Election Contract with Denton County – The City of Denton 2023 Bond Election will occur on Nov. 7, 2023. As with all elections, the City of Denton will contract with Denton County for the administration of the election. For most elections, the City will present a contract with the County for Council approval several weeks before the election to authorize the City to hold the election jointly with other jurisdictions under the administration of the County. When the City Council adopted the ordinance calling for the Nov. 7 Bond Election, it also authorized the City Manager to enter into an election agreement with the County (Section 11). As a result, there will not be a separate, additional consideration of the contract with Denton County for the upcoming election. As with previous elections, the County will provide an estimated cost for the election. An audit of the actual expenses incurred to conduct the election will be performed after the election and payment shall be rendered at that time. Wildlife Corridor Map – The Wildlife Corridor map is now available on the City website using this link and by following the steps below. • Turn on the “Planning” and “Wildlife Corridors” layers, nested under Planning • Turn off “Zoning” layer • Nested under “Wildlife Corridors” is “Least Cost Path (Wildlife Corridors)” which may be turned off manually. Emily Fowler Central Library Closure – Emily Fowler Central Library will be closed Friday, Oct. 6 through Sunday, Oct. 8 during the Arts & Jazz Festival. Denton Public Library has posted closing notices, updated the website and catalog message, updated the phone message, and will be sharing through social media. North Branch and South Branch Libraries will remain open with regular hours of operation. Staff contact: Jennifer Bekker, Library D. Library Receives State Accreditation – The Denton Public Library was notified of its 2024 accreditation by the Texas State Library and Archives Commission (TSLAC) via the attached letter. Public libraries receive accreditation if they meet the minimum standards for accreditation in the State Library System as noted in the Texas Administrative Code. Accreditation allows Denton Public Library to participate in the TexShare Database consortium, TexShare Card reciprocal lending program, statewide Interlibrary Loan (ILL) program, and eligibility for TSLAC grant funding and participation in TSLAC programs such as the Family Place project. Denton Public Library has achieved accredited status for over 33 years. Staff contact: Jennifer Bekker, Library E. Finance Department Awarded Certificate of Distinction - The Finance Department’s Investment Policy 403.06 was awarded the Certificate of Distinction letter (attached) from the Government Treasurers of Texas (GTOT) organization. GTOT permits governmental entities to biennially submit investment policies to its Policy Review Committee. The GTOT committee awards an estimated 35 distinction letters annually, which the City has received eight times since 1999. The organization’s policy certification program reviews 2 criteria pertinent to meet the Public Funds Investment Act’s standards and requirements. Staff contact: Randee Klingele, Finance F. Design Downtown Denton Update – On Tuesday, Aug. 15, the City Council approved a resolution authorizing the creation of a 20-member advisory group to provide feedback and to participate in the public engagement for the Downtown Denton Master Plan update, now known as the Design Downtown Denton plan. The advisory group held its first meeting on Thursday, Sept. 14, which was led by the City’s consultants, Mend Collaborative. The first meeting covered the roles, responsibilities, and expectations of the consultant for the advisory group. The consultant provided a project overview, focusing on Phase 1, which includes data gathering and a multifaceted public engagement effort to develop a “Case for Action” and a draft vision for downtown Denton. The group provided extensive feedback during the discussion to help guide the consultant and staff as the Design Downtown Denton plan progresses through the first phase. The next advisory group meeting will be held in late November. In addition to the advisory group meeting, staff, and the consultant have begun public engagement via speak-out and pop-up events throughout the community, including at Arts & Autos, Denton Blues Fest, and by attending neighborhood meetings, such as the Southeast Denton Neighborhood Association (SEDNA). Additionally, the Design Downtown Denton Public Engagement Site is being utilized. During Phase 1 of the planning process, Mend Collaborative is gathering feedback from the public on the following: • What you love about Downtown and want to protect, • What concerns you have about Downtown that need to be mitigated, and • What ideas do you have for Downtown? The consultant will utilize this input to shape the Design Downtown Denton plan’s vision and goals and will help develop a strong case for action that leads to strategies for downtown Denton’s future. Staff provided an update on the plan on Wednesday, Sept. 27 to the Planning and Zoning Commission, which can be viewed here. On Saturday, Oct. 7, staff and the consultants will be at Arts & Jazz Fest to conduct Quakertown Park plan visioning exercises and gather feedback for the overall Design Downtown Denton plan. Monthly Mobility Report – Each month, Innovative Transportation Solutions (ITS) provides a monthly report (attached) which includes the overview of several major regional Texas Department of Transportation (TxDOT) projects. Ryegrass Seeding at Dog Parks – During October and November, portions of Wiggly Field Dog Park at Lake Forest Park (1760 E. Ryan Rd.) and Fetch Dog Park at North Lakes Park (808 W. Windsor Dr.) will be closed to accommodate ryegrass planting. Ryegrass is usually planted at the beginning of fall to provide grassy surfaces through the winter and alleviate the presence of soggy and muddy areas within the parks. The first planting period begins Monday, Oct. 9, and will continue through Sunday, Oct. 22. The second planting period begins Monday, Oct. 23, and will end Sunday, Nov. 6. During each planting, both parks will have a large dog and a small dog section available for use. . Road Conditions of Montecristo Court - On Sept. 20, Council Member McGee shared a resident’s concern regarding road conditions on Montecristo Court. Staff evaluated the road’s condition, determined that a full reconstruction is required, and placed it on the list as a future capital improvement project. Spot repairs will be made to improve the driving surface until a full reconstruction is completed. Repairs are expected to begin in mid- October, weather permitting. Staff contact: Ethan Cox, Public Works B. Ryan Road Improvements Inquiry – On Sept. 21, a resident contacted Council Member Holland, asking for the status of the Ryan Road reconstruction. The project is currently at 30% design and on hold until the completion of Hickory Creek Road Phase 3 construction, as it is currently the detour alternative route for traffic during the construction. As Hickory Creek Road Phase 3 construction ends, the Ryan Road project will begin to ensure that east-to-west mobility can be maintained in this area of town. Teen Council Community Garage Sale – Join the Denton Teen Council on Saturday, Sept. 30 at Denia Recreation Center (1001 Parvin St.) parking lot, from 6 a.m. to 2 p.m. for a community garage sale. National Night Out – On Tuesday, Oct. 3, residents across Denton will host cookouts, block parties, and other community events in celebration of National Night Out (NNO). Each year on the first Tuesday of October, residents organize events to meet and build connections with their neighbors, as well as the first responders and City officials who serve them. Denton Police, Fire, and other City personnel will visit preregistered NNO parties throughout the evening to strengthen relationships with residents. Community Tree Giveaway – Registration for Keep Denton Beautiful’s 25th Annual Community Tree Giveaway opens Oct. 3 at 10 a.m. This drive-thru event provides free trees to Denton residents on Saturday, Oct. 21 beginning at 8 a.m. Registrants will be provided a 30-minute window in which to pick up their trees after they have completed the registration process. Dementia-Friendly Nature Walk – Join Dementia-Friendly Denton County as an Elm Fork Chapter Master Naturalist guides upcoming tours of Briercliff Park (3200 State School Rd.) on Wednesday, Oct. 4, and the Civic Center Garden (321 E. McKinney St.) on Wednesday, Oct. 18. These walks provide exercise, education, and sensory stimulation for people living with dementia and their caretakers. Homeschool Hike at Clear Creek – Homeschool hikes offer the opportunity for children to enjoy local trails as an educational opportunity with learning curriculums included. Three 4 hikes will be held at various locations in Denton on Friday, Oct. 6, Friday, Oct. 13, and Friday, Oct. 20. Children ages 5-11 must be accompanied by a caregiver. Adapted Recreation Dance – Get your groove on with friends at North Lakes Recreation Center (2001 W. Windsor Dr.) on Friday, Oct. 6 from 7 to 9 p.m. Enjoy music, a dance floor, a photo booth, and fellowship. This month’s theme is “Halloween Haunting!” The event is $5 per person, and open to individuals 16 and above with disabilities. Registration is available at this link. Take a Kid Mountain Biking Day – Celebrate the International Mountain Bicycling Association’s Take a Kid Mountain Biking Day on Saturday, Oct. 7 at the Clear Creek Mountain Bike Trail (5792 Hartlee Field Rd.). Explore the mountain bike park with your kids on a special 1.1-mile loop marked for the event. Guided rides from Denton Parks and Recreation staff and the Denton Police Department will be available from 10 a.m. to noon. A limited number of bikes will be available for checkout at the mountain bike trail on a first-come, first-served basis. Please bring a photo ID if you intend to rent a bike. Food N Fun Friday – Join Parks staff at the North Lakes Driving Range (2009 W. Windsor Dr.) on Friday, Oct. 13 from 5 to 9 p.m. for $20 unlimited golf balls, a free-to-join closest to the pin challenge, and food trucks including King & Queen New Orleans Sneauxballs. Backyard Bands, Ages 50+ – The Denton Senior Center will be hosting a mini-concert series this October featuring classic cover bands with music ranging from classic country to classic rock. The event will take place every Monday, from 6:30 to 8:30 p.m. The lineup for the month includes Whiskey Bandits on Oct. 16, The Hot Yeah on Oct. 23, and Sugar, a yacht rock tribute band, on Oct. 30. New for this year is a sensory hour from 6 to 7 p.m. that is designed 5 for younger kids and those with sensory needs with appropriate lighting, no strobes, and stationary characters with limited movement. Wear comfortable clothing, and close- toed shoes, and bring a flashlight. Participants may also consider wearing bug spray. No registration is required, and youth under 14 years old will need to be accompanied by an adult.
