2025-058 ISR Policy Prioritization List July 18, 2025 Report No. 2025-058 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Provide an update on the annual review expectations regarding policies and directives BACKGROUND: During fiscal year 2024-2025, Human Resources (HR) Department established a strategic objective to implement"Best Practices for Policy Management Across the Organization."As part of this initiative, HR introduced a standardized review process for all citywide policies and directives. To support consistent oversight, an annual policy review schedule was developed. For the purposes of this report, the term "policy" refers collectively to both policies and directives. On February 19, 2025, HR launched the Policy Priority List, a centralized resource designed to consolidate and track critical information for items within the City of Denton's policy library. This tool provides visibility into each policy's ownership, most recent review date, and associated updates or communications. Following the rollout of the Policy Priority List, HR coordinated with departmental leadership to identify policy priorities, establish tentative review timelines for high-priority items, and appoint policy liaisons in each department. These liaisons serve as the primary contacts for policy-related matters within their respective areas. DISCUSSION: The Policy Priority List has addressed a longstanding gap in the City of Denton's administrative framework by establishing a formal, organization-wide system for managing, updating, and tracking policies and directives. Prior to its implementation, no structured process existed, which posed challenges to consistency and transparency. This centralized resource now enables timely updates, reinforces accountability across departments, and provides a clear audit trail to support annual policy reviews and revisions. It continues to serve as a foundational tool in promoting best practices in policy management. Our team remains committed to leveraging this system to uphold a culture of collaboration, transparency, and operational alignment throughout the organization. ATTACHMENTS: 1.
