General Information & Status Updates
A. Pending Council Requests Work Session Topics—Pursuant to Ordinance No. 21-1837,the
following items will be discussed during the June 2, 2023, Council work session:
(1) Request for staff to research and prepare an Informal Staff Report(ISR)on Community
Benefits Ordinances.
(2) Request to bring the implementation of a Fair Chance Hiring Ordinance forward for
Council consideration during the June 27 City Council meeting.
(3) Request for a work session on the creation of a Public Health Official position.

B. Scheduled Closure of Customer Service and Municipal Court—Planned electrical work for
City Hall East will result in two weekends of intermittent power outages. To prevent
damage from intermittent power interruption during this time,both the indoor and outdoor
kiosks will be unavailable, as shown below. Additionally,the Customer Service lobby will
be closed for one day to accommodate construction needs.

Although Customer Service will not be available for in-person transactions on Friday,June
16, phone services will be available during normal business hours. The Municipal Court
will also be temporarily closed to walk-in visitors on Friday, June 16. All online options
will remain available for case information, payment remittance, and submission of
resolution requests. Clerks will also be available to answer calls from 8 a.m.to 5 p.m. Staff

C. Council Member Committee Appointment Process — The appointment of City Council
members to internal Council committees and to other boards, committees, and groups
occurs during the summer after each municipal election. Council committee appointments
are expected to be considered on June 27, 2023. Appointments to other internal and
external bodies are scheduled to be discussed at the June 27 work session and considered
on July 18. Council members are requested to submit which non-Council committees are
of interest to them by Wednesday,June 21. An internal staff report included in this week's

D. ERCOT Launches Grid Notification Tool—On May 31, ERCOT announced the launch of
its Texas Advisory and Notification System (TXANS), a new communications tool to
deliver information on grid conditions to the public. As part of ERCOT's ongoing effort to
increase transparency, the announcement is in addition to the previously announced 6-Day
Supply and Demand Forecast and Fuel Mix dashboards available on the ERCOT webpage.
TXANS will introduce the ERCOT Weather Watch,which is intended to provide the public
with an earlier notification 3-5 days ahead of possible higher demand due to forecasted
conditions. Grid conditions are normal when an ERCOT Weather Watch is issued. For

more information, individuals are encouraged to visit the Texas Advisory and Notification
S^ sy tem (TXANS) page and sign up to receive TXANS email notifications and updates.
TXANS notifications will not replace Energy Emergency Alert(EEA)notices, nor do they
indicate emergency grid conditions are expected. A summary of TXANS is included in the

E. Qualified Hotel Bill Passes Legislature, Awaits Final Signature —H.B. 5012, the bill that
would provide the City of Denton with an economic development tool known as the
qualified hotel project program, passed through the legislature in the last week of the
session and awaits Governor Abbott's signature to become law. On January 10, 2023, the
City Council directed City staff to seek the introduction of legislation that would allow the
City of Denton to use this program. In general, the program authorizes the rebate of state
hotel occupancy and state hotel taxes for a qualified hotel project that assists cities with the
development of a hotel project that includes convention space. Ultimately, the goal of the
program is to increase tourism and capacity for corporate events in the state and, more
specifically,in the qualifying cities. The legislation was originally introduced as H.B. 2321
by Representative Lynn Stucky and was later consolidated into H.B. 5012 — an umbrella
bill that included similar bill language from other cities. H.B. 5012 will become law upon
the signature of the governor or if no action is taken on or before June 18, 2023. City staff
are very appreciative of the support of this bill by our local legislative delegation.
Staff has scheduled a briefing on the 88th Session of the Texas Legislature for the July 25,
2023,City Council work session. At this meeting, a summary of the session and highlights

F. Robertson St. Mural Graffiti — On May 22, the
Parks and Recreation Department received a report
of graffiti on the mural located on the bridge at
Robertson Street. Parks and Recreation staff are
working to contact the mural artist and other
restoration experts to restore the mural to its

G. Roberts Park Vandalism — On June 1, Parks and
Recreation staff discovered that the women's •
restroom at Roberts Park had been vandalized.
The sink was removed, and the toilet was pried
away from the wall. The estimated cost for repairs
is approximately $150. Staff contact: Russell

H. Quakertown Restroom Vandalism — On the
morning of May 31 Parks and Recreation staff received a call regarding someone locked
in the restroom at Quakertown Park. After unlocking the door, staff found an individual
occupying the space and observed damage to the door, frame, sink, etc. The anticipated
cost to repair all damage is estimated at $1,800. Staff contact: Russell Koch, Parks and

