FTP, SFTP, STP, RSTP, TACACS+, ACS, RADIUS, SNMP, network monitoring and reporting. Hands on experience with IP subnetting, Telnet/SSH Clients, Remote Access, Cherwell Ticket Handling System, COS, VoIP and MPLS technologies, and Cisco network software (COS/IOS), inventory/maintenanc e tracking and vendor support case handling. Knowledge of VMware, Cisco, and Palo Alto Network infrastructure solutions strongly preferred. Knowledge of federal, state and other regulatory compliance including, but not limited to, NERC, TLETS/CJIS, EPA, HIPPA, FCRA, and external auditor is strongly preferred.
