II. General Information & Status Update
A. Fire Chief—Fire Chief Robin Paulsgrove has provided us with his notice of
retirement effective April 30, 2018. Chief Paulsgrove has been a pleasure to
work with and his influence on the Fire Department cannot be emphasized
enough. The City of Denton has been fortunate to benefit from his leadership and
experience for over the past three and half years. We wish him nothing but
success and happiness in his future endeavors.

We have retained the firm of GovHR to begin a recruitment process for the next
Fire Chief. Staff will be working with GovHR to develop a recruitment brochure
and timeline. Staff contact: Todd Hileman
B. Police Organizational Changes—This week, Chief Lee Howell announced
organizational changes to the Police Department. The following is a short
summary, but his memo to the Police Department with an updated org chart is
attached.
In September, Deputy Chief Lenn Carter announced his retirement to take a job
offer in Sunset Valley, Texas as the Chief of Police. Additionally, a candidate
had been named to fill a recently created position of Public Safety
Communications Manager but notified us that he would not be able to report due
to personal issues. Ray Pheris occupied the Public Safety Communications
Assistant Manager position since October and was promoted to Manager. Chief
Howell recently made the decision not to fill the open Deputy Chief position or
the Assistant Manager position and re-allocate those resources with Mr.
Hileman's approval.
Two additional Police Sergeants and one Police Administrative Manager
positions were created. One Sergeant will be assigned to a strategic focus of
enhancing new and existing TCOLE and legislative training mandates and
additional in-service training for all personnel. This position will also be tasked
with coordinating recruitment strategies and hiring practices. The second
Sergeant will be assigned to coordination and planning for the growing number
of special events, a challenging safety issue in current times. The Administrative
Manager will coordinate and supervise numerous administrative functions now
performed by upper level sworn personnel, allowing for their time to be better
focused on operational issues.
Most of these changes will take place January 13, 2018, with a few to follow up
in the month of February. The Department is also in the process of updating our
overall strategic plan. We plan to have a Work Session discussion with Council
in March to announce the details. Staff contact: Chief Lee Howell
C. KDB Manager—We are excited to announce that Julie Anderson has accepted
the position of Keep Denton Beautiful (KDB) Program Manager. She will
officially begin on January 16. Julie has done a lot of great work as the first Bike
and Pedestrian Coordinator for the City of Denton, and we are happy to have her
skills at KDB. The KDB Board of Directors is eager to being working with Julie
and believes she will be an excellent addition to the KDB staff.
With this vacancy, we are taking the opportunity to transition the Bike/Ped
Coordinator position to a Transportation Engineer and move the position under
Traffic Engineer Pritam Deshmukh. The newly created position will still
maintain a high level emphasis on pedestrian mobility through sidewalks and
bicycle facilities. Under this structure, the positon would be more directly linked
with our engineering and street maintenance staff given the heavy dependence
upon those divisions to develop and implement plans. Staff is in the process of
creating a job description so Human Resources can begin advertising to fill the

D. Mayhill Road Funding—Please see the attached letter dated December 15,
2017, from Michael Morris, Transportation Director of NCTCOG, regarding
additional funding to enhance the current Mayhill Road project. The additional
$15,152,000 of regional funding will assist the City's effort to construct the
proposed bridge over the A-train rail corridor to improve safety and mobility of
transportation system. This request will be placed in the May 2018 State
Transportation Improvement Plan modification cycle. No additional Council
action is necessary at this time as the letter provides spending authority for the
City of Denton to advance project elements. Please advise if you have any

E. DDC Update—Please see below an update on the project schedule for the DDC
update. Staff plans to review with the DDC Subcommittee by scheduling
meetings between the time periods of Feb. 12-26 and Feb. 26-March 12 as
shown in the table below.

F. 9%Housing Tax Credit(HTC) Support Requests—There are two potential
developers interested in submitting applications and requests for resolutions of
support for 9%housing tax credit projects. From the initial information provided,
these projects are not partnered with a public housing authority. The 9%
applications are due to the Texas Department of Housing & Community Affairs
(TDHCA)by March 1, 2018.
Due to the timeframe, staff has communicated to the developers to submit
information outlined in the City's draft HTC application to allow time for staff to
review with the developer and prep for City Council consideration. Below is the
proposed timeline for 9% requests:
• Jan. 12: Developer submits info from the draft HTC application to staff
• Week of Jan. 15: Staff meets with developer to review and request any
additional info
• Feb. 6: Present the request and project at a City Council Work Session
• Feb. 20: City Council consideration of a resolution for support
This will allow staff to test out the draft HTC application process with
developers and use the application as an informational gathering tool to
streamline presentations to City Council for consideration.
The DHA provided feedback on the draft application and policy on Dec. 19,
which was distributed to the City Council in the Friday, Dec. 22 report. Staff is
working on incorporating the feedback received from the DHA and plans to
bring back a final application and policy for City Council consideration in

