General Information & Status Updates
A. Pending Council Requests Work Session Topics—Pursuant to Ordinance No. 21-1837,the
following item will be discussed during the April 4, 2023, Council Work Session:
1) Request for a Work Session to discuss the Southern Methodist University food
insecurity project and related regional food bank information.

B. Municipal Court Alternate Judge Positions — To enhance schedule flexibility, the City
posted for Alternate Municipal Court Judge positions. Currently, the City has three (3)
Alternate Judges who assist Judge Atkinson with dockets as needed and conduct evening
jail arraignments. The City will retain the three (3) existing Alternate Judges and add up to
three more. Based on prior processes, after interviews with Judge Atkinson,the candidates
will then be submitted to City Council for approval in a regular meeting. Staff contact:

C. Monthly Mobility Report—Innovative Transportation Solutions (ITS)provides a monthly
report which includes an overview of several major regional Texas Department of
Transportation (TxDOT) projects. ITS' Monthly Report for March 2023 is included for

D. Denton Solar System — The Ryan High School astronomy class created a solar system
model on a 1:1 billion scale. The model sun, sized at 4.9 ft in diameter, is located at the
Courthouse on the Square, and all other planets are located within 3.3 miles throughout the
city. The project encourages participants to locate all the planets and gain an understanding
of the size and distance from the sun. North Lakes Disc Golf Course is excited to host of
the planets! For more information on the project including the location of each planet

E. DTV Videos for March — In addition to producing public meetings, Marketing and
Communications staff collaborated on and released several videos this month that raise
awareness, educate, and inform our community. The following are highlighted for Council
to share:

Automated Side Loader(ASL)which picks up trash and recycling in your

for more than 20 years, who understands the importance of the outdoors and why
we should preserve places like Denton Clear Creek Natural Heritage Center.

Responses to Council Member Requests for Information
A. Weed Eating in Drainage Easement — On March 21, Council Member Davis shared a
resident's concerns about recent weed eating, which occurred within a drainage easement

located behind the resident's fence line.The drainage easement provides the City the ability
to perform maintenance if needed within the easement boundaries. This specific easement
contains a drainage flume with sloped earthen embankments on either side, which runs
behind 27 homes located on Bellemead Dr and Hillcrest St. Maintenance activities
including mowing and weed-eating help maintain the stability of banks from erosion while
allowing visibility to evaluate the easement's condition. Staff spoke with the resident and
agreed to provide signs to visually guide landscaping crew members to avoid mowing or
weed-eating the area behind their fence line to avoid damaging any plantings the resident

B. Unburied Fiber line on Santos Drive — On March 22, Mayor Pro Tern Beck forwarded a
resident concern about an unburied fiber line presenting a trip hazard on the sidewalk.After
researching the issue, Charter/Spectrum representatives submitted a right of way (ROW)
permit on March 15 for the work to be performed,which was still under staff review. After
the review was completed, the permit was issued and approved on March 23.
Charter/Spectrum and ITG informed staff that work would commence to bury the fiber line
on March 28 and be complete by March 31, weather permitting. Once work is complete,
staff will inspect the work in accordance with the City of Denton Standards and close the

C. Metal Plate on Morse Street — On March 27, Mayor Hudspeth shared a resident question
regarding a metal plate that was placed on Morse Street. The metal plate between Lakey
Street and Jackson Street on Morse Street is covering an area while crews perform a repair
to a wastewater service. The metal plate is used to cover the area to allow traffic to continue
to flow. The contractor for SED-A will be milling out an area and repaving it with the
completion of Mill Street on the west side of the DCTA track. The current schedule has
that work being completed in late April/early May, weather permitting. Staff contact:

D. Permit Process Timeline—On March 24,Council Member Davis conveyed a question from
a permit applicant regarding the ability to expedite the permit process. Development
Services is working with the applicant and conducted a pre-application conference on
January 18, 2023. The City received an application on March 29, 2023, and will work
diligently to accelerate the reviews as quickly as possible.It is important to note the Denton
Development Code requires staff to review and approve a Zoning Compliance Plan and
Civil Engineering Plans prior to issuance of the Building Permit. Staff will make every
effort to assist the applicant throughout the permitting process. Staff contact: Scott

Upcoming Community Events and Public Meetings
A. Teen Art Night—The Teen Council is hosting an Art Night on March 31 from 7 p.m. to 9
p.m. at Denia Recreation Center (1001 Parvin St). Step-by-step instructions will be
provided to create your masterpieces.No creative or artistic skills are needed.Additionally,
the Teen Council will provide all necessary supplies and snacks for all attendees. The cost
is $10 per teen (ages 13-18), and registration is available online. Staff contact: Megan

B. Active Adult Health Fair — The Denton Senior Center (509 N. Bell Avenue) is hosting a
health and resource fair for active adults ages 50+ on April 1 from 9 a.m. to noon. This
fair provides residents with connections to services and resources they may need now or in

the future. Vendors include Medicare, doctor's offices, legal services, and so much more!

