City Council Ad Hoc Development Review Committee — The City Council Ad Hoc Development Review Committee consists of three (3) members of City Council and three (3) members of the Planning and Zoning Commission. The Committee's purpose is review proposed amendments to existing development standards to help improve effectiveness, clarity and focus of the development process in Denton.An added benefit of the committee will be to provide assistance in analyzing and compressing the time frame for Council review of Code related items. OUR CORE VALUES Integrity • Fiscal Responsibility • Transparency • Outstanding Customer Service The Denton Development Code (DDC) rewrite initiative will utilize the City Council Ad Hoc Development Review Committee for the first public review of draft documents for the DDC update. The 6 members of the Committee will work directly with our consultant, Clarion Associates, and staff. Each of the members will be provided a copy of the draft materials in advance of scheduled meetings. The meetings are expected to last between 2 to 3 hours each. The projected schedule is as follows: Review of Draft Administration/Procedures section Week of March 5, 2018 Review of Draft Development Standards section Week of March 19,2018 Review of Consolidated Draft of the updated DDC Early May, 2018 The Committee Members are: City Council Planning and Zoning Commission Sara Bagheri Larry Beck Keely Briggs Margie Ellis John Ryan Andrew Rozell In addition to the City Council Ad Hoc Development Review Committee, Clarion Associates will conduct several group presentations to provide an overview and solicit feedback. The meetings will include a citizen task group, as well as town hall and round table public forums. Staff contact: Scott McDonald B. Cost for Police Recruits—During the November 14 City Council work session on Fire Department recruiting and hiring, Council Member Gregory asked what cost is incurred when a Denton police officer recruit is hired and put through the academy. Hiring costs for a police officer recruit begin with the required testing to meet TCOLE standards; polygraph, psychological, health assessment, digital fingerprinting, UA, which total about $700 per recruit. In addition, uniforms and supplies total about$200 per recruit. There is no academy fee for the recruit to attend the Police academy at the City's Public Safety Center; however, for cost estimation, and if a recruit would need to be sent to another academy, the estimated academy fee is $1,300, plus travel expenses of approximately $1,200. The recruit spends 5 months in the academy and the cost to cover salary and benefits during this time is approx. $31,666 per recruit. When the recruit graduates from the academy, the officer enters a period of field training. Typically, a new officer will spend 5 additional months in field training before he or she is able to work independently on patrol. If accounted for, this would total approximately 10 months of salary and benefits at $63,333. Staff contact: Chief Lee Howell C. Fire Service Executive Development Institute (FSEDI) — Congratulations to Assistant Fire Chief Kenneth Hedges who has been selected to participate in the sixth-year of the prestigious Fire Service Executive Development Institute (FSEDI). FSEDI is a yearlong leadership-development program developed by the International Association of Fire Chiefs to provide new and aspiring chiefs with the tools they need to have successful and productive tenures. The members of the cohort will meet in December 2017 for their first six-day session in addition to two other sessions in 2018 six months apart. They will also be attending Fire-Rescue International, August 8-11, in Dallas as part of the program. Staff contact: Chief Robin Paulsgrove D. Denton Receives Improved Fire Rating — This year, Denton businesses and residents are expected to save money on property insurance as a result of Denton's improved Public Protection Classification. Information about this improvement is being communicated through the attached press release as well as a story in the Dec./Jan. issue of the Resident Update newsletter, which is expected to arrive in mailboxes early next week. Cedar Street Parking Lot—After City Council approved a contract on October 10 to reconstruct three existing parking lots located on Cedar Street, staff launched a series of notifications to businesses, landowners, and stakeholders in the downtown area to notify them of the upcoming construction and alternative parking located north of the Cedar Street/McKinney Street intersection. Please see attached memo which details the timeline and notifications sent. Staff contact: Mark Nelson F. Public Utilities Board Meeting Change—The Public Utilities Board (PUB)meets on the 2nd and 4th Monday (except for certain holidays that fall on Monday) of every month at 9 a.m.in the City Council Work Session Room. Beginning January 22, 2018, the PUB will be scheduling the second meeting of the month to start 6:00 p.m. in the City Council Work Session Room. The PUB had requested that one of their meetings to be moved to the evening for greater accessibility of the general public. The meetings will be televised and streamed as normal. Because of moving the PUB to the evening it has caused a room conflict with the Zoning Board of Adjustment (ZBA). As a result, the ZBA will be moved from the Work Session Room to the City Hall Conference Room. Moving the ZBA to the new location will cause their meetings to no longer be televised and streamed for the time being. In the meantime, staff is exploring options to better equip other meeting rooms within City Hall for televising and recording public meetings. Once those options are explored and staff has a few more weeks of data on meeting views, we will bring forward our findings for further City Council direction. Staff contact: Mario Canizares G. Denton Energy Center Update—Construction on the Denton Energy Center(DEC) is approximately 75% complete and expenditures to date are approximately 70% of the allocated project funds. All large plant components have now been set. The engine auxiliary modules have been set and connected in the south. The building is 100%weathered in and the interior building lighting is now functional. The target date to begin performance testing operations is early summer 2018. The target date for commercial operations is during the summer of 2018. Small Business Saturday 2017 Wrap-up — Denton celebrated Small Business Saturday in a big way. Small businesses in five shopping areas of Denton: downtown Denton, Fry Street District, Denton Community Market, Golden Triangle Mall,and Unicorn Lake,participated as more than 80 places people could shop and dine to support#ShopSmallDenton on Saturday,Nov. 25. Since 2010, customers and small businesses alike have been able to kick-start their holiday shopping season on a day celebrating the uniqueness,charm and economic impact that small businesses bring to communities nationwide. Recognized