General Information & Status Updates
A. Pending Council Requests Work Session Topics – Pursuant to Ordinance No. 23-1431, the
following items will be discussed during the Oct. 17 Council Work Session: 1) Request for a resolution to send to the Denton County Commissioners Court encouraging the placement of voting centers in the City of Denton and throughout the entire county.
2) Request for a Work Session on the pros, cons, and options regarding requiring working
air conditioning in rentals and prohibiting HOAs from disallowing air conditioners. Staff contact: Monica Benavides, City Manager’s Office B. Parks and Recreation Department Accreditation – On Monday, Oct. 10, the City of Denton
officially received confirmation of its accreditation from the Commission for Accreditation
of Parks and Recreation Agencies (CAPRA), the industry standard accreditation agency for Parks and Recreation departments in the United States. This official confirmation occurred at the annual National Parks and Recreation Association (NRPA) conference that took place in Dallas. CAPRA accreditation recognizes only those Parks and Recreation
Departments that have proven their commitment to industry best-practices and have
subjected their operations to a thorough review by CAPRA officials. Accreditation focuses on achieving 154 standards across ten core areas of focus that represent the entire gamut of a successful Parks and Recreation operation. Staff contact: Caroline Seward, Parks and Recreation
C. NATOA Awards – The City of Denton and DTV received runner-up recognition in four categories and honorable mention in two others for the National Association of Telecommunications Officers and Advisors (NATOA) Government Programming Awards. These annual awards recognize excellence in broadcast, cable, multimedia and
electronic programming produced by local government agencies from across the United
States. The four categories in which the City of Denton received the Award of Distinction are: Public Affairs - Denton: State of the City, Library - Summer Reading Challenge, Animal Services – Animal Shelter Thanksgiving, and Profile of a City/County Dept. or Employee – Employee Spotlight – Jeremiah Tillman-David. The two Award of Honor
recognitions are for: Instruction/Training - We Otter Talk About It and Seniors - Senior
Center Ceramics. The winners were announced at the NATOA Government Programming Awards conference on Thursday, Oct. 5, 2023, in Long Beach, California. Staff contact: Billy Matthews, Marketing and Communications
D. Fair Chance Hiring Public Feedback – On June 27, 2023, the City Council postponed
consideration of a draft Fair Chance Hiring ordinance so that a period of public feedback could be submitted to the City. The City is now accepting public feedback through mid-November. The public may provide feedback on the draft ordinance in one of two ways. The first way is through the Discuss Denton platform online. An ordinance summary, the draft ordinance, FAQs, and online feedback opportunities are available on the Discuss
Denton project page. The City will also host live feedback sessions, both in person and virtual, during this time. Sessions hosted by the Denton Chamber of Commerce:

Individuals can register to attend virtual community meetings on the City of Denton
website. The feedback sessions will be promoted to local businesses, service providers, and through City social media. The draft ordinance is scheduled to be considered by the Council in January 2024. Staff contact: Ryan Adams, City Manager’s Office
E. Payment Systems Unavailable – The City’s utility billing system will be unavailable from Friday, Oct. 20, at 5 p.m., through Sunday, Oct. 22, at 10 p.m. due to maintenance. During
this time, customers will not be able to make payments. Service interruptions will pause from Friday through Monday, and resume on Tuesday, Oct. 23, to provide ample time for customers to access the system and/or make payments. Staff contact: Christa Foster, Customer Service
F. 2023 Business Survey – Economic Development will begin distribution of the 2023 Business Survey on Monday, Oct. 16, 2023. The survey will be emailed to over 600 local businesses and has two primary objectives. First, the Business Retention and Expansion (BRE) objective attempts to identify at-risk businesses and firms considering expansion. The City will also use this information to provide needed assistance to both struggling and
growing businesses. Second, the survey will help create an economic model of successful business factors in the City of Denton. This survey seeks to quantify the effect of certain business traits and decisions that will allow Economic Development to efficiently allocate resources to Denton businesses. Additionally, the survey aims to assist businesses in their decision-making processes once published. Staff contact: Emilio Montalvo, Economic
Development G. Animal Shelter Closure Days – The Linda McNatt Animal Care and Adoption Center will temporarily close Wednesday, Oct. 18 through Friday, Oct. 20 for annual maintenance,
deep cleaning, and staff development. While the center will be closed for regular services,
Animal Control Officers will remain available for emergency response. Individuals needing assistance should call the non-emergency police number at 940-349-8181, option 1. The public is being notified of the closure through signage at the facility, social media posts, and the Animal Services webpage. Staff contact: Shelly Meeks, Animal Services
H. Affordable Housing Grant for Public Comment – The Department of Housing and Urban Development (HUD) appropriated $85 million for competitive grant funding for the identification and removal of barriers to affordable housing production and preservation. In alignment with the City of Denton’s Consolidated Plan for Housing and Community
Development and the Denton Affordable Housing Strategic Toolkit, the City of Denton is
applying for $10 million for the PRO Housing grant program. The City is welcoming public comment on the application through Oct. 26, 2023. A virtual public hearing will be held Wednesday, Oct. 18, 2023, at 6 p.m., to gather additional feedback. Registration is required for the Public Hearing and may be accessed online. Residents may review the City’s
application and comment online. Feedback will also be accepted via email

