City Auditor’s Office Fiscal Year 2023-24 Second Quarter (Q2) Report – In Q2 the Staff Recruiting and Hiring report was released, the City Auditor's Office responded to 15 requests for advice and assistance from City staff, completed one analysis project, and prepared the FY24/25 Audit budget. The City Auditor’s Office’s Quarterly Reports are intended to provide the City Council and the public with a status update on the Annual Internal Audit Plan and Recommendation Follow-Up Status. Airport Professional of the Year – On Apr. 25, former Airport Director Scott Gray was recognized as Airport Professional of the Year at the 2024 Texas Aviation Conference for his leadership of the Texas Airports Council and advocacy of general aviation airports to the National Airport System. Texas Innovation Engine – The Texas Innovation Engine project is a regional initiative to establish the Texas and Oklahoma Region as a global leader in logistics innovation. The National Science Foundation (NSF) funded initiative aims to establish a robust logistics innovation ecosystem that addresses future logistics requirements, fosters innovative solutions, and facilitates their commercialization on a global scale. Represented by Denton Enterprise Airport, the City has been invited to partner in this initiative by identifying logistical challenges and research opportunities, serving on advisory boards, and offering insights and connections to fellow industry leaders. Building Safety Month – Building Safety Month is a worldwide campaign held in May to raise awareness for building safety and show appreciation for building professionals. The Development Services Department will be promoting Building Safety Month in the following ways: • Hosting a coloring contest for children up to 12 years old with prizes awarded. Entries can be submitted until May 31 in person at the Development Services Center (401 N Elm Street) or by emailing Angela Adams (angela.adams@cityofdenton.com). • Building Safety Month Fair at the Development Services Center will feature fun, free activities for families on Thursday, May 16, from 4:00 P.M. until 7:00 P.M. • Facilitating a Virtual Building Safety Forum on May 23 from 2:00 P.M. until 3:00 P.M. North Branch Library Closure for Renovations – The North Branch Library will be closed Sunday, May 5 through Monday, May 13, for facility improvements. During this time, the North Branch drive-thru window will be open with modified hours: Monday-Saturday 9:00 A.M.-5:30 P.M. and Sunday 1:00 P.M.-4:30 P.M. for library patrons to pick up holds. The North Branch book drop will be open 24/7 to return materials. Wi-Fi internet access is available in all library parking lots 24/7. The Emily Fowler Central Library and South Branch Library hours will not be affected. Staff Contact, Jennifer Bekker, Library 2 Responses to Council Member Requests for Information A. No-Mow and Wildflower Areas – On Apr. 19, Council Member Meltzer requested information regarding plans for no-mow areas and wildflower plantings in the City. Staff are in the process of developing a strategy for establishing no-mow and wildflower planting areas. Pilot areas have been established at the intersection of Eagle Dr. and Elm St. and Cooper Creek near Old North Rd. Staff contact: Ziad Kharrat, Parks and Recreation B. Wildlife Crossing Signs – On Apr. 19, Council Member Meltzer requested information regarding wildlife crossing signs. In response to the Denton 2040 Comprehensive Plan, staff developed the attached Informal Staff Report (ISR) 2022-077 to create a map of wildlife corridors in the City. Dead animal collection data was analyzed, but no high-risk wildlife crossing areas were identified for signage along roadways. Staff contact: Scott McDonald, Development Services C. Robinson Road Expansion – On Apr. 22, Council Member Holland forwarded a resident request for City plans for Robinson Rd between Teasley Ln and Barrel Strap Rd. During the construction of the Robinson Oaks subdivision the road was widened across its property frontage to meet development requirements. The section then reverts to a two-lane road. The Citizen’s Bond Committee declined to fund the expansion of the road the remainder of the way to Teasley. Staff contact: Farhan Butt, Development Services D. The Reserve at Creekside Street Access – On Apr. 28, Council Member Holland forwarded resident concerns regarding commercial trucks using their neighborhood as a non-posted detour route. A stop work order for the site was issued. Staff continues to monitor this issue. A Notice to Proceed may be issued once the contractor follows the City’s Ordinances. Homeless Encampments – On Apr. 28, Mayor Hudspeth and Council Member McGee reported homeless encampments in the 1900 block of Nacogdoches Ln and at the intersection of Long Rope and Trailhead. The Homeless Outreach Team (HOT) visited both locations and will continue to monitor. Staff contact: Megan Ball, Community Services F. North Lakes Recreation Center Fitness Room – On Apr. 29, Mayor Hudspeth forwarded a resident’s inquiry regarding the timeline of gym equipment replacement at North Lakes Recreation Center. The weight room at North Lakes Recreation Center will be closed from May 13 until May 17 to complete the installation of new antimicrobial fitness flooring. During this time, the cardio room will remain open, and members may use the fitness rooms at Denia Recreation Center, MLK Jr. Recreation Center, and Denton Senior Center (age 50+). The replacement of select cardio and weight is expected to be completed by the end of June. Staff contact: Alicia McDaniel, Parks and Recreation G. Homeless Outreach – On Apr. 29, Mayor Hudspeth forwarded a business owner's concerns regarding homeless individuals in the business storefront. The Homeless Outreach Team (HOT) visited the location, provided shelter resource information to the individual, and met with the business owner. Staff contact: Megan Ball, Community Services 3 H. Resident Street Access During Fry Street Fair – On May 1, Council