as Small Business Saturday—the Saturday following Thanksgiving each year—this celebratory day was founded to encourage consumers across the country to support local, small businesses within their hometowns and beyond. Economic Development coordinated with Denton Main Street Association and the Denton Convention and Visitor's Bureau to involve small businesses and consumers in several contests to help increase awareness of shopping local while creating a memorable shopping experience. The Shop Small Saturday event was managed and marketed through the Economic Development program's, Shop Here On Purpose, Facebook and Instagram social media pages. The program's Facebook page had a 100% increase in fans/followers as did its Instagram page. During post-event discussions with participating small businesses, they reported an increase in foot-traffic and most agreed that the Small Business Saturday event had a positive effect on their sales. Several downtown merchants stated it was their best single-day sales of the year. Staff contact: Caroline Booth I. Denton Community Job Fair — North Central Texas College, City of Denton Economic Development, Workforce Solutions of North Central Texas, United Way of Denton County,Denton Chamber of Commerce and Denton ISD partnered to host their first Denton Community Job Fair on Thursday,November 30th from 10 a.m. to 2 p.m. at Denton Civic Center. Employer participation was limited to 50 companies staffing full-time,part-time and seasonal positions. More than 400 job-seekers participated and could access onsite resume assistance/printing, mock interview strategies, bilingual assistance and job fair tips through Workforce Solutions for North Central Texas- Mobile Unit and NCTC Career Services staff prior to or after meeting with employers. Economic Development served on the event committee, leased and handled the Civic Center event logistics, printed/distributed English and Spanish event information at City recreation, library, utilities payment, municipal court, college campus locations, and local news providers. Staff also facilitated the participation of several large employers at the event that featured WinCo, Target and Fastenal Distribution Centers, Peterbilt, Southwire, Morrison Milling, Embassy Suites/Denton Convention Center and Sally Beauty Holdings. Employers were pleased by the number and quality of job applicants and urged event sponsor partners to host future annual or even semi-annual Denton Community Job Fairs. Recently, the Insurance Services Office (ISO) completed an analysis of the City's fire suppression delivery system and recommended an improved classification. Most insurance companies use the ISO's Public Protection Classification rating to calculate premiums for residential, commercial, and industrial properties. As a result of this favorable change,businesses and residents may expect up to an approximate two percent rate reduction for commercial properties and up to an approximate eight percent reduction for residential properties. Denton's Fire Department has already begun notifying insurance companies of the improved rating. Residents and businesses are encouraged to follow up with their insurance provider if they do not see a change to their insurance costs. Improvements in Denton's water distribution system over the past 10 years along with an increased investment in the City's fire services and aggressive strategies in preparing for future growth made it possible to improve Denton's rating. McKinney St., Denton, TX 76201 • (940) 349-7702 MEMORANDUM DATE: November 30, 2017 TO: Todd Hileman, City Manager FROM: Mark Nelson, Transportation Director SUBJECT: Cedar Street Parking Lot On October 10, 2017, Denton City Council approved a contract between the City of Denton and Quality Excavation to reconstruct three existing parking lots located on City property on Cedar Street, now known as the Cedar Street Parking Lot. Beginning 30-days prior to construction, several notices via email, US mail, flyers on vehicles and signage at the entrances gave notice to those utilizing the parking lots that these lots would be unavailable due to the planned reconstruction. The following chronicles the notices: On October 13 —Electronic Weekly Update to merchants, landowners and stakeholders in the downtown area. Staff provided a notice that construction on the new lot would begin within 30-days and a map was provided indicating an alternative parking lot located north of the Cedar Street/McKinney Street intersection. Approximately 300 email addresses received notice (Attachment 1). October 13 —Two foot by three foot signs were placed at each of the entrances giving notice of the pending closure and reconstruction project(Attachment 4). November 2—Electronic Weekly Update to merchants, landowners and stakeholders in the downtown area. Staff provided a notice indicating that construction would begin on November 14 with an estimated completion date of April 29, 2018. Approximately 300 email addresses received notice. This notice included timing, impacts, and improvements that will result from the project and a map showing alternate public parking lots (Attachment 2). November 3 —Approximately 50 letters sent via US Mail to adjacent businesses, residents, and property owners with information on the timing, impacts, and improvements that will result from the project. This notice included a map of alternate public parking lots (Attachment 3). (Attachment 4) November 15 —Windshield flyers were placed on vehicles remaining in the parking lot and saw horses, obstructing but not blocking the drive access,were placed indicating parking lots were closed (Attachment 4). November 16—Parking lot was officially closed with construction tape and barricades. Julie Glover, Economic Development Program Administrator spoke to First People's Jewelry, Captiva Salon and The Palm Tree about the lot construction, after the signs went up. Ms. Glover called several business/property owners in the area who have dedicated parking lots to see they would share access to their lot on a temporary basis. Rob Graves, the manager of Ciera Bank, offered to allow people to park in his lot located at Oak and Piner Streets. Ms. Glover conveyed this option to the three business she had previously spoken to and let them know that customers and staff could use those spaces. On November 14, I had a phone conversation with Frank Zangrel, First People's Jewelry. He expressed concerns about the closure of the lot, impact to holiday shopping and asked if there was a committee that made the decision to close the lot. I indicated that there was not a committee, however, the project had been approved by Council in October and that staff was advancing the project to meet the schedule as presented to executive management. I apologized for the timing and indicated that there was an alternative parking lot located just north of the existing parking lot on McKinney Street. I hope this summary of actions is helpful.
