Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A.Solid Waste Road-E-O Champions – The Lone Star Chapter of the Texas Solid Waste Association of North America, hosted its 2024 State Road-E-O on June 22 in Midland, TX.The Road-E-O showcases participants' skills and talents in operating heavy equipment,waste collection vehicles, and repairing equipment while fostering a spirit of competition,goodwill, and promoting professionalism and safety among participants. The City sent seven competitors and three judges to participate in the event. Truck operatorEddie Kerns placed first in the tractor and trailer competition, crew leader Franqui Vargusplaced third in the compactor competition, and crew leader Alfonso Piedra placed third inthe front load competition. Eddie's first-place victory has earned him a trip to compete in the International Road-E-O in Dublin, Georgia, on Oct. 5, 2024. Congratulations to Eddie, Franqui, Alfonso, and the other competitors on theiraccomplishments and for representing the City of Denton. Staff contact: Brian Boerner,Solid Waste and Recycling B.Memorial Day 2024 Storm Solid Waste Recap – Denton experienced a significant weatherevent on Memorial Day 2024, resulting in widespread damage, particularly in heavilywooded areas. In response, the Solid Waste and Recycling Department (SWR), with help from the Streets Department, launched "Operation Push" to clear storm debris from streets and curbs. From May 27 to June 21, SWR worked six days a week to restore safety andcleanliness to our neighborhoods. The scale house also provided additional staffing tomanage the influx of brush and storm debris entering the landfill. 2 Typically, SWR collects 90-165 tons of yard waste daily during peak seasons. However, following the Memorial Day storm, staff saw almost triple the normal volume in the past four weeks. SWR made multiple rounds of debris collection, ultimately gathering 2,155 tons of yard waste and brush. Normal yard waste and brush operations resumed on Monday, June 24. Moving forward, debris removal requests will be collected as part of the weekly yard waste service, with the appropriate fees assessed. Staff Contact: Brian Boerner, Solid Waste & Recycling C.National Commendation for Electric Restoration Efforts – On June 21, Denton MunicipalElectric (DME) received a national commendation from the American Public PowerAssociation (APPA) for assisting in electric restoration in Garland, TX. After powerfulstorms hit North Texas on May 28, DME quickly restored Denton's infrastructure and thenresponded to a Mutual Aid request from Garland Power and Light. On May 30, DME dispatched two crews to Garland, providing support until June 3. DME is a proudparticipant in the APPA mutual aid program. Scott Corwin, President & CEO, praisedDME, saying, “Mutual aid is at the heart of what public power does, and the public powercommunity thanks you for stepping up to help a neighbor in need whether they are nextdoor or thousands of miles away.” Staff contact: Chris Lutrick, DME 3 D.Monthly Mobility Report – Innovative Transportation Solutions (ITS) provided a monthlyreport that included an overview of several major regional Texas Department of Transportation (TxDOT) projects. Staff contact: Trevor Crain, Capital Projects E.City Aquatic Facility Closure and Schedule Changes - The Natatorium will be closed fora scheduled maintenance repair from Monday, July 1, to Wednesday, July 3, and is expected to reopen on July 4. During this time, a new air compressor will be installed aspart of the facility’s HVAC system. Power to the entire facility will be turned off forportions of this installation. Staff will also use this scheduled closure to do additionalmaintenance to the locker rooms, restrooms, lobby areas, and tiling around the pool deck.Because of the closure, the following operational adjustments will occur: •Aerobic classes scheduled on July 1 in the Natatorium will move to the CivicCenter Pool. No class will be offered on July 3 at 11 a.m. •Active Natatorium memberships will be honored at Water Works Park and theCivic Center Pool during their Public Swim hours when the Natatorium is closed (July 1-3 only). The following schedule changes will take place at the Natatorium over the summer: •Starting July 8: No lap swim will be available from 7 to 9 a.m. Monday throughFriday, DISD begins water polo practices in the competition pool. 4 •Starting Aug. 7: Weekday hours of operation will change to a “school year”schedule. This will include changes to the locker room and competition pool schedule as DISD begins 6:45 to 9 a.m. and 3:30 to 5:30 p.m. weekday practices. •Starting Aug. 7: Close at 5:00 p.m. on Tuesdays and Fridays for