Council Member Appointments to External Boards — On June 27, the City Council gave direction regarding council member appointments to several external boards and commissions. After the discussion, staff discovered the terms of two boards, the Denton County Behavioral Health Leadership Team, and the Denton County Homelessness Leadership Team, do not expire until the summer of 2024. Council provided direction to have the incumbent appointment for those boards, Mayor Hudspeth, continue service, which would have resulted in no change from the previous appointment. As a result, staff will not interrupt the current term of service and bring these boards forward for reappointment in 2024. The remaining council member appointments are scheduled to be considered on July 18. Staff contact: Ryan Adams, City Manager's Office B. Water Leak at the Loop 288 Facility — On July 5, the Loop 288 shelter experienced an extended water leak in the emergency shelter wing due to accidental damage to a sprinkler head. The Fire Department was called and required guests to temporarily evacuate the building. Guests were allowed back in the building shortly after, however, the emergency shelter wing was closed due to the damage and expected repair work. The City engaged a restoration firm that deployed multiple fans to begin drying the walls and equipment which were saturated during the extended leak. In addition,the contracted firm expects the repairs to be complete by July 13. While the emergency shelter wing is closed, City staff delivered 75 emergency cots to the shelter to ensure its capacity would not be impacted by the leak and the shelter has been able to provide accommodations to all who have arrived at the shelter since the leak. Our Daily Bread will utilize additional volunteers to continue using the temporary sleeping arrangements until repairs are made. Shelter volunteers are always welcome and Our Daily Bread staff appreciate any help in encouraging people to serve. Staff contact: Ryan Adams, City Manager's Office C. Modified Start Times for Yard Waste and Brush Collections — Spikes in recent mid and late-day temperatures have necessitated the Solid Waste and Recycling Department to adjust the start time for yard waste and brush collection to 6:00 a.m. effective June 29 through September 30. This slight adjustment allows crews to begin collections before the hottest parts of the day. This change only affects yard waste and brush collection services. In the event, a customer's debris is not collected on their regular service day, Customer Service will advise them to leave their material out and it will be collected before the end of the week. Staff contact: Adrian Hill, Solid Waste and Recycling D. Natatorium Operations—The Natatorium resumed limited operations Monday July 3 after a recent closure for HVAC repairs. Operating hours are currently 5:30 a.m. to 11 a.m., Monday-Friday, through July 31. Beginning in August, the schedule will be updated to include Denton Independent School District's swim practices and events, typically impacting the competition pool and locker room areas. Reduced operating hours will remain in place while specialized parts are on order and a full repair can be completed. Schedules and closures can also be found online. Water Works Park June 2023 Attendance— The Water Works Park (WWP) welcomed an average of 928 guests every business day, with a total attendance of 27,834 guests for the month of June, all while experiencing a record number of weather-impacted days. Denton Parks Foundation Update — The City has previously contracted with the Denton Parks Foundation (DPF) to fund an Administrative Director position to focus on fundraising and grant opportunities benefitting the Parks system. Since late 2022, the position has been vacant, and the DPF board used this time to conduct an examination of its current operations, board participation, and overall direction. In coordination, the Parks and Recreation Department have submitted a supplemental package for Council consideration for the FY 23-24 Budget to transition the contracted position to a full-time City employee. The DPF will continue to plan and operate the Denton Dog Days events as their major fundraising event and will continue to be an advocate for the Parks system. Public Art "Serve" Sculpture Installation — Artist Christine Sanders and her fabrication partners at 23 Design Co. recently installed her artwork"Serve" at the new Denton Tennis and Pickleball Center (1117 Riney Rd.). The sculpture will be officially unveiled at the grand opening of the Tennis Center in October 2023. Solid Waste and Recycling Services Information and Outreach — At the June 27, 2023, Council Work Session, Council inquired about the availability of outreach and educational material related to the City of Denton's solid waste and recycling program offerings,rules, and regulations. 