Pending Council Requests Work Session Topics – Pursuant to Ordinance No. 23-1431, the following items will be discussed during the Oct. 24 Council Work Session: 1) Request for a medium priority work session to discuss and develop a process to enhance the efficiency of the nomination process for city boards and commissions via timeframe window for nominations. Next Steps for Northeast Denton Area Plan – The following is a revised schedule for the Northeast Denton Area Plan and what to expect in the upcoming months. Both the Planning and Zoning Commission and City Council will have a work session discussion on the draft Recommended Strategies and Implementation Plan for the Northeast Denton Area Plan. These strategies and implementation plan are being developed based on the feedback the project team received from City Council on Aug. 1, 2023. The Planning and Zoning Commission will have this discussion at a Special Called Meeting on Nov. 1, 2023, and there will be a work session discussion at City Council that will take place on Nov. 14, 2023, at which time the Council will receive the same information. Both discussion items are part of public meetings, which will be open for the public to attend and watch as well as being live-streamed and recorded. Following these work session discussions, staff will be interviewing internal and external stakeholders regarding the implementation strategies that were discussed and going over each entity’s responsibilities that would be attached to the recommended strategies. The remainder of the calendar year will be spent continuing to draft recommendations for the Northeast Denton Area Plan and attaching implementation action items to the recommended strategies. Shortly after the start of 2024, a Community Open House will be hosted to receive community feedback on the proposed Area Plan. It is anticipated this Open House will take place mid-January 2024. There will also be an online survey for those who prefer a virtual option. Once data is compiled from the open house and online survey, the Steering Committee will meet to discuss recommended strategies, implementation actions, and community input. This meeting is intended to take place in early February 2024. The Project Team will make modifications to the proposed plan following community input, as well as that of the Steering Committee, before bringing a Draft Area Plan to the Planning and Zoning Commission and City Council for public hearing and consideration. It is expected these meetings will take place in the Spring of 2024. Staff contact: Angie Manglaris, Development Services C. Community Development Funding Priority Survey & Public Hearing – Each year, the City receives federal funds from the U.S. Department of Housing and Urban Development for community development, housing, and public services for low and moderate-income persons. Community feedback is needed to prioritize how these federal funds should be spent in Denton for the 2024-2025 program year (beginning Oct. 1, 2024). A public hearing will be held Thursday, Nov. 2, 2023, at 6:30 p.m., at the MLK Jr. Rec Center (1300 Wilson St.). Feedback is also being collected via the annual Funding Priority Survey from Oct. 23 through Nov. 27. Printed copies of the survey are available upon 2 request at 401 N. Elm St. through Nov. 27. Nonprofit Management Certificate Program Available to Denton Nonprofits – The City of Denton is partnering with The Center for Nonprofit Management (CNM) to deliver CNM’s Nonprofit Management Certificate Program (NMCP) for nonprofit organizations providing human services to Denton residents. Training will be provided at no cost to the nonprofits and will be delivered in four, seven-week sessions, held every other week throughout 2024. Topics covered in the program include Nonprofit Sector, Board Governance, and Strategic Planning; Financial Management; Fund Development; Branding, Marketing and Public Relations; Program Planning; Evaluation, and Outcomes; Human Resources and Volunteer Management; and Risk Management and Legal Structures. Prospective participants must complete an application to be considered. The application opens Monday, Oct. 23, 2023, and closes Monday, Nov. 27, 2023. Downtown Parking Study – The City is conducting a parking study of the downtown area to help manage the supply and availability of parking to improve the visitor experience. The traffic count firm, Marr Traffic, will be Downtown on Saturday Oct. 21 from approximately 5 to 7 p.m. to collect video imagery using cars and drones. Economic Development will sponsor Twilight Tunes on Thursday, Oct. 26 at 6 p.m. at Wolff’s Park (108 Industrial St.) to advertise a pop-up event with the parking study consultants, Fehr & Peers, at the Day of the Dead festival in Wolff's Park on Saturday, Oct. 28 from 11 a.m. to 3 p.m. Information cards with QR Codes that link to the webpage will be distributed at both events. Solid Waste International Road-E-O – The City of Denton Solid Waste and Recycling and Fleet Departments recently competed in the Solid Waste Association of North America (SWANA) International Road-E-O, which was held in Denver, CO. Competitors showed their skills by maneuvering large vehicles in a timed competition. Crew Leader Oliver Brazier placed first in the Automatic Side Loader event, and