Sr Mgr Appl & Support Svcs - TS4005 - TECH SVCS - ADMINISTRATION City of Denton Job Description Title: Sr Manager Applications & Support Svcs Position ID: TS4005 Department/Division: Technology Services Reports to: Chief Technology Officer FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: The Enterprise Application Manager oversees the development, standardization, deployment, and management of enterprise information systems and the Support Services program. They are responsible for the end-to-end integration of software solutions to support the delivery of services and support across the city. This includes directing the development and deployment of secured and high availability information systems to mitigate risks, maintain continuity of operations and safeguard the city of Denton's information assets. This position will also coordinate maintenance and enhancements of the information systems to leverage resources, knowledge and best practice and works close with leadership, serving as expert to support business process change. Essential Functions: Provides leadership and expertise for level 1- 4 support for all services and users from basic desktop devices and applications to enterprise information systems that may include ERP, enterprise portal, business intelligence, data warehousing, content management, workflow automation, and constituent management system based on position requirements. Oversees the end-to-end integration of software components to support the effective and efficient delivery of services across the city Leads the development and implementation of standard operating procedures and policies with an emphasis on maintaining and ensuring operation continuity and security of city's information assets Develops efficient and scaleable processes designed to deliver excellent customer service. Drives implementation of proven standard support program metrics. Supervises, coaches and mentors staff and managers under direct report Oversees project communications Ensures that projects can deliver the benefits outlined in business cases and meets reasonable expectations Provides leadership in the technical assessment, selection, and implementation of new technologies for city of Denton Recommends changes to existing products or services to better aide the end user Effectively manage vendors for all support and troubleshooting efforts related to core enterprise applications Oversees the performance of production environments and is responsible for ensuring maximum issue resolution in minimum time Plans, prepares, and manages budget. Also assists in budgetary planning and cost based analysis for outsourcing opportunities Works directly with vendors on equipment and software purchases, as well as support and maintenance contracts Develops and implements IT processes in asset management, change management, incident management, and configuration management Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in Computer Science, Data Science, Management Information Systems or similar Minimum of 5 years’ progressive experience in similar position OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to maintain regular and punctual attendance Possess broad IT computing infrastructure knowledge and the ability to proactively gather and recommend relevant infrastructure changes Possess working knowledge in software development methodologies Possess working knowledge in software support processes and methodologies Knowledge of national and industry offerings and trends pertaining to design, development, and support of enterprise applications Knowledge of IT operation processes including asset management, configuration management, incident management, and change management Knowledge of IT performance matrix pertaining to enterprise applications Ability to assess performance and recommend new measures to improve performance Ability to understand both the simple straightforward processes that represent the simplest business tasks to the most complex Possess excellent management skills with proven track record Possess strong communication and interpersonal skills Ability to analyze, understand and effectively communicate between business requirements and technical design Possess effective problem-solving, negotiation, and decision-making skills to influence management; as well as, internal and external partners Ability to demonstrate highly effective, productive, and motivational leadership skills Ability to work with many individuals and populations both one-on-one and in very large groups Outstanding attention to detail Positive “can- do” attitude Ability to work collaboratively with project team members at all levels Excellent at proofreading and editing documents or presentations Excellent at managing multiple projects and priorities Excellent at establishing and managing relationships with clients, vendors and coworkers Sense of humor and self-aware Conditions of Employment: Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 30 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business) Preferences: Bilingual in Spanish and English Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
