General Information & Status Updates
A. City Council Priorities Update – The City Manager’s Office is pleased to provide an update
on the 24 strategic initiatives identified as Council priorities for FY 2022-23. The attached report is reflective of progress to date. These initiatives are tracked and reported through the City’s performance management software and are included, amongst over 100 initiatives supporting Council’s key focus areas, on the City’s public-facing dashboard.
Initiatives aligned with priorities identified for FY 2023-24 will be included in the next
quarterly report. Staff contact: Aimée Kaslik, City Manager’s Office B. Department Performance Scorecards – To bolster transparency and inform the community about work being done across the organization, Strategic Services is pleased to release
Solid Waste and Recycling’s performance scorecard, which can be found on the City’s
Strategic Plan Dashboard under “Other Plans and Data”. These scorecards are developed as part of performance workshops aimed at helping departments create a purpose statement, identify core services, and develop a family of measures to effectively evaluate defined services. Data visualizations are then created to tell the department's story, shine a light on
needs, share achievements, and serve as an asset in the decision-making process. Solid
Waste and Recycling’s scorecard highlights core services including landfill operations, collection services, and home chemical collection and other nonprogrammatic diversion services. Together, this work is aimed at providing legally compliant programs that protect the environment by maximizing the diversion of materials from ultimate disposal. Staff

C. Denton Fire Department Strategic Plan – In 2020, the Denton Fire Department (DFD) created a five-year strategic plan, developing a road map for DFD and its service to the community. The strategic plan is now accessible to the public online, allowing the
community to track the progress of the plan as DFD continues to improve its delivery of
all-hazards response. Staff contact: Kenneth Hedges, Fire D. IACP Conference – Members of the Denton Police Department and Technology Services recently attended the International Association of Chiefs of Police (IACP) Annual
Conference in San Diego. Staff learned from renowned speakers, discussed best practices
with their peers, and returned with new ideas and strategies to enhance Denton PD’s services. Additionally, Chief Doug Shoemaker was sworn in as the Third Vice President of the IACP, continuing his work on agency/police culture, leading and participating in two sessions on organizational culture. E. Monthly Mobility Report – During the Oct. 25 Mobility Committee meeting, Innovative Transportation Solutions (ITS) provided a monthly report which included the overview of several major regional Texas Department of Transportation (TxDOT) projects. See the

F. Tennis Center Grand Opening – On Oct. 14, Parks and Recreation held the grand opening celebration for the Denton Tennis and Pickleball Center. With an estimated 350-400 in attendance, the community enjoyed a dedication ribbon cutting, demonstration classes, and
even a solar eclipse! In addition, a flyover by a B-52 jet on its flight path from UNT’s
DATCU stadium, kicked off the event. Mayor Hudspeth offered a ceremonial opening serve, and Reddy the Redbird showed off his pickleball skills. Programming officially

G. TPPA Recognizes Representative Stucky – On Oct. 26, Texas State Representative Lynn Stucky visited the Denton Energy Center (DEC) to receive the Public Service Award from the Texas Public Power Association (TPPA). The Public Service Award recognizes exceptional leadership and public service by officials in the public power field. In addition
to receiving the award from the TPPA at the DEC, Dr. Stucky also met with Denton
Municipal Electric (DME) staff and received a tour of the facility from plant manager Jason Brown. Staff Contact: Tony Puente, DME
H. DTV Video Highlights for October – In addition to producing public meetings, DTV
released 17 videos this month to raise awareness, educate, and inform the community. Council is encouraged to share the following featured videos:

I. Hallow-Wing Event Follow Up – On Oct. 26, the Denton Enterprise Airport, in partnership with its fixed base operator, Sheltair, hosted the first ever Hallo-Wing event. Promoted as
a trunk-or-treat that features aircraft rather than cars, the goal of the event was to create
greater awareness of the Airport within the Denton community, foster engagement between the community and airport tenants, and, of course, provide a fun, free, and unique experience for our residents and visitors. While staff originally had a goal of 300-500 attendees, the clear weather and distinctiveness of the event resulted in an attendance
estimated at more than 5,000 visitors – far beyond staff expectations. While the significant
crowds created traffic and parking challenges, not to mention necessitating several candy resupplies, Airport and Sheltair staff diligently worked to maintain a safe and fun environment for attendees. Despite the issues, on-site and online feedback was resoundingly positive with attendees thankful for the special experience and interested in
more Airport events and another Hallo-Wing event next fall. Staff will evaluate this year’s
event and ensure the impact of significant crowds are factored into future events. Overall, the event was incredibly successful and is a foundation for future events that bring the community and Airport together. Staff contact: Ryan Adams, Denton Enterprise Airport
Responses to Council Member Requests for Information
A. Naming Policy for City Properties – On Oct. 6, Council Member Byrd requested direction
from staff on the possibility of a name change for all facilities located within Quakertown
Park. Staff provided an overview of the naming process and recommended the consideration be incorporated as part of the Downtown Master Plan. Staff contact: Gary Packan, Parks and Recreation
B. Invoice Cloud – On Oct. 13, Council Member Meltzer shared a resident’s feedback
regarding Invoice Cloud, the City’s utility billing service. Invoice Cloud is integrated into the billing system to provide balance information; however, it captures the due date based on the current invoice, creating a one-day gap between sending bill files to print and the invoice becoming available. On this day, the payment portal displays the previous month's
due date with the newly billed balance. The system sends new bill notifications after the
bill is available for viewing. Staff spoke with the resident directly regarding the extra email received and opened a support ticket with Invoice Cloud to identify the cause and prevent it from reoccurring. While Customer Service receives some complaints about the system, the number of complaints with Invoice Cloud is lower than with the previous vendor.
Additionally, the adoption of the platform has increased our paperless bill enrollment from
about 23% to over 34% of our customers. Staff contact: Christa Foster, Customer Service C. Denton Youth Football Event – On Oct. 22, Mayor Hudspeth requested assistance from Parks and Recreation with a Denton Youth Football Tournament. The Tournament has

grown and was in need of additional fields. Parks and Recreation adjusted their work calendar to accommodate the rental and will delay overseeding until after the conclusion
of the football tournament. Athletics staff is working directly with the renter to schedule
the fields. Staff contact: Gary Packan, Parks and Recreation D. Road Conditions: Elm Street at West Mulberry Street, Stuart Road at Juno Lane, I-35 S Service Road at Wind River Lane – On Oct. 23, Mayor Hudspeth forwarded a citizen
request regarding the condition of Stuart Road, Elm Street, and the I-35 S Service Road.
Staff performed field visits to evaluate the condition of each roadway at the specified locations. Both Elm Street and the I-35 S Service Road are TxDOT roadways. Staff notified TxDOT of the roadway conditions and requested that repairs be performed. Stuart Road is a City-maintained roadway in poor condition based on the field evaluation and the road’s
Overall Condition Index (OCI). To correct the road’s condition, a full reconstruction of the
roadway is required. Staff will submit this project as a future Capital Improvement Project for City Manager and Council consideration. In the meantime, Streets Operations will perform interim repairs on the road to improve driving conditions until reconstruction can be performed. Staff contact: Ethan Cox, Public Works
E. Installation of Traffic Signal at Hercules Lane and North Locust Street – On Oct. 23, Mayor Hudspeth forwarded a citizen request for the possible installation of a traffic signal at Hercules Lane and North Locust Street (F.M. 2164). Currently, the intersection operates with a two-way stop control for Hercules Lane to allow free-flow traffic movement on
North Locust Street. Since North Locust Street is a TxDOT roadway, it must meet certain
traffic warrants to install an All-Way Stop Control (AWSC) or a traffic signal at the intersection. Traffic counts will be collected to gather accurate data reflective of current conditions. After data collection is complete, traffic volumes and historical crash data will be evaluated to determine if the intersection warrants improvements. Additionally, staff
will coordinate with TxDOT for further courses of action if needed. Staff contact: Chandra
Muruganandham, Transportation Services F. Paving on Bradshaw Street and Wilson Street – On Oct. 24, Mayor Hudspeth forwarded a citizen question regarding paving at the intersection of Bradshaw Street and Wilson Street.
Crews working on the Southeast Denton Package B project were completing water main
flushing and testing at this location when the first pavement activities took place. The remainder of the paving is scheduled to be completed the week of Nov. 6, pending weather. Staff contact: Seth Garcia, Capital Projects

