Retirement Announcement—Director of Parks and Recreation Emerson Vorel has announced that he will be retiring at the end of February 2018. More information will be forthcoming regarding a reception for Emerson and a recruitment process for his replacement. Staff plans to use the firm of Ralph Andersen&Associates to coordinate the search for next Director of Parks and Recreation and will be working to finalize a recruitment brochure and process in the coming weeks. Staff contact: Bryan Langley C. City Hall Trellis—The trellis on the north side of the courtyard is being replaced, and the work is expected to be completed by November 20. This project will not change the look of the trellis, but it will maintain the safety of the courtyard for employees and residents. Be advised that two of the courtyard entrances will be inaccessible while the work is being performed. Staff contact: Mark Nelson D. Cedar Street Parking Lot Reconstruction — On November 14, the City of Denton is scheduled to begin a full reconstruction of the "Cedar Street Parking Lot" (bordered by Cedar, McKinney, and Bolivar St.). Weather conditions and scheduling permitting, the scheduled completion date will be April 29, 2018. Once complete,the parking lot will be improved with 86 parking spaces including four additional handicap spaces. Updates will also include benches, new security lighting, enhanced landscaping, wayfinding signage, and brick banding of the sidewalk, similar to what is currently on Cedar St. The parking lot will be closed during construction. Staff does not anticipate lengthy lane closures associated with this project. Dumpsters will be temporarily relocated to the east side of Cedar St. behind City Hall West. Area residents and businesses have been notified of the project by email, and were sent a letter and an additional email today. Staff contact: Mark Nelson E. DCTA Bus Fares — Mark Nelson, Transportation Director, has been in communication with Denton County Transportation Authority management to seek what opportunities may be available to address the question from the October 24, 2017 City Council meeting regarding fare reduction or financial assistance for low income individuals who wish to access the public transportation system. Staff has targeted the November 14 Mobility Committee to present information and discussion options. Staff contact: Mark Nelson F. LEEP Program Updates — At the July 18, 2017 City Council work session, the City's 2017 Leadership Excellence and Enhancement Program (LEEP) participants recommended two programs: Document Denton and a Volunteer Impact Program (VIP). Below are updates on both programs: • Document Denton — The Library has taken over management of the Document Denton program. The City has received two grants from the UNT Portal to Texas History for $1,000 each. The first grant covered the digitization of 188 items and this year's funding is planned to cover the digitization of 320 items in April including old photographs, documents, and city newsletters. Items were collected by the LEEP group and combined with some that the Library had already collected. The Library has begun rearranging space in the Emily Fowler Library to store a portion of what was collected and continues to look for a permanent home for the collection. Once additional space is identified the Library will begin a marketing campaign to acquire additional items to add to the collection and continue to apply for funding to digitize additional items. The Denton Municipal Collection can be viewed at hllps://texashistory.unt.edu/explore/collections/CDMC/. • Volunteer Impact Pro_gram — The Human Resources department now manages the Volunteer Impact Program(VIP). The program was launched on October 1 and there has been two employees who have or are scheduled to serve a local non-profit through the VIP. There are currently six non- profit organizations that have been approved and more are continually being added as employees submit applications and organizations reach out to the City directly. The program was marketed internally through the employee open enrollment meetings and was also featured in the November issue of the City's internal newsletter the City Limits. Staff is collecting data on the program and will continue to give updates on how employees are helping the community through the VIP. DPL2Go Outreach Service Brings the Library to Every— The Denton Public Library's DPL2Go outreach service brought the Library to 3,028 people at 22 DPL2Go outreach visits last month. Library staff members visited economically disadvantaged multi-family housing, senior centers, schools, and genealogy workshops and participated in community events and festivals. DPL2Go outreach services reinforce the Library's commitment to serving everyone in the Denton community. At DPL2Go events, the library shares information about library services and resources, conducts interactive educational programs or performs dynamic literacy based programs for children. DPL2Go visits are customized to suit the venue, audience, and type of event. When asked to sum up their DPL2Go experiences in October, staff shared the following: • Kerol Harrod, Youth Services Library, presented at multiple DISD elementary school events in October. He