I. DCPH Links: Mental Health Navigation Program – Denton County Public Health (DCPH)
recently launched DCPH Links, a mental health referral service for Denton County
residents seeking information about mental health community resources. Residents who have questions about where to find mental health services can call or text LINK to 940-349-3000 to reach a Navigator who can help identify mental health resource connections. J. Code Compliance Appreciation Week – City of Denton Code Compliance staff were honored on Oct. 11 when Mayor Hudspeth proclaimed the second week of October Code Compliance Appreciation Week. The City Manager’s Office, along with Community Services, Development Services, and Public Works, hosted an appreciation breakfast for
teams of Code Officers and Inspectors who help ensure the health and safety of the people
of Denton. Denton Television (DTV) produced a video spotlighting the City’s Code Compliance staff. Thanks to our Code Enforcement Officers, Building Inspectors, Health Inspectors, Public Works Inspectors, and Zoning Officers for all you do! Staff contact: Courtney Douangdara, Community Services
K. Design Downtown Denton Update – On Saturday, Oct. 7, the Design Downtown Denton project team held a Quakertown Park Plan Visioning Workshop at the Denton Arts and Jazz Festival. The project team guided members of the community through several
exercises including visual boards, offering attendees an opportunity to indicate their
preferred park features and designs, a comment board with “big picture” park questions, and a detailed paper survey focused on how attendees traveled to Quakertown Park and how they use the space. A “Design-a-park” coloring activity was also provided for children.
Over the course of the day, the project team was able to interact with and gather feedback
from more than 200 attendees. The project team answered questions about park design and encouraged residents to use a QR code to provide feedback on the overall Design Downtown Denton plan. All feedback gathered during the workshop was recorded to help

establish a preliminary vision for the new Quakertown Park Plan. A future event is planned to seek feedback from direct descendants of Quakertown Park regarding the memorial.

L. Bicycle Donation – To increase the diversion of materials from the City of Denton Landfill, Solid Waste and Recycling began retrieving bicycles from the waste stream. While bicycles can be recycled as scrap metal, the department was determined to get these bikes back out
for use in the community. On Sept. 14, the department successfully donated 28 bicycles to
Our Daily Bread. Most of these bikes are fully functional and the others will be used for parts. Our Daily Bread will use these bicycles as part of its community outreach programs. The department continues to collect bicycles for future donation and diversion. Staff contact: J.J. Tips, Solid Waste and Recycling
Responses to Council Member Requests for Information A. Monte Carlo Crash Gate – On Oct. 4, Council Member McGee requested staff to evaluate the installation of a “No Outlet” sign at the intersection of Ryan Road and Monte Carlo
Lane. While a gate currently prevents drivers from using Monte Carlo Lane as a thru street,
the road is in alignment with the 2022 Mobility Plan to be an open connection. The roadway does not meet the criteria for the sign installation. Staff contact: Ethan Cox, Public Works B. Londonderry Drive Issues – On Oct. 10, Council Member Meltzer requested that staff
evaluate the roadway condition of Londonderry Drive. Staff evaluated Londonderry Drive
and found this section to be in poor condition and will require full reconstruction. The reconstruction project will be placed on the proposal list as a future capital project for consideration within an annual budget and/or a future bond package.
Staff were also asked to review occurrences of trash stacked next to street-adjacent
dumpsters on a section of Londonderry Drive. Dumpsters for several properties along Londonderry are placed adjacent to the street due to the lack of any side or rear property space for safe dumpster service that would not reduce available parking to an unsustainable level. When the containers are serviced twice per week, Solid Waste and Recycling staff
have observed that material is inside, not outside, the container. This would indicate that
the property is managing any materials left outside the container prior to servicing. Community Improvement Services staff will make a site visit to inspect the containers and ensure that there are no violations of the property code. Staff will continue to evaluate alternative options for the container location to reduce the impact of materials left outside

