2024-025 City Council Member Committee Appointments July 12,2024 Report No. 2024-25 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: City Council Member Committee Appointment Process EXECUTIVE SUMMARY: The appointment of City Council members to internal and external committees and boards occurs during the summer after each municipal election. Internal City Council committees consist only of Denton City Council members. Council members could also serve on other internal committees and boards that include the participation of citizens and/or business professionals from the community. Finally, council Members may be appointed to external boards that operate on a regional level, generally incorporating members from the county, surrounding cities, and towns, as well as members of the relevant business community and the citizenry for which the board was formed to serve. Council committee appointments are expected to be considered on August 6,2024. Appointments to other internal and external committees are scheduled to be discussed on July 23, 2024, and considered on August 6, 2023. The only exception to this timing is the Regional Transportation Council appointment, which will be discussed at the July 23, 2024, Work Session and considered at the City Council meeting that night. It's important to note that Council member preferences for committee or board appointments must be submitted by Friday, July 19, 2024, to the City Secretary. BACKGROUND: Participation by council members in City Council committees is not just about attendance, it's about shaping the future of our city. It supports the development of City policy and provides an opportunity for issues to be evaluated before consideration by the full Council. Additionally, council member representation on other standing, ad-hoc, and/or external bodies ensures external organizations hear the voice of the City of Denton. Committee membership assignments are updated annually by the Mayor and City Council to allow for participation by new council members and to adjust participation if required. DISCUSSION: The summer after each municipal election is used to appoint council members to internal City Council committees and to the committees and boards of external organizations. City Council Committees The City Council maintains three City Council committees (see attached descriptions). The Agenda Committee membership is not appointed but consists of the Mayor, Mayor Pro-Tem, and the City Manager. The remaining committees include the Committee on the Environment and the Community Partnership Committee. The Mayor is vested with the authority to nominate Council members to the Committee on the Environment, with the full City Council confirming those nominations by vote. For the July 12,2024 Report No. 2024-25 Community Partnership Committee,any council member may provide a nomination that may then be voted on by the full Council. Consideration of City Council committee nominations is scheduled for the August 6, 2024, City Council meeting. Other Committee Appointments: The Council also appoints members to over a dozen other standing, ad hoc, and/or external committees. Attached is a listing of committees with seats that will be available for appointment, the appointing authority, and other relevant information. Staff requests that Council Members review the current assignments and notify the City Secretary by Friday,July 19, 2024,which bodies they are interested in serving on. At the July 23, 2024, Work Session,staff will seek Council direction on which nominations to bring forward for a formal appointment at the August 6, 2024, City Council meeting, except for the Regional Transportation Council appointment, which will be considered at the July 23, 2024, City Council meeting. For those committees where terms are not completed until later in the summer or fall,appointments will not be effective until the end of the term. The Agenda Committee reviews the City Manager's proposed City Council agendas as to form and agenda content. • Appointments are addressed in the City Council Rules of Procedure adopted by Council ordinance. Committee on the Environment The Committee on the Environment is composed of three Council Members. The duties of the Committee shall be to review, discuss, deliberate and consider environmental issues and resources and make recommendations to the Denton City Council. The Committee will also deliberate and make recommendations regarding any other matter delegated to the Committee by the City Council. • Appointing authority is the Mayor with confirmation by City Council per Council resolution. Appointments are made after each election cycle. Community Partnership Committee The Community Partnership Committee is composed of three Council Members. The duties and purpose of the Committee shall be to monitor allocation and use of both the hotel occupancy tax ("HOT") and sponsorship funds, ensuring HOT funds are being used to directly enhance and promote tourism and the hotel/convention industry, ensuring the sponsorship funds are