In order to obtain feedback regarding benefits, a survey was open to employees from February 13 to 24, 2023. Sta analyzed results, prepared a
summary report, and met with benefits consultant to review benchmarks, projections, trends, and options to incorporate into plan design and long-
term strategic plan. In addition, sta evaluated solicitation responses for voluntary dental, vision, life/AD&D/disability, and flexible spending. The
fiscal year 2023-24 plan design was completed and will be e ective on January 1, 2024.
Conduct Compensation and Classification Study
A compensation study helps ensure that the organizationʼs wages remain competitive with the salaries of other employers within the industry and
geographical area. Human Resources will work with an outside consultant to conduct a compensation and classification study to ensure position
classifications accurately reflect duties and responsibilities and ensure compensation ranges are internally equitable and competitive within our
employment markets. This study will include all positions in the City, except for Police and Fire Civil Service positions and select Denton Municipal
Electric positions.

Compensation adjustments as a result of the study were implemented and reflected on the July 28, 2023 paycheck for employees. The final report
was delivered by the consultant. Sta continues to develop and finalize all job descriptions.

This initiative provides for an integrated service solution for residents to initiate service requests through self-help or via telephone with Customer
Service for all major City services related to utilities, infrastructure, and Community Improvement Services.
A er initial launch and post-implementation for several City divisions, the project will have additional phases for replacing the Engage Denton app for a
more robust mobile application and website portal as well as complete phasing of infrastructure groups.

The project has encountered several disruptions related to both programming resources as well as coordination with third-party vendors and their
system integrations. Additional resources have been deployed to assist with program development and working solutions for integration delays
have been identified and implemented.
Phase I deployment is anticipated to be pushed back to December 2023.
Improve Grant Management
The City has experienced tremendous growth in the number of grants awarded over the last few years. With this growth, improving the management of
grants internally ensures standardized processes related to how grants are applied for, managed, and closed out. Finance will standardize processes
related to grant funds with creation of grants management o ice and by coordinating all grants through this team. In addition, communications will be
enhanced, and the department will work to be more proactive in seeking out grant opportunities. In addition, the grants management o ice will work to
ensure departments are following the process and will work with a third-party to provide updates on grants at the federal level.

City Council documents are being prepared for review and approval of the updates to the grant policy. Quarterly reporting on grants has been
revised to include grant activity in the current fiscal year and has been incorporated into the quarterly financial report. Sta continues to work with

The City is heavily focused on infrastructure improvements which resulted in funding numerous roadway and utility infrastructure improvements. With
numerous projects underway at the same time the City is committed to enhancing communication on existing and future projects. Capital Projects will
create processes and procedures for a consistent project delivery. In addition, communication will be enhanced through the use of inward and outward
facing tools that provide consistent and transparent communication across all departments and help in accurately planning and executing the 5-year
capital improvement plan (CIP.)

The Capital Projects Department implemented a project management so ware that has streamlined how projects are tracked, coordinated, and
planned. The City continues to provide project updates through the Cityʼs Construction Guide, Discuss Denton, and the Capital Improvement Plan
Interactive Map. Marketing and Communications along with the Capital Projects Department has worked to continuously improve community
outreach and has developed a yard sign, project manager postcards and project postcard mailers to help share the information about the projects.
The Project Manager Manual workshops are being held with stakeholders from all multiple departments in order to complete the manual.
Renovate City Hall West
In 2017, the City began exploring opportunities for the future of the now vacant Historic City Hall West, constructed in 1927.

In March 2023 City Council recommended the renovation of City Hall West be considered by the 2023 Special Citizens Bond Advisory Committee.
The Special Citizens Bond Advisory Committee comprised of 40 City of Denton residents met on various dates from May to July 2023 to review and
make recommendations to City Council on specific projects for inclusion in a potential 2023 Bond Program. City Council reviewed committee
recommendations at various work sessions between July and August 2023 and approved the inclusion of this project as a part of the 2023 Bond
Program.
Construct Public Safety Facilities
This initiative provides for the design and construction (or renovation) of public safety facilities including a new headquarter, substation and a firing
range.