Upcoming Community Events and Public Meetings A. Food N Fun Friday – Join Parks and Recreation staff at the North Lakes Driving Range (2009 W. Windsor Dr.) on Friday, Oct. 13 from 5 to 9 p.m. for $20 unlimited golf balls, a
free-to-join closest to the pin challenge, and food for sale from food trucks including King
& Queen New Orleans Sneauxballs. No registration is required, just ask the front desk for the Food N Fun special to purchase and participate! Staff contact: Kelsey Stuart, Parks and Recreation
B. Homeschool Hike at Clear Creek – Homeschool hikes offer children the opportunity to
enjoy local trails with learning curriculums. The upcoming hike will take place at Clear Creak Natural Heritage Center (3310 Collins Rd.) on Friday, Oct. 20. Children ages 5-11 must be accompanied by a caregiver. Children 12 and up can hike alone if staff have a parent waiver on file. The cost for the hike is $5 per hiker, and registration is available

C. Friends of the Denton Public Libraries Book Sale – The Big Book Sale hosted by the Friends of the Denton Public Libraries will be on Saturday, Oct. 14 at the North Branch Library (3020 N. Locust St.). Admission is free for current Friends of the Denton Public
Libraries members or $1 for non-members. Only cash or local checks will be accepted. The
sale hours are from 10 a.m. to 4 p.m., however all current Friends of the Denton Public Libraries members may enter starting at 9:15 a.m. Proceeds go to the Denton Public Libraries and will be used to cover the costs of library programs, materials, and equipment. D. Books on Tap – Denton Public Library’s DPL2Go Outreach Service is bringing book discussions to local bars and breweries. Join us to rant and rave about books you have read. This month’s meeting is hosted at Miss Angeline’s (125 E. Oak St.) on Monday, Oct. 16, from 6:30 to 8 p.m. for ages 21+. Registration is not required. Staff contact: Jennifer

E. Teen Chess Clubs – Whether you are a beginner or an expert, the teen chess club is the place for you! Come to a teen chess club and learn all about this classic game and improve your skills while meeting new friends! This event will be held on Monday, Oct. 16 from
6:30 to 8:30 p.m. at South Branch Library (3228 Teasley Ln.). Registration is not required.

series this October featuring classic cover bands with music ranging from classic country
to classic rock. Bring your lawn chair to set up on the grass in front of the amphitheater (509 N. Bell Ave.). The event will take place every Monday, from 6:30 to 8:30 p.m. The

lineup for the month includes Whiskey Bandits on Oct. 16, The Hot Yeah on Oct. 23, and Sugar, a yacht rock tribute band, on Oct. 30. The event is free to attend and additional

H. Property Maintenance Code Community Input Meetings - The City of Denton is hosting two community input meetings to discuss updates to Chapter 17 of the City of Denton Code of Ordinances. Community Improvement Services (CIS) is recommending updates to
Chapter 17 of the Municipal Code to include the possible adoption of the International
Property Maintenance Codes (IPMC) 2021 version and replace the Chapter 17 Denton Property Maintenance Code (DPMC) with amendments. Information regarding the proposed update is shared on the City’s website along with a feedback form. CIS is also holding two public hearings to obtain feedback, virtually on Oct. 17 at 6 p.m., and in-

