INFORMAL STAFF REPORT

SUBJECT:
Northeast Denton Area Plan Steering Committee
BACKGROUND:
The City is beginning the Northeast Denton Area Plan with the assistance of HDR Architecture,
Inc.Previous work identified Area Plans as Commission's and Council's implementation priorities.
Policies and actions in the Denton 2040 Comprehensive Plan call for the creation of Area Plans to
address challenges and preserve and enhance the character of distinct areas.
On April 5,2022, City Council gave staff direction to proceed with the preparation of the top three
identified Area Plans -Northeast Denton Area Plan, Southeast Denton Area Plan, and the update
to the Downtown Master Plan—to create a community-based vision for the long-term success of
each respective area. At the meeting, the City Council directed staff to start with the Northeast
and Southeast Denton Area Plans first and then to follow with the Downtown Master Plan Update.
On December 6, 2022, the City Council authorized the City to enter into a contract with HDR
Architecture, Inc.to provide professional services for assistance in the creation of the Northeast
Denton Area Plan.
DISCUSSION:
A steering committee is formed to help guide the planning process in developing area plans. The
Steering Committee provides input and feedback related to the various ideas or concepts proposed,
validates findings, builds consensus, and evaluates what is in the best interest of the project area
for the long term.The steering committee acts in the best interest of all stakeholders and is engaged
throughout the duration of the project. The Northeast Denton area is unique therefore the Steering
Committee should represent a variety of community interest groups and stakeholders. The Steering
Committee members should understand the history and character of the area in order to help guide
the planning process.
HDR Architecture recommended a variety of stakeholder representation. The Steering Committee
members for the Northeast Denton Area Plan are listed in the table below. The committee members
have diverse backgrounds and interests within the project area. It is important to note that the
Steering Committee members also serve as liaisons to other interested persons within the project
area and are responsible for helping disseminate information to those interested in the project
outcome.
The Northeast Denton Area Plan Steering Committee members are scheduled to attend a
minimum of three dedicated meetings and are encouraged to attend public workshops, open
houses, and public hearings. Each member was contacted and agreed to serve on the Committee.

Based on past experiences of staff and HDR Architecture, Inc., Steering Committees are most
effective with 10 to 15 members. A small group works best because communication is more
focused, and staff and the consultant can better manage the tasks assigned to the Steering
Committee. Moving forward staff will use a similar methodology for selecting the Steering
Committee for the other two upcoming Area Plans. The members and associated backgrounds
will differ for each Area Plan, as each has a specific need and purpose.