G. Denton ISD—City Manager Hileman and Superintendent Wilson have met in the
last few weeks to discuss joint ventures, including the School Resource Officer
(SRO)program and the Natatorium. Manager Hileman recently sent a letter to
Superintendent Wilson requesting for DISD to increase funding for the SRO
program at the start of their next fiscal year in July 2018. The request is for
DISD to fund 50% of the salary and benefits for all 6 SRO's (3 at the middle
schools and 3 at the high schools), rather than their contribution of funding only
50% of the salary and benefits for 3 SRO's. In a 2010 MOU between the City
and DISD, DISD agreed to increase funding at a future date. This ratio is also
comparable with the funding provided by DISD to other municipalities for SRO
programs.
To look at the efficiency of the Natatorium and Water Park, the City has hired a
consultant to perform an assessment of the City's aquatic facilities and identify
recommendations to reduce expenses,raise revenues, or consider changes to the
business model. A DISD staff member will be participating in this project. We
look forward to reviewing the results of the assessment and working together to
identify opportunities to reduce the operating loss. Staff contact: Todd Hileman
H. Bike Share Providers—A work session to discuss options to better regulate bike
share providers is being scheduled for the February 6, 2018, City Council
Meeting. At the meeting staff will be seeking feedback from the Council by
presenting a series of policy questions, examples of what other cities are doing to
regulate these businesses and sample language for a policy document. Based on
Council's feedback an ordinance would be drafted for the City Council to
consider in late February. City staff will also reach out to the local Bike Share
providers to proactively seek their input in solving these issues. Staff contact:

1. Downtown Rail Yard Maintenance—For the last fourteen months, City staff in
Community Improvement Services had been working extensively with Union
Pacific Railroad about cleaning up the rail maintenance yard in the Downtown
area. Just before the Christmas holidays all the rail ties, trash and debris was
removed. In addition the high weeds were mowed and fallen fence panels were
repaired. Attached are the before and after pictures of the work done along the

J. Temporary Closure of I35E Southbound Right Lane—TxDOT will be closing
the 135E southbound right lane between Mayhill exit and Mayhill overpass at 10
p.m. on Tues, Jan. 9 and each night until Jan. 11. The lane will re-open at 6 a.m.
each day. The closure is required for the widening/grade separation construction.
Delays are expected during this time. This information will be shared with
residents on the City's social media. Staff contact: Mark Nelson
K. PARD Monthly Project Report—Please see attached the monthly report from
Parks and Recreation with updates on major projects. Staff contact: Laura

L. Oakwood and IOOF Cemetery Fence Update—A contract has been awarded to
Rock Star Welding. Installation of the new fence at Oakwood Cemetery began
this week and locations have been marked for rock column support piers.
Construction is expected to begin next week with the removal of fence in some
locations.
The I.O.O.F. Cemetery fence construction will begin upon completion of the
fence at Oakwood Cemetery. Project completion date for both fences is June

SUBJECT: Department Reorganization
Over the next weeks several changes will be occurring in the organizational structure and work
assignments of Police Department personnel. Most of these changes will go into effect to coincide
with the new Patrol bid on January 13, 2018. Some changes will be effective later in the month or
in the month of February.
First, the vacant Deputy Chief position will not be filled, creating the need for a change in the
command structure at that level reducing the three existing Bureaus to two; Operations and
Administration. Scott Fletcher will continue with command over Operations consisting of all
Patrol and Investigative functions. Roger White will continue with command of Administration,
consisting of the Office of Professional Standards, Personnel and Training, Support Operations,
and Animal Services. The Communication Section will continue to report to the Chief of Police.
Additionally, Fletcher and White's positions will undergo a title change to Assistant Chief.
We announced in October the reorganization of Communications and the additions of a Manager
and Assistant Manager position. Unfortunately, Jim Soukup is unable to accept the Manager spot
due to an unforeseen personal issue. Effective 1/13/18, Ray Pheris will be promoted to
Communications Manager and the Assistant Manager position will not be filled. City Manager
Todd Hileman has approved a request to reallocate the resources of the Deputy Chief and Assistant
Manager positions to partially fund three additional positions; two Police Sergeants and one
Administrative Manager.
One of the Sergeant positions will be assigned to Administration and be utilized in a strategic focus
to deliver high quality training to our officers and employees. This position will also supervise the
recruitment, hiring, and personnel functions. The second Sergeant will report to Operations and
will coordinate the special events, overtime, and extra duty assignments that present a rising
challenge of safety to our citizens and visitors. This will open up two promotional opportunities in
Patrol which will be filled by Steve Buchanan and Corey Padgett who sit at the top of the current
sergeant eligibility list.
The Administrative Manager position will assist command level staff with budgetary,purchasing,
time keeping, contract, grant, and other administrative duties, with the Administrative Support
positions as direct reports. The Manager will soon be named after approval of a selection.
Personnel Orders detailing assignments will be forthcoming. Included is a draft organization chart.
As always, this is subject to change again as needs arise. Additional assignment changes and
appointment to backfill vacated positions will occur as manpower allows.

