General Information & Status Updates
A. Denton Fire Department Accreditation – The Denton Fire Department (DFD) has earned a
three-year accreditation from the Commission on Accreditation of Ambulance Services (CAAS), achieving a perfect score across all 107 of the agency’s accreditation standards. Awarded through an independent review process, CAAS accreditation confirms agencies are delivering exceptional organizational performance, clinical quality, and risk
reduction. DFD is now one of only 34 fire departments in the United States and Canada to
earn CAAS accreditation, and one of four departments in Texas. Staff contact: Kenneth Hedges, Fire Administration
B. Monthly Financial Reports – The Monthly Financial Report provides a year-to-date comprehensive overview of the City of Denton's financial performance, including key revenue and expenditure highlights, as well as budget variances. C. Upcoming Public Meetings at Denton Enterprise Airport – Denton Enterprise Airport will host a series of public meetings this September to engage the community and gather feedback on two important initiatives. The first two meetings - on Tuesday, September 16 at 3 pm and Thursday, September 18 at 5 pm - will focus on proposed updates to the Airport
Rules and Regulations and Chapter 3 of the City’s Code of Ordinances related to the
Airport. Additionally, an Airport Master Plan Public Information Workshop will be held on Wednesday, September 24, at 5 pm. This workshop will provide an opportunity to review draft development plans for the Denton Enterprise Airport, including a 20-year capital
improvement program outlining project cost estimates, potential funding sources, and
phased development strategies. All meetings will take place at the Airport Administrative Building (5000 Airport Road). Community members, airport users, and stakeholders are encouraged to attend and share their input. Staff contact: Ryan Adams, Airport
D. Carl Young, Sr. Park Improvements – Work began on August 28 at Carl Young Park to
widen the basketball court and add trail connections between the existing playground, swing set, and sprayground. Some areas of those features will be inaccessible during construction. The sprayground will remain open through September 28, and will not be impacted by the construction until after the season closure. These improvements are funded
by the Community Development Block Grant (CDBG) Program, and this work is
anticipated to be completed by November 2025. Staff contact: Ziad Kharrat, Parks and Recreation E. Transportation Services Semi-Annual Report – The Transportation Services Division’s
Semi-Annual Report for FY 2024-25 has been submitted to the Mobility Committee. This

F. Mayor’s Pet Spotlight – Macy is an adventurous and spirited 3-year-old spayed female Pit Bull
mix, and is ready to find her forever home!
Weighing in at a perfect 41 pounds, Macy is just the right size for apartment living or any cozy household. Macy came to us as a stray on May 27, and since then, she’s been winning hearts
with her sweet personality. She walks well on a
leash and has a medium energy level, though she definitely enjoys a good case of the zoomies when she’s outside! As a black Pit Bull, Macy may be overlooked by some, but we know her
loving nature will shine through and help her
beat the odds. One game of fetch and you’ll see just how special she is! Macy has done well in playgroups with other dogs, but we always recommend a meet-and-greet to make sure it’s a
good match. She’s also highly food-motivated,

H. Denton Community Job Fair – The City is partnering with Denton Independent School District, Denton Chamber of Commerce, Easy Expunctions, Goodwill North Central
Texas, North Central Texas College, Texas Veterans Commission, United Way of Denton
County, and Workforce Solutions for North Central Texas, to host a free community job fair on Wednesday, September 24, 2025, from 10 am to 2 pm at the Denton Civic Center located at 321 E. McKinney Street. In April 2025, more than 620 job seekers attended the Spring job fair with 50 participating businesses and 1,110 job opportunities. Denton
County Businesses with active employment opportunities are encouraged to register for
free by September 17. Job seekers will have access to one-on-one counseling for job selection, guidance for completing an application, resume review and printing, interview coaching, and a free headshot. Additionally, community service agencies will provide job-based resources to assist in overcoming employment barriers.
Job seekers can pre-register for the job fair beginning September 8. To learn more about