said, "I love sharing my passion for the library with young people in the community and then seeing them come into the library. The moment they say `Hey, I saw you at my school!' makes it all worthwhile." • Laura Douglas, Assistant Branch Manager-Special Collections, notes, "I enjoyed presenting at the Lewisville Church of Jesus Christ of Latter-day Saints Family Discovery Day. The sessions' participants were delightful to work with and it was a great way share information about the genealogy resources offered at the Library." • Dawn Terrizzi, Adult Services Librarian, and Robert Mitchell, Circulation Team Leader, provided information about library resources and services at the Denton County Homeless Veteran Stand Down. Dawn said, "Some of the best moments where when people saw what department we were from and joyfully exclaimed, `The library!? I love the library!"' Robert added, "As a 10 year veteran myself, it does my heart good to know that the City/County of Denton is making a valiant effort to reach out to veteran's in our community. I know we can't reach all, but I do know that the effort is there and I am so proud to be part of this effort." Staff contact: Jennifer Bekker H. Bicycle to Recycle 2017 — On Saturday, November 11, celebrate America Recycles Day with a family bike ride from the Courthouse on the Square to ECO- W.E.R.C.S. Resource Recovery Park and back again. This leisurely bike ride will take participants along the rail trail and showcase where recycling is processed in Denton. The months in purple have only one action meeting. Date: November 3,2017 Report No. 2017-080 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Encampment removal in Pebblebrook Park. EXECUTIVE SUMMARY: An encampment of homeless individuals located in Pebblebrook Park will be removed on Monday,November 6, 2017. The encampment is believed to have been there for a year and is estimated to have had as many as 30 individuals on site. The Street Outreach team has visited the site on several occasions during this time to provide social service information and referrals. A recent increase in public safety calls related to the location initiated an assessment of the encampment site. Staff members from the Parks Department, Police Department, and Community Development have been in contact over the past two weeks with individuals at the site in preparation of the encampment removal and clean-up. An estimated 12 individuals staying on the property will be immediately impacted based on a site visit conducted Monday, October 30, 2017. City departments are taking a collaborative approach to address the encampment located on City property and are including social service resources to provide assistance to affected individuals. BACKGROUND: The Denton Parks and Recreation Department is coordinating efforts with the Denton Police Department, the Denton Fire Department, Community Development, and Solid Waste to remove an encampment located in Pebblebrook Park near the intersection of Duchess Dr. and Loop 288 on Monday, November 6, 2017. The area is a known gathering place for individuals experiencing homelessness. Recent activity resulting in an increase of public safety responses initiated a site assessment of the location. Based on information gathered at a site visit conducted Monday, October 30, 2017, an estimated 12 individuals staying on the property will be immediately impacted. The Street Outreach team first became aware of the encampment a year ago and has maintained contact with individuals staying at the encampment through their activities. Street Outreach is a seven member team with representatives from Denton Police, Giving Hope, Denton County MHMR, and a paramedic from Denton Fire. Their goal is to meet homeless individuals in their environment and provide them with information on housing, employment, and benefit resources they may qualify to receive. The encampment has grown considerably in population and area size since their first encounter with an estimated occupancy peak of 30 individuals. Staff members from the Parks Department, Police Department, and Community Development have been in contact over the past two weeks with individuals at the site in preparation of the encampment removal. Park Maintenance staff, with the assistance of equipment from Solid Waste, will perform the collection and disposal of trash and debris. Police and Community Development representatives will be present along with paramedics from the Fire Department to Date: November 3,2017 Report No. 2017-080 provide assistance to both Park staff and individuals at the encampment. Street Outreach has provided information on resources and assistance available to individuals. Long term, the work of the Denton County Homeless Leadership Team has provided a strong framework that has improved how the community is addressing homelessness. Tools now in place like the Coordinated Entry System have enhanced programs such as Street Outreach. Every person regardless of which program they access for assistance will be assessed and placed on the community's Housing Priority List (HPL). This has produced the data necessary to understand the variety of housing need and, equally important, the gaps in housing our community faces in order to help people experiencing homelessness move into housing. Individuals in the HPL system have increased from 25 in 2016 to more than 588 people year to date. The framework for identifying those in need and the housing need is now in place and working well. The challenge now for the Denton County Homeless Leadership Team is to take the data and develop strategies to fill the gaps in housing. C *�• "�; ,�°" �;. fit, � �f �' s � '. !. � �. �Sk :. 