Pending Council Requests Work Session Topics – Pursuant to Ordinance No. 23-1431, the following items will be discussed during the Dec. 12 Council Work Session: 1) Request for a medium priority work session to discuss and enact a policy mandating the availability of menstrual products in all city facility restrooms. Staff contact: Monica Benavides, City Manager’s Office B. FindHelp Denton County Resource Directory Released – In collaboration with Denton County and the City of Lewisville, the City released a digital resource directory, which outlines all available support services and programs for the community. FindHelp Denton County (www.FindHelp.DentonCounty.gov) serves as an online tool where community members can find up-to-date hours, facility locations, and program details for free or reduced-cost resources. This digital information hub helps our community locate the resources closest to them including food access, transportation, medical care, financial assistance, and job training. Users can filter information through a keyword and zip code search, populating the closest or most relevant programs. Local social service and nonprofit agencies can also use the platform to link help-seekers to services or receive inbound referrals. Staff contact: Courtney Douangdara, Community Services C. Municipal Court Delayed Opening on Dec. 20 – The Municipal Court will open at 9:30 a.m. on Wednesday, Dec. 20. This delayed opening will allow staff members to participate in a holiday breakfast and team activities. All online options will remain available for case information, payment remittance, and submission of resolution requests. Messages advising of the 9:30 a.m. opening and online options will be placed on the court website, phone system, and at the court entrance. Staff contact: Jamie Lindsay, Municipal Court D. Patriot Awards – On Monday, Dec. 4, the Department of Defense’s Employer Support of the Guard and Reserve (ESGR) presented Patriot Awards to three City of Denton employees for their support of Police Sgt. J.R. Velasquez and his family during his recent military deployment. Assistant City Manager Frank Dixon, Assistant Police Chief Steve Buchanan, and Assistant Director of Police Administrative Services Shanika Mayo were nominated by Sgt. Velasquez after he returned from a successful 11-month mission to lower military suicide rates in Alaska. Employers who support National Guard and Reserve members through a wide range of measures are eligible for the ESGR awards. The City of Denton and the Denton Police Department are proud to support Sgt. Velasquez and all who serve. Staff contact: Doug Shoemaker, Police 2 E. PARD staff member wins TRAPS Horizon Award – Special Event Supervisor Arianna Such was awarded the Horizon Award from the Texas Recreation and Park Society (TRAPS), North Region. Nominees for the Horizon award must demonstrate exemplary advancement of the parks and recreation profession in their locale, and/or make an outstanding contribution to their department or community. Arianna has demonstrated professionalism and excellence in just under two years serving as Special Events Supervisor. In this short time, she has transformed community events and infused the Parks Department with so much creativity. Her leadership and best practices extend beyond special events, improving the Parks Department and the City as a whole. Staff contact: Gary Packan, Parks and Recreation. F. IOOF Cemetery- During the Dec. 5 City Council meeting, it was stated that the Independent Order of Odd Fellows (IOOF) Cemetery, which is owned and operated by the City of Denton, contained a deed restriction that did not allow for the burial of non-white persons. Information regarding deed restrictions was previously included in the Feb. 18, 2022, Friday Report. Staff contact: Mack Reinwand, Legal Responses to Council Member Requests for Information A. Bonnie Brae Asphalt Failure – On Dec. 4, Council Member Meltzer contacted staff regarding an asphalt failure on Bonnie Brae Street, between Scripture and West Oak Street. The contractor was notified of the failure and will make repairs to the roadway under warranty. Repairs will begin Nov. 29 with an anticipated completion date of Dec. 15, weather permitting. Staff contact: Scott Fettig, Capital Projects B. Bonnie Brae Manhole Cover – On Dec. 4, Council Member Meltzer inquired about a manhole cover on South Bonnie Brae near Willowwood Street that is too high, causing a potentially dangerous situation for drivers. Staff coordinated with the contractor to place asphalt around the manhole to temporarily resolve this issue. The area is part of the Bonnie Brae Phase 3 project and will undergo full-depth reconstruction within the scope of the project. Staff contact: Robin Davis, Capital Projects C. Timeline on Elm Street/Locust Street Turnback – On Dec. 4, Council Member Meltzer inquired about the timeline for the Elm Street/Locust Street turnback. Staff is in the final stage of completing the necessary agreements with TxDOT to officially transfer ownership of Elm Street/Locust Street from Eagle Street to University Avenue. • Elm Street/Locust Street, south of the square, will be reconstructed by TxDOT prior to transferring ownership. That project is slated to begin in Q2 of 2024. • Elm Street/Locust Street, north of the square, is a capital project that will be delivered by the Capital Projects delivery team. The project is currently at 60% design and is tentatively scheduled to begin construction in Q4 of 2024. Staff contact: Trevor Crain, Capital Projects D. Construction on Sycamore and Industrial Street - On Dec. 5, Mayor Hudspeth contacted staff concerning business accessibility affected by construction on Sycamore Street and Industrial Street. Street reconstruction in this area has been delayed due to unforeseen circumstances and adverse weather conditions. Staff and the contractor are working with 3 businesses and residents in the area to provide access, including on street parking during construction. Paving on Sycamore Street and Industrial Street is currently scheduled for Tuesday, Dec. 12. Staff contact: Scott Fettig, Capital Projects. PRESENTATIONS FROM MEMBERS OF THE PUBLIC A. Review of procedures for addressing the City Council. B. Reports from members of the public shall be received through the following two (2) methods. A total of up to seven (7) speakers are permitted to provide public comment and may include any combination of prior registration and open microphone speakers. 1) Pre-registration. This section of the agenda permits any person who has registered in advance to make a citizen report regarding a public business item he or she wishes to be considered by the City Council. Each speaker is allowed a maximum of four (4) minutes to present their report. At the conclusion of each report, the City Council may pose questions to the speaker or may engage in discussion. If the City Council believes that a speaker's report requires a more detailed review, the City Council will give the City Manager or City Staff direction to place the item on a future work session or regular meeting agenda and advise staff as to the background materials to be desired at such meeting. 2) Open Microphone. This section of the agenda permits any person who has not registered in advance for a citizen report to make comments about public business items not listed on the agenda. Such person(s) shall have registered using the “Virtual White Card” or “By Phone” process outlined by the City on its website or meeting notice. During open microphone reports under this section of the agenda, the Council may listen to citizens speak. However, because notice of the subject of the open microphone report has not been provided to the public in advance, the Texas Open Meetings Act limits any deliberation or decision by the Council to: a proposal to place the item on a future agenda; a statement of factual information; or a recitation of existing policy. Council Members may not ask the open microphone speakers questions or discuss the items presented during open microphone reports. NOTE: If audio/visual aids during presentations to Council are needed, they must be submitted to the City Secretary 24 hours prior to the meeting. 4. CONSENT AGENDA Each of these items is recommended by Staff or a board, commission, and committee. Approval thereof will be strictly on the basis of the those recommendations.
