Department Data Analytics Dashboards – To bolster transparency and inform the community about the work being done across the organization, Strategic Services will begin making department data analytics dashboards publicly available. These dashboards are developed as part of performance workshops aimed at helping departments create a purpose statement, identify core services, and develop a family of measures to effectively evaluate defined services. Data visualizations are then created to tell the department's story, shine a light on needs, share achievements, and serve as an asset in the decision-making process. The City is pleased to publish its first department dashboard for Parks and Recreation on the City’s Strategic Plan Dashboard available at www.cityofdenton.com/strategicplanning. The Parks and Recreation Data Analytics Dashboard highlights the department’s core services including providing recreational, educational, and wellness opportunities; planning and constructing parks, recreation facilities, and open spaces; and maintaining and beautifying parks and public spaces. Together, this work is aimed at fostering a sense of community and enhancing quality of life. The City anticipates releasing at least one additional department data dashboard per month going forward. November Election Polling Locations – On Sept. 13, Denton County provided all participating jurisdictions with the final polling locations for the November 2023 Election (attached). Denton County was able to accommodate the Council’s request to add the MLK, Jr. Rec Center to the list of early voting locations. Additionally, two election day locations that were presented to the Council on Sept. 12 were removed: Lifeline Church and the Denton Optimist Club. Staff contact: Ryan Adams, City Manager’s Office C. Bond Proposition Fact Sheets – As part of the City’s efforts to provide factual information and transparency regarding the 2023 Bond Election, flyers with proposition-specific information have been developed to assist in the public’s understanding of each proposition’s proposed projects and related information. These flyers (attached) are available at each proposition’s webpage at www.cityofdenton.com/2023bond and will be made available at various city facilities and events. Director of Economic Development – Wayne Emerson, the City’s Director of Economic Development accepted a position to serve as the Director of Economic Development for the Town of Addison beginning September 18, 2023. While we are saddened by the news of his departure, we are also excited for Wayne as he embarks on this new chapter in his career. Wayne has been an invaluable member of our team, and his leadership, dedication, and vision have played a pivotal role in our organization's commitment to economic development. A recruiting firm will assist the City Manager’s Office in identifying and selecting a suitable successor to lead our organization into the future. The recruitment process will commence in the coming months, and we will provide regular updates as we progress. Once again, we extend our best wishes to Wayne in his future endeavors, and we thank him for his exceptional service to our organization. Staff contact: Christine Taylor, City Manager’s Office E. Southeast Denton Area Plan Steering Committee – As a result of Council Members’ assistance and growing community interest, the Southeast Denton Area Plan Steering 2 Committee now includes eleven members representing a variety of community interests and stakeholders. The Steering Committee is scheduled to meet four times over the life of the project to provide input and feedback, build consensus, and evaluate what is in the best interest of the project area for the long term. Based on past experiences of the project team, the current number of members is ideal in meeting the purpose of the Committee. The project is nearing the halfway mark, and the Steering Committee has completed two of the four scheduled meetings. The current Steering Committee is a thoughtful and engaged group who have validated findings from previous public engagement and provided valuable insight to the project team. Given the project progress that they have accomplished to date, any additional appointments to the Steering Committee would need to be limited to fit within one of the remaining designated representation categories. Additionally, any new appointees to the Steering Committee would need to occur no later than the September 26, 2023, City Council meeting. Should any additional community members be interested in getting involved in the planning process, the team can be available to meet with them on a one-on-one basis and make sure they receive personal invitations to any future events. Staff contact: Julie Wyatt and Mia Hines, Development Services F. Denton Police Lieutenant Graduates from FBI National Academy – On Thursday, Sept. 14, Lt. Preston Pohler graduated as a member of the 