Responses to Council Member Requests for Information
A. Sian Inquiry — On May 30, Mayor Hudspeth shared an email and inquired about posted
signs that read"vehicles and toy devices prohibited on sidewalks and parking lots"as they
relate to City ordinance No. 2004-187, which prohibits the operation of bicycles, motor
assisted scooters, and neighborhood electric devices, or another other similar vehicles or
toy devices, on sidewalks in the area surrounding the City square, providing that the
ordinance does not apply to any mobility impaired individual using a motorized device.
Staff is currently reviewing the ordinance and will update signage to remove references to

B. Carl Gene Young, Sr. Park Spra ryg ound—On May 30, Council Member Byrd asked staff
to consider safety enhancements, such as a perimeter fence, in the park after an individual
was observed showering in the sprayground. Most park amenities, which are provided at
no cost to the community, are not currently located in enclosed areas, minimizing the
barrier to public access. As a safety precaution, the spray ground water features are only
operational between the hours of 9:00 a.m. — 8:00 p.m., and City staff visit the site at least
twice a day to perform water testing, inspection, and routine maintenance. Additionally,
signage is posted onsite to communicate the act of bathing is prohibited. If community
members observe this behavior,they may contact the Police Department at(940)349-8181
which will dispatch the Homeless Outreach Team to assist and connect the person to

C. Worthington Street Parking Concerns — On May 31, Council Member Meltzer shared a
business owner's concerns regarding 18-wheelers parking along Worthington Street,
causing congestion and obstructing visibility for other drivers. Because the vehicles are
parked legally, staff will continue to work together with businesses along Worthington
until a comprehensive parking assessment and solution can be developed. Staff contact:

D. Data for Behavioral Mental Health Task Force — On June 2, Council Member Meltzer
requested that data be made available to the Behavioral Mental Health Task Force
regarding the percentage and count of the City's first responder calls that have a significant
mental health component as a driving factor. Both the Police Department and Community
Services have representatives on the task force, as well as a new subcommittee,where data
is openly shared. Staff will confirm that the information is being routinely shared with its

A. Clear Creek Night Hike — Join Parks and Recreation staff on an organized evening hike
providing community members, regardless of hiking experience, an opportunity to
experience the Clear Creek Natural Heritage Area (3310 Collins Rd.) and its trails. This
event is extra special because it will showcase the natural environment at sunset. The next
hike will be held Friday, June 2 from 6 to 8 p.m. Registration is available online. Staff

B. Yappy Hour at North Lakes Dog Park — Grab your four-legged companions and join
Denton Parks and Recreation at the North Lakes Dog Park(808 W. Windsor Dr.) on June
2 from 6 to 9 p.m. A wide array of food vendors will be selling delicious treats for two-
and four-legged foodies. The event is free to attend. Staff contact: Autumn Natalie, Parks

C. eSports Open House—Beginning this summer,Denton Parks and Recreation is opening its
new eSports lab located at Denia Rec Center (1001 Parvin St.). The eSports lab offers
community-oriented gameplay in a secure environment. Players of all skill levels can
enhance their gaming skills and unleash their abilities while engaging with fellow gamers,
forging new friendships, and developing communication, collaboration, and problem-
solving skills. To learn more, and see the eSports lab in person, visit the open house on
June 3 from 11 a.m. to 2 p.m. At the open house, individuals can set up player accounts
and receive free gameplay, meet the coaches, win t-shirts and giveaways, and sign up for

D. Brina-a-Blanket StoryTime on The Square - Join Denton Public Library from 10 to 10:30
a.m. on Monday,June 5 for a StoryTime at the Denton County Courthouse-on-the-Square!
Bring a blanket to spread out on the lawn as we read, sing, have fun, and learn together. In
the case of inclement weather, we will meet inside the courthouse. For ages 1-5 and their

E. Retro Rewind Experience at North Branch Library - Enjoy the nostalgic taste of movie-
ready snacks and experience a night at the video store on Wednesday, June 7, from 5:30
to 7 p.m. at North Branch Library. Stay after the library closes to browse our retro rewind
video store to find something to watch this weekend,just like the good old days. As an
added benefit,these movie"rentals" are free and do not need to be returned. They are yours

F. Food n' Fun Friday—Want to practice your swing while enjoying savory snacks from local
food truck vendors? Come to the North Texas Driving Range (2009 W. Windsor Dr.) on
June 9 from 5 to 9 p.m. Twenty dollars($20)gets you unlimited balls at the driving range.

