Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Fire Department to conduct prescribed burns next week – The Denton Fire Department (DFD) plans to conduct prescribed burns at three locations next week. a. 16-acre burn is planned on Tuesday, July 29, on the north side of the northern lake at North Lakes park. Trails will be closed from approximately 10-2. (Attachment A) b. 13-acre burn is planned on Wednesday, July 30, at UNT Discovery Park, also from 10-2. (Attachment B) c. 46-acre burn is planned on Thursday, July 31, at the Burch Property, now owned by the City of Denton, at 377 and Vintage. (Attachment C) Mapped images of these locations can be found in the Attachments section below. These native pollinator prairies have never had a prescribed burn before. A summer burn will ensure a good wildflower re-seeding as well as thinning out invasive species. DFD is partnering with Parks and UNT Environmental Sciences to conduct these burns. DFD is also coordinating with Animal Services. A late morning burn with southeasterly winds will keep smoke away from the animal shelter and the surrounding neighborhoods. DFD will also post “Fire Training Ahead” signage in the areas affected. Staff contact: Battalion Chief David Boots, DFD Wildland Coordinator B. Styrofoam Densifier – The Solid Waste and Recycling Department has received and installed a Styrofoam Densifier, that was obtained in large part from a grant with the North Central Texas Council of Governments (NCTCOG). The densifier compacts Styrofoam at a ratio of 50:1. Styrofoam will only be accepted at the Home Chemical Collection building as a drop-off, and will not be accepted in residential recycling carts. Staff contact: J.J. Tips, Solid Waste 2 C. Mayor’s Pet Spotlight – Tyler Jackson is a 1 year, 9 month old Canaan mix Dog who has been in the shelter since Apr. 10, 2025. He’s a highly social pup who thrives on human interaction, especially with women, and is happiest when he’s part of an active household. Tyler is housebroken and food motivated, making him eager to learn and easy to train with treats. He’s great with children ages 8 and up, but his high energy and tendency to jump on people mean he’d do best in a home with older kids or teens. Tyler absolutely loves toys and enjoys running alongside his owner, making him a perfect companion for someone who enjoys outdoor activities or jogging. Despite his playful nature, Tyler’s long stay in the shelter has started to affect his mental state—he’s showing signs of stress and needs a foster home urgently to help him decompress and regain his confidence. Tyler would thrive in a home that can provide him with plenty of exercise, structure, and affection. Denton Black Film Festival Presents Sly Lives – On Thursday, July 31, the Denton Black Film Festival is hosting a free community film screening of the documentary "Sly Lives" at Alamo Drafthouse. This special event celebrates Sly Stone, a cultural icon with roots in Denton, Texas. Free tickets are limited to two (2) seats per order and can be secured by visiting the event site. Ready to Work Program – The Ready to Work program has expanded; participants can now receive training and work on-site at the Linda McNatt Animal Shelter. The joint program between the City of Denton and Our Daily Bread, operator of the Denton Community Shelter, was put in place to make a positive difference in the lives of individuals experiencing homelessness as they take steps toward re-entering the workforce. Water and Wastewater Impact Fee – The Capital Improvements Advisory Committee met on June 25 and made a recommendation regarding the Water and Wastewater Impact Fee to set those impact fees at 100% of the fee recommended by Staff based on the report (6– 0). The report was provided to City Council for the July 15 City Council Work Session. Staff contact: Stephen Gay, Water Utilities Responses to Council Member Requests for Information A. Bonnie Brae Light Signal Timing – On June 30, Mayor Hudspeth requested a review of the traffic signal timing on Bonnie Brae Street from I-35 to Scripture Street. Traffic Operations Staff adjusted the signal timing along this corridor, providing longer green signals for traffic along Bonnie Brae while ensuring there isn’t a significant tradeoff for east and westbound traffic. Staff will continue to make adjustments to signal timing along this corridor throughout the project, based on both traffic flows and changes in construction phases. Parking Space Reconfiguration – On July 14, Council Member Holland inquired about a parking space in front of the Fine Arts Theater that is shorter than other spaces. Transportation Services Staff audited the location and found that there is insufficient space for a standard parking spot. Traffic Operations Staff will mark off the spot by Aug. 5. The property owner has been notified of this change. Staff contact: Farhan Butt, Transportation Services 4 C. Solid Waste Bulk Pickup – On July 23, Council Member Beck shared an inquiry about the number of bulk waste items that can be picked up per trip for multifamily properties. Council adopted a new policy during last year’s Solid Waste/Recycling rate ordinance adoption which included lowering the limit of bulk items to be picked up from 10 to 5. The shift was carefully considered by staff and Council, and included a delayed implementation of Oct. 1, 2025, to allow for ample transition time for residents to adjust. This ensures that