Explore Plan for a New City Hall
Exploration of options for a new City Hall facility will be contingent on the availability of funding. In fiscal year 2022-23, the City is exploring General
Obligation Bonds as a funding source for a new City Hall. A future City Hall building will be introduced for possible inclusion in a 2023 bond program and
be evaluated by the City Council, then by a citizen bond committee, and finally in a November election by voters.

In March 2023 City Council recommended a new Municipal Complex be considered by the 2023 Special Citizens Bond Advisory Committee. The
Special Citizens Bond Advisory Committee comprised of 40 City of Denton residents met on various dates from May to July 2023 and did not
recommend the inclusion of a new Municipal Complex as part of the 2023 Bond Program. During the Council Budget Work Session on September
12, 2023, the Council recommended the inclusion of funding of $100,000 for concept and design documents for a new Municipal Complex. Funding
for the construction will be considered during the fiscal year 2024-25 budget process.

Streamline Event Sponsorship Program
Prior to fiscal year 2022-23, event organizers requested cash and in-kind sponsorships through multiple processes and timelines, which created
challenges from a budgeting and reporting perspective. This initiative is focused on streamlining the sponsorship application, allocation, and reporting
process.

Special events receiving Sponsorship support are required to complete an Event Performance Report 30 days post-event. The report was included
in the guidelines for the current program year with the goal of collecting event information and program feedback soon a er the event. Eleven
events have been held through Quarter 3. Of those events, six have submitted reports, four are past due, and one event is still within the 30-day due
date. Reminders are sent via email to event organizers a er the event is held and a er the due date.
Through this process, sta has gathered information on vendors and attendance to assist in assessing economic impact. Event attendance
remained steady with one event reporting a marked increase over last year. Three of the six events reported having vendors at their event with two
reporting having more out-of-town vendors than locally based vendors, which is an indicator of tourist attraction. Organizations had positive
feedback for the program overall. One suggestion for improvement was to streamline the permitting process for events requiring multiple permits.
A comment on the financial impact of capping in-kind support for the rental of City facilities at 50% was also included.
The Grant Management O ice is working with the Parks and Recreation Department to hold a workshop for special events highlighting the special
event process, the Sponsorship Program, and related requirements. The objective is to provide information to organizers that will assist with event
planning, including timelines for applications and permits, event day logistics, and post-event activities.
Strengthen Relationship with Discover Denton
As a destination market organization, Discover Denton seeks to market and promote Denton in order to generate demand for the destination, creating a
positive economic impact for the community. Aligning the goals of Discover Denton with the City's Economic Development Strategic Plan will result in
an increase return on investment for both parties.

The City obtained approval from the Community Services Advisory Committee for the Community Development Block Grant budget and from City
Council on the program budget. Guidelines were developed and approved by City Council on February 21, 2023. Sta worked with a so ware
vendor to implement the program, including an online application, project eligibility, inspections, tenant certification, and close-out. The new
program went live on May 15, 2023.
Develop A ordable Housing Incentive Package
Community Services will retain a real estate development technical advisor to develop and market incentive packages to developers, work with
developers and public and private funding sources to secure gap funding for priority projects, and structure projects for maximum the City's benefit.

Community Services continues to collaborate with Development Services to construct and implement the first portion of the Developer Incentive
Toolbox. Community Services is preparing to go before subject matter experts within Development Services as well as Development Code Review
Committee for a Denton Development Code Chapter proposal that addresses and adds an a ordable housing incentives menu, to include policies
and agreements surrounding zoning variances, density bonuses, and other incentive items to aid in providing a ordable housing to those earning
less than 80% of the area median income (AMI) with higher incentives for deeper a ordability. Sta has closed the following steps:
The City issued a request for proposals in early 2023. However, a er no responses were received, it was determined that incentive packages would
be developed internally and would focus on development policy rather than financial incentives. Approval will be sought from City Council as each
tool is developed.
Next steps are to present to City Committees and Commissions to receive feedback on proposed strategies including recommended updates to the
Denton Development Code. This will be followed presentations to the Development Code Review Committee (DCRC), then to Planning and Zoning,
and finally to City Council. Community Services is working with Development Services to present to DCRC. Schedule is contingent on the current
DDRC priorities.

