General Information & Status Updates
A. Controlled Burn at North Lakes Wildflower Trail – The Fire and Parks and Recreation
Department will be conducting a pre-planned, strategic burning of areas within a 22-acre section of North Lakes Park near the Wildflower Trail open space on Jan. 31, if weather conditions are such that they minimize smoke impacts to adjacent neighborhoods and roads. Prescribed burns help enhance habitat diversity, increase the growth of forbs
(herbaceous flowering plants) by suppressing non-native grass growth, improve soil
nutrients, promote growth of beneficial wildflower pollinators, and increase moisture filtration to the soil. Denton Fire Department Wildland Firefighters will be conducting the burn as part of their wildlife urban interface training. The North Lakes Wildflower trails will be closed for the duration of the controlled burn. Notifications will be made on
the City’s social media accounts the day before and the day of the burn. Staff contacts:

B. AED Dedication at South Lakes Park – The City of Denton will be hosting a special dedication ceremony on Feb. 2 at 11 a.m. at South Lakes Park. This event will honor the
memory of 17-year-old Dylan Dorrell, a Guyer High School Cross Country athlete who
passed away as a result of cardiac arrest at South Lakes Park in 2020. The dedication ceremony will unveil the first free-standing Automated External Defibrillator (AED) that will serve as a pilot project for installing AEDs in parks throughout Denton. The AED has a special themed design that will honor Dylan’s love for cross country and Star Wars.

C. Parks Receives $750,000 Grant from Texas Parks and Wildlife – On Jan. 25, Parks and Recreation received confirmation from TWPD that the Briercliff Park will be the recipient of a substantial $750,000 grant. This funding will help make improvements to
the park including a playground renovation, the addition of a splashpad and skate spot,
an enhanced trail loop, parking lot upgrades, and improved landscaping and irrigation. This is the third year in a row that the City of Denton Parks and Recreation Department has received this prestigious grant. Staff contact: Chris Escoto, Parks and Recreation
D. DTV Video Highlights for January – In addition to producing public meetings, DTV

Responses to Council Member Requests for Information
A. COVID Funds Update – On Jan. 17, Council Member Meltzer inquired if unused COVID funds allocated to various local needs had been dispersed. All COVID funding designated

for social services through Community Services, totaling $12,772,0873.45, has been fully allocated. Each recipient submits reports to the City to demonstrate they are on track to
meet the program requirements. Staff monitor expenditure and performance reports
monthly or quarterly, based on contract terms, to ensure the timely and successful completion of projects. Staff contact: Dani Shaw, Community Services B. Parking by UNT – On Jan. 25, CM Meltzer inquired on behalf of a resident regarding
parking enforcement near Sycamore Street and IOOF Street. The Public Safety Officer
(PSO) program, formerly known as Parking Enforcement Unit, addresses parking issues, traffic control concerns, and service calls that do not require a uniformed officer. When school is in session, the City works with university police departments to address parking enforcement and traffic control concerns. Staff will continue to research opportunities that
have not previously been discussed and will follow up with the resident directly. Staff

Background:
Emergency management staff first notified the Fire Chief who notified the City Manager’s Office of a
possible winter event on Thursday, January 11, 2024. The first meeting for all Directors/Deputy Directors
and City Manager’s Office staff was planned for 9 am on Friday, January 12, 2024. The outlook for the
weekend indicated that there was a chance for winterly precipitation on Sunday night that would stick
around into Monday morning and anything that was still on the ground would stay through Tuesday due
to the temperatures staying below freezing most of the weekend. The decision was made to begin the
twice-daily meetings starting Sunday afternoon and, with Monday being a holiday, not close City facilities
on Tuesday. The primary concern from the National Weather Service was the low temperatures and wind
chill that could reach -15F.
Timeline of Event:
Friday, January 12, 2024 – In the meeting on Friday, January 12, 2024, all departments reported their
readiness and if they had any unmet needs. Animal Services had already worked with DME to ensure if
they lost power, DME would provide a generator. Parks and Recreation was making plans to postpone the
MLK event on Monday due to the possible dangerous temperatures. Plans were also made to use MLK as
the primary shelter if needed and Northlakes would be the backup shelter if a large portion of the public
lost power. Community services started reporting on their daily bed counts and the Marketing and
Communications department started pushing out winter weather preparation information.
Saturday, January 13, 2024 – Emergency Management monitored the weather for any updates to the
forecast and sent out a winter weather update with the possible timing of the precipitation starting around
6 pm.

