Denton Overdose Response Team – This week, the Denton Fire Department (DFD), along with the Recovery Resource Council (RRC), launched an outreach program with the goal of identifying and making positive contacts with individuals who may be at high risk of drug overdose. Individuals identified and contacted may have a dependence issue based on previous EMS contact for potential drug issues. The team consists of trained DFD paramedics and a counselor with RRC. The team attempts contact with the identified individuals, then offers counseling services and resources provided by RRC. Within the first week of the outreach program, the team attempted contact with six individuals. Of those six individuals, two contacted an RRC counselor within a few hours of DFD contact, seeking additional assistance. This response is a positive result for the first week of implementation. Initially, the team will complete outreach once per month, but DFD will adjust the schedule as needed. This program is grant-funded, and all costs associated with the use of DFD employees are fully reimbursed by RRC. RRC has also partnered with Medstar in Fort Worth, Dallas Fire Rescue, and Plano Fire Department to run similar outreach programs. Denton City Council considered and approved the terms of the agreement with RRC on Aug. 16, 2022. Staff contact: Kenneth Hedges, Fire B. Municipal Court Award –The Denton Municipal Court’s online platform took first place in a challenge hosted by the National Center for State Courts (NCSC). The award showcases innovative technology that enhances user experience. Courts of all types across the nation were considered for the award. Denton’s Municipal Court was recognized at the NCSC Court Technology Conference in Phoenix, Arizona on Sept. 14. Staff contact: Tyler Atkinson, Municipal Court C. Diving Eagles Temporary Art Downtown – As a continued partnership with UNT, their Athletics Department will chalk paint temporary ‘Diving Eagles’ downtown to promote home football games. The artwork will be cleaned weekly and reinstalled, typically on Thursdays prior to home games. Since this is a new program, modifications may be made as improved solutions and ideas are identified and implemented. Staff contact: Gary Packan, Parks and Recreation Responses to Council Member Requests for Information A. Tree Concerns near Ryan Rd. and Whisperwood – On August 22, Council Member Holland shared a resident’s concerns regarding the removal of dead trees near Ryan Rd. and Whisperwood. Additional individuals have since shared the same concerns with various council members. Staff performed a site visit and determined the dead trees in question, primarily Post Oaks, are in HOA common lots of the Woodmere subdivision and in the Ryan Rd. right-of-way. The trees located in the common lot east of the model home at 4017 Whisperwood appear to have been affected by the change in water flow caused by the increase in grade for the home pads in the Woodmere and Teasley Trails subdivisions. Post Oak trees are notoriously sensitive to changes in water flow and grade. At least two of the trees were dead or declining prior to any grading for the Woodmere subdivision as evidenced by aerial images from June 2018 after grading for Teasley Trails 2 was completed. The trees in the Ryan Road right-of-way also appear to have been affected by the increase in grade north of the right-of-way. Fire Department staff also visited the site and noted the dead trees in this area, but they do not consider this to present a wildfire concern as both sides of the common area lot are either developed or open lots, limiting potential fire spread. As a part of the Planned Development for the Woodmere subdivision, a conservation easement was dedicated for the common area lots, so the developer and HOA can only remove dead trees with the City’s authorization. Staff are in contact with the developer of the Woodmere subdivision regarding the need to remove the dead trees and will continue to monitor the situation and assess mitigation for deceased trees as necessary to ensure compliance with the Denton Development Code. Stop Sign at Linden Drive and Bryan Street Update – On Aug. 28, Council Member Meltzer shared a resident’s concerns regarding a recent crash and overall safety at the Linden Drive and Bryan Street intersection. On Aug. 31, a field visit and evaluation of the intersection was conducted. On Sept. 15, two additional signs stating “Cross Traffic Does Not Stop” were installed for Bryan Street at the Linden Drive intersection. Staff contact: Chandra Muruganandham, Engineering C. Feasibility of Marking Parking Spaces on Texas Street – On Sept. 15, Mayor Hudspeth shared a resident’s concern about the feasibility of marking parking spaces along Texas Street adjacent to the Texas Women’s University campus. Staff will evaluate the on-street parking space markings and any associated ADA compliance issues. Due to the need for ADA repairs, this item will be considered in the future streets CIP process and an update will be provided in a future Friday Report. Staff contact: Chandra Muruganandham, Engineering D. Austin Street Food Trucks – On Sept. 18, Council Member Meltzer inquired about food trucks parking on Austin Street. The food trucks have been relocated to the front and side parking lot of the building and are continuing operations. The City Manager’s Office is working with the business owner to identify additional areas for food trucks to operate in the area. Staff will provide Council updates on ongoing efforts. Tree Maintenance Between Properties – On Sept. 18, Mayor Hudspeth shared a resident’s concern regarding trees needing upkeep between their property and another. Community Services staff also received the same concern via Engage Denton and were assisting the resident who reported the concern online. The two properties are both private properties with a shared boundary, and the City would not enforce the property code or require an abatement as the concern is a civil matter between two private property owners. Speeding on Wind River Lane – On Sept. 19, Council Member McGee shared a resident’s concerns about speeding issues and requests for traffic calming solutions along Wind River Lane between Teasley Lane and IH35E. Staff collected speed data along Wind River Lane in 2008, 2014, 2016, and 2020, but data continues to show speeding was not a significant issue. Staff previously