Draft 2024 Council Meeting Schedule – A copy of the Draft 2024 Council Meeting Schedule is attached. Please let staff know if you have any questions. This schedule will be finalized in mid-October. Riviera Mobile Home Park Water – On Wednesday, Oct. 4, staff was notified that 30 lots within the Riviera Mobile Home Park, located at 5505 Fishtrap Rd., were under a Boil Water notice. The mobile home park is serviced by a well, which failed, and residents were without water. Staff worked with the property manager to deliver cases of bottled water to the residents and with the Texas Commission on Environmental Quality (TCEQ) to activate an emergency interconnect to allow for water service delivery from the City of Denton. TCEQ authorized the emergency interconnect for three months late Thursday, Oct. 5. The mobile home park is responsible for any easements necessary and deposits for meters. TCEQ also requires the mobile home park to employ the services of a professional engineer to resolve the well issues. Staff expects the emergency connection to be completed on Friday, Oct 6. The mobile home park remains under a boil water notice until the well is restored, or a permanent connection is established. Staff contact: Stephen Gay, Water Utilities C. Interfaith Ministries Procedural Changes – Customer Service has a contract with Interfaith Ministries to provide financial assistance to area families at risk of losing utility service. Recently, Interfaith has made a difficult decision to make a procedural change that may result in an increase in negative customer comments. Historically, an Interfaith case worker reached out to clients seeking assistance when they submit incomplete documentation, which often requires multiple contacts that are initiated by Interfaith. However, Interfaith has seen a large increase in the number of applicants over the past year. Due to the increasing caseloads, continuing to provide this level of initiative would require the hiring of an additional staff member. Hiring an additional case worker would reduce the funding required to provide support for approximately 95 families per year. It was determined that the cost to families in need was too great. Therefore, it was determined that the completion of the application and all documentation is a shared responsibility of Interfaith and the client. Clients should initiate contact with Interfaith to confirm their case file is complete. This will enable the case workers to more quickly serve the clients who have complete documentation on file without negatively impacting a large subset of customers. Any customer having trouble paying their monthly utility bill should contact Customer Service at 940-349-8700 or customer.service@cityofdenton.com with questions before the interruption of service. Staff contact: Christa Foster, Customer Service D. Ready for Work Program – On June 12, 2023, a partnership between the City of Denton and Our Daily Bread started the Ready for Work Program. Ready for Work aims to make a positive difference in the lives of persons experiencing homelessness by providing them with an opportunity to receive training, build skills, and work at the Denton Landfill. The program’s goal is to support and encourage individuals to take steps toward re-entering the workforce. Alongside Landfill staff, program participants have also collected windblown litter and litter on routes to the disposal site, ensuring compliance with the state landfill permit. The Ready for Work crew consists of three members, working 25 hours per week 2 each, with a total accumulation of 882 hours worked since the program began. The program has already shown success as one of the participants recently received a full-time job. The Solid Waste and Recycling Department looks forward to utilizing more participants as opportunities arise. Staff contact: Art Garcia, Solid Waste and Recycling E. Animal Shelter Closure Days – The Linda McNatt Animal Care and Adoption Center will temporarily close Wednesday, Oct. 18 through Friday, Oct. 20 for annual maintenance, deep cleaning, and staff development. While the center will be closed for regular services, Animal Control Officers will remain available for emergency response. Individuals needing assistance should call the non-emergency police number at (940) 349-8181, option 1. The public is being notified of the closure through signage at the facility, social media posts, and the Animal Services webpage. Staff contact: Shelly Meeks, Animal Services F. Updates to Chapter 17 of the City of Denton Code of Ordinances – Community Improvement Services (CIS) is recommending updates to Chapter 17 of the Municipal Code to include the possible adoption of the 2021 versions of the International Property Maintenance Codes (IPMC), with minor amendments, to replace the current Chapter 17 Denton Property Maintenance Code (DPMC). The Health and Buildings Safety Commission (HABSCo) is reviewing the changes and estimates to complete their review in the coming months. The attached graphic details community feedback opportunities. Information regarding the proposed update is posted on the City’s Code Enforcement/Property Maintenance webpage along with a feedback form. CIS will hold two public hearings to obtain feedback virtually on Oct. 17 at 6 p.m. and in person at 401 N. Elm on Oct. 18 at 2 p.m. Staff contact: Joshua Ellison, Community Services G. Denton Municipal Archives – The Denton Municipal Archives continues to receive material from City of Denton departments, community groups, and individuals. Recently completed collections include Planning Division Records, 1876-2008, and the Denton Scrapbook and Ledger Collection, 1909-1998 - the latter having been completely digitized and available to view