Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Charter Review Committee – On May 21, the City Council gave direction to finalize and issue charges to the 2024 Charter Review Committee. The committee’s charges will be considered by Council at the June 4 City Council Meeting. The Charter Review Committee will examine the provisions of the Denton City Charter and make recommendations to Council on areas that need to be changed or updated. Once approved by Council, the final changes will be submitted to the public for a vote in May 2025. The Charter Review Committee will begin meeting in July 2024 and meetings will be open to the public and streamed on the City’s website. Staff contact: Kristi Fogle, City Manager’s Office B. Carl Gene Young Sr. Park – On Saturday, May 25, the sprayground will reopen at 9 a.m. following a brief closure the week of May 20 related to concrete sealant and adhesive. Neighborhood 2 & 6 Virtual Community Meeting – On Thursday, May 30, at 6 p.m. the Capital Projects Department will host a virtual community meeting on the second work package for the 2019 Bond Program Neighborhoods 2 & 6 Project. The project is part of a multi-phase street reconstruction project to rebuild existing streets that have reached the end of their useful life. The second work package focuses on roadways located close to and within the University of North Texas Campus. Bernard Street from Chestnut to W. Staff contact: Scott Fettig, Capital Projects. D. Extreme Temperatures – In anticipation of warmer weather, the City has compiled a list of cooling stations available for the 2024 summer season. Cooling stations are air-conditioned facilities with public access to restrooms, water fountains, and sitting areas. GreenSense Incentive Program Update – The FY23-24 Budget included $1 million in the GreenSense Incentive Program. As of May 9, a total of $615,402 (62% of allocated funds) in incentives have been issued to qualified applicants. E-Bikes and Electric Vehicles (EV)and are temporarily on hold. However, throughout the year, should there be surplus 2 funds in one category, staff will reallocate budgets to accommodate additional applications in other categories. Responses to Council Member Requests for Information A. Tiny Home Project – On May 17, Mayor Pro Tem Meltzer requested a status update on the Community Forever Village, a tiny home development project of the 1877 Journey. The proposed development includes approximately 350 dwelling units with additional community services onsite including a community event hall, a bistro and coffee shop, a community market, and buildings for work-related activities such as auto repair, wood- working, etc. The property has been donated and conveyed to the nonprofit organization, and the organization anticipates submitting an application for development in the Summer of 2024. Inquiry into Lot and Potential Development in Denia Neighborhood – On May 21, Mayor Pro Tem Meltzer shared a question from the Denia Neighborhood Association inquiring if there are plans to further develop a property near the intersection of Willowwood St. and Highland Park Rd. Staff confirmed there are current permits issued for tree removal unrelated to development, and at this time, the City has not received any development applications for the property. Church Access Across Drainage Ditch – On May 21 and May 22, Mayor Pro Tem Meltzer and Council Member Byrd forwarded requests for support from Trinity United Methodist Church regarding access from their property across a drainage easement located in the floodplain. Staff evaluated the site and followed up directly with the church and provided potential options the church could consider and pursue for improvements. Staff contact: Michael Linder, Engineering Services and Chandra Muruganadham, Transportation Intergovernmental News Federal: On Mar. 17, Congressman Ronny Jackson (CD-13) announced the Community Funding Requests (also called earmarks) that his office has submitted for consideration to the U.S. House Appropriations Committee for the FY 2025 Budget Cycle. The City of Denton submitted three requests to Congressman Jackson’s Office, one of which was included in the Congressman’s fifteen submissions to the committee. The committee will take the next several months to consider and deliberate on the submitted requests. Staff will continue to monitor the FY 2025 budget process and will provide updates throughout. The City of Denton project submitted for committee consideration: North Masch Branch Sewer Line $4,300,000 This project will help the City of Denton construct a new oversized sewer line along Masch Branch Road from West Oak Street to Jackson Road north of Denton Municipal Airport, an area that is 3 expected to see considerable residential, commercial, and light industrial development. This project will allow Denton to construct oversized sewer lines to serve additional customers, reduce waste and construction fatigue for existing customers, and allow for greater economic growth and opportunity in the area. Street Closure Report ........................................................................................................15 4 Date: May 24, 2024 Report No. 2024-018 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) EXECUTIVE SUMMARY: The City of Denton was allocated $23.29 million in federal aid received in two tranches of $11.645 million each. The first tranche was received in June 2021, and the second tranche was received in June 2022. Federal guidance and rulemaking activity allow ARPA funds to be allocated for projects related to Public Health, Negative Economic Impact, Revenue Replacement for Government Services, and Administration costs resulting from or impacted by the COVID-19 pandemic. The remaining funds from completed projects and projects that are estimated to be completed under budget have been reallocated to other projects within the expenditure categories. Staff have updated the status and total funding for each project for fiscal year 2024. DISCUSSION: Programs funded under ARPA SLFRF were developed based on resident input, Staff recommendations, and City Council prioritization of funding categories. Approved projects were included in the Fiscal Years 2022, 2023, and 2024, budget adoptions.