Services I. Golf Scramble – Parks and Recreation will host its Monthly Golf Scramble at Wildhorse Golf Club in Robson Ranch (9400 Ed Robson Blvd.) on Tuesday, Oct. 17, from 5 to 8 p.m.
Tee off and enjoy the chance to win prizes. There is a $30 fee for a team and an additional

K. Lunch Break Genealogy – Bring your lunch, watch a genealogy webinar, then discuss the topic with your fellow genies on Wednesday, Oct. 18 from 12:30 to 1:30 p.m. at Emily Fowler Central Library (502 Oakland St.). Presented in partnership with the Denton County Genealogical Society the upcoming webinar, “Immigration, Passenger, and Naturalization
Records in the Digital Age,” will be presented by Paula Perkins. Registration is not

O. MLK Haunted House – Experience the horror with our annual Haunted House at MLK Jr. Rec Center (1300 Wilson St.) on Friday and Saturday, Oct. 20-21, from 6 to 10 p.m. The haunted house is updated annually with a new theme that will have you screaming with excitement and terror! New for this year is a Sensory hour from 6 to 7 p.m. that is designed
for younger kids and those with sensory needs with appropriate lighting, no strobes, and

P. Halloween Harvest – Denia Recreation Center (1001 Parvin St.) will be hosting a family-

Q. Community Tree Giveaway – Registration for the 25th Annual Keep Denton Beautiful Annual Community Tree Giveaway has now closed. An online waitlist is available for those who were unable to register. The giveaway will take place on Saturday, Oct. 21 beginning at 8 a.m. at the Denton Landfill (1100 S. Mayhill Rd.). Registrants will be
provided a 30-minute window in which to pick up their trees through the drive-through.
Staff contact: Autumn Natalie, Parks and Recreation R. Animal Services Howl-O-Ween Trunk or Treat – Join Animal Services at the Linda McNatt Animal Care and Adoption Center (3717 N. Elm) on Wednesday, Oct. 25 from 6
to 8 p.m. for a howl-o-ween trunk or treat event. The event is open to the public and
members of the community are invited to decorate a trunk and distribute candy. Trunk registration is available online. Candy donations are being sought (bagged candies, no home-baked goods, please!) and can be dropped off at the shelter between the hours of 10 a.m. and 5 p.m., Monday through Saturday. S. Hallo-wing Trunk or Treat – The Denton Enterprise Airport (5000 Airport Rd.) will be hosting a Halloween trunk-or-treat with a twist on Thursday, Oct. 26 from 6 to 8 p.m. As part of this free event, different aircraft will be on display and families can trick or treat from one to the next, learning about the aircraft, aviation, and the Denton Enterprise
Airport. No advance registration is needed. More information is available at the Denton

T. Denton County Homeless Veterans Stand Down – The Denton County Veterans Coalition is hosting the 9th Annual Denton County Homeless Veterans Stand Down event on
Thursday, Oct. 26 at the Denton Civic Center (321 E. McKinney St.) from 9 a.m. to 1 p.m.
Veterans experiencing homelessness will have the opportunity to connect to employment services, housing programs, and other community organizations that provide resources and supportive services. Staff contact: Megan Ball, Community Services
U. Clear Creek Halloween Night Hike – Join Parks and Recreation’s outdoor recreation staff for a beautiful (and spooky) night hike at Clear Creek Natural Heritage Center (3310
Collins Rd.) on Friday, Oct. 27 from 6 to 7:00 p.m. Cost for the hike is $5 per person, and
it is open to ages 5 and up. Children aged 12 may attend without a guardian if they provide a signed waiver. Registration is available online. Staff contact: Carin Zeman, Parks and Recreation
V. Tennis with Friends – Tennis with Friends is an opportunity for you to bring a friend to
experience tennis like never before with fun games such as Wacky Racket, Musical Rackets, Money and Bananas, Volley Knockout, Add-On, and many more. This event, on
Oct. 27 from 6 to 7:30 p.m. at the Denton Tennis & Pickleball Center (1117 Riney Rd.) is for elementary and middle school children, ages 8 to 13. The cost to attend is $10 per
person for residents and $15 a person for non-residents. Registration and additional

