General Information & Status Updates
A. City Council Priorities Update – The City Manager’s Office is pleased to provide an update
on Council priorities. The attached report reflects progress through the third quarter of the
fiscal year. Initiatives aligned with Council priorities are also tracked and reported through the City’s performance management software and included, among over 100 initiatives supporting the Council’s Key Focus Areas, on the City’s public-facing dashboard. B. City Auditor’s Office Fiscal Year 2023-24 Third Quarter Report – During the third quarter, three new audit reports covering Franchise Fee Collections and Electric System Operations were released. In addition, the City Auditor's Office responded to seven requests for advice and assistance. At the end of the third quarter, the Office had used almost 56 percent of the
time budgeted for audit projects. The City Auditor’s Office’s Quarterly Reports are intended to provide the City Council and the public with a status update on the Annual Internal Audit Plan and Recommendation Follow-Up Status. C. Design Downtown Denton Update – On Tuesday, July 30, the Final Draft of the Design Downtown Denton Plan was posted on the Discuss Denton and Design Downtown Denton engagement websites. The proposed plan was developed with the community’s feedback
following an extensive community engagement period. It includes a vision, community priorities, and supporting action items to guide public investment and support small businesses in Downtown Denton. The draft plan will be presented to the Planning and Zoning Commission for a public hearing on Wednesday, Aug. 14, followed by a public hearing at City Council on Tuesday, Sept. 17. D. Denton Municipal Utilities Programs – ’The City’s Prevent Loss of Utility Service
(PLUS One) program, established in 1983, assists qualifying Denton Municipal Utilities
customers facing financial crises by providing funds to pay their utility bills. To increase
donations, a voluntary round-up option has been launched for online bill payments.
Customers can round their bills to the nearest dollar or choose a custom amount.
Contributions, which are tax-deductible, are forwarded to Interfaith Ministries to assist
families in maintaining utility service. The Powerful Connections Program recently
launched now allows individuals to make payments on another customer’s utility
account, without account authorization. This program allows donors to make a payment
on a recipient's account. Donations can be made anonymously or with a recipient notice.
If the recipient cannot be located or declines the gift, the donor can reallocate the funds to
the PLUS One Program. For assistance with utility bills, customers should contact
Customer Service at (940) 349-8700 or customer.service@cityofdenton.com. Staff

E. Watering Schedule Violation Notices – During the week of Aug. 5, the Water Utilities Department will send informational mailers to residents and businesses in violation of the twice-per-week irrigation schedule. The goal with this initiative is not to penalize but to
encourage all residents to comply with the watering schedule, which ultimately helps

F. Performance Scorecards – In the City’s continuous effort to enhance transparency and keep the community informed about the City of Denton’s ongoing work, Strategic Services is
excited to present the Marketing and Communications' Performance Scorecard. This can be accessed via the City's Strategic Plan Dashboard under "Performance Scorecards." These scorecards, a product of performance workshops, assist departments in formulating a purpose statement, identifying core services, and establishing measures for effective service evaluation. Strategic Services has also launched the Community Survey Report
Card as a means of further sharing the results of the 2024 Community Survey. This, too, can be found on the City’s Strategic Plan Dashboard under “Other Plans and Data.” Staff contact: Aimée Kaslik, City Manager’s Office
G. Monthly Mobility Report – Innovative Transportation Solutions (ITS) provided a monthly
report which included the overview of several major regional Texas Department of Transportation (TxDOT) projects. See the attached ITS Monthly Mobility Report for review. Staff contact: Trevor Crain, Capital Projects
H. US-377 Green Ribbon Project – The Texas Department of Transportation (TxDOT) awarded a Green Ribbon Grant to the City of Denton in 2023 to beautify the medians along US-377. This construction project is being administered by Denton Parks and Recreation (DPARD). The main goal of this program is to enhance the visual appeal of highway
corridors through landscaping improvements. The project area extends from Roselawn Drive to Country Club Road. Over the next several months, irrigation will be installed, and new shrubs and trees will be planted within the medians. This project is funded 100% by the TxDOT Green Ribbon Grant program. I. Meet the Green at Water Works Park – The City will host “Meet the Green” on Tuesday, Aug. 6, at 3 p.m. Meet members of the UNT football team and cheerleaders. The event will include interactive games and giveaways of posters and game schedule cards. Standard Water Works Park admission applies, with a $5 discount for those wearing their favorite