adjusted the roadway cross-section from a four-lane undivided 3 roadway to a three-lane roadway; consisting of two through lanes, a center two-way left-turn lane with an identified pedestrian crosswalk, and an All-Way Stop control to address a slight visibility issue. A new speed data collection will be scheduled along Wind River to determine if a speeding issue currently exists before other possible traffic calming solutions are developed. Staff contact: Chandra Muruganandham, Engineering G. Vacant Lot on Robertson Road – On Sept. 19, Mayor Hudspeth inquired regarding the status of a vacant lot on Robertson Road. Since the property’s rezoning in 2021, staff have had two pre-application meetings on the 418 Robertson property, but no development applications have been submitted. Since the rezoning, the ownership of the property also changed. Community Services is working to improve the conditions of the property via the abatement process. Yappy Hour at North Lakes Park – Grab your four-legged companions and join Denton Parks and Recreation at North Lakes Park (808 W. Windsor Dr.) on Friday, Sept. 22, from 5:00 p.m. to 8:00 p.m. There will be an array of food and pet treat vendors who will be offering a variety of yummy goodies for sale. The event is free to attend and open to all ages. Staff contact: Autumn Natalie, Parks and Recreation B. Bike Safety Course – Learn the basics of bicycle safety with an expert-led class at Denia Recreation Center (1001 Parvin St.) on Saturday, Sept. 23 from 9 a.m. to 4 p.m. The class will cover topics such as helmet fit and how to respect the rules of the road in your bicycle and will also involve practicing in a safe place before venturing onto neighborhood roads for further practice. A Denton Police Department Bicycle Patrol Officer teaches the class that is open to individuals ages 8 and up, and costs $40 for residents and $45 for non- residents. Participants are asked to wear appropriate clothing including close-toed shoes and to bring their bicycle, helmet, water, and something for lunch. Registration is available at this link. Fall Block Party – Mark your calendars for an exciting, family-friendly event, the City Block Party, bringing the community together for a night of fun and engagement with City officials. This event combines the National Night Out Kick Off Party with State of the City in one central location where all can attend. Join us on Sept. 28, from 6 to 8 p.m. at the Denton Civic Center and Quakertown Park (321 E. McKinney St.), where numerous departments will host booths, “touch-a-truck” exhibits, and various fun activities with free giveaways for attendees. Adult Tennis Social – Denton Parks and Recreation is hosting an adult tennis social at the Goldfield Tennis Center on Friday, Sept. 29 from 6 p.m. to 8 p.m. (2005 Windsor Dr.). Bring a friend or meet new ones at this low-stakes get-together that will have tennis pros on hand to offer helpful tips. Teen Council Community Garage Sale – Join the Denton Teen Council on Saturday, Sept. 30 at Denia Rec Center (1001 Parvin St.) for a community garage sale. Become a vendor by registering online. Vendors must provide their own tables and chairs. The event will take place in the recreation center parking lot. Registration costs $20 and available online. Adult Archery – Learn the fundamentals of international-style archery with a USA Archery and National Archery in Schools Program certified instructor. The class will take place on Saturday, Sept. 30 from 10 a.m. to noon at Denia Rec Center (1001 Parvin St.). The class costs $35 and registration is available at this link. National Night Out – On Tuesday, Oct. 3, residents across Denton will host cookouts, block parties, and other community events in celebration of National Night Out (NNO). Each year on the first Tuesday of October, residents organize events to meet and build connections with their neighbors, as well as the first responders and City officials who serve them. Denton Police, Fire, and other City personnel will visit preregistered NNO parties throughout the evening to strengthen relationships with residents. Community Tree Giveaway – Registration for Keep Denton Beautiful’s 25th Annual Community Tree Giveaway opens Oct. 3 at 10 a.m. This drive-thru events provides free trees to Denton residents on Saturday, Oct. 21 beginning at 8 a.m. Registrants will be provided a 30-minute window in which to pick up their trees after they have completed the registration process. Dementia-Friendly Nature Walk – Join Dementia-Friendly Denton County as an Elm Fork Chapter Master Naturalist guides upcoming tours of Briercliff Park (3200 State School Rd.) on Wednesday, Oct. 4 and the Civic Center Garden (321 E. McKinney St.) on Wednesday, Oct. 18. These walks provide exercise, education, and sensory stimulation for people living with dementia and their caretakers. All walks begin at 10 a.m. Dementia-friendly nature walks are free to attend, and registration is available at this link. Staff contact: Carin Zeman, Parks and Recreation J. Homeschool Hike at Clear Creek – Homeschool hikes offer the opportunity for children to enjoy local trails as an educational opportunity with learning curriculums included. Three hikes will be held at various locations on Friday, Oct. 6, Friday, Oct. 13, and Friday Oct. 20. Children ages 5-11 must be accompanied by a caregiver. Children 12 and up can hike alone if staff have a waiver on file. The cost for the hike is $5 per hiker, with more information and registration available online. Windsor Dr.) on Friday, Oct. 6 from 7 to 9 p.m. and enjoy music, a dance floor, a photo booth, and fellowship. This month’s theme is “Halloween Haunting!” The event is $5 per person, and open to individuals 16 and above with disabilities. Registration is available at this link. Take a Kid Mountain Biking Day – Celebrate the International Mountain Bicycling Association’s Take a Kid Mountain Biking Day on Saturday, Oct. 7 at the Clear Creek Mountain Bike Trail (5792 Hartlee Field Rd.). Explore the mountain bike park with your kids on a special 1.1-mile loop marked for the event. Guided rides from Denton Parks and Recreation staff and the Denton Police Department will be available from 10 a.m. to noon. A limited number of bikes will be available for check out at the mountain bike trail on a first-come, first-served basis. Please bring a photo ID if you intend to rent a bike.