Develop Public Facility Corporation Program
City Council provide direction to create a Public Facility Corporation program on September 14, 2022. The program will be developed and included
Community Service's initiative to develop an a ordable housing incentive program.

On May 2, 2023, City Council did not provide approval to proceed with creating a Public Facility Corporation program.
Implement Small Home Communities Program
Community Services will engage a consultant to create guidelines for small home infill development and larger a ordable housing infill development
using "tiny" and "small" home structures, including requirements from a land use and zoning perspective to allow for small homes such as housing
quality standard documentation, infrastructure requirements, landscape and drainage requirements, management and oversight, and creating a
preapproved list of approved vendors and manufacturers. In addition, the consultant will develop financing models, relationships with contractors, and
guidelines for and accessory dwelling unit (ADU) program including requirements from a land use and zoning perspective to expand the program. This
will include building relationships with manufacturers and local contractors for stock prototypes and relationships with local lenders for loan
guarantees. A consultant can help structure the program to include revenue sharing or another income-producing element for the City.

Community Services continues to collaborate with Development Services to construct and implement the first portion of the Developer Incentive
Toolbox. The first portion includes an incentive menu (see Develop A ordable Housing Incentive Package initiative for further details) that will
facilitate, incentivize, and begin the process towards a Small Home Community Program. Once those incentives are available, more tailored
incentives for Small Home Communities, as well as a specific program, can be implemented. Additionally, the Small Home Community Program will

In 2020, City Council approved the purchase of the property at 909 Loop 288, a 34,000 square foot building, for a co-located day center and overnight
shelter to provide services to people experiencing or at-risk of homelessness. The City has identified a local nonprofit, Our Daily Bread, to provide
services from the Loop 288 facility. Our Daily Bread will consolidate and combine their current two locations at Our Daily Bread food kitchen (300 W Oak
Street) and Monsignor King Outreach Center shelter (300 S Woodrow Lane) to operate the center.

same time addressing the development pressures being felt within and adjacent to the study area. The Area Plan study area is approximately 600 acres
and contains approximately 1,100 parcels. An important part of the Area Plan is to build community trust and a partnership with the community. At a
minimum, the following topics will be addressed in the Area Plan: Land Use and Compatibility; Transportation; Housing; Infill and Redevelopment;
Historic Preservation; Open Space; and Infrastructure and Utilities.

The Southeast Denton Visioning Workshop was held on August 26, 2023, at the American Legion Hall. The approximately 34 attendees participated
in several activities, including drawing the Southeast Denton boundary, writing a 6-word story about the community, and indicating ways to
enhance area parks. Community members expressed interest in opportunities for historic preservation and improved safety at some intersections in
addition to providing creative ideas for the future of Southeast Denton. In order to wrap up the first phase of public engagement, the project team is
currently preparing a visual preference survey to collect feedback on desired housing and commercial building architectural styles, types, and
massing. The project team is projecting an October 2023 time frame for the visual preference survey and will likely spend several days in the
community to gather as much feedback as possible.

Develop Northeast Denton Area Plan
The goal of the Northeast Denton Area Plan is to establish a vision for the area, as well as set clear policy direction and supporting implementation
strategies for how Northeast Denton should develop over time. The study area is approximately 6,789.59 acres and contains approximately 679 parcels.
Approximately 48.14% of the study area is located within the Cityʼs corporate limits, while the remaining 51.86 % is located within the Cityʼs
Extraterritorial Jurisdiction (ETJ). The Area Plan is to response to the development pressure that is being experienced in the area. At a minimum, the
following topics will be addressed in the Area Plan: Land Use and Density; Mobility; Land Preservation/Open Space; Recreational Amenities; and Historic
Preservation.