Responses to Council Member Requests for Information
A. Park Land Acreage – On August 26, Council Member Holland inquired how many acres
of park land have been added to the City of Denton in the last five years. From FY 19-20 to FY23-24, the City of Denton went from 4,846 acres of parkland to 5,684 acres, an increase of 838 acres. This information, along with many more metrics, is available via the Parks and Recreation Performance Scorecard. Staff contact: Gary Packan, Parks and

B. Wind River Estates Retention Pond – On August 28, Mayor Hudspeth shared an inquiry
from a resident regarding the water quality of a retention pond. The discharge into the Wind
River Estates retention pond occurred on July 16th and involved a sanitary sewer release
from the shopping center located in the 2400 block of S. Interstate 35E. The sewage mixed
with stormwater on an adjacent construction site, which was then pumped out of the
construction site and discharged into a drainage way that connects to the pond. The sewer
line was subsequently repaired by the shopping center, which stopped the source of the
release. This Retention Pond is part of the overall storm sewer system and is designed to
slow stormwater to enhance water quality prior to discharging downstream.
After an order was issued to the parties responsible for remediation by the City of Denton,
the pond was pumped by a cleanup contractor hired by the responsible parties. The pond
has since been refilled by irrigation runoff and rainwater three times since the initial
pumping and has been pumped twice. Bacteria results for the refilled pond water have
varied from typical concentrations that are suitable for an urban area to elevated
concentrations. The responsible parties have ongoing orders from the City directing them
to remove contaminated water and sanitize the basin to address the initial impact. The
remediation process is ongoing.
During rain events, the pond at times has overtopped, but no downstream impacts have
been found. Texas Commission on Environmental Quality (TCEQ) is investigating the
initial discharge and continues to monitor the remediation alongside the City of Denton.
Currently, there is no evidence to suggest the pond is a threat to any visitors as long as they
stay out of the water, as the bacteria are not airborne. Although there is no current threat,
the retention pond is not designed for, nor should it be used for, recreational activities, such
as swimming. We encourage residents to stay clear of the area while remediation efforts
continue, as equipment is being used by the contractor.
The City will continue to monitor the situation as remediation continues, and will take
appropriate action as necessary to prioritize the health and safety of the community.

C. Storm Drains on Glenwood – On August 25, Council Member Beck shared an inquiry from a resident about when the inlet protection will be removed from stormwater drains on
Glenwood Lane. The erosion control items will begin removal in the next week as the
project finishes paving. There may be items remaining to detour the runoff of sediment from any un-stabilized areas, but all items should be cleared by the second week of September. Staff contact: Seth Garcia, Capital Projects

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT: Voting nominees to the Board of Directors of the Denton Central Appraisal District.
EXECUTIVE SUMMARY:
The Denton Central Appraisal District (DCAD) has notified the City that the term for two members (Places 4 & 7) on the current DCAD Board of Directors expires on December 31, 2025. Therefore, DCAD is seeking nominations from the taxing jurisdictions in the district. The City Council may nominate one individual per open place, for a total of up to two nominees. Once nominations are received by DCAD, a ballot will be sent to the City. The City Council will
then cast their vote to elect Board members at the December 2, 2025 City Council meeting.
BACKGROUND: During the second special session of the 88th Legislature, the passing of Senate Bill 2 changed the terms and composition of the board. The DCAD Board of Directors increased from a 5-
member board to a 9-member board. The board composition includes 5 members appointed by the taxing jurisdictions, the Tax Assessor/Collector serving as a voting member, and 3 publicly elected members. There were no changes made to the nomination and appointment process for taxing jurisdictions. Board members serve staggered 4-year terms.
DISCUSSION: The number of votes a taxing unit has is determined by their proportional share of the total levy in the district from the prior tax year. There is a total of 5,000 votes throughout the district. Current allocated votes for the City of Denton are being calculated by DCAD. The two candidates who receive the largest cumulative vote totals are appointed to the board.

