Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. The GreenSense Incentive Program Update The FY 23-24 Budget included $1 million for the GreenSense Incentive Program. The response to the program has been overwhelmingly positive, with a notable surge in applications for Electric Bicycles (E-Bike) and Electric Vehicles (EV). To date, the City has approved 52 E-Bike rebates, amounting to $40,091, utilizing the entire allocation designated for E-Bike rebates. Similarly, 38 EV rebates have been approved, totaling $57,000, representing 76% of the allocated funds for EV rebates. Once the allocated funds for a specific rebate category have been fully utilized, any new rebate requests will be temporarily placed on hold. However, throughout the year, should there be surplus funds in one category, staff will reallocate budgets to accommodate additional applications in other categories. The GreenSense Incentive Program is a key part of Denton’s commitment to reduce its community environmental impact (Rebates & Resources | Denton, TX (cityofdenton.com)).Staff contact: Michael Gange and Katherine Barnett, Environmental Services & Sustainability B. Inclusive Playground Public Input Survey and Meetings – Public engagement has begun for the Librada ‘Lily” Cantu Inclusive Playground, a 2023 Bond Program project. Denton residents are encouraged to participate in an online survey to gather residents’ feedback on the park Librada ‘Lily’ Cantu Inclusive Playground Survey. Additionally, Parks staff will be hosting a virtual public meeting on Mar. 28 at 6:30 P.M. to explain the park development process and to collect feedback on the park. East Windsor Drive Mobility Plan Amendment – Staff is proposing an amendment to the 2022 Mobility Plan to extend East Windsor Drive across State Loop 288 to Cooper Creek Road as an at-grade crossing to improve multi-modal mobility and relieve Hodge Elementary traffic. To gather feedback from the community for this proposed amendment, staff is hosting two community meetings: Mar. 26 at 6:00 P.M. to 8:00 P.M. (virtually) and Mar. 28 from 6:00 P.M. to 8:00 P.M. at Hodge Elementary School, 3900 Grant Parkway, Denton, 76208. W Hickory Street Parking Closure – Starting on Mar. 20, as part of the Hickory GIS Project Denton Municipal Electric will be closing street parking along the 2500 block of West Hickory Street. Barricades and signage has been posted and nearby residents have been notified in anticipation of this closure. Any vehicles parked in these spaces on Wednesday, Mar. 20 will be towed to complete the required work. Staff contact: Mark Zimmerer, Denton Municipal Electric E. FindHelp Denton County Progress Report – In November 2023, Denton County collaborated with the City of Denton and the City of Lewisville to release a digital resource directory, FindHelp Denton County, which lists available support in our community. Over 4,200 users have engaged with the system, searching mostly for housing, food, and health services. The attached first quarterly progress report provides usage information from the first four months. Staff contact: Courtney Douangdara, Community Services 2 Responses to Council Member Requests for Information A. Emergency Services to the Denton Community Shelter – On Mar. 9, Council Member Watts requested information regarding for Emergency Medical Services (EMS) to the Denton Community Shelter on Loop 288. Denton Fire provided the dispatched calls for service for EMS from January 2023 to February 2024 below, totaling 580 calls during that period. B. Intersection Safety – On Mar. 10, Mayor Hudspeth and Council Member Holland forwarded a resident’s concerns about stop sign running at the Como Lake Rd and Wind River Ln intersection. Staff from Transportation Planning, Traffic Engineering, and the Police Department assessed the intersection and determined that the issue was behavioral. The Police Department added the intersection to our High Visibility Enforcement list and will be more closely monitored to remediate the behavior. Staff contact: Jesse Kent, City Manager’s Office C. Parks Bathrooms Availability – On Mar. 11, Council Member Meltzer forwarded a resident inquiry regarding park restroom availability. The City winterizes and closes all restrooms from Nov. 15 to Mar. 15, except for the North Lakes softball fields 5 & 6 restrooms and South Lakes Park restrooms. The Carl Young Park restroom is only open when the splash pad is open. Staff contact: Gary Packan, Parks & Recreation D. Lighting on the Square – On Mar. 13, Mayor Hudspeth asked for a review of lighting on the east side of the Downtown Square. All lighting at intersections and around the square meet approved lighting standards of 60% dimming and are closer than the 250 feet of maximum separation. Attached is a map of the streetlights on the square. Minimal building lighting along Locust has left the east side of the Square dimmer and staff have increased the brightness of East side lamps from 60% to 70% to compensate. Staff contact: Tony Puente, Denton Municipal Electric 3 E. Landfill Entry Process – On Mar. 13, Mayor Hudspeth requested clarification of entry and exit procedure at the Denton Landfill. The landfill serves an average of 650 customers a day, 40% of whom are frequent users registered to use the self-service scales independently. For all other customers, the Landfill uses an ID based software management system to ensure accurate charges and efficient in- and out-processing are completed by a staff member.