C. Ellen Frenkel Quilt Talk—Local historian and quilt artisan, Ellen Frenkel will present her
quilt"The 1922 Displacement of the Town of Quaker in Denton,TX"at 6:45 p.m. on April
5 at the monthly meeting of the Visual Arts Society of Texas held at the Patterson-Appleton
Arts Center (400 E. Hickory). The meeting is open to the public, but non-members are
asked to pay a$5 guest fee. Frenkel's quilt was inspired by her encounter with Quakertown
history. With the knowledge gained from her research and her conversations with other
local historians, Ms. Frenkel created this powerful memorial to Quaker. The quilt includes
a map of Quakertown, a list of Quakertown residents from the 1920 Census, and arrows
demonstrating the directions of the Quaker diaspora. Staff contact: Omar Siddiqi, Parks

D. Teen Twilight Egg Hunt — Denia Recreation Center (1000 Parvin St) is hosting a Teen
Twilight Egg Hunt on April 6 from 7:00 p.m. to 9:00 p.m. The event includes outdoor
games, food trucks, and more. Registration for the hunt begins at 7:45 p.m. and the outside
hunt begins at 8 p.m. or sunset. Teens need to bring a flashlight and basket or bucket to
participate. The event is free to attend, and more information can be found on the event

E. Easter Eggstravaganza—Parks and Recreation will host its annual Easter Eggstravaganza
and Egg Hunt on Saturday, April 8 from 9 a.m. to noon. The family-friendly event will
feature bounce houses,food trucks,arts and crafts,face painting,balloon twisting,a petting
zoo, free photos with the Easter Bunny, and over 40,000 eggs! The egg hunts are staggered
and categorized by age groups (ages 0-10) and are scheduled at various times throughout
the event.This year's event will feature a sensory hour and sensory-friendly egg hunt which
includes reduced noise and lights and allows for a slower paced egg hunt for every bunny
to enjoy! Hop on out and do not forget your favorite basket for the hunt! This free event is
hosted at the Denton Civic Center and Quakertown Park(321 E. McKinney St.). For more

F. College and Career Fair— The Martin Luther King, Jr. Recreation Center (1300 Wilson
St.)is hosting a College and Career Fair on April 8 from 10 a.m.to noon. The fair provides
attendees with an opportunity to learn from local employers,community organizations,and
colleges. Learn how to navigate the process of applying for college using the Texas
Common Application and discover possible funding avenues through Free Application for
Federal Student Aid (FAFSA). The event is free and open for all to attend. Staff contact:

G. Parks and Recreation Hiring Fair — The Parks and Recreation Department is hiring! To
learn more, speak to departmental staff, and apply/interview on-site,visit the Denton Civic
Center (321 E. McKinney) on April 12 from 4 p.m. to 7 p.m. The event is open to the
public. Parks and Recreation is looking to fill permanent and seasonal positions, many of
which offer work schedule flexibility. Parks and Recreation salaries start at $15 an hour.

H. Kids Rock: The Return—Kids Rock has returned, and young Denton residents are having
a blast! Each month, kids enjoy a night out while parents enjoy the night off. The program
runs from 7 p.m. to 11 p.m. Experienced staff plan each month around a unique theme,
then create play stations that include games and activities,mini-sports tournaments,unique
inflatable fun, ping-pong, video games on a large screen, and a DJ with dance contests!
Two slices of pizza and a drink are included for attendees. Staff also sell additional
concessions and glow products. Preregistration is required and can be completed online.
The cost is $25 per child, with a $5 late fee if registering the day of, after 5 p.m., with an
upcoming program on April 21 at the Denton Civic Center (321 E. McKinney). Staff

I. Garden Workdays at Denia Wildflower Garden—Join Keep Denton Beautiful for monthly
garden workdays at the Denia Wildflower Garden, located in front of Denia Recreation
Center(1001 Parvin St.). Get ready to dig in the dirt and learn proper garden maintenance
techniques with our garden experts. Tasks vary but frequently involve weeding, cutting
back plants, and picking up plant debris and litter. The volunteer opportunity is free to
attend but does require registration online. Upcoming workdays are scheduled for April

component. This AFA notes a fixed cost of$95,000.00 to be transferred to TxDOT and voids the
