Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A.Solid Waste Latex Paint Re-Blending – On May 15, The Home Chemical Collections (HCC) department began operations on a new paint collection and recycling program. TheHCC collects household hazardous waste, like unused paint, and responsibly recycles ordisposes of these materials. Previously, unused paint containers were consolidated anddisposed of. Under this new initiative, unused paint will be re-blended and packaged for reuse. Staff contact: JJ Tips, Solid Waste. B.Street Outreach Grant Application – The City allocates funding to organizations thatprovide services to unhoused people through the Street Outreach Grant Program. The grantapplication will open on May 31 and close on June 28. The grant application and recording of the webinar are available on the Community Development website.. Staff contact: Megan Ball, Community Services. C.Notice of Movie Shoot in Denton – A professional film crew has been filming acrossDenton and North Texas for the feature film Our Hero, Balthazar. Signage will be placed at filming locations where loud noise is anticipated. Additional details regarding the filming are available in the attached Ongoing Filming Notice. DTV Video Highlights for May 2024 –The DTV team released several videos this month that raised awareness, educated, and informed the community. The 2023 population estimate for the City ofDenton is 158,349, which represents a 5.3% increase over the 2022 estimate of 150,435.The City of Denton had the 13th largest increase in population in the nation and ranked 53rd of incorporated places of 20,000 or more by a percent change from July 1, 2022, to July 1,2023. Please note that the U.S. Census Bureau changed its ranking tables from incorporated 2 places of 50,000 or more to incorporated places of 20,000 or more this year. Additionally, the population of Denton County has grown to over one million. See the attached ITS Monthly Mobility Report for review. Staff contact: Trevor Crain, Capital Projects Responses to Council Member Requests for Information A.Concrete spills on Roadways – On May 21, Council Member Holland requested staff investigate Teasley and Loop 288 bumps. Staff investigated and found that the bumps werecaused by spilled concrete in several areas. The concrete on Teasley was removed, andstaff are coordinating a brief lane closure with TXDOT to remove the concrete on Loop288 next week. Staff contact: Ethan Cox, Streets. B. Noise Complaints at/near Fred Moore Park – On May 24, Council Member Byrd shared acitizen's concerns regarding after-hours noise in or near Fred Moore Park. Staffinvestigated and determined that there have been more than a dozen calls regarding noiseat this location since the start of the year. No citations or arrests have been made. Staff will continue to monitor it more closely. Staff contact: Bryan Cose, Police. C.Resident’s Concerns About Alert Denton – On May 26, Council Member Beck shared concerns residents shared regarding the Outdoor Warning System (OWS) sirens and the Alert Denton (formerly CodeRED) push messaging notification system. The OWS sirens sound anytime the National Weather Service (NWS) issues a tornado warning or in theevent of extreme wind or hail. The Alert Denton push message notification system is nottied to the OWS sirens. Still, it is used by City Emergency Management staff to alertresidents of emergencies and other critical events. Staff are evaluating the need for additional community education on the OWS system and Alert Denton. Residents can sign up for Alert Denton notifications on the City’s Emergency Warning Systems website. Staffcontact: Bob Martinez, Fire. 3 Primary Runoff Election Update The Primary Runoff Election occurred on May 28 for several Denton area districts. In the Republican Primary for Texas Senate District 30 (previously held by Sen. Drew Springer), Brent Hagenbuch defeated Jace Yarbrough. In the Democratic Primary, Dale Frey defeated Michael Braxton. In the Republican Primary for Texas House District 64, Andy Hopper unseated incumbent Lynn Stucky and will run against the Democratic nominee, Angela Brewer. It's worth noting that six out of eight incumbents on the runoff ballot lost their bid to return to the Texas House. With retiring members and those who lost their reelection bid, there will be at least 32 new members in the Texas House. The prevailing primary and primary runoff candidates will now be on the ballot in the General Election, which will be held on Tuesday, November 5, 2024. These may be studies, periodicals, reports, or web resources. My intent is to make the Council aware of broad perspectives and discussions and not to suggest any policy or service change. – Sara Denton Storm Response and Recovery – City staff have worked tirelessly over the last week to quickly address power outages and damages caused by the recent storms across the Denton area. Below is a summary of some of the efforts of our staff during these difficult events. In the coming weeks, we will provide more details and recognition for staff who provided critical services and care. DME provided mutual aid after severe storms swept across several North Texas counties, including parts of northern Denton County. These storms produced a tornado that struck Cooke, Denton, and Montague counties. As part of the Mutual Aid Agreement between the City and CoServ, DME sent two crews to Valley View, using supplies provided by CoServ. DME will be reimbursed for all expenses incurred during the aid response per the mutual aid agreement. We are proud of the efforts of these crews and all DME staff. As needs arise, the Denton community and Denton’s public power mutual aid partners can rely on DME field crews to lend a hand during challenging times. DME also responded to the severe storm on May 28 that caused damage to the electrical system from high winds, fallen trees, broken poles, and lines down. Between May 28 and 29, DME crews, with mutual aid support from Garland Power & Light, worked around the clock to restore power to residents and businesses. They quickly resolved the outages from 9,000 to none. Throughout the recovery effort, staff proactively communicated with the community during calls to Utilities Dispatch and Customer Service through @dmepower on X, Engage Denton, and crews 4 onsite. DME is thankful for the patience that the public showed during this time, the assistance from GEUS, and the efforts of our outstanding staff who worked to restore power. . Garland Power and Light requested Mutual Aid assistance to help restore electric service to customers experiencing outages. Upon restoring power to DME customers on May 29, the department sent a construction crew, service crew, and safety staff to assist Garland beginning May 30. This action movie (Our Hero, Balthazar) will have two scenes featuring weapons. These two scenes are below. All scenes have been approved by PD (Justin Thomas and Lucas Bailey), Parks and Recreation (Gary Packan, Arianna Such, Nicole Brasher), Library (Jennfier Bekker), and Landfill (Brian Boerner and staff). The film team has provided proof of insurance and workers comp. Additionally, both the City (legal) and the film team have signed a filming rights rider to ensure that the City is not held liable. May 31 – June 1 Time: 1:30PM - 3:30AM Location: Denton Landfill Scene Details: “We will have approx. 25-30 Blank Firing Rounds and a blank firing Glock 9mm during the time of filming. Please note we are working in full cooperation with the City of Denton and Denton Police Department, and will be accompanied by police officers to oversee the production in order to ensure safety of the community as well as the cast and crew.” June 6 - June 7 Time: 4PM – 6:30AM Location: Quakertown Park, Denton Senior Center, Emily Fowler Library parking lot Scene Details: There will be an exchange of a non-firing airsoft gun in this scene. The scene depicts two characters handing off the weapon. This exchange will take place in the park. The scene is supposed to depict a school. The exterior of the Senior Center will be the school with a light on in the background and an actor extra posing as a janitor, mopping the floor past the windows. The park will be the school grounds and the library parking lot will have several busses parked to look more like a school. Rain out date: Both scenes have been approved by all parties to have a rain out date on June 7. If it rains on May 31st or June 6th , the crew will shift all filming to June 7th. Following filming, Economic Development staff will be meeting with key members of the film crew to discuss the economic impact of the film and any opportunities for process improvement. With an increase in filming in Texas, we are committed to listening, learning, and improving our film permit process. Background: Denton is a certified Film Friendly Texas community. This certification by the Texas Film Commission indicates that Denton recognizes and supports the film industry and the economic impact they create.