Airport Food Truck Pilot Program – Beginning Aug. 9, the Denton Enterprise Airport will begin hosting food trucks regularly as part of its food truck pilot program. With a small number of restaurant options on the west side of I-35 and a significant volume of industrial
and airport employees, the program will evaluate the viability of an ongoing or permanent
food truck or food service presence at the airport. Food trucks will be scheduled to serve from 11 a.m. to 1 p.m. on alternating Fridays beginning Aug. 9 and conclude at the end of October. Food truck participants will be surveyed, and customer participation measured

to determine if the program should be extended. The City Council and community members are invited to attend on Aug. 9 (details attached). Regular updates including schedule will be available at www.dentonairport.com/foodtrucks. Staff contact: Ryan

Responses to Council Member Requests for Information
A.Street Work on Ector – On July 26, Mayor Pro Tem Meltzer shared inquiries from multipleresidents regarding new street signs on Ector Street. Staff are implementing school zone
safety improvements at several neighborhood intersections before the start of the new

B.Kings Way Construction – On July 28, Council member Beck received an email from aresident inquiring about the Kings Way Development. Specifically, the damage to the
pavement on Deerwood Parkway, the disrepair of tree protection fencing, and work being
conducted outside of permitted hours.
Staff followed up with the developer, who communicated they had scheduled the repair forDeerwood Parkway. Staff and the tree protection fencing will be repaired to the
specifications shown on the approved plans, and staff will be on-site early next week to
reinspect. Finally, the developer has been reminded of the permissible work hours; Staffcontinue monitoring the site for infractions. If disturbances persist, residents areencouraged to reach out for additional enforcement. Staff contact: Bryce Van Arsdale,Development Services
C.Uniform Standards for Solid Waste – On July 29, Mayor Hudspeth shared an inquiry froma local business owner regarding the lack of uniforms for solid waste team members enteringtheir business. Staff will update their personnel policies regarding dress codes and uniforms.Staff contact: Brian Boerner, Solid Waste
D.Customer Service Hold Time – On July 30, Mayor Hudspeth forwarded a communicationfrom a resident regarding long hold times with customer service. Typically, CustomerService sees a higher volume of calls on Mondays and at the end of the month. However,when there is a hold time, callers are offered an automatic callback option to save their place
in the queue and call them back when a staff member is available. Customer Service left avoicemail with this information for the resident. Staff contact: Christa Foster, CustomerService
E.Roselawn and Bonnie Brae Closures – On July 30, Mayor Pro Tem Meltzer forwarded a
resident’s question regarding how the road closures at Roselawn and Bonnie Brae might
affect access to the city and emergency services. Emergency services receive updated street
closure reports before the closures to facilitate re-routing and ensure appropriate response
times to address community needs.
On July 29, Bonnie Brae Street at Airport Road and F.M. 1515 was closed as planned for the
new sanitary sewer line to be installed as part of the Bonnie Brae Phase Three Widening &

Reconstruction Project. Staff anticipates this section of the sewer line work to be complete
and the roadway re-opened to traffic by the end of the day on Friday, Aug. 9. Detours have
been posted, and message boards were updated two weeks before the closure. The attached
map provides an aerial view of the road closure area.
Roselawn Drive between Bernard and Bonnie Brae Road is closed due to a private
development. The contractor began paving on July 29. This section of Roselawn is expected
to be open to traffic by mid-to-late August.
On July 29, Water Utilities was notified of a possible leak on South Bonnie Brae near Corbin Road. A leak was discovered on the 30-inch water transmission main and repaired by the afternoon of Wednesday, July 31. Due to the size of the work area, it was necessary to close
South Bonnie Brae at Roselawn while efforts to find and repair the main were underway. As
of Aug. 1, asphalt was being placed to restore the roadway. Staff reopened this portion of Bonnie Brae on Thursday, Aug. 1. Staff contact: Robin Davis, Capital Projects
F.Water Pooling in Street - On July 30, Mayor Hudspeth forwarded a concern from a resident
regarding a drainage issue at 1122 East Mulberry. After rain events there is standing water
in the valley gutter at Wood Street and Mulberry Street. Both roadways were reconstructedas a part of the 2019 Bond Program. Grades have been taken on both completed roadways,and while the streets were constructed as designed, the existing slope is insufficient for waterdrainage. Staff has initiated a design to remedy the issue, and the design will be complete in
one month. Construction will be coordinated with the Streets department's existing work.