Sunday, January 14, 2024 – the EOC was moved to a level 2 activation and Emergency Management
participated in several winter weather calls varying from the county to the state level. Denton was placed
under a winter weather advisory, and wind chill advisory, and ERCOT issued a Winter Weather Watch due
to possible high loads of demand. The winter weather was still expected to start around 6 pm and primary
concerns were vulnerable populations including the unhoused and infrastructure that might face power
outages or water main breaks. The twice-daily meetings began in the afternoon and there were no
concerns from the departments besides DME, which was concerned about the electricity demand and the
possibility of rolling blackouts Monday and Tuesday.
Monday, January 15, 2024 – Emergency Management monitored the weather overnight and monitored
the lake effect snow that occurred primarily in the middle of the metroplex area and anywhere south and
east of the lakes. There was one large RV accident overnight that caught on fire but there were no reported
injuries. The roads had some snow, but it was mostly dry and snow blew off with the wind. The morning
meeting reported no major incidents besides the RV accident. The Water department reported some
freezing of chemical feed, but they stated they would be ok for a few days and would continue to monitor.
Solid Waste continued its full commercial services and did not anticipate any changes for residential
services for the rest of the week. DME was the primary focus due to the tight conditions on Monday and
Tuesday morning.
Emergency management continued to monitor the weather throughout the day and attended service
meetings from the county to the state level. The primary concern going into overnight was any snow that
started to melt or compact on the roads could re-freeze and contribute to dangerous roads in the morning.
In the afternoon meeting, there were no major concerns. DME reported a total of 8 outages affecting 404
customers throughout the event and FD reported approx. 20 calls related to water or sprinkler leaks. Due
to the roads being mostly unaffected in the Denton area, the CMO office determined that business would
continue as normal tomorrow but to work with any staff that may be coming from the southern central
metroplex area where roads may be worse.
Conclusions:
While the weather did not end up being as bad as initially forecasted, this event was a great training and
exercise in how to handle bigger winter weather events that will certainly occur in the future. With the
impacts being minor, there were no follow-up meetings for after-action reporting.

INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Linda McNatt Animal Care and Adoption Center operating hours BACKGROUND:
The Linda McNatt Animal Care and Adoption Center’s current operating hours are: Monday-Saturday 10 a.m.-5 p.m. Sunday closed
As identified in the internal audit conducted in August of 2023, through assessments conducted by current management, and in accordance with industry best practices, ongoing training in animal care and operating procedures are essential to high-quality care and positive outcomes for animals in the shelter. To allow for continued staff training and development, staff is proposing closing the
shelter to the public on Wednesdays and modifying operating hours to the following beginning
Wednesday, February 21, 2024: Monday-Tuesday 10 a.m. – 5 p.m. Wednesday closed
Thursday-Saturday 10 a.m. – 5 p.m.
Sunday closed DISCUSSION:
According to The Association of Shelter Veterinarians’ “The Guidelines for Standard of Care in
Animal Shelters: Second Edition,” effective training is necessary to ensure safe and humane
animal care, reduces risk for staff and volunteers, and should be conducted regularly for all
personnel. Ongoing training and development of staff has been identified not only by management
but by employees themselves, as a deficiency in our current operations. Since October of 2023,
Animal Services Management has implemented bi-monthly all-staff training days to address some
of the most critical training needs. While this has been helpful, 6 hours of training every 6 to 8
weeks is not sufficient to provide needed on-going training to staff.
Additionally, as the shelter operates every day of the year, several staff members are required to
work on their days off to attend the bi-monthly training. This results in them working multiple
consecutive days without a break. These staff members also incur overtime pay which creates an
additional expense for the department.
In a review of other municipal shelters in the metroplex, staff has found that a number of shelters,
including Garland, Mesquite, Lewisville, and Grand Prairie, are closed to the public two days a
week and use the additional closure day to conduct ongoing staff training and development, hold

staff meetings, conduct behavior assessments of animals, and address other operational needs and
concerns.
Wednesday has been identified as the best day to close to the public as Thursday and Friday leading
into the weekend, and Monday coming out of the weekend, have historically been the busiest for
the shelter. During these closures, animal services officers will still be available to respond to
emergency calls.
Animal Services staff have communicated the proposed changes to the Animal Shelter Advisory
Committee and the Denton Animal Support Foundation.
Additionally, Animal Services will work with Marketing and Communications to communicate
the new operating hours to the public prior to the implementation.
CONCLUSION:
Ongoing staff training and development, which are essential to providing humane and appropriate care for shelter animals, has historically been a challenge for Animal Services staff due to time constraints of the current operating hours. To ensure prioritization of training and development, staff is proposing to adopt the following operating hours to begin on Wednesday, February 21,
2024:
Monday-Tuesday 10 a.m. – 5 p.m. Wednesday closed Thursday-Saturday 10 a.m. – 5 p.m.

Individuals may speak during a Council meeting under one of the following categories:
Open Microphone:
At regular meetings only, individuals can speak on any topic that is not on the agenda for no longer
than four (4) minutes per individual. This portion of the meeting occurs immediately after the start
of the regular meeting session. Please note, Council members cannot engage in a discussion on
topics presented during this portion and there are limited slots available for this portion of the
meeting.
Comments on Agenda Items:
Public comments can be given for any item considered by the Council, EXCEPT work session
reports or closed meetings. Individuals are only able to comment one time per agenda item and
cannot use more than one method to comment on a single agenda item. Public comments are limited
to three (3) minutes per citizen.
Public Hearing Items:

2) Open Microphone. This section of the agenda permits any person who has not registered in
advance for a citizen report to make comments about public business items not listed on the agenda.
Such person(s) shall have registered using the “Virtual White Card” or “By Phone” process outlined
by the City on its website or meeting notice.