287th session of the FBI National Academy in Quantico, Virginia. Nationally, fewer than one percent of officers have the opportunity to attend this prestigious program. The National Academy is internationally known for its academic excellence, offering 10 weeks of advanced communication, leadership, and fitness training. Lt. Pohler has worked for Denton PD since 2007, and he currently serves as the Recruitment and Training Division Commander. Denton PD is extremely proud of Lt. Pohler for this accomplishment. Upcoming Insurance Renewal Process – The City purchases separate insurance policies to provide an added layer of protection to our self-funded property and casualty program (e.g., property, aviation, cyber, excess workers’ compensation, general liability). The renewal dates of the various insurance policies occur throughout the year, with the majority of the policies renewing in the fall and winter. The City’s property, aviation liability, and cyber liability policies are currently in the annual renewal process with an Oct. 1 renewal date. Insurance carriers require policy renewal applications to include loss data that is generally no more than sixty days old, which requires applications to be submitted only weeks before the current policy term’s end date. As a result, quotes from carriers are issued only days before the current policy’s expiration date, requiring the organization to bind the coverage quickly to ensure there is no lapse in coverage. The quotes from carriers are reviewed by the City’s contracted broker, Lockton, and City staff. As a result of the compressed timeline that is inherent in the insurance policy renewal process, the City utilizes the Declaration of Emergency (DOE) process in which the City Manager approves the purchase of the insurance coverage on an expedited basis to ensure coverage is timely placed and there is no lapse in coverage. The procurement of the insurance coverage comes before City Council as a ratification shortly thereafter. The 3 renewal of the upcoming policies (property, aviation liability, and cyber liability) will follow the Declaration of Emergency process and come before City Council for ratification shortly thereafter in October or November. Developer Town Hall Recap – The City held a Developer Town Hall on Thursday, Sept.14 to provide updates on projects and process changes impacting the development community. Discussion topics included the process changes related to recent legislation, ongoing and upcoming updates to the Denton Development Code and criteria manuals, recent fee changes to public works inspections, the development services fee study update, and the City's area planning efforts. Thirty individuals attended and the meeting was recorded to be sent to individuals unable to attend. Following the presentation, staff received a few questions and positive feedback regarding the City's GIS system being one of the best in the area, as well as Denton having a very personal feel in the ability to communicate directly with staff. Animal-Related Call Data – On Sept. 1, Mayor Pro Tem Beck requested animal-related call maps and data tables, specifically domestic versus wildlife call types. Below is a table of the number of calls responded to by Animal Services divided by type for the last three fiscal years. Debris Cleanup at Residence – On Sept. 8, Mayor Hudspeth requested staff review debris cleanup options at a residence on McKinney St. Staff reviewed the recent cases for this residence and continue to visit the property weekly, at a minimum, to work with the resident on abating their violations. Gun-Related Business at Residence – On Sept. 9, Council Member McGee shared a resident’s inquiry about the legality of a gun-related business on Google Maps located within a residential neighborhood. Staff reviewed and advised the development code does allow for home occupations, and this is not a prohibited activity. Staff contact: Scott McDonald, Development Services D. Clear the Shelter Adoption Inquiry – On Sept. 10, Council Member McGee asked whether all the animals were cleared during the “Clear the Shelter” month. A total of 324 animals were adopted from the City's shelter during the month-long event, which was held in 4 August 2023 and extended through September 2. At its conclusion, 78 adoptable animals (48 dogs, 27 cats, and 3 guinea pigs) were still available. This number remains fluid since animal intakes are processed daily. Adopt-a-Spot Cleanup Inquiry – On Sept. 10, Council Member McGee inquired regarding the scheduling of dates for Council’s assigned Adopt-A-Spot location. The City Council maintains an Adopt-A-Spot location along Bell Avenue from Prairie Street to Eagle Drive. Staff can provide cleanup supplies to council members who wish to conduct litter cleanups at the adopt-a-spot location on an annual or semi-annual basis. Supplies can be requested online. Additionally, the Council regularly participates