being used to further a charitable cause, economic or community growth and serve a public purpose in the best interest of the general welfare of the City of Denton, recommend organizations to receive funding to the City Council, and other duties as assigned by the City Council. Two members of this Committee shall also serve on the Discover Denton Advisory Board. • Appointing authority is the City Council per Council Ordinance.Appointments are made after each election cycle. INTERNAL BOARDS Mobility Committee The Mobility Committee membership consists of three (3) City Council Members and two (2) Resident Members. The Mobility Committee is advisory only. The powers and duties of the Mobility Committee shall include and are limited to providing information, advice, and the making of recommendations to the City Council which pertain to traffic safety, education, and publicity; ways and means of improving traffic conditions and safety for motor vehicles; ways and means for improving bicycle and pedestrian safety; implementation of traffic control devices; or other matters assigned to the Mobility Committee. Appointing authority is the City Council per Council Ordinance. Development Code Review The Development Code Review Committee is a standing City Committee established to review proposed Denton Development Code amendments and make recommendations to the Planning and Zoning Commission and the City Council regarding proposed Denton Development Code amendments. All Council appointments are valid through August 31, 2025. At this time, there are no positions available for Council Member appointment. Economic Development Partnership Board The Economic Development Partnership Board(the "Board") was created to provide economic development policy guidance for the City. The Board consists of twelve members with very specific member requirements. To aid the City Council in making appointments to the Board, the City Council appoints two City Council members and one Chamber of Commerce ("Chamber") member to act as a nominating committee ("Committee").All members of this Board must also serve on the Tax Increments Reinvestment Zone No. 2 Board. • One position is open for appointment. The seat is currently occupied by Mayor Pro Tem Meltzer. Tax Increment Reinvestment Zone Number One Board The Tax Increment Reinvestment Zone Number One Board makes recommendations to the City Council concerning the administration of the Zone. The Board prepares and adopts a project plan and Tax Increment Reinvestment Zone financing plan for the Zone and submits the plans to the City Council for approval. The Board also prepares, implements, and monitors such project and financing plans for the Tax Increment Reinvestment Zone as the City Council considers advisable including the submission of an annual report on the status of the Zone. • One position is open for appointment. The seat was formerly occupied by Chris Watts. Tax Increment Reinvestment Zone Number Two Board The Tax Increment Reinvestment Zone Number Two Board makes recommendations to the City Council concerning the administration of the Zone. One position is occupied by Mayor Hudspeth in holdover stats with a term expiring 2025. One position is occupied by Mayor Pro Tern Meltzer expiring 2024. EXTERNAL BOARDS Denton County Behavioral Health Leadership Team The mission of the Denton County Behavioral Health Leadership Team is to advocate and facilitate a collaborative person-centered behavioral health system to repair and restore lives by ensuring behavioral health services are available to meet the needs of all; assess data for continuous measurements;prioritize data driven recommendations; and provide a continuum of care. 9 Current appointees are Mayor Hudspeth and Frank Dixon serving terms expiring June 2026. Denton County Housing and Homelessness Leadership Team The mission of the Denton County Housing and Homelessness Leadership Team is to foster an effective and coordinated system of homelessness prevention and intervention, resulting in homelessness that is rare,brief and nonrecurring through community awareness and connection; data-driven, evidence-based, fiscally responsible recommendations; innovative solutions around affordable housing, access to primary and behavioral health care services, adequate incomes and coordinated services; and mobilizing, advocating and empowering public-private community-wide collaboration. • Current appointees are Mayor Hudspeth and Danielle Shaw serving terms expiring June 2026. Denton County Workforce Success Leadership Team The mission if the Denton County Workforce Success Leadership Team is to promote a holistic community approach to the workforce that ensures an equitable playing field and provides every individual and family with opportunities to increase their earning potential, succeed, and thrive by coordinating community cross-sector integrated service delivery; making data-driven, evidence-based, fiscally responsible recommendations; eliminating system barriers and gaps resulting from a history of discrimination to