3 The City annually prepares a Residential Solid Waste and Recycling, in which hardcopies are placed in City Hall and Customer Service and delivered to new residential customers with their cart delivery. A similar Commercial Services Solid Waste and Recycling Guide has been prepared and is hand delivered by City Staff to customers. Staff contact: Brian Boerner, Solid Waste and Recycling B. Parking Near Corner Impacting Visibility at Wilson and Lakey — On June 30, Mayor Hudspeth inquired about vehicles parking near the intersection of Lakey Street and Wilson Street, obstructing the view of the intersection. Per City Code 18-91.50, vehicles are not allowed to park within 20 feet of an intersection. Staff determined the existing signage can be replaced with a"No Parking from Here to Corner" sign, scheduled for installation next week. The City is conducting a comprehensive parking assessment to provide Council recommendations for parking city-wide. Staff contact: Brett Bourgeois, Engineering C. Request for Digital Speed Reduction Sign on Lakey — On June 30, Mayor Hudspeth inquired about installing responsive speed limit signs along Lakey Street to encourage drivers to slow down and obey the posted speed limits. On October 25, 2022, Council received a presentation regarding the responsive speed limit signs and provided direction to develop a program to install signs on a temporary basis in conjunction with high visibility enforcement from law enforcement. Staff is collecting data to guide program implementation. The Traffic Planning Administration group will implement the program in coordination with Police and Engineering. Lakey Street will be added as a possible location for future placement and enforcement. Staff contact: Brett Bourgeois,Engineering D. Inquiry Regarding Right of WE Work on Corbin Road—On July 5, staff received an email from a resident concerned about construction debris at his residence. MCI Telecommunications is currently relocating utilities within the ROW off Corbin Rd in anticipation of the City's Bonnie Brae Phase 3 Project. The Capital Projects Department has been in contact with Mr. Eaton and based on his feedback, staff held a meeting with the contractor to address the reported concerns. The contractor is aware they are required to restore the ROW, which includes Mr. Eaton's specific concerns related to leveling the ground and removal of debris prior to the final inspection. Staff contact: Trevor Crain, Capital Projects Upcoming Community Events and Public Meetings A. Splish Splash Story Time—Everyone's favorite story time by the pool is back this summer! Join Denton Public Library for a special Story Time in the children's play pool at Water Works Park (2400 Long Rd.). Splish Splash Story Time events are from 10 a.m. to 10:45 a.m. every Thursday from June 1 through July 20 at Water Works Park. Park admission is waived,but participants must stay at the Children's Play Pool and exit the park by 10:45 a.m. For ages 1-5 and their caregiver. This program is co-sponsored by Denton Parks and Recreation Aquatics. Staff contact: Jennifer Bekker, Libraries B. Dive in Movie at Water Works Park — Water Works Park (2400 Long Rd.) is proud to present a night of fun for the whole family, featuring a screening of The Bad Guys (PG, 2022) on July 9. Gates open at 7:30 p.m. for guests to enjoy the kiddie splash area and wave pool and the movie begins at sundown. While the movie is playing, the kiddie area will close, the wave pool will remain open, and snacks will be available for purchase at 4 Tidal Wave Caf6. Chairy Orchard Public Input Opportunities — Parks and Recreation seeks public input on commemorating the Chairy Orchard. Community members are encouraged to share input at a public meeting on July 13 at 6 p.m. at the Development Services Building (401 N. Elm) and online on Discuss Denton. Staff contact: Omar Siddiqi, Park and Recreation D. Food n' Fun Friday — Practice your swing while enjoying savory snacks from local food truck vendors at Food n' Fun Fridays. Visit to the North Texas Driving Range (2009 W. Windsor Dr.) on July 14 from 5 to 9 p.m. For$20, community members receive unlimited balls at the driving range for the evening. Farm-to-Table Camp — On July 17 through July 21, Denia Recreation Center (1001 Parvin St.)will host the Farm-to-Table half-day camp (9 a.m. to noon) for children ages 6 to 12. The camp will teach participants where their food comes from and how to prepare it for optimum nutrition. Participants will work in the garden, experience a mobile dairy, see livestock and prepare food with new skills learned. Registration is $75 and is available online. This portion of the meeting occurs immediately after the start of the regular meeting session. Please note, Council members cannot engage in a discussion on topics presented during this portion and there are limited slots available for this portion of the meeting. Comments on Agenda Items: Public comments can be given for any item considered by the Council, EXCEPT work session reports or closed meetings.