At the conclusion of the August 1, 2023, Joint Meeting of the City Council, Planning and Zoning Commission and Northeast Denton Steering
Committee, City Council directed sta to move forward with further development of the Balancing Act Scenario. Currently, the project team is
dra ing recommendations and implementation strategies for the di erent Area Plan elements, including but not limited to land use, mobility,
development patterns, placemaking, green infrastructure, and economic development, which are based upon the chosen scenario.
Once the dra recommendations and implementations strategies have been complied, the next steps are to conduct interviews with internal and
external stakeholders to discuss the recommended implementation strategies in to build consensus and ensure proposed solutions are do-able.
The individual interviews with internal and external stakeholders will take the place of the Implementation Workshop. Following this, in-lieu of the
Joint meeting on October 17, 2023, the Project Team will bring the proposed recommendations and implementation strategies to the Planning and
Zoning Commission for discussion and feedback. Once the Planning and Zoning Commission has reviewed the plan, the Project Team will then
present the same information to City Council.
A er the City Council meeting, the City will host another series of Community Open Houses and publish an online survey, as well as conduct a
meeting with the Northeast Denton Steering Committee.

Denton Fire Department (DFD) leadership along with the City of Denton Mayor and City Manager's O ice attended the Center for Public Safety
Excellence (CPSE) hearing in Orlando, Florida on Feb 28, 2023. The Commission on Fire Accreditation International (CFAI) peer team presented their
site visit to DFD findings to the commission. Hearing commissioners examined the peer team report along with questions of DFD leadership. With a
unanimous vote, CFAI granted accredited status to the Denton Fire Department.
Accredited status last for 5 years (2023-2028) and DFD will be up for reaccreditation in Spring of 2028.
Pursue Police Department Reaccreditation
The Department met or exceeded 170 Law Enforcement Best Practices required by the Texas Police Chiefs Association (TPCA) Law Enforcement
Accreditation Program and was awarded TPCA Accreditation on August 4, 2022. The Best Practices included policy development, and training in the
following 12 Critical Areas for Law Enforcement: Use of Force, Emergency Vehicle Operation and Pursuits, Search, Seizure, and Arrest, Care, Custody and
Restraint of Prisoners, Domestic Violence and agency employee domestic misconduct, O -Duty Conduct, Selection and Hiring, Sexual Harassment,
Complaint and Internal A airs Management, Narcotics, SWAT, and High-Risk Warrant Service, Dealing with the Mentally Ill and Developmentally
Disabled, and Property and Evidence Management.
The Department is currently working on the TPCA Reaccreditation Process which is required every four years and entails annual completion and
reporting of agency compliance with 170 Best Practices for Law Enforcement and annual reporting.

Enhance Police Department Mental Health Division
The Police Department's Mental Health Division (MHD) was established in 2020 and houses the Homeless Outreach Team (HOT) and Crisis Intervention
Response Team (CIRT). The mission of the MHD is to serve our most vulnerable citizens with compassion and steadfastness by connecting those in a
serious mental health crisis or experiencing homelessness with help. The MHD strives to reduce arrests of people su ering from mental illness while
increasing the likelihood they will receive mental health services. The department is focused on enhancing the program through a number of
approaches including expanding sta , implementing so ware, creating a crisis call diversion program, expanding training and community outreach,
establish community peer resources, seek additional means of financial support, and expand therapy programs.

The Police Department's MHD has accomplished much since the last update. In-service training opportunities have been expanded further. The
MHD will host two Mental Health O icer Training courses, in October and November 2023, that will be taught by the division Sergeant and Program
Manager. The classes will help the City's newest Patrol CIRT O icers learn the needed skills to e ectively interact with individuals in crisis. MHD sta
will also assist with Crisis Intervention Team (CIT) training in the Basic Police O icer Course by providing instruction to new recruits and assisting
with scenarios. Sta is working with the Training Division to integrate the MHD into the Field Training process. In the future, o icers in field training
will conduct ride outs with members of the HOT and CIRT teams to increase their knowledge of the programs. Sta are also developing training for
supervisors and continuing education for MHD and Patrol CIRT members.
The MHD has participated in several community events in 2023 including the NAMI Walks, Fentanyl Awareness Day, and North Texas Overdose
Awareness Day Events, providing resources to attendees. MHD sta also volunteered at the Recovery in the Park event on September 16, 2023. The
MHD will have a table at the National Night Out Kicko /City Block Party on September 28, 2023.
A gap was identified in Patrol CIRT coverage, with most Patrol CIRT o icers working day shi s. A solicitation for o icers working night shi s
interested in serving as Patrol CIRT was pushed out in August 2023. Interviews were conducted and five o icers, four of whom work night shi s,
have now joined Patrol CIRT. This brings the total number of o icers working this specialized assignment to 14. The five o icers will begin receiving
training for the assignment in October 2023.

