Street Outreach Funding Opportunity — The City of Denton supports critical homeless response tools that strengthen the countywide Housing Crisis Response System. Street Outreach provides services to unhoused people through information and referrals, using diversion problem-solving skills to resolve homelessness quickly when possible, and connecting to the Coordinated Entry assessment for placement in a supportive housing program when openings become available. The annual funding opportunity for a Street Outreach program with a behavioral health focus is available for up to$125,450. The 2023- 2024 City of Denton Street Outreach Grant Application is open through July 28 for the City's annual Street Outreach grant. Applicants must be available for a brief presentation to the Community Services Advisory Committee on Friday, August 11, at 12 p.m. Staff contact: Megan Ball, Community Services B. Denton Fire Department Kids Fire Camp—The Denton Fire Department (DFD) hosted 21 Denton Independent School District (DISD) students that are incoming fifth graders to participate in a Kids Fire Camp the week of June 26. DISD elementary school counselors nominated the students that attended. The week-long camp covered basic fire service duties, an inspection of fire and EMS apparatus, observing a medical helicopter up close, having fire hose water wars, learning about search and rescue, and will top it off by rappelling down the training tower on Friday! Denton Fire Department Deployment—On Wednesday, June 28, the Texas Intrastate Fire Mutual Aid System (TIFMAS), managed by the Texas A&M Forest Service, requested assistance with a growing wildfire in Palo Pinto County near Possum Kingdom Lake. The storage fire is currently at 1,000 acres burned and 30% contained. On June 29, DFD Brush 15 and three DFD personnel left to assist Strike Team 123 on this fire. Currently,there are 28 fire apparatus,eight dozers,three airplanes, and over 70 personnel actively working this incident. This deployment is eligible for reimbursement for the deployed personnel, apparatus use, and backfill personnel by the Texas Division of Emergency Management. Civic Center Pool Inquiry—On June 9,Council Member Holland inquired about attendance at the Civic Center pool and asked about the potential for extended hours. The Civic Center pool averages approximately 250 attendees per operating day,with daily attendance during the week primarily driven by the City's summer camps. During the day, recorded attendance is highest at noon, with approximately 130 attendees, and begins to drop at 4 p.m. to 85 attendees, and then at 6 p.m. to 39 attendees. The pool is available for private rentals every day during the summer beginning at 6:30 p.m. The Civic Center Pool's revenue is approximately$137,000,of which 20-25%($23,000)comes from private rentals at the facility after the pool closes to the public. PFAS Testing — On June 23, Council Member Meltzer asked whether PFAS testing was performed on the City's water supply and if there was contamination. Staff proactively collects samples associated with the Pecan Creek Water Reclamation Plant. Perfluorooctanoic Acid(PFOA)and Perfluorooctane Sulfonate(PFOS)are two of the most widely used and studied chemicals in the PFAS group and information related to testing for 2020 & 2021 was included in the May 20, 2022, Friday Report (p. 5-6). Additionally, staff developed a list of PFOs/PFAS FAQs and published them on the City's website. While the 2022 sampling event is complete, results are not yet available online. A cursory review of the 2022 data does not indicate increases from the 2021 results and are still below the Texas Commission on Environmental Quality (TCEQ) levels for groundwater human consumption and residential use soil limits for human consumption. Regulations are being reviewed at the state and federal levels and the Environmental Protection Agency anticipates finalizing them by the end of 2023. Trash Along I-35 Northbound — On June 24, Council Member Byrd inquired about trash along I-35 Northbound. Litter collection on the state highways is maintained by the Texas Department of Transportation (TxDOT) and can be reported using the "Report an Issue" function on the TxDOT website. DTV Recycling Video — During the June 27 City Council meeting, Council Member Holland asked what happens to recyclables and suggested the use of a video to outline the process. DTV previously produced a video highlighting recycling in Denton and will schedule an encore run for "Denton Recycles" on the City's social media channels. Natatorium HVAC Issues and Modified Scheduling — On June 28, Mayor Hudspeth requested a status of the Natatorium after a recent closure for repairs to its HVAC system. This week, staff tracked the performance of partial repairs made to the HVAC system to 3 gauge the system's ability to hold safe temperature and humidity levels. The goal between now and late summer, when additional replacement parts are expected to arrive, is to continue providing services to patrons while preserving the system's remaining components currently under a heavy