Dear Mr. Hileman:
This letter is in response to the meeting between the City of Denton and North Central Texas
Council of Government (NCTCOG) that occurred on November 8, 2017, regarding the Mayhill
Road cost overrun. Approximately $18,940,000 was requested by the City to assist in funding a
grade separation to ensure that Mayhill Road can function as a regionally significant facility as
originally planned.
NCTCOG recognizes the regional significance of the Mayhill Road project as it prevents future
realignment needs, serves as an arterial connection between IH 35E and US 380, and provides
additional drainage capacity. NCTCOG also recognizes the time-sensitive nature of this project
request in regards to the right-of-way (ROW) acquisition needed to complete the project. Lastly,
NCTCOG recognizes that Regional Toll Revenue (RTR) funds are needed in order to continue
the project as a non-federal job. Therefore, in partnership with the City, NCTCOG proposes an
exchange of funding in which the City and County will give up $18,940,000 of Category 2 funds
on the IH 35E phase 2 project, in exchange for $18,940,000 RTR funds from the State Loop 9
project in Dallas County. As per RTR funding policy, there is an 80 percent regional/20 percent
local funding share, with the City providing a required 20 percent cash match. Below is a
breakdown of the funding exchange:

In accordance with the City of Denton's RTR agreement with Texas Department of
Transportation (TxDOT), the City can utilize pre-award authority for any time-sensitive ROW
acquisition expenses that are in excess of existing ROW funding and necessary to the
completion of the project.

SUBJECT:
Provide notification of the end of the 2017 mosquito season.
DISCUSSION:
Based on mosquito trap results from the last several weeks, low temperature ranges, and results
of the West Nile virus (WNV) screening by the Texas Department of State Health Services and
the University of North Texas (UNT), Denton staff members considered the 2017 mosquito
season to be completed as of December 29, 2017. In accordance with the City of Denton's
Mosquito Surveillance and Response Plan(MSRP), the West Nile Virus risk level will be reset
to Risk Level two, and will remain at that level until the start of the 2018 mosquito season. The
following information is provided as a brief summary of the 2017 season:
• Trapping began on April 26 and ended on November 28
• Approximately 517 traps deployed for routine monitoring (samples sent to the TDSHS
for WNV testing and mosquito species identification)
• Approximately 252 traps deployed for local testing for WNV (conducted by UNT)
• Approximately 2,039 larvicide applications by the Drainage department
• 183 larvicide treatments distributed to citizens
• Several larvicide treatments at the Mockingbird and Mingo mosquito sampling station by
the Drainage department
• Two traps tested positive for WNV. The earliest detection was on September 26, and the
latest detection was October 3
• No reported cases of human WNV within the City of Denton
• No California Serogroup viruses were detected in the City of Denton
• No reported cases of human Zika within the City of Denton
The season was mild compared with previous mosquito seasons with a late onset at the end of
September. The sampling of mosquitoes occurred for a longer period of time. It started early due
to a mild 2016 winter and was extended until late November due to the warm temperatures
experienced.
There are many staff members across the organization that are involved in the City of Denton's
Mosquito Surveillance and Response activities. These staff members include the Drainage
Department, Public Communication Office, Technology Services, the Water Department, and
Watershed Protection. The Mosquito Surveillance and Response Program would not be possible
without the dedication and hard work of these staff members. The University of North Texas
researchers (Dr. Jim Kennedy, Taylor Gillum,Nikolas Fenster, Katie Vazquez, and Joshua
Marino) and numerous other graduate students at the University of North Texas also worked
diligently to ensure mosquito monitoring efforts and local WNV testing was completed
efficiently. It is a great honor to work with this group of City of Denton staff members and UNT
researchers.