Narrative description of last month’s activities: Constructing curb for median between Loop 288 and Trinity Road. Narrative description of activities planned for next month: Continue working on placing drainage
and median work for Phase 3, Step 1. Traffic issues: Various daily lane closures. Plans for changes in traffic patterns: Moved project into Phase 3 traffic pattern for entire project
length. Project is in Phase 3 traffic pattern, with inside left lane westbound closed for length of milestone. Item(s) of work currently controlling project completion: Phase 3 Milestone and pedestrian rail in Phase 1. Other items of significance: None

• Environmental: CP&Y is coordinating environmental re-eval for John Paine Road extension.
• ROW: For RCSJ 2250-02-023, there are 19 parcels to acquire. There are: 2 parcels in ED and 17 parcels in possession.
• For RCSJ 2250-02-024, there are 20 parcels to
acquire. There are: 8 parcels in negotiations, 8 parcels in ED, and 4 parcels in possession. Five parcels are being re-appraised due to redesign.
• CP&Y is revising exhibits pertaining to new ROW at
John Paine Road and coordinating with TxDOT regarding possible ROW needs at Underwood connection.
• PS&E: CP&Y continued coordinating with TxDOT,
City of Denton, and ITS for Underwood connection.
• CP&Y is addressing 60% plan comments.
• CP&Y is updating profiles, identify grade issues at
driveways, coordinating hydraulics, and coordinating
drainage.
• TxDOT and CP&Y met on October 17, 2023, to hold a 60% plan review meeting.
• CP&Y is coordinating with SUE subconsultant.
• Jacobs updated Exhibit A and resubmitted on July 14, 2023. CP&Y responded to TxDOT comments, updated Exhibit A documents, and resubmitted
Exhibit A documents on September 28, 2023.

• PS&E: Remainder of survey and SUE to be completed when preferred alignment from Kings Row to US 380/Trinity Road is selected.
• Westwood is refining the schematic from Kings Row to I-35 to match driveways, minimize
retaining walls, and confirm bridge locations. Westwood is beginning noise studies from Kings Row west to I-35 to determine noise wall locations.
• Westwood developing two additional alternative alignments from Loop 288 to US 380 per TxDOT request and preparing impact matrix for all connector alternatives. Westwood is developing cost matrix for four alternatives to the east of Kings Row to Trinity Row.
• Westwood completed Comment Response Matrix from public meeting on July 27, 2023, and
submitted to TxDOT.
• Westwood met with the City of Denton on October 5, 2023, to discuss Kings Row and the alternative connectors. City to provide decision on which alternative to support since this is dependent on which connector alternative is selected.
• Meeting with TxDOT and Denton County to be held on October 26, 2023, to discuss alternatives.

Open Microphone:
At regular meetings only, individuals can speak on any topic that is not on the agenda for no longer

of the regular meeting session. Please note, Council members cannot engage in a discussion on
topics presented during this portion and there are limited slots available for this portion of the

Comments on Agenda Items:
Public comments can be given for any item considered by the Council, EXCEPT work session

Individuals may speak during a Council meeting under one of the following categories:
Open Microphone:
At regular meetings only, individuals can speak on any topic that is not on the agenda for no longer than
four (4) minutes per individual. This portion of the meeting occurs immediately after the start of the
regular meeting session. Please note, Council members cannot engage in a discussion on topics
presented during this portion and there are limited slots available for this portion of the meeting.
Comments on Agenda Items:
Public comments can be given for any item considered by the Council, EXCEPT work session
reports or closed meetings. Individuals are only able to comment one time per agenda item and
cannot use more than one method to comment on a single agenda item. Public comments are limited
to three (3) minutes per citizen.
Public Hearing Items:
Individuals are limited to four (4) minutes per public hearing item.