W. S’mores and Stories – Join Parks and Recreation staff at Clear Creek Natural Heritage Center (3310 Collins Rd.) for stories around the campfire on Friday, Oct. 27 from 7 to 9
p.m. Each s’mores kit costs $3 and includes two graham crackers, chocolate, a giant

About This Quarterly Financial
Report
This report has been prepared by the City of Denton’s Finance
Department. The Quarterly Financial Report is intended to provide
our users (internal and external) with information regarding the City’s
financial position and economic activity. This report includes
information for the quarter ending June 30th, 2023.
This report is presented in four sections.
1. The Executive Dashboard section contains a high-level
summary of the major operating funds using graphic
illustrations and key economic indicators. Narrative disclosures
are also included to highlight any significant changes or
fluctuations.
2. The Financial Summary section reports the performance of the
major operating funds of the City. In addition, the report
provides preliminary actuals and a comparison to the budget for
major revenue sources and expenditure items.
3. The Revenue & Economic Analysis section provides additional
analysis regarding key revenue sources and economic
indicators.
4. The Quarterly Investment Report section provides a summary
of the City’s investment portfolio, interest earnings and a brief
market outlook.
The Quarterly Financial Report is intended to provide our users with

Description:The Texas Leading Indicators Index is a single weighted summary statistic that sheds light on the future
of the state's economy. The index is designed to signal movements and changes in the state's rate of growth. The
index includes the following leading indicators: Texas Value of the Dollar, U.S. Leading Index, Real Oil Prices, Well
Permits, Initial Claims for Unemployment Insurance, Texas Stock Index, Help-Wanted Advertising,and Average
Weekly Hours Worked in Manufacturing.
Analysis:Texas Leading Indicators provide a framework for the overall condition of the local economy. Data for this
quarter shows a decrease in the state's rate of growth. The index decreased by 1.03%from the prior quarter and

Personal consumption rose +1.6 during the
quarter, indicating that consumer spending had
slowed, but remains quite positive. The biggest
surprise was a +7.7% rise in business investment
as U.S. companies gained confidence and
invested heavily in structures and equipment.
Business inventories, which plunged in the
previous quarter and were expected to rebound
significantly, edged up by just +0.1%. Residential
investment (housing) was expected to rise
slightly, but actually fell -4.2%. The ongoing
resilience of the American economy may be
frustrating Fed officials, who are hoping to slow
consumer demand and by extension reduce the
number of available jobs, but investors are now
sensing that a soft-landing may be possible.
Employment: Non-farm Payrolls
U.S. businesses added +209k jobs to company
payrolls in June, slightly below the +230k median
forecast. This followed revised gains of +306k and
+217k in the previous two months and brought
the average for the quarter down from +344k in
Q1 to +267k. Private payrolls added just +196k
jobs in June, the fewest since late 2020. The
unemployment rate declined from 3.7% to 3.6%,
while the total number of unemployed workers
actively seeking work decreased from 6.1 million
to 6.0 million. Another 5.4 million Americans
would like a job but had not looked for work
within past 30 days. There is still a significant
mismatch between the 9.8 million job postings
from the most recent JOLTS report and the six
million Americans seeking work. This mismatch
has kept pressure on wages as hourly earnings
rose +0.4% in June driving the annual rate up
from +4.2% to +4.4%. Until wage growth slows,
inflation will linger.