Supervisor Preston Emert placed third in the mechanic event. Congratulations to Oliver and Preston for being recognized as the best in the nation. Staff contact: Tammy Clausing, Solid Waste & Recycling 4 G. 2023 Equipment ROAD-eo – The North Central Branch of the Texas Chapter of American Public Works Association (APWA) recently hosted the branch’s annual Equipment Rodeo to showcase the talents of operators across the region. Participants showed their skills by using a mini excavator and a backhoe while focusing on speed, agility, and safety. Heavy Equipment Operator (HEO) Robby Dore from Drainage placed 2nd, Crew Leader Kevin Kronenberger from Streets placed 3rd, HEO Ryan Pratt from Drainage placed 5th, and HEO Bryan Fox from Drainage placed 9th. The top 2 competitors will be sponsored to compete in the State Equipment Rodeo in Wichita Falls February 2024. Staff contact: Megan Davidson, Capital Projects Responses to Council Member Requests for Information A. Traffic Signal at Vintage Boulevard and Fort Worth Drive – On Oct. 12, Council Member Holland forwarded a citizen request for an update on the traffic signal located at Vintage Boulevard and US-77/Fort Worth Drive. The signal was installed as a part of Bonnie Brae Phase 2. Staff is actively working with Union Pacific Railroad for signal preemption which allows the railroad lights and gates to communicate with the traffic signal controller to clear the lanes and railroad tracks prior to the train arriving at the intersection. An agreement will come before City Council for approval of the preemption with Union Pacific Railroad in Q1 2024. Staff contact: Seth Garcia, Capital Projects B. Adjacent Building Approval - On Oct. 13, Council Member Byrd inquired about adjacent building approvals for new construction. Staff recommended business owners apply for a pre-application conference (PAC) to allow staff to review the business owner's plans and better outline a path forward based on zoning codes for specified lots. Staff contact: Scott McDonald, Development Services C. Heritage Oaks Tree Inquiry – On Oct. 17, Mayor Pro Tem Beck inquired about trees near Heritage Oaks Apartments. A resident expressed concern that the trees were marked for removal; however, it is believed that one tree is inhabited by a screech owl. The City’s Urban Forester conducted a site visit and confirmed the trees are not located on City property or within the rights-of-way. Staff notified the property owner of potential wildlife in the trees and provided contact information for the Texas Game Warden, whose office is responsible for determining if the nest is active. Staff contact: Christine Taylor, City Manager’s Office D. Teasley Lane Development Inquiry – On Oct. 19, Mayor Hudspeth shared a resident’s feedback and inquired on a development off Teasley Lane. The project referenced in the resident’s email is a proposed Specific Use Permit (SUP) for a 94-unit multifamily 5 apartment building on a 4.019-acre, Suburban Corridor-zoned property on the west side of Teasley Lane, just north of the Sprouts and just west of the new Tommy’s Car Wash. This request initially came to the Planning & Zoning (P&Z) Commission on August 24, 2022, as a 95-unit multifamily SUP. P&Z denied the request due to concerns expressed by residents, as well as P&Z commissioners, such as access, lack of amenities, and potential for multifamily residents to access the Lexington Park HOA property. Following the recommendation of denial, the applicant withdrew the project and met with the neighbors to seek feedback and made subsequent changes to the design in an effort to address their concerns, including, but not limited to, adding perimeter fencing and additional landscaping adjacent to the HOA property, adding many onsite amenities, and modifying the access points. The redesigned project then went through a full staff re- review. Having satisfied all staff comments, the redesigned project came before P&Z on October 11. One neighbor spoke in opposition, and one spoke in support. P&Z voted 4-2 for approval of the project, and it will come before City Council on November 7. Staff contacted the resident and provided an update on the project. Staff contact: Sean Jacobson, Development Services E. Drainage Issues on N. Elm St. – Council Members shared a resident request with staff regarding drainage concerns on N. Elm St. Staff has been in contact with the resident in the impacted area. As part of the Elm and Locust Street capital project improvements, the City will be performing a survey of the channel next to the shop. That project is on hold due to funding limitations, and as a result, staff is ordering a separate survey to determine property and easement boundaries. The survey will help staff determine responsible parties for any tree removals or bank maintenance that may be necessary moving forward. Staff visited the site and identified issues within the channel that need to be addressed. Regarding long-term planning, staff completed a stormwater master plan which will guide capital maintenance efforts for the next several years. Drainage improvements will be proposed in next year’s budget and capital plan. Staff understands that both capacity and existing channel conditions need to be addressed, and that will be the focus of future proposals.