The following is a summarization of DCAD’s nomination & approval process:
Prior to October 1st - DCAD notifies taxing entities of the number of votes they are entitled to
cast for appointing board members.
Prior to October 15th - Nominations are submitted to DCAD by each jurisdiction. Each jurisdiction can nominate up to two candidates.
Prior to October 30th - DCAD compiles a comprehensive list of the nominees and forwards to each taxing unit in the form of a ballot.
Prior to December 15th - The taxing jurisdictions choose by written resolution the candidate (s)
of their choice. The jurisdiction then submits the name (s) and the votes cast to DCAD.
Prior to December 31st - DCAD tabulates the votes and forwards the results back to the jurisdictions. The two candidates that receive the most votes begin serving their terms on the Board of Directors as of January 1st, 2026.
Eligibility Guidelines: The selection process for the Board of Directors is set forth in Section 6.03 of the Property Tax Code. This process is not an “election” governed by the Texas Election Code. It is an
independent procedure unique to the property tax system. An appraisal district director must
reside in the appraisal district for at least two (2) years immediately preceding the date the member takes office. Most residents are eligible to serve as a director. An individual who is serving on the governing body of a city, county, or school district is eligible to serve as an appraisal district’s director. An employee of a taxing unit served by the appraisal district is not
eligible to serve as a director. However, if the employee is an elected official, he or she is
eligible to serve. Additionally, a person may not serve as a board member if closely related to anyone in the appraisal district if related to anyone who represents owners in the district, or if the person has an interest in a business that contracts with the district or taxing jurisdiction.
CONCLUSION:
Staff will bring forward a resolution for nominations at the September 9, 2025 Council meeting. The City Council may nominate one individual per open place, for a total of up to two nominees. Once nominations are received by DCAD, a ballot will be sent to the City. The City Council will then cast their vote to elect Board members at the December 2, 2025 City Council meeting.

SUBJECT: Request for Nominations for DCAD Board of Directors (Places 4 & 7)

In accordance with Section 6.03(g) of the Texas Property Tax Code, each taxing entity entitled
to vote in the election of appraisal district directors is hereby notified of its responsibility to
submit nominations for the upcoming Denton Central Appraisal District (DCAD) Board of
Directors election.
Open Positions
● Place 4 – currently held by Ann Pomykal (Vice Chair)
● Place 7 – currently held by Mike Hennefer
Each taxing entity may nominate one individual per open place, for a total of up to two
nominees. Nominations must be submitted by written resolution before October 15, 2025.
Please include the full name and contact information for each nominee. The District will send a
short questionnaire to each nominee to provide additional information to the voting entities.
2025 Board Nomination & Appointment Calendar
● By October 1 – Chief Appraiser will provide each taxing entity its allocated number of
votes for the Board election.
● Before October 15 – Each entity must submit adopted resolution(s) nominating up to
two individuals.

● Before October 30 – The Chief Appraiser will compile and distribute the list of nominees
in the form of an official ballot.
● Before December 15 – Taxing entities may cast their votes by resolution.
Note: Per Section 6.03(k-1), any taxing entity entitled to cast at least five percent of
the total votes must determine its vote by resolution adopted at the first or second
open meeting of its governing body after receipt of the ballot, and must submit its vote
to the Chief Appraiser no later than the third day following adoption of the
resolution.
● Before December 31 – The two nominees receiving the highest number of votes will be
confirmed and will begin serving on January 1, 2026 for a four-year term ending
December 31, 2029.
Eligibility & Statutory Guidelines
Legal Framework:
This process is governed by Section 6.03 of the Texas Property Tax Code and is separate from
any procedures under the Texas Election Code.
Chief Appraiser’s Role:
My role is to initiate and coordinate the nomination and voting process. I do not have the
authority to evaluate, investigate, or determine nominee eligibility or qualifications. This
responsibility rests with each governing body participating in the election. I am also not
permitted to extend statutory deadlines.
Basic Eligibility Requirements:

Term of Office
In accordance with Section 6.031(e) of the Texas Property Tax Code, the two board members
selected will serve a four-year term from January 1, 2026 through December 31, 2029.
Meeting Frequency
Pursuant to Section 6.04(b) of the Property Tax Code, the Board of Directors is required to meet
no less than once each calendar quarter. Historically, the DCAD Board has convened on the
second Thursday of most months; however, the meeting schedule is established at the Board’s
discretion and may be revised to meet operational needs.