The overall consumer price index (CPI) rose just
+0.2% in June, below the median forecast
despite a substantial rise in gas prices. Service
inflation contributed more than 60% to the
overall index; within the services component,
shelter costs accounted for over 70%. On a year-
over-year basis, overall CPI was up just +3.0% in
June, down from +4.0% in May and a peak of
+9.1% a year ago. As dramatic as the 12-month
decline has been, annual prices are expected to
decrease at a much slower pace in the coming
months. Energy prices rose +0.6% in June, with
pump prices up +1.0% after falling -5.6% in May.
Over the past 12 months, gas prices are -26.5%
lower. Core CPI rose by just +0.2% in May,
comfortably below the +0.3% median forecast
and the smallest single month increase in core
inflation since August 2021. The year-over-year
core rate was better-than-expected at +4.8%,
the first time since November 2021 the annual
pace was below +5.0%.
Retail Sales
U.S. retail sales rose less than expected in June,
although the still brisk spending pace remains
inconsistent with recession. Eight of 13
categories increased in June, matching the
previous month. Headline sales rose +0.2%,
down from a revised +0.5% increase in May and
well below median forecast. Online sales rose by
a surprising +1.9%, while brick and mortar store
sales fell by -2.4%. Sales at restaurants and bars
rose by just +0.1% after climbing +1.2% in May.
These categories may reflect Americans choosing
to stay home during the hottest June on record.
However, “control group” sales, which exclude
auto dealers, gas stations, building materials
stores and food service establishments rose a
surprising +0.6%, triple the median forecast.
Since the control group number is used in the
quarterly GDP calculation, the second quarter
ended on a slightly higher note. On a year-over-
year basis, the slowdown in spending is more
apparent with a modest +1.7% increase.

Texas and Denton County Home Sales
Home sales bounced in the spring months, but generally remained below the sales pace from a year ago. Slightly
lower home prices on a year-over-year basis reflect cooling demand and increased inventories.
Texas home sales rose +33.5% in the second quarter of 2023 but fell -10.8% over the same three-month period a
year ago. The average sales price in June was $434k, sharply lower than $437.8k a year ago. The available home
inventory crept up from 2.7 to 3.2 months during the quarter, well above the record low of 1.0 month inventory
from February 2022. Total Texas home listings at quarter end were 91.2k, up from 78.7k since March.
In Denton County, unit home sales rose +28.9% in the second quarter but were -2.7% lower on a year-over-year
basis. The available supply increased from 1.8 months in March to 2.4 months at the end of June, still well above
the record low of 0.5 months in January-February 2022. Total listings in Denton County climbed from 2.2k to a seven
month high of 2.9k during the quarter. The average sales price in June was $564.4k, up from $525.9k in March, but
below the $572.2 average from a year ago.

Description: Quarterly fuel trends for the United States and Texas.
Analysis:Fuel prices are a major commodity source in the economy. Studies have shown a positive effect on
disposable income levels when fuel prices decrease.It is estimated that for every penny decrease in the price of
fuel,$1.3 billion is available to the consumer for disposable income. Therefore, the price of fuel is likely to be a key
predictor of sales tax collections. Fuel prices showed a 5.5%increase from the prior quarter at the national level

Description:The Municipal Cost Index was developed to show the rate of inflation for the cost of goods purchased
frequently by local governments. The MCI draws on the monthly statistical data collected by the U.S. Departments
of Commerce and Labor as well as independently compiled data to project a composite cost picture for the
municipal budget officer or operating department manager. Costs of labor, materials and contract services are all
factored into the composite MCI. Major indicators of these items used for the MCI include the Consumer Price
Index, the Wholesale Price Index for Industrial Commodities (now known as the Producer Price Index) and the
construction cost indexes published by the U.S. Department of Commerce, respectively.
Analysis:The Municipal Cost Index (MCI) pulls a variety of prices for frequently purchased commodities for local
governments. The cost for labor, materials and contract services are factored for the MCI.An increase in MCI
means the overall price mix for these types of commodities will cost local governments more to do routine
business. The 3rd Quarter of 2022-23 shows a increase of 0.8 for a 0.26% increase over the prior quarter and an

Open Microphone:

four (4) minutes per individual. This portion of the meeting occurs immediately after the start of the regular
meeting session. Please note, Council members cannot engage in a discussion on topics presented during
this portion and there are limited slots available for this portion of the meeting.
Comments on Agenda Items:
Public comments can be given for any item considered by the Council, EXCEPT work session reports or
closed meetings. Individuals are only able to comment one time per agenda item and cannot use more than
one method to comment on a single agenda item. Public comments are limited to three (3) minutes per
citizen.

After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a
Work Session on Tuesday, October 24, 2023, at 2:00 p.m. in the Council Work Session Room at City Hall,