during the Great American Cleanup, Denton's citywide cleanup event each March. The 2024 event date is scheduled to take place on March 23, 2024. Recent Tree Removals – On Sept. 12, Council Member Holland inquired regarding the recent removal of a tree on the Fort Worth Drive median as well as a tree on Forrestridge Drive previously removed but not yet replaced. The trees in the median on Fort Worth Drive, just north of I-35 were removed this summer, as they never recovered from damage received in the 2021 ice storm. Recent cycles of very cold, hot, and dry weather have damaged multiple trees throughout the city. Parks and Recreation (PARD) recently completed tree planting or replacing on numerous medians throughout the city, and will continue to replace removed trees, including those on Fort Worth Drive, as funding permits. Unfortunately, PARD does not maintain the center median on Forrestridge Drive, as it is maintained by the Forrestridge HOA. Since 2016, the Parks and Recreation Department and Keep Denton Beautiful (KDB) have planted or provided over 11,000 trees in parks, center medians, and neighborhoods. In addition, since 2014, PARD and KDB have received four awards from the Texas A&M Forest Service and the Texas Chapter of the International Society of Arboriculture for tree planting, beautification, and educational programs. PARD continues to strategically plant trees on center medians, in parks, and near parking lots to help mitigate the urban heat island effect. PARD also continues to supply trees for planting by Denton residents to increase the urban tree canopy. PARD has received multiple TxDOT Green Ribbon grants to plant trees and landscape on TxDOT roadways, including US380, Dallas Drive, Teasley Lane, FM2499, and US377. FM2499 was completed last year, and US377 from Roselawn to Country Club Road will be planted in the near future. Both FM2499 and US377 are current Council initiatives. Wildlife Corridor Map Follow Up – On Sept. 13, Mayor Pro Tem Beck inquired regarding the gradient of likely-used-corridor to less-likely-used corridor utilized in the Wildlife Corridor Map featured in 2023-063 Wildlife Corridors. Staff advised there are two outputs from the “Build Networks and Map Linkages” tool. One output is a simple corridor which is a “line” and for graphical representation the thickness of that line was adjusted for clarity for users. The other output is the gradients or Least Cost Paths, which reflect the modeled costs for that land area. As a reminder, the Least Cost Paths and Corridors are a result of analysis of the Normalized Difference Vegetation Index (aka greenness index), National Land Cover Database, and City of Denton specific data (e.g., Environmentally Sensitive Areas). The Wildlife Corridor Map includes the modeling efforts along with the identified 5 greenspace across Denton. The inclusion of modeling outputs and actual greenspace expands the area identified for wildlife on the Wildlife Corridor Map. Feral Hog Response – On Sept. 13, Mayor Pro Tem Beck inquired regarding the City’s responsibilities, position, and response to wild hog incursions within city limits. Feral hog removal or management on private property is the responsibility of the property owner. The City has authority to manage any feral hog populations on City-owned property. Staff works with Texas Parks and Wildlife or other third-party vendors for management or removal of hogs on City property. The City maintains a contract to manage the removal of feral hogs from the landfill and the wastewater treatment plant properties on Mayhill to mitigate property damage and support operational permit compliance. Parks utilizes a contractor seasonally to assist with feral hog populations at Clear Creek, as well. Animal Services does not currently respond to feral hog calls; however, sightings can be reported by the public via Engage Denton. Animal Services does review and track reported sightings on Engage Denton. Since the addition of the reporting function in 2022, only four instances of hog sightings have been reported. Fear in New Sweden: Residents fight back against concrete plant plans in heart of Texas Upcoming Community Events and Public Meetings A. Hispanic Heritage Month Celebration – Celebrate Cultural Diversity in Denton at the MLK Jr., Recreation Center (1300 Wilson St.) on Saturday, Sept. 16 from 10 a.m. to noon. National Hispanic Heritage Month runs from Sept. 15 through Oct. 15. This event will celebrate the vibrant history of our Hispanic community, discuss its heritage, and the contributions made by Denton residents from Mexico, Spain, the Caribbean, and South and Central America. Featuring keynote speaker Dr. Rudy Rodriguez, trustee of Denton ISD since 2008, the event will also feature entertainment and activities for children. The event is free to attend. National Dance Day Party – Celebrate National Dance Day on Sept. 16 at North Lakes Recreation Center (2001 