3. eComment:
The agenda is posted online at www.cityofdenton.com/publicmeetings. Once the agenda is posted, a
link to make virtual comments using the eComment module will be made available next to the
meeting listing on the Upcoming Events Calendar. Using eComment, Individuals may indicate
support or opposition and submit a brief comment about a specific agenda item. eComments may
be submitted up until the start of the meeting at which time the ability to make an eComment will
be closed. eComments will be sent directly to members of the City Council immediately upon
submission and recorded by the City Secretary into the Minutes of the Meeting.
4. By Phone:
Individuals may register to provide comments by phone. Instructions and a link to register to
comment by phone will be available at www.cityofdenton.com/publicmeetings until noon of the
meeting date. Residents will submit contact information using the link provided and receive further
instructions via email on how to join the meeting by phone and provide comments.

After determining that a quorum is present, the City Council of the City of Denton, Texas will convene
in a Work Session on Tuesday, November 14, 2023 at 2:00 p.m. in the Council Work Session Room at
City Hall, 215 E. McKinney Street, Denton, Texas at which the following items will be considered:

This section of the agenda allows citizens to speak on any item listed on the Consent Agenda prior to
its consideration. Each speaker will be given a total of three (3) minutes to address any item(s). Any
person who wishes to address the City Council regarding these items may do so by utilizing the "By
Phone" registration process as referenced under the REGISTRATION GUIDELINES FOR
ADDRESSING THE CITY COUNCIL detailed at the beginning of this agenda. Registration is
required prior to the time the City Council considers this item. Registrants may call in and remain on
hold or receive a call back at the time the Work Session is called to Order and are encouraged to
ensure they remain accessible to accept the call.

Following the completion of the Work Session, the City Council will convene in a Closed Meeting in

Code, as amended, or as otherwise allowed by law.

3. PRESENTATIONS FROM MEMBERS OF THE PUBLIC
A. Review of procedures for addressing the City Council.
B. Reports from members of the public shall be received through the following two (2) methods.
A total of up to seven (7) speakers are permitted to provide public comment and may include any
combination of prior registration and open microphone speakers.
1) Pre-registration. This section of the agenda permits any person who has registered in advance
to make a citizen report regarding a public business item he or she wishes to be considered by the
City Council. Each speaker is allowed a maximum of four (4) minutes to present their report. At
the conclusion of each report, the City Council may pose questions to the speaker or may engage in
discussion. If the City Council believes that a speaker's report requires a more detailed review, the
City Council will give the City Manager or City Staff direction to place the item on a future work
session or regular meeting agenda and advise staff as to the background materials to be desired at
such meeting.
2) Open Microphone. This section of the agenda permits any person who has not registered in
advance for a citizen report to make comments about public business items not listed on the agenda.
Such person(s) shall have registered using the “Virtual White Card” or “By Phone” process outlined
by the City on its website or meeting notice.
During open microphone reports under this section of the agenda, the Council may listen to citizens
speak. However, because notice of the subject of the open microphone report has not been provided
to the public in advance, the Texas Open Meetings Act limits any deliberation or decision by the
Council to: a proposal to place the item on a future agenda; a statement of factual information; or a
recitation of existing policy. Council Members may not ask the open microphone speakers
questions or discuss the items presented during open microphone reports.
NOTE: If audio/visual aids during presentations to Council are needed, they must be submitted to
the City Secretary 24 hours prior to the meeting.
4. CONSENT AGENDA
Each of these items is recommended by Staff or a board, commission, and committee. Approval
thereof will be strictly on the basis of the those recommendations. Approval of the Consent Agenda
authorizes the City Manager or his designee to implement each item in accordance with the Staff
recommendations. The City Council has received background information and has had an
opportunity to raise questions regarding these items prior to consideration.
For those items recommended by a specific board, commission, or committee, the agenda item will
