Staff have requested a copy of the agreement detailing the terms of conduit issuance and will provide when they become available. 8/17/2025 Gerard Hudspeth Individual Consideration C ID 25-1143 Water Utilities Please provide an exhaustive list of steps to develop a project in Denton(city&ETJ).I am The steps to develop in the ETJ vary depending on whether the area of ETJ(Division 1 or 2),whether concerned about the change in fees effecting the budget of established projects....Does the property is getting City services,and whether it's in a MUD with an established development staff have a suggestion when to apply new fees,other than final plat approval? agreement.Attached are the different paths a development would take to build in the ETJ.Staff and the 5 City Attorney's Office considered alternatives for assessment at final plat,such as assessment at time of application or delaying the effective assessment date. After considering these options,the implementation date has been delayed in the ordinance from 1/1/26 to 4/1/26 to allow existing developments an additional period of time to complete recording of final plats before reaching the assessment stage. 8/17/2025 Gerard Hudspeth Public Hearing C Z25-0004a Development Services Is there a timeline associated with future road plan? The sections of Spring Side Road and Corbin Road adjacent to the subject property are part of the City's 10-year Capital Improvement Plan;however,construction of improvements by the City would require a bond election.The developer will be responsible for the improvement of Spring Side Road and 6 Corbin Road along the subject property's frontage upon submittal of their development plans.The improvements will be required to comply with the City's Standard Details for one-half the required width of a Collector street(325).Other off-site roadway improvements will be based on the results of their traffic analysis. 8/17/2025 Jill Jester Work Session A ID 24-2620 Finance/Fire General Fund,Proposed EMS Fees;Emergency Standby-What is Lift Assistance? A Lift Assist is when an assisted living or nursing facility calls 911 because of their policies,which restrict their employees from lifting a resident who has fallen,but is not injured(medical services not needed)to get back into bed,chair,etc.This is a new fee that the Fire Department will pilot for one year and then assess.Because these facilities want to mitigate the risk of back injury to their staff,while 7 transferring it to the Fire Department and the City.An in-service fire engine and crew are dispatched to respond,and are out of service to lift the resident,while facility workers observe.Upon Council approval,the Fire Department will communicate the implementation of the new fee to those facilities that would be billed for a Lift Assist.Other fire departments have implemented similar fees and have seen over a 50%reduction in lift assists. 8/17/2025 Jill Jester Work Session A ID 24-2620 Finance/Fire Who is charged for gas leaks response? The proposed fee will be billed directly to the pipeline owner. The gas leak response is a new fee being proposed due to a significant increase in gas leak standby calls and primarily time on scene by fire units. In January 2025 fire performed standby on one active gas leak for over 24 hours and a second leak for over 17 hours. Engine companies are rotated regularly but this extended scene time removes an engine unit from the ability to respond to other emergencies.The new fee would not be charged for the first hour of standby but initiate when the incident moves past 60 minutes standby. Fire met with Atmos to provide the new gas leak standby fees.The fees are providing cost recovery for the fire unit that has been taken out of service due to standby function. Fire and Atmos are actively working on reducing standby times when no immediate danger exists. 8/17/2025 Jill Jester Work Session A ID 24-2620 Finance/Police Who was responsible for Escort and Chauffeur's License Fees and why the removal? Each private business that contracts for police escorts and chauffeur's permits is responsible for obtaining permits through the police department.The records section processes the permit,and the J Traffic Unit supervisor reviews them.In re-reviewing these fees,staff has determined that the fees were inadvertently proposed to be removed.The department's intent is to keep the fees but relocate them within the existing schedule.Staff will notate in the presentation that the intent is to keep the fees as-is and not proposed for removal. 8/17/2025 Jill Jester Work Session A ID 24-2620 Finance/Airport Airport—5 year capital Improvements;Funding Source—What is IIJA?Is the TxDOT The IIJA stands for the Infrastructure Investment and Jobs Act of 2021. The TxDOT funding listed for FY 2029 and FY 2030 are projections. These projects have been requested,but the TxDOT capital plan has not yet allocated funding for projects in these years. (2)Oak St.between Jim Christal Rd.and 1-35 SB:Staff reported the estimated OCI was incorrect due to the high volume of 18-wheeler traffic on this road.Audit verified that this road is located just off the 18 highway and likely has a high volume of heavy truck traffic;however,a completed field verification form was not available for review to confirm this per the Division's stated practices. (3)Overlake Dr.between Wildwood Rr.and Ryan Road:Staff reported the estimated OCI was incorrect,though a completed field verification form was not available for review to confirm this per the Division's stated practices.Audit verified that multiple pothole repairs were performed on this road before the mill and overlay treatment,so it is likely the estimated OCI placing this road in New condition was not accurate.