load. Recent tracking shows significant spikes in system air temperature after 11 a.m., as the system has limited capacity to provide quality air during the hotter parts of the day. After sunset, the system can cool appropriately overnight and manages to maintain temperatures in the low 80s for morning operations. Beginning Monday,July 3,the Natatorium will be open on weekdays from 5:30 to 11 a.m. for members, water walkers, lap swimmers, DISD teams, and contracted services, such as physical therapy. This schedule will remain in place until specialized parts are received, and a full repair is complete., but The specialized parts manufacturer is suggesting a shipping date of sometime in August. Changes to this schedule may be required if increasing summer heat reduces the system's ability to adequately cool and ventilate the Natatorium. Staff will closely monitor performance throughout each day to assess the ability to continue these modified operations. The specialized parts manufacturer anticipates an estimated ship date in August with the full repair made once the parts are received. Swim lessons will continue to be provided at the Civic Center Pool and Water Works Park during their normal times. The slide at the Natatorium will operate from 9 a.m. to 11 a.m. on Fridays. Shelter Bed Counts—On June 29, Council Member Meltzer requested a shelter bed count report. The Community Shelter on Loop 288 (Our Daily Bread)has 118 emergency shelter beds and 32 cots available for inclement weather. An additional five cots are always reserved for emergency overnight drop-off. Micro-surfacing Program Virtual Community Meeting - Public Works will host a virtual community meeting on Thursday, July 6 at 6 p.m. for residents whose streets will receive micro-surfacing as part of the 2023 micro-surfacing program. The meeting will provide residents with an overview of the micro-surfacing process, the program scope and schedule, and what to expect when their roadway is being treated. Impacted residents have been mailed an invitation to attend the virtual meeting. Participants can register for the virtual meeting by visiting the Community Input Meetings page and selecting the registration link for the 2023 Micro-Surfacing Program. Micro-surfacing is a form of preventative roadway maintenance known as surface treatment. It extends pavement life by five to seven years and delays costly repairs by protecting the underlying pavement from moisture penetration,oxidation,and degradation. Micro-surfacing is typically applied to roadways in good or better condition that may exhibit minor cracking or other surface defects. This year's micro-surfacing program includes warranty repairs to 4.7 lane miles of residential roadways and 46.6 lane miles of new applications to collector and arterial roadways. Groundwater extraction is a significant factor in the tilting of Earth's rotational axis, according to a new study. CNN— Humans' unquenchable thirst for groundwater has sucked so much liquid from subsurface reserves that it's affecting Earth's tilt, according to a new study. Groundwater provides drinking water for people and livestock, and it helps with crop irrigation when rain is scarce. However, the new research shows that persistent groundwater extraction over more than a decade shifted the axis on which our planet rotates, tipping it over to the east at a rate of about 1.7 inches (4.3 centimeters) per year. That shift is even observable on Earth's surface, as it contributes to global sea level rise, researchers reported in the study published June 15 in the journal Geophysical Research Letters. 8 "Earth's rotational pole actually changes a lot," said lead study author Ki-Weon Seo, a professor in the department of Earth science education at Seoul National University in South Korea, in a news release. "Our study shows that among climate-related causes, the redistribution of groundwater actually has the largest impact on the drift of the rotational pole." Earth's drifting axis You might not be able to feel Earth's rotation, but it's spinning on a north-south axis at a rate of about 1,000 miles per hour (1,609 kilometers per hour). The ebb and flow of seasonal change is linked to the angle of the planet's rotational axis, and over geologic time, a wandering axis could affect climate on a global scale, said Surendra Adhikari, a research scientist at NASA's Jet Propulsion Laboratory, in the release. Adhikari was not involved in the study. Earth's interior is layered with rock and magma surrounding a dense, hot core. But in the outermost rocky layer, there are also vast quantities of water. Below the planet's surface, rocky reservoirs known as aquifers are estimated to contain over 1,000 times more water than all the surface rivers and lakes in the world. NASA/File Between 1993 and 2010, the period examined in the study, humans extracted more than 2,150 gigatons of groundwater from inside Earth, mostly in western North America and northwestern India, according to estimates published in 2010. To put that into perspective, if that amount were poured into the ocean, it would raise global