the City can service all of our customers in an efficient and timely manner. Because crews manually load bulky items during pickup, it is important that they be consolidated in one area. If you want to pre-plan a large number of items to be picked up, we have a number of options, including renting a roll-off containers. Construction Process Information – On July 21, Mayor Hudspeth requested a document explaining the street construction process which can be shared with residents. The City of Denton Capital Projects Department has a helpful guide explaining different types of construction on the Capital Improvements Projects Discuss Denton site. The ‘Construction Types’ page contains information about different construction projects like streets, sidewalks, and water pipes. Details include the tasks needed for various projects, why maintenance is required as infrastructure ages, and the types of information that the City is responsible for. BACKGROUND: During the presentation to City Council on July 15th, 2025, for ID 25-1139, questions were asked on the following topics: - Comparison between City of Denton Water Utility Rates and other DFW municipalities, including those member and customer cities of the North Texas Municipal Water District (NTMWD). - Cost of Water and Wastewater Impact Fees for each combination of service areas instead of just the maximum and minimum combinations or an averaged amount. - Overall cost of development for each combination of service areas, including other impact fees and development costs - A comparison between the current development costs and proposed development costs - Details on the observed growth trends since the Water and Wastewater Impact Fee update in 2018 - Impact Fee implementation timeline including details on when fees are assessed and when they are collected DISCUSSION: Due to the technical and comparative nature of many of the questions, an assembly of PowerPoint slides was created to provide clarity. Key information from the attached slide presentation: Cost of Development and Water/Wastewater Impact Fees (Slides 1-2): These slides provide a detailed breakdown of current and proposed development costs and Water/Wastewater (W/WW) Impact Fees for various service areas at a 75% fee level. Observed Growth Trends Since 2018 Water and Wastewater Impact Fee Update (Slides 3-5): Both water and wastewater have exceeded the growth projections from the 2018 study. • Water is 56% higher than projected (2.3% projected growth vs. 3.6% observed, $80.4 million collected). • Wastewater is 78% higher than projected (2.3% projected growth vs. 4.1% observed, $55.3 million collected). • Both show a linear trendline with a slowdown during Covid, followed by consistent increases. Growth rates vary by Service Area (SA): • SA 1A: 65% below projections, with a gap of $12.4 million in collected amount. This indicates infill is occurring slower than expected. • SA 1B: 185% above projections, with an excess of $45.5 million in collected amount. This area has seen consistent growth, nearly tripling the expected rate around the city's core. • SA 2: 14% above projections, with an excess of $0.4 million in collected amount. Growth in this area started slow and below projected rates but has accelerated in the last two years, exceeding the rate and expected to continue increasing with new developments. • Aggressive and consistent growth trends are observed through 2024 and into 2025. Comparison of Water Utility Rates with other DFW Municipalities (Slides 6-8): These slides include comparisons of residential and commercial Water/Wastewater/Drainage rates between the City of Denton, other DFW municipalities and comparable cities across the State, including NTMWD member cities. NTMWD consists of 13 member cities, 34 customer city districts, and water supply corporations. The NTMWD member city rates are not available publicly; information provided in this ISR is publicly available. Since NTMWD customer cities are not responsible for covering the district's debt, these cities are excluded from slides 6 and7. July 25, 2025 Report No. 2025-062 The water supply corporations and districts served by NTMWD are not included because they do not appear to be comparable, due to their varying levels of service. The NTMWD Customer Cities represented on slide 8 are provided as an additional comparison. Charts and tables presented illustrate average residential and commercial utility bills for various cities where rates could be acquired. For residential utility bills, NTMWD member cities like Mesquite ($141), McKinney ($134), and Allen ($129) have total average bills ranging from $113 to $141. For commercial utility bills, NTMWD member cities like Plano ($934), Richardson ($838), and Frisco ($829) have total average bills ranging from $437 to $934. Impact Fee Implementation Timeline (Slide 9): As per Chapter 395.016.d. of the Texas Local Government Code, once an impact fee is adopted and made effective, impact fees are assessed at or before the time the final plat is recorded. Impact fees are collected when the building permit is issued. Therefore, if a final plat is recorded before January 1, 2026 (the effective date of the new impact fees), the units recorded in that final plat will be assessed under the existing impact fee structure. CONCLUSION: Staff believes that all the questions asked by City Council on July 15th, 2025, have been answered in the attachment. ATTACHMENTS: 1.