Member Meltzer forwarded a concern from a resident regarding the lack of street access to their home as a result of event related road closures. The resident was contacted, and future road closures will account for street access to their property. Staff contact: Gary Packan, Parks and Recreation I. Surface Water Management Issues – On May 1, Mayor Hudspeth forwarded a concern from a resident regarding standing water near the Roselawn Water Tower and the Eagle Creek Development. Staff conducted a field visit to the Eagle Creek construction site and spoke with the developer about their plans for eliminating sediment basins that are no longer necessary for construction. Drainage improvements to the Roselawn Water Tower are planned in the next two weeks to address surface water management issues. Development Flooding – On May 2, Mayor Pro Tem Beck forwarded an email from a resident experiencing surface water runoff from the nearby development. Staff is in contact with the property owner and will present possible solutions that could prevent issues in the future. Staff contact: Tina Firgens, Development Services Intergovernmental News Federal: This week, the U.S. House Committee on Appropriations released guidance regarding FY25 Community Project Funding (CFP) Requests. The Committee will begin deliberating submissions in the upcoming weeks. The City of Denton has submitted three CFP requests to the Office of Congressman Ronny Jackson, whose district encompasses parts of Denton, including downtown. Congressman Jackson will now review the projects and submit them to the Appropriations Committee for consideration. As the appropriations process continues, City staff will provide additional updates. A brief description of the projects submitted: • Denton PD Special Event/Downtown Security Protective Barriers (Bollards) – This project entails the installation of retractable bollards around the downtown area to enhance pedestrian safety during events and activities. • North Masch Branch Sewer Line – This project entails the construction of a new sewer line on the west side of Denton near the airport to accommodate the expected growth in the area. • Hickory Creek Wastewater Interceptor – This project entails the upgrading of aging wastewater infrastructure and expansion of service on the west side of Denton near the airport. State: The newly appointed Texas House Select Committee on Artificial Intelligence & Emerging Technologies (AI/ET) met on Monday, Apr. 29. During the nearly six-hour hearing, experts gave testimony on the ways AI is integrated into our everyday lives and the potential security risks that come with the emerging technology. To display the power of AI, the Committee Chairman, Giovanni Capriglione (Southlake), used an AI script-writing tool and AI voice cloning technology to deliver the opening statements. The Committee has until May 16 to publish its initial report. Street Closure Report .........................................................................................................20 5 December 22, 2022 Report No. 2022-077 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Update on the greenspace map in support of identifying and mapping wildlife corridors. BACKGROUND: The Denton 2040 Comprehensive Plan as approved on March 22, 2022, established Key Action #127 - Identify and map wildlife corridors throughout the city. The term wildlife corridor was not defined within the Denton 2040 Comprehensive Plan. ISR 2022-038, dated June 17, 2022, provided a staff-recommended definition for wildlife corridors as “greenspace and manmade structures/improvements that allow wildlife to move between larger areas of existing habitat.” Additionally, the ISR outlined a two-pronged approach to identify and map the wildlife corridors. The first step was to generate an overall greenspace map that pulls information from existing City of Denton resources. DISCUSSION: Staff have reviewed available geographic information system (GIS) layers as well as augmented GIS layers to better generate the greenspace map. The attached maps walk through the progression of resources to ultimately generate an overall greenspace map. Dead animal collection from city roads as performed and documented by Animal Services was reviewed to assess for any higher impact roadway crossings or areas. The dead animal collection review did not reveal any areas of greater collection incidents. Development Services staff reviewed the data utilized to generate the Preferred Land Preservation Map (Denton 2040 Comp Plan – Figure 2.2) and the Habitat Connectivity Map (Friday Report, March 18, 2022, II.C. and Attachment A). This review led to separating the available resources out to better see where opportunities may exist. Environmental Services & Sustainability staff took a deeper dive into “greenspace” by reviewing both available GIS as well as fixed development records not spatially represented in GIS. This review included preserved habitat areas, open space, common areas, homeowner’s association lots, drainage easements, and Environmentally Sensitive Areas (ESA). The attached maps provide a graphic representation of the process to develop the proposed greenspace map. The maps reflect the potential viability of the areas by showing them as unlikely, potentially, and likely to support natural habitat. Unlikely = land primarily developed such as the landfill, the airport, HOA lots with an amenity center, and concrete lined drainage easements. Potentially = land that some restrictions such as parkland with open space or interspersed open space and maintained drainage easements. Likely = land with highest habitat potential such as permanently preserved habitats, municipally owned undeveloped land, and confirmed or likely-to-be-confirmed ESA. These categories are based on a desktop review of available aerial images and resources. 6 December 22, 2022 Report No. 2022-077 This greenspace map will now be discussed with the wildlife working group for refinement into a wildlife corridor map.