DISDtournaments and meets. •Starting Aug. 7: Close at 8:30 p.m. on Mondays, Wednesdays, and Thursdays. •Starting Sept. 7: Weekend hours of operation will change to the “school year” schedule: Saturday, 9 a.m. to 6 p.m. and Sunday, 1 p.m. to 5 p.m. The following schedule changes will take place at the Civic Center Pool over the summer: •July 3 – 4: The CCP will open at noon for Public Swim. Water walking andswimming teams will not meet in the morning on these dates. •Aug. 6: The season's last day of weekday operations. The CCP will operate on weekends only from Aug. 10 to 25. •Aug. 31 – Sep. 2: CCP members are welcome to use their membership at theWater Works Park for the final operational weekend of 2024. The following are highlighted videos: •After the Storm: Catching Up on Yard Waste YouTube Following the Memorial Day storm, the city had an increase of over 200% in yard waste piles to pick up. Multiple departments coordinate with yard waste crews for Operation Push to meet the increased need. The City would like to thank residents for their extra patience during this time! •Theater Denton Takes “Singing in the Rain” to South Korea YouTube This July, the cast and crew of Theatre Denton's "Singing in the Rain" production will head to South Korea to perform at the Daegu International Musical Festival. •Nonprofit Management Certificate Program YouTube Due to the economic impact of the COVID-10 pandemic, Denton nonprofits have experienced a significant increase in the need for their services in the community. The City is glad to provide capacity-building nonprofit management training to ensure these organizations continue to thrive and support Denton residents! Staff contact: Gary Packan, Parks and Recreation Intergovernmental News Federal: The U.S. House Appropriations Committee has released the Community Project Funding (CPF) table for the FY 2025 Transportation, Housing, and Urban Development (HUD) funding bill. We are pleased to announce that the City’s Masch Branch Wastewater Improvement Project has been allocated $2 million following a CPF request submitted to Congressman Ronny Jackson’s Office in March 2024. This inclusion marks a significant milestone for the City of Denton, representing the first step in a lengthy approval process. The Transportation-HUD funding bill must still be approved by the full House Appropriations Committee and the entire House of Representatives before undergoing the same steps in the Senate. City staff will continue closely monitoring the FY 2025 budget cycle and provide further updates as they become available. State: Last week, Lt. Governor Dan Patrick announced the appointment of four senators to the Texas Sunset Advisory Commission. Among the appointees is Senator Tan Parker (R-Flower Mound) from Denton County, who will serve as Vice Chair. The Texas Sunset Advisory Commission is a state agency comprising representatives and senators. Its role is to conduct periodic reviews of state agencies to ensure they operate efficiently and determine whether they should be reformed or abolished. EXECUTIVE SUMMARY: TMPA has notified the City that the term of one of its appointees to their Board of Directors will expire on July 18, 2024. TMPA is requesting that the City take formal action to reappoint the current appointee or select a new appointee. BACKGROUND: The City of Denton, as a member of TMPA, holds two seats on the TMPA Board of Directors. The term of the expiring seat will end on July 18, 2024, and is currently held by Mr. Billy Cheek. Mr. Cheek currently serves on the City’s Public Utilities Board as the Vice Chair. The other seat on TMPA is held by Mr. Jesse Davis, a former City Council Member (term expires Jul. 18, 2025). Staff reached out to Mr. Cheek regarding his expiring term, and he expressed interest in continuing to serve on the TMPA Board of Directors. Mr. Cheek has represented the TMPA Board since 2010, has served as President of the Board in past years, and has served on various TMPA committees. Membership of the TMPA Board of Directors must be approved by the City Council and may, but need not necessarily be, members of the City Council and/or the Public Utilities Board. Board member qualifications are: (1) a qualified voter and reside in the boundaries of the appointing public entity; (2) an employee, officer, or member of the governing body of the appointing public entity; or (3) a retail electric customer of the appointing public entity. Members may only be removed for cause in accordance with the Denton City Charter, Section 14.16. Per its governance requirement, the City must approve a resolution appointing a representative to fill the term from July 18, 2024, to July 18, 2026.