G. Dive in Movies at Water Works Park-Water Works Park is proud to present a night of fun
for the whole family, featuring a screening of Minions: The Rise of Gru (PG, 2022) on
Friday,June 9. Gates will open at 7:30 p.m. for guests to enjoy the kiddie splash area and
wave pool. The movie will begin at sundown or at approximately 9 p.m. While the movie
is playing, our wave pool will be available for a floating seat and snacks will be available
for purchase at the Tidal Wave Cafe. The kiddie area will close at the start of the film.
Ticket prices are $10 per person for general admission and $5 per person for Season Pass

H. Adaptive Rec Dance: Join the Adaptive Rec team every month at North Lakes Recreation
Center (2001 W. Windsor Dr.) for a dance offering music, a dance floor, a photo booth,
and the opportunity to have fun with old and new friends! This month's dance is on June
9 from 7 to 9 p.m. and has the theme "Splash Bash!" The event is for disabled individuals
16 and older. The cost to attend is $5 per person, and registration is available at this link.

I. Family C�!.mp Out — Join Parks and Recreation in celebrating National Camping Month
with an overnight stay at South Lakes Park beginning June 10 at 3 p.m. Set up your tent
in the designated camping area and enjoy eating dinner, having fun, playing games, going
on a scavenger hunt, eating s'mores, night hiking, star gazing, and more! Then wake up
with sunrise yoga and breakfast.Registration is required(using this link)and costs $70 per
tent. Campers will need to bring their own camping equipment to set up themselves, but
the cost of registration includes s'mores,dinner, and breakfast.Pets and personal campfires
are not allowed. The campground does not have electricity or shower facilities. Staff

J. Juneteenth Senior Picnic — Celebrate Juneteenth at the ALH Senior Center on June 16
from 10 a.m. to 1 p.m. This picnic, for active adults ages 50+ will include games,
socializing, and classic BBQ from Kendrick's Barbeque, including chips, and ice cream
for dessert! Sit on the ALH patio and enjoy watching other Juneteenth events happening in
Fred Moore Park. The cost to attend is $10 per resident and $15 for nonresidents with

K. Golf Scramble — Parks and Recreation will host its monthly golf scramble at Wildhorse
Golf Club in Robson Ranch (9400 Ed Robson Blvd) Tuesday, June 20 from 5 to 8 p.m.
Tee off with staff and enjoy the chance to win some great prizes. A golf scramble is one of
the most common formats for a golf tournament. The game is played by a team of two
players and each member hits their ball throughout the match. The team chooses the best
shot from the first stroke and uses the same spot for each player. After completing one
round,the team engages in another stroke where they select one location and play the balls
from there. The process continues until all holes are completed. There is a $30 for a team
and an additional $14 per person green fee paid to Wildhorse Golf Club. Registration is

L. World's Largest Swim Lesson—Join Denton Parks and Recreation's Aquatics division at
the Civic Center Pool in Quakertown Park on June 22 from 10 to 10:45 a.m. to participate
in the World's Largest Swim Lesson (WLSL) — a global drowning prevention event
launched by the World Waterpark Association in 2010. The event will offer life-saving
swimming instruction for children ages 7 and older. The event is free to attend but

M. Adapted Rec Social Connections—Join Adapted Rec at Andy B's (2600 Panhandle St) on
Friday, June 23 from 11 a.m. to 1 p.m. for some friendly bowling fun! The event is for

N. Outdoor Adventure Camps — Due to increased demand, the Outdoor Adventure Camp is
adding an additional week from July 24 to July 28! Outdoor Adventure Camp is an all-
day camp for children ages 8-15. Camp activities include rock climbing, archery, nature
education, kayaking, mountain biking, and more! Registration is open to 12 participants
per week (using this link), the cost of the camp is $150, and participants should bring a
sack lunch, water bottle, sunscreen, and swim gear, and should be dressed in appropriate

O. Splish Splash Storms—Everyone's favorite story time by the pool is back this summer!
Join Denton Public Library for a special Story Time in the children's play pool at Water
Works Park. Splish Splash Story Time events are from 10 to 10:45 a.m. every Thursday
from June 1 through July 20 at Water Works Park. Park admission is waived, but
participants must stay at the Children's Play Pool and exit the park by 10:45 a.m. For ages
1-5 and their caregiver. This program is co-sponsored by Denton Parks and Rec Aquatics.