W. Windsor Dr.). The festivities begin at 1 p.m. with BollyX, followed by Zumba at 1:40 p.m., Les Mills BODYJAM at 2:30 p.m., and a Freestyle Dance Party beginning at 3:15 p.m. This is the perfect opportunity to see how dance can feature in an active lifestyle. Kayaking, Ages 8+ – Join American Canoe Association assessed instructors and American Red Cross lifeguard certified staff on a kayak adventure that tours a beautiful local 6 waterway. Our next kayaking event will explore Pecan Creek and takes place on Saturday, Sept. 16, and includes both Single and Tandem kayaking options. The excursion begins at 9:00 a.m. and ends at 3:00 p.m. Participants are asked to bring a sack lunch and a bottle of water and meet at the Denton Civic Center (321 E. McKinney St.) lobby in the morning to begin their adventure. The cost for a single kayak is $25 and the cost of a shared, tandem one is $50. Children ages 8-11 must share a kayak with an adult. Veterans Kayaking –Parks and Recreation is offering a kayaking program specifically oriented toward veterans. Join American Canoe Association assessed instructors and American Red Cross lifeguard staff for a kayaking trip in a local waterway. Make connections with other veterans and enjoy connecting with nature. The trip begins on Saturday, Sept. 19, at 10 a.m. at the Denton Senior Center (509 N. Bell). Golf Scramble – Parks and Recreation will host its Monthly Golf Scramble at Wildhorse Golf Club in Robson Ranch (9400 Ed Robson Blvd) on Sept. 19, from 5 to 8 p.m. Tee off and enjoy the chance to win some great prizes. Joe Skiles Park Improvement Project Meeting –Parks and Recreation will host a virtual meeting on Thursday, Sept. 21 at 6:30 p.m. to provide residents with an update for the planned renovations to Joe Skiles Park. Planned improvements include the addition of a loop trail, landscaping, shade, and typical park amenities. Staff are asking for feedback on these elements and the plan in general. Staff will also provide residents with a proposed project implementation schedule. Prepare Denton – On Thursday, Sept. 21, from 6-8 p.m., Denton Fire Department is hosting its first emergency family-friendly preparedness class at the Central Fire Station (332 E. Hickory St). Bring your family to learn how to prepare for disasters in your community and how to pack a go bag for your family. DFD’s new monthly educational series will teach residents various lifesaving skills that will better equip them if or when an emergency happens, and will feature classes tailored for children, families, or adults. Active Adult Hike – Discover beautiful fall colors at Clear Creek Natural Heritage Center with outdoor recreation staff on Sept. 22 from 10 a.m. until 12:30 p.m. Meet old friends and make new ones on this leisurely 3-mile hike for adults 50+. Hiking boots, long pants, drinking water, sunscreen are all recommended. Registration for the hike is $5 per person and available at this link. Adapted Rec Social Connections –Adapted Recreation Social Connections is headed to the Sky Theatre! Yappy Hour at North Lakes Park – Grab your four-legged companions and join Denton Parks and Recreation at North Lakes Park (808 W. Bike Safety Course – Learn the basics of bicycle safety with an expert-led class at Denia Recreation Center (1001 Parvin St.) on Saturday, Sept. 23 from 9 a.m. to 4 p.m. The class will cover topics such as helmet fit and how to respect the rules of the road in your bicycle and will also involve practicing in a safe place before venturing onto neighborhood roads for further practice. A Denton Police Department Bicycle Patrol Officer teaches the class that is open to individuals ages 8 and up, and costs $40 for residents and $45 for non- residents. Participants are asked to wear appropriate clothing including close-toed shoes and to bring their bicycle, helmet, water, and something for lunch. Registration is available at this link. Fall Block Party – Mark your calendars for an exciting, family-friendly event, the City Block Party, bringing the community together for a night of fun and engagement with City officials. This event combines the National Night Out Kick Off Party with State of the City in one central location where all can attend. Join us on Sept. 28, from 6 to 8 p.m. at the Denton Civic Center and Quakertown Park (321 E. McKinney St.), where numerous departments will host booths, “touch-a-truck” exhibits, and various fun activities with free giveaways for attendees. Adult Tennis Social – Denton Parks and Recreation is hosting an adult tennis social at the Goldfield Tennis Center on Friday, Sept. 29 from 6 p.m. to 8 p.m. (2005 Windsor Dr.). National Night Out – On Tuesday, Oct. 3, residents across Denton will host cookouts, block parties, and other community events in celebration of National Night Out (NNO). Each year on the first Tuesday of October, residents organize events to meet and build connections with their neighbors, as well