sea levels by about 0.24 inches (6 millimeters). In 2016, another team of researchers found that drift in Earth's rotational axis between 2003 and 2015 could be linked to changes in the mass of glaciers and ice sheets, as well as the planet's reserves of terrestrial liquid water. In fact, any mass change on Earth, including atmospheric pressure, can affect its axis of rotation, Seo told CNN in an email. But axis changes caused by atmospheric pressure shifts are periodic, which means that the rotational pole wanders and then returns to its prior position, Seo explained. Seo and his colleagues had questions about long-term changes to the axis specifically, how groundwater contributed to that phenomenon. It had not been calculated in prior research. Revealing groundwater extraction's impact Shifts in Earth's axis are measured indirectly through radio telescope observations of immobile objects in space quasars using them as fixed points of reference. For the new study, scientists took the 2010 data about groundwater extraction and incorporated it into computer models, alongside observational data about surface ice loss and sea level rise, and estimates of rotational pole changes. 9 The researchers then evaluated sea level variations "using the groundwater mass change from the model," to pinpoint how much of the axis shift was caused by groundwater pumping alone, Seo said. The redistribution of groundwater tilted Earth's rotational axis east by more than 31 inches (78.7 centimeters) in just under two decades, according to the models. The most notable driver of long-term variations in the rotational axis was already known to be mantle flow — the movement of molten rock in the layer between Earth's crust and outer core. The new modeling reveals that groundwater extraction is the second most significant factor, Seo said. "This is a nice contribution and an important documentation," Adhikari said. "They've quantified the role of groundwater pumping on polar motion, and it's pretty significant." Future models can use observations on Earth's rotation to illuminate the past, Seo added. "The data is available since the late 19th century," he said. With that information, scientists can peer back in time and trace changes in planetary systems as the climate warmed over the last 100 years. Groundwater pumping can be a lifeline, particularly in parts of the world that are heavily affected by drought caused by climate change. But subterranean reserves of liquid water are finite; once drained, they are slow to replenish. And groundwater extraction doesn't merely deplete a valuable resource; the new findings demonstrate that this activity has unintended global consequences. "We have affected Earth systems in various ways," Seo said. A copy is attached for your review. A public hearing on the proposed budget was held on June 15, 2023. At the close of the meeting, the Board of Directors adopted the 2024 DCAD budget. City staff received a revised budget the following day. Under State Law "If approved by the appraisal district board of directors at the public hearing, this proposed budget will take effect automatically unless disapproved by a majority of the governing bodies of the county, school districts, cities, and towns served by the appraisal district." The revised budget includes the same increase overall however,there is a one-time use of reserves of$500,000 included in the revised budget which reduces the allocations of the taxing entities. BACKGROUND: The purpose of this report is to provide City Council with details regarding the sale of Series 2023 General Obligation Refunding and Improvement Bonds and Certificates of Obligation authorized on June 6, 2023, with Bond Ordinances 23-929 and 23-930. DISCUSSION: On June 22, 2023, the City along with its financial advisor, Hilltop Securities, conducted competitive sales for $72,625,00 in General Obligation (GO) Bonds and $149,140,000 in Certificates of Obligation (CO). The delivery of funds to the City will be made on July 26, 2023. The GO bonds were awarded to Morgan Stanley & Co., LLC, and the COs were awarded to Mesirow Financial, Inc., the lowest true interest cost bidders. As approved by the City Council on June 6, 2023, the GO bond sale met all the following required parameters listed below: - Maximum principal amount of sale is $80,500,000; - Final stated maturity of February 15, 2043; - Maximum net effective interest rate of 4.50%; - Delegation authority ends December 6, 2023 Concurrently, the City also completed a competitive CO sale for $149,140,000 to support general government, electric, water, and wastewater projects. As approved by the City Council on June 6, 2023, the CO sale met all the following required parameters listed below: -Maximum principal amount of sale is $158,000,000 -Final stated maturity of February 15, 2053; -Maximum net effective interest rate of 5.00%; -Delegation authority ends December 6, 2023. 16 Date: June 30,2023 Report No. 2023-046 The all-in true interest cost for the GOs is 3.31%, and 3.82% for the COs which factors in the interest rate received plus all issuance costs.