G.Potential Code Violations on McKinney Street – On July 31, Mayor Hudspeth requested anupdate on code compliance on E. McKinney Street. City staff continues to work closely
with a resident of a property on E. McKinney Street to address code compliance. Multiple
inspections have been conducted, and significant progress has been observed. Staff Contact:Dani Shaw, Community Services
H.Missing Stop Sign - On July 31, Mayor Hudspeth forwarded a concern from a resident
regarding a downed stop sign at the corner of Prairie Street and Locust Street. A new
permanent sign was installed by Traffic Operations staff. Staff contact: Trevor Crain, CapitalProjects
I.Potential Code Violations on Newton Street – On July 31, Mayor Hudspeth requested an
update on code compliance on Newton St. Departments, including Community Services,
Animal Services, and the Police Departments, are working with a property owner and tenant
to address these issues. Several violations, including parking on grass and high grass/weeds,
have been resolved through voluntary compliance. Follow-up inspections are scheduled for
early August to ensure ongoing trash/debris and outside storage efforts are completed. Zoning
is addressing a pending issue related to a storage container, and Animal Services is monitoring
compliance regarding livestock on the property. The Police Department has also been
involved to ensure parking regulations are upheld. Staff will continue to monitor the situation
and take appropriate actions as needed. Staff contact: Dani Shaw, Community Services

There are 1,356 working days and 56 months of barricades. Project has been awarded. Awaiting work authorization from Dallas District. Pre-construction meeting to be scheduled.

INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL
SUBJECT:
The control of feral swine at the City of Denton Landfill.
EXECUTIVE SUMMARY:
According to the Texas A&M Forest Service, Texas is home to an estimated 2 million feral swine, about 50 percent of all the feral swine in the U.S. The population and range of feral swine have expanded dramatically because they are extremely adaptable animals with a high rate of
reproduction. The damage feral swine cause is significant to the environment, economy, and
human health. Feral swine damage to habitats, predation on wildlife, and disease transmission can be linked to the decline of nearly 300 native plants and animals in the United States, many of which are threatened or endangered.
Feral swine can carry harmful organisms and pathogens, which can infect humans. Diseases
carried by feral swine include but are not limited to, leptospirosis, toxoplasmosis, brucellosis, tularemia, trichinosis, swine influenza, salmonella, hepatitis, and pathogenic E. coli. Livestock, pets, and other domestic animals can also be susceptible to many of the pathogens carried by feral swine. These pathogens are transmitted through direct contact with feral swine or their scat, by
using feeding and watering containers contaminated by feral swine, or by eating raw, infected feral
swine meat, organs, or other tissues. To control the spread of and mitigate the risk of exposure to disease, the Texas Animal Health Commission (TAHC) regulates the movement of live feral swine. Additionally, State law prohibits feeding feral swine any garbage or waste, including allowing scavenging from the landfill.12
Other risks posed by feral swine to people include attacks on individuals and collisions with vehicles. Historically, feral swine have attacked farmers, golfers, hikers, and persons who work outside. Aggression in feral swine can increase when they associate people with food and improper waste disposal.
Once feral swine have become established in an area, it is nearly impossible to remove all of them. However, with a management plan to control of the size of the population, swine damage can be kept at an acceptable level. In Texas, feral swine are considered free-ranging exotic animals and may be taken at any time of the year by any legal means.
BACKGROUND:
In 2017 the Solid Waste and Recycling Department (SWR) experienced a significant increase in the population of feral swine at the City of Denton Landfill (the landfill) and the Pecan Creek