Election of Denton Central Appraisal District(DCAD)Board of Directors
BACKGROUND:
On December 5, 2017, the City Council allocated the City's 191 votes to George Pryor for the
DCAD Board of Directors. On December 20, 2017, the City received the attached memorandum
from DCAD listing the candidates nominated and the outcome of the election in ballot order. As
shown on the attached memorandum, Roy Atwood, Mike Hassett, George Pryor, Charles
Stafford, and David Terre were elected to the DCAD Board of Directors.
The purpose of this informal staff report is to notify you of the election results so that you can be
familiar with the new DCAD Board of Directors.

SUBJECT:
Overview and update on citizen relationship management (CRM) software.
BACKGROUND:
As a part of the 2016-2017 Strategic Plan, implementation of an interim CRM module was a key
action step. A form-based system was implemented on the City's website in January 2017 during
the website update to allow citizens to submit requests electronically. Currently, requests are
submitted through the website and are then manually routed by staff through emails. This manual
process results in service delivery delays for customers and lacks automatic routing, reporting,
and escalation.
A supplemental request was approved through the fiscal year 2017-2018 budget for the purchase
of a CRM software solution. This type of software would provide citizens with a user-friendly
solution and single place to request services from their city government.
DISCUSSION:
A small working group of representatives from departments was assembled and surveyed in
August to create software requirements to describe a base level of capabilities required from
potential software vendors. Some of the top recommendations that were identified are:
• An app so that the citizens could easily access the software from their mobile device.
• Automatic routing to ensure the request reaches the correct department as soon as it is
submitted and escalation to ensure that requests are being completed in the appropriate
timeframe.
• Reporting capabilities that have dashboards and printer friendly displays to allow staff to
present the data that is accessible and easily consumable.
• Integration with the City's ESRI GIS software to assist with the routing of requests
and ensure it reaches the correct department or governmental organization.
• Anonymous request functionality so the requests would not be displayed publicly if the
requestor wished to keep it private.
Staff contacted four vendors for proposals and software demonstrations, and responses were
received from three of those vendors. Proposals were requested based on the predetermined
software requirements. The functionality of the software between all the proposals was similar
with only a few minor differences. Staff contacted other cities currently using the different
software to gather feedback from their experiences.
Staff plans to accept the proposal from CitySourced due to the software meeting all of the
requirements, receiving positive feedback from other cities (Longview, Frisco, Chicago, Los
Angeles), the software having a user-friendly interface, and integration with the City's ESRI

BUDGET:
The Fiscal Year 2017-18 adopted budget included $40,000 for the purchase of a CRM solution.
The proposal from CitySourced is a for a one-time setup fee of$3,500 and annual cost of
$17,750 for a total Year 1 cost of$21,250. The ongoing annual cost for the software will be
$17,750.
IMPLEMENTATION PLAN:
Staff proposes a phased implementation approach to ensure that citizens have a positive user
experience by working through implementation challenges and monitoring a smaller number of
requests initially. After the first year, the program will be reviewed to look at expanding the
request types and/or including additional integration.

Monitoring of customer service satisfaction levels in the City Hall East Customer Service and
Municipal Court lobbies.
BACKGROUND:
Currently the City of Denton Customer Service department is developing an automated response
survey that would enable customers to provide immediate feedback on the level of service they
received when calling in over the phone. A similar program does not yet exist for the lobbies.
DISCUSSION:
Several options have been explored to determine the best method of capturing customer service
levels in our lobbies. Based upon this research, staff believes that a simple product known as a
"Smiley Terminal" could be an effective solution and will be proceeding with a trial of this
product.
The smiley terminal is basically a kiosk that can be placed in high traffic areas to solicit feedback
from customers regarding their experience. These kiosks are obtained from a vendor known as
HappyOrNot Services Ltd. and appears to offer an ideal solution based upon ease of use and
simplicity of design. HappyOrNot Services offers a two month trial of the product at a cost of
$295/kiosk before committing to any kind of long term contract. Benefits of the kiosks include
the following:
• The Kiosks are extremely user friendly(requiring<1 second for the user to respond)
• Are battery powered so they can be placed anywhere
• Provide instantaneous access to "real time" data via the web
• Data can be analyzed by hour, day, month and year
CONCLUSION:
Based upon our initial assessment, staff will obtain two of HappyOrNot's kiosks (one that would
be placed in the Customer Service lobby and another by Municipal Courts) to be used on a two
month trial basis. This should provide sufficient time to evaluate the product and determine if a
long term contract is warranted.