promote equitable access to workforce opportunities; identifying and advocating for innovative, effective practices; and aligning community support systems to meet the needs of local employers. • Current vacancy created by departure of former Council Member Chris Watts for a term ending June 2026. Denton Community Shelter (Loop 288) Advisory Board The purpose of the Denton Community Shelter Advisory Board is to provide non-binding strategic advice to the board of directors and management of Denton Community Shelter("Facility") operated by Our Daily Bread ("Organization"). The Advisory Board is formed to offer expertise, guidance, and business insight to enhance the organization's growth, strategy, and operational effectiveness in connection with the operation and management of the Facility, the services provided at or from the Facility and the Organization's performance of its obligations under the Management Services and Operating Agreement with the City of Denton. • Current vacancy created by departure of former Council Member Chris Watts for a term ending April 30, 2026 Denton County Transportation Authority Denton County Transportation Authority("DCTA") is a coordinated county transportation authority created by House Bill 3323,under Chapter 460 of the Texas Transportation Code enacted in 2001 and approved by the Denton County voters in 2002. The DCTA Board of Directors is governed by a five voting member board appointed by respective entities from Denton County and the cities of Denton, Highland Village, and Lewisville serving two-year terms. The Vision is to drive a better future for Denton County by providing innovative mobility options, supporting the region's economic growth, creating community engagement, and promoting sustainable transportation. The Mission is getting people where they need and want to go for work,play, and life. • Current appointee is Alison Maguire serving a term expiring November 12, 2025. Dallas Regional Mobility Coalition The primary mission of the Dallas Regional Mobility Coalition is to advance critical infrastructure projects in North Texas by working with local, state, and federal policymakers. 0 This appointee must be the Mayor Discover Denton Advisory Board The Discover Denton Advisory Board(initially established as the Convention and Visitors Bureau Advisory Board)was initiated in 1976 by the Denton Chamber of Commerce to promote events and attractions,provide hospitality education, and ensure a positive experience to Denton visitors. It operates via an agreement between the City of Denton and the Denton Chamber of Commerce. The Advisory Board makes recommendations to the Chamber of Commerce Board of Directors. • No open appointments at this time. Lake Ray Roberts P&Z Commission The purpose of the Lake Ray Roberts P&Z Commission is to promote the following of Lake Ray Roberts Zone in Denton County: general welfare, health,morals, recreation, and safety. The ordinance governs any structures and land located within the area bounded by the shoreline of Lake Ray Roberts at its take elevation line of 645 fee mean sea level and a line 5,000 feet from and following said take line except any land lying within a city's corporate limits. • This appointee must be the Mayor North Texas Commission The purpose of the North Texas Commission is to convene and educate public and private sector leaders to ensure that state and federal policies promote strong local governments, support excellence in public schools, increase the skilled workforce pipeline, and safeguard a thriving business environment. • The current appointee is Mayor Hudspeth serving a term ending September 30, 2025 Regional Transportation Council The Regional Transportation Council is the independent transportation policy body of the Metropolitan Planning Organization. RTC's 45 members are local elected or appointed officials from the metropolitan area and representatives from each of the area's transportation providers. The RTC oversees the metropolitan transportation planning process. Primary activities include guiding the development of multimodal transportation plans and programs; determining the allocation of federal, state and regional transportation funds; selecting transportation projects in some programs and recommending projects to the Texas Transportation Commission for other programs; ensuring transportation providers coordinate services; and ensuring the metropolitan area complies with state and federal laws and regulations regarding transportation and air quality. • Current vacancy for a primary member was created by the departure of Chris Watts. Mayor Hudspeth is the alternate member. The term for appointment is July 1, 2024—June 30, 2026 Texas Municipal Power Aj!ency Texas Municipal Power Agency (TMPA) is owned by the four-member cities of Bryan, Denton, Garland, and Greenville. TMPA operates as a non-profit municipality. • Currently two positions require appointment. This Agency board appointments are processed and presented by Tony Peunte, General Manager of Denton Municipal Electric.