online. Finding aids for completed collections can be viewed online. Requests to view materials that have not been digitized can also be submitted through that website. Currently being processed are the remainder of the maps and architectural drawings transferred to the library by the Engineering Department during Trash to Treasure Day in 2016. These items will be added to the over 3,000 maps of additions and subdivisions already processed as part of the Engineering Department Records, 1878-2017. Other Denton Municipal Archives projects include the continuation of the Community Webs grant project which endeavors to preserve websites of local significance utilizing the Archive-It web preservation program and hosted on the Internet Archives’ Wayback 3 Machine, and an ongoing project to create an online exhibit detailing the History of Denton’s Parks. Energy Subsidy Inquiry – On Oct. 4, Council Member McGee forwarded a resident’s inquiry regarding energy subsidies provided by Denton Municipal Electric (DME). The inquiry is similar to one posed by Mayor Pro Tem Beck on Individual Consent agenda item #23-1632 (9/26/23). Below is Mayor Pro Tem Beck’s question and staff’s response: • Q: Am I correct that home electrical storage batteries were incentivized only as part of a larger photovoltaic (PV) installation and with the PV rebate funds moving into the GreenSense Program, home batteries will now not be covered at all? • A: Yes. Under the solar rebates, new PV systems installed with battery storage received an increased rebate based on the size of the system. The GreenSense program is focused on energy efficiencies that apply regardless of energy source. After the DME value of solar study, battery storage rebates may be revisited. Library Notary Services – On Oct. 4, Council Member McGee inquired if Denton Public Libraries offer free notary services. The Library ceased providing notary services in 2012 due to increasing staff time for the services and requests to provide testimony about notarized documents. When services are requested, staff provides a list of local notary providers including banks, bail bond providers, other local businesses, and individual notary providers. Letter to City Council (attached) 4 Upcoming Community Events and Public Meetings A. Denton Arts and Jazz Festival – Celebrate all Denton has to offer in arts, music, and performance at the 43rd Annual Arts and Jazz Festival. Headliners this year include Peter Weller, Jimmie Vaughan and The Tilt-A-Whirl Band, and, of course, Brave Combo! Numerous other artists and performers will grace the festival’s six stages across Quakertown Park (700 Oakland St.). The Festival begins at 3 p.m. on Friday, Oct. 6, and ends Sunday evening, Oct. 8. In addition to music, enjoy the opportunity to purchase art from dozens of venders at the Civic Center and throughout the park. Take a Kid Mountain Biking Day – Celebrate the International Mountain Bicycling Association’s Take a Kid Mountain Biking Day on Saturday, Oct. 7 at the Clear Creek Mountain Bike Trail (5792 Hartlee Field Rd.). Explore the mountain bike park with your kids! We will have a special 1.1-mile loop marked for this event. Guided rides from Denton Parks and Recreation staff and the Denton Police Department will be available from 10 a.m. to noon. Please bring your own water and a helmet. A limited number of bikes will be available for check out at the Mountain Bike Trail on a first come, first serve basis. Please bring a photo ID if you intend to rent a bike. Community Tree Giveaway – Registration for the 25th Annual Keep Denton Beautiful Annual Community Tree Giveaway has now closed. Street Closure Report .........................................................................................................38 9 Strengthening Our Continuity of Operations Planning with Additional Vendor Identification We are taking proactive steps to ensure the uninterrupted flow of our services, in the spirit of transparency and in alignment with our dedication to operational excellence. First and foremost, we wish to express our confidence in our current vendor, Our Daily Bread (ODB). The transition from the Monsignor King Outreach Center and St. Andrew’s Presbyterian Church to the new facility has been a massive undertaking, and we are so proud of the resilience and commitment ODB has shown throughout the transition. Over the years, ODB has demonstrated dedication, professionalism, and quality services that we have come to rely upon. We appreciate our collaboration with them, and this message in no way reflects a diminishing trust or satisfaction in the services we are currently receiving. However, in our ongoing commitment to ensuring the smooth and continuous operations of City services, we believe in the importance of always being prepared. This includes having contingency plans in place to tackle unforeseen circumstances or emergencies that may arise. As such, we are in the process of identifying potential qualified vendors to serve as a backup should ODB be unable to continue operations. This initiative is simply a proactive measure to secure a backup, and it is a testament to our dedication to serve our stakeholders and community members to the best of our ability. It is crucial to understand that this action is not a reflection of any dissatisfaction or a desire to replace ODB. Instead, it is our duty to our clients, partners, and stakeholders to ensure that in the unlikely event that a primary vendor faces unforeseen challenges, our operations remain unaffected. We firmly believe in the principle that "Hope for the best, but plan for the worst." This approach ensures that our commitment to quality, reliability, and continuity remains intact, no matter the circumstance.