47 Kam,n. s} 1• ',�_ Date: November 3,2017 Report No. 2017-081 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: PEC-4 Phases 1-4: Downtown Floodplain Reclamation EXECUTIVE SUMMARY: The PEC-4 Drainage Improvements project consists of the design and construction of new drainage infrastructure along Tributary PEC-4 in the downtown area between Wainwright Street at the downstream end and Bernard Street at the upstream end. The project is being designed and constructed in phases. After all phases of the project are complete, the floodplain associated with Tributary PEC-4 in the downtown area will be contained inside the proposed box culverts underground. All buildings and property currently located in the floodplain of PEC-4 will be removed from the floodplain allowing redevelopment and new construction to occur without restrictions associated with floodplain issues. BACKGROUND: The overall goal of the PEC-4 Drainage Improvements project is to contain the flows from a 100-year storm event inside a new culvert system underground. This is needed because the existing open channels along the tributary do not have sufficient water carrying capacity and are in various stages of deterioration. Also, this will allow the City of Denton to process a Letter of Map Revision through FEMA to remove the PEC-4 floodplain from the downtown area. Phases 1 and 2 of the PEC-4 Drainage Improvements project were funded as part of the sale and delivery of$7,065,000 in certificates of obligation (COs) on October 2, 2007 for the construction of drainage improvements throughout Denton. This occurred in response to the big flood in April of 2007 that affected the City of Denton and the downtown area. The FY2007—FY2008 budget included a one cent tax increase per$100 of property valuation to support issuance of the COs. A preliminary design of all phases of the PEC-4 project from Wainwright Street to Bernard Street was completed in August of 2008. Also, a Conditional Letter of Map Revision(CLOMR) for all phases of the project was processed through FEMA and was approved in September of 2009. The approved CLOMR from FEMA provides assurance that the PEC-4 floodplain will be removed from the official FEMA Flood Insurance Rate Map if the proposed drainage improvements are constructed as described in the CLOMR document. Phases 1 and 2 of the PEC-4 Drainage Improvements project extend from Wainwright Street to Prairie Street. The City of Denton hired Freese and Nichols, Inc. in June of 2009 to move forward with final design of phases 1 and 2. Completion of design of the project has been delayed by multiple reasons including bundling of the project with adjacent utility projects and TxDOT permitting issues associated with Locust Street and Elm Street. Design of the utility projects is now almost complete, and the TxDOT permits have been approved. Final plans and specifications for phases 1 and 2 of the PEC-4 project are anticipated to be completed by January of 2018, and construction is expected to begin in April of 2018 Date: November 3,2017 Report No. 2017-081 Phases 3 and 4 of the PEC-4 Drainage Improvements project extend from Prairie Street to Bernard Street. Design of phases 3 and 4 is expected to commence at the end of this year in December of 2017 as soon as funding has been identified. DISCUSSION: There are approximately 140 structures located in the floodplain of Tributary PEC-4 upstream of Bell Avenue. 45 of these structures are associated with phases 1 and 2 of the project, and 95 are associated with phases 3 and 4. The limits of the existing floodplain are shown on Attachment 1. The floodplain upstream of Bell Avenue covers approximately 60 acres of land. Right now, redevelopment and remodeling of existing structures in the PEC-4 floodplain area is severely restricted because of flood protection requirements specified in our Flood Prevention and Protection Ordinance and Development Code. Also, expansion of existing structures and construction of new structures in the floodplain area is not allowed. Construction of all phases of the PEC-4 Drainage Improvement project and processing of a Letter of Map Revision through FEMA after construction will remove these 140 structures from the floodplain and will allow redevelopment and new construction to occur without restrictions associated with floodplain issues. Attachment 2 shows the approximate alignment of all phases of the PEC-4 Drainage Improvement project. The floodplain after construction of all phases will be contained inside the box culverts underground represented by the green, blue, yellow and red lines on Attachment 2. CONCLUSION: Finalize the design and complete construction of phases 1 and 2 of the PEC-4 Drainage Improvements project. Identify funding and proceed with design of phases 3 and 4. ATTACHMENT(S): 1.