as the first responders and City officials who serve them. Denton Police, Fire, and other City personnel will visit registered NNO parties throughout the evening to strengthen relationships with residents. If a party host would like Police, Fire, and/or other City staff to attend their gathering, they are encouraged to register online by Friday, Sept. 22. Community Tree Giveaway – Registration for Keep Denton Beautiful’s 25th Annual Community Tree Giveaway opens Oct. 3 at 10 a.m. This drive-thru events provides free trees to Denton residents on Saturday, Oct. 21 beginning at 8 a.m. Registrants will be provided a 30-minute window in which to pick up their trees after they have completed the registration process. The council supported the proposal and directed staff to respond with an informal staff report (ISR). The recommendation from Council Member Holland was based in part on a July 16, 2023, Denton Record Chronicle story stating that more than 500 vehicular crashes occurred between Jan. 3, 2022, and July 11, 2023, due to wrong-way traffic on one-way streets. Following the two-minute pitch, staff evaluated the data used as the basis of the Denton Record Chronicle’s story and found only six such accidents had occurred during that timeframe. When the data was provided to the Denton Record-Chronicle, staff provided aggregate accident data and recommended that the reporter filter the information for crashes due to wrong-way traffic. The original story was run with aggregate accident counts rather than those strictly related to wrong- way traffic. Staff contacted the Denton Record-Chronicle to request a correction, and the story has since been updated to reflect accurate accident data. In response to the Council’s ISR request, staff evaluated existing signage on one-way streets and identified areas where additional signage can be installed using existing sign supports. DISCUSSION: Existing Signs and Visual Indicators There are 12 one-way streets within the city limits with 132 connecting intersections. A variety of signs and visual indicators are utilized to alert drivers that only one-way traffic is permitted on a roadway. Below is a brief description of the types of signs, the application recommended by the Manual on Uniform Traffic Control Devices (MUTCD), and the signs currently in place on one-way streets. • One-Way Signs – One-Way signs shall be placed parallel to a one-way street where roadways intersect the one-way street. There are 426 One-Way signs currently installed with signs present at all roadways intersecting one-way streets. • Movement Prohibition Signs – No Right Turn and No Left Turn signs are examples of Movement Prohibition signs. These signs may be omitted at intersections where a One-Way sign is present. There are currently 75 Movement Prohibition Signs installed on one-way streets. 26 September 15, 2023 Report No. 2023-064 • Do Not Enter Signs – Do Not Enter signs shall be placed where facing traffic is prohibited from entering a restricted roadway. For instance, Do Not Enter signs should be placed where a two-way street transitions to a one-way street. There are 41 Do Not Enter signs currently installed. • Wrong Way Signs – Wrong Way signs are often used to supplement Do Not Enter signs where a crossroad intersects a one-way street in a manner that does not physically discourage or prevent wrong-way entry. If used, Wrong Way signs should be placed at locations further from the crossroad than Do Not Enter signs. Currently, seven Wrong Way signs are installed on one-way streets. Visual indicators such as pavement markings and reflectors are also used on one-way streets. White lines, rather than yellow lines, are used to separate the lanes along one-way streets, and the raised pavement markers accompanying the lane lines will reflect red if a driver is traveling in the wrong direction. Opportunities & Implementation In accordance with Council direction, staff evaluated opportunities to add Wrong Way signs to existing sign supports. To comply with MUTCD recommendations, sign supports were selected that are located further from crossroads than existing Do Not Enter and One-Way signs. Supports where new sign installations are prohibited by regulatory requirements or would conflict with existing signage were excluded. Based on these criteria, 12 existing sign supports that are adequate for the addition of Wrong Way signs were identified for improvement. These signs are located along Oak Street, Hickory Street, Highland Street, and Railroad Ave. The estimated cost for installation is $78 per sign, totaling $936 for all. Completion of installation is anticipated by the end of September. Additionally, another five locations have been identified along Elm Street and Locust Street, TxDOT maintained roadways, which meet the criteria outlined above. An installation request has been made to TxDOT. If approval is received from TxDOT, the signs will be installed.
