INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
Update on the proposed establishment Tourism Public Improvement District.
BACKGROUND:
On November 14,2023,the Council convened to discuss the proposed establishment of a Tourism
Public Improvement District(TPID) in Denton. Following a productive work session,the Council
unanimously agreed to proceed with the necessary steps for the creation of the district including
the proposed service plan. After the session, the Convention and Visitors Bureau (Discover
Denton) and staff wanted to provide an update on the district's creation and incorporation of new
hotels.
DISCUSSION:
Discover Denton is actively collaborating with local hoteliers to garner the requisite signatures to
create the new district. As of January 15, 2024, they have collected a little under 50% of the
required signatures and are on track to submit the petition to the City at the end of the month.
Regarding new hotels constructed after the creation of the district, initial discussions indicated
automatic inclusion into the district if the hotels met the statutory thresholds for inclusion at the
time of the creation of the district. However, after the tourism public improvement district is
created, state law requires that owners of new hotels must individually sign a petition or consent
form to be added to the existing district and the City Council must approve the inclusion of the
new hotel.
CONCLUSION:
Discover Denton is actively collaborating with local hoteliers to garner the requisite signatures to
create the new district. Once submitted, the City will validate the petitions,with subsequent steps
including two public hearings addressing the district's creation, assessment rate, and the
assessment roll/plan. The ongoing collaboration aims to fortify Denton's tourism landscape,
fostering growth and vibrancy in the community.