Water Reclamation Facility (Pecan Creek). Feral swine were rutting the Solid Waste and Wastewater facilities and the compost operations, destroying many square feet of building frontage nightly. Additionally, the swine came dangerously close to damaging the working face at the
landfill.
RESOLUTION:
Since 2018, the SWR has been attempting to manage the onsite feral swine population growth at
the landfill and Pecan Creek by contracting specialized vendors. The Denton City Council approved its first feral swine control contract in 2018 and a second contract in 2020. The second term contract will end in October of 2024.
Between 2018 and 2020, City contractors trapped and removed an annual average of 150 swine
from the property. Between 2020 to 2022, an annual average of 100 swine were trapped and removed from the property, and 2022 to date, an annual average of 50 swine were trapped and removed. SWR has spent approximately $12,000 annually to fund feral swine removal.
In anticipation of the expiration of its current contract, SWR is working to identify and contract
professionals to continue the trapping and removal services. During the most recentrequest for proposal process, the City received no bids for service.
As an alternative to the City contracting with private sector contractors, the United States
Department of Agriculture Animal and Plant Health Inspections Service (USDA) provides feral
swine abatement services to local municipalities in north Texas. The USDA Fort Worth District Office has offered these services at no cost. The program is funded via federal grants.
Under this program, feral swine are captured in a trap approved by the American Veterinary Medical Association, humanely dispatched/euthanized, and transported to an appropriate disposal
site, which includes the City of Denton Landfill. USDA Animal and Plant Health Inspections
Service collects tissue and fluid samples from captured swine to provide data for national disease surveillance. A significant public outreach program, containing materials and activities to educate the public about feral swine damage and related activities to prevent or reduce damage, is also provided as part of this program.
CONCLUSION:
The Solid Waste and Recycling Department recommends contracting with the USDA to assist with the control of the feral swine population at the landfill and Pecan Creek facilities and, if needed, extend these services to other, onsite, invasive animals.

SUBJECT: Transition of the City’s Convention and Visitors Bureau.
EXECUTIVE SUMMARY: Representatives from the City, Chamber of Commerce, and local hotel management have
collaboratively developed a plan to transition Discover Denton, the City of Denton's Convention and Visitors Bureau (CVB), from the Chamber of Commerce to an independent Destination Marketing Organization (DMO) by January 2026.
BACKGROUND: Discover Denton was established in 1976 and is currently a line of business under the Chamber of Commerce. The Chamber is a 501 (c) (6) organization funded through a mix of memberships, programs and events, City funding, and Hotel Occupancy Tax (HOT) funds. The City as a whole
has experienced significant growth, which has increased tourism activities and the subsequent collection of HOT coupled with the recent creation of an additional revenue stream through the Denton Tourism Public Improvement District.
In 2024, Denton Hotel representation requested the City evaluate the three primary organizational
structures used for Convention and Visitor Bureaus in Texas and nationwide. Based on these factors a team was created in March 2024 comprised of representatives from the City, Chamber, and local hotels to examine three potential structures to best position the City's tourism efforts to accommodate anticipated future growth.

DMO, beginning with a temporary move under City management.

tourism efforts.
The dedicated steering committee and the outlined priority steps will guide this process, focusing on key aspects such as staffing, funding, governance, and strategic planning. Additionally, the City plans to provide periodic updates to the Council, Chamber Board, and CVB Advisory Board

Objective: This presentation will discuss the three primary organizational structure
options for the City of Denton’s growing Convention and Visitors Bureau (Discover
Denton).
Background: In 2024, Hotel representation requested the City evaluate the three primary
organizational structures used for Convention and Visitor Bureaus. Increased hotel stays
along with creation of the Tourism Public Improvement District will significantly increase
the CVB’s budget and the City, Chamber, and the Hotel representatives want to best
position the City's tourism efforts to accommodate anticipated future growth.

By considering these factors, the overall goal is to have a structure in place to support

Prior to the 1970s and 1980s, tourism promotion and development generally was the responsibility of a
municipality’s chamber. The vast majority of CVBs as a division of the chamber or economic development were
often in small communities that had limited financial resources. As travel increased, communities grew, and room
taxes were levied, CVBs began to have significantly higher budgets and no longer needed the additional financial
support. the mid-1990s, growing CVBs with financial resources began split from the parent organizations.
Presently, there are three primary structures of a CVB, also more recently known as a Destination
Marketing/Management Organization (DMO), including:

● Chamber of Commerce Division

members to determine the breakdown of CVB
structures within the state. The following

which represents approximately 90 Texas
destinations. The majority are currently

Discover Denton is currently a line of business under the Chamber of Commerce.
The Chamber is a 501 (c) (6) organization funded through a mix of memberships,
programs and events, City funding, and Hotel Occupancy Tax funds.
The mission of the Chamber is to advocate, educate, and collaborate for the
economic prosperity of the City of Denton.
The purpose statement of Discover Denton is to market and promote Denton in
order to generate demand for the destination creating a positive economic impact
for the community.