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
Upcoming expiration of term of the City of Denton's appointee to the Texas Municipal Power
Agency("TMPA") Board of Directors.
EXECUTIVE SUMMARY:
TMPA has notified the City that the term of one of its appointees to their Board of Directors will
be expiring on July 18, 2023. TMPA is requesting that the City take formal action to reappoint
the current appointee or select a new appointee.
BACKGROUND:
The City of Denton, as a member of TMPA, holds two seats on the TMPA Board of Directors.
The term of the expiring seat will end on July 18, 2023 and is currently held by Mr. Jesse Davis.
Mr. Davis is a former member of the Denton City Council. The other seat on TMPA is held by
Mr. Billy Cheek, who currently serves on the City's Public Utilities Board, and his term on the
TMPA Board will expire on July 18, 2024. Staff reached out to Mr. Davis regarding his expiring
term, and he expressed interest in continuing to serve on the TMPA Board of Directors. Mr. Davis
has represented the City of Denton on the TMPA Board since 2021. Membership on the TMPA
Board of Directors must be approved by the City Council and may, but need not necessarily be,
members of the City Council and/or the Public Utilities Board.
Per its governance requirement, TMPA is requesting that the City adopt a resolution appointing a
representative to fill the term from July 18, 2023, to July 18, 2025. Staff is planning to place an
item for individual consideration on Council's June 27th agenda to consider approval of a
resolution for this appointment. If Council Members wish to reappoint Mr. Davis or consider other
nominees, please let me know no later than Monday, June 12th so staff may compile a listing and
other background information to include in the agenda packet for Council's consideration.

EXECUTIVE SUMMARY:
The appointment of City Council members to internal Council committees and to other internal
and external committees and boards occurs during the summer after each municipal election.
Council committee appointments are expected to be considered on June 27, 2023. Appointments

BACKGROUND:
Participation by Council members in City Council Committees supports the development of City
policy and provides an opportunity for issues to be evaluated prior to consideration by the full
Council. Additionally, council member representation on other standing, ad-hoc, and/or external
bodies ensures the voice of the City of Denton is heard by external organizations. Committee
membership assignments are updated annually by the Mayor and City Council to allow for
participation by new Council members and to adjust participation if required.
DISCUSSION:
The appointment of City Council members to internal Council committees and to the committees
and boards of external organizations occurs during the summer after each municipal election.
City Council Committees
The City Council maintains four City Council Committees (see attached descriptions). The
Agenda Committee membership is not appointed but permanently consists of the Mayor, Mayor
Pro-Tem, and the City Manager. The remaining committees include:
• The Committee on the Environment;
• The Community Partnership Committee; and
• The Mobility Committee
The Mayor is vested with the authority to nominate Council members to the Committee on the
Environment and the Mobility Committee with the full Council confirming those nominations by
vote.
For the Community Partnership Committee, any City Council member may provide a
nomination that may then be voted on by the full Council.
Consideration of Council Committee nominations is currently scheduled for the June 27, 2023,
City Council meeting.

Other Committee Appointments:
The Council also appoints members of its body to over a dozen other standing, ad hoc, and/or
external committees. Attached to this report is a listing of committees with seats that will be
available for appointment, the appointing authority, and other relevant information.
Please review the current assignments and notify the City Secretary by Wednesday, June 21,
2023, which bodies you are interested in serving on. At the June 27 Work Session, staff will
seek Council direction on which nominations to bring forward for formal appointment at the July
18, 2023, City Council meeting.
For those committees where terms are not completed until later in the summer or fall,appointments
will not be effective until the end of the current term. Your prompt response in identifying any
desired assignments is appreciated.

Mayor Pro Tern, and the City Manager. The Agenda Committee reviews the City Manager's
proposed City Council agendas as to form and agenda content.

ordinance.
COMMITTEE ON THE ENVIRONMENT
The Committee on the Environment is composed of three Council Members. The duties of the
Committee shall be to review, discuss, deliberate, and consider environmental issues and resources
and make recommendations to the Council. The Committee will also deliberate and make
recommendations regarding any other matter delegated to the Committee by the Council.
• Appointing authority is the Mayor with confirmation by City Council per Council
resolution.
COMMUNITY PARTNERSHIP COMMITTEE
The Community Partnership Committee is composed of three Council Members. The duties and
purpose of the Committee shall be to monitor allocation and use of both the hotel occupancy tax
and sponsorship funds, ensuring HOT funds are being used to directly enhance and promote
tourism and the hotel/ convention industry, ensuring the sponsorship funds are being used to
further a charitable cause, economic or community growth and serve a public purpose in the best
interest of the general welfare of the City of Denton, and recommend organizations to receive
funding to the City Council.
• Appointing authority is the City Council per Council ordinance.
MOBILITY COMMITTEE
The Mobility Committee is composed of three Council Members. The duties and purpose of the
Committee shall be to review, consider and make recommendations to the City Council regarding
any changes to the Mobility Plan, local transportation policy, and any items concerning regional
transportation policies and activities.
• Appointing authority is the Mayor with confirmation by City Council per Council
resolution.
