2020 Construction GuideCONSTRUCTION GUIDECITY OF DENTON 2020 WELCOME TO THE 2020 CONSTRUCTION GUIDE Whether you travel on neighborhood streets, regional thoroughfares, or through a bustling downtown intersection, the mention of construction projects in the City of Denton resonates with all of us who live, work, or play in Denton. The City has more than $470 million worth of transportation and infrastructure improvements scheduled and actively in construction for 2020 and beyond. The year ahead will include major proactive investments in the City’s infrastructure to further address current and projected growth, in addition to progress on projects all over Denton. With the recent approval of the 2019 Bond Program and the expected adoption of the 2020 Mobility Plan, the City is focused on improving quality of life, and planning, designing, and maintaining infrastructure that is accessible for all ages and abilities, regardless of their mode of transportation. PRIORITY INITIATIVE: SAFE ROUTES TO SCHOOL The City is committed to providing a safe environment for children and families to walk and bike to school. The recently approved 2019 Bond Program includes $12 million dedicated to new sidewalk improvements throughout the City. By investing in sidewalks around elementary and middle schools, the City will be eligible to receive federal Safe Routes to School (SRTS) funding to multiply every bond dollar invested. The SRTS intiative is focused on improving student health, reducing traffic congestion, and improving air quality around schools. The first year of the SRTS program will involve identifying and prioritizing potential sidewalk projects, and designing of the first sidewalks for construction. The following year, construction of the previously designed sidewalks will begin as we identify and design more for improvement. Additional information about sidewalks can be found on page 7. More information on SRTS, including program updates, will be provided in a future issue of the bimonthly Resident Update newsletter. Transparency is of utmost importance to our community and a core value of our City government. A 2012, 2014, and 2019 Bond project status dashboard is available at www.cityofdenton.com/bonds. The dashboard showcases the progress, budgets, and timelines for the projects. 98 percent of the 2012 and 95 percent of the 2014 Bond projects are on schedule, and all projects are within budget. 2012 BOND PROGRAM | $20,400,000 | 98% COMPLETE Proposition 1: Street Reconstruction and Public Art More than 98% percent complete, the 2012 Bond Program authorized construction and improvements of 208 local road segments. As of Feb. 1, 2020, 146 road segments have been completed. Remaining bond funding is projected to be allocated by Decemember 2020 and final completion of all road segments is expected by December 2021. ADDITIONAL CITY PROJECTS SCHEDULED FOR 2020 4 Fire Station No. 3 – Construction of Fire Station No. 3 continues to progress. McCormick Street (Underwood to Avenue A) continues to be closed to allow crews to safely complete construction. The 16,000-square-foot facility is scheduled to be completed by July 2020. Fire Station No. 8 – Following the groundbreaking last month, this 8,500-square-foot station is actively in construction and expected to be completed by December 2020. Fire Station No. 8 will include space for six firefighters to serve the growing southeast Denton area. McKenna Park – Designs are being considered for the McKenna Park project. Planned improvements include additional walkways, landscaping, and a new playground. Construction is set to begin in 2020. MAJOR FACILITY PROJECTS North Lakes Dog Park – The park is now open as final improvements are wrapping up at the North Lakes Dog Park. The 3.65-acre park features three main pens, which are all more than an acre, a smaller pen is available for rent and events. There are nearly 100 trees, bistro lighting, water fountains for humans and dogs, and benches. The Denton Parks Foundation continues to fundraise for additional seating and shade structures. Playground Updates – As part of park system improvements, playgrounds at Carl Gene Young Sr. Park, Nette Shultz Park, and Carnegie Park were replaced in late 2019. Construction began in January 2020 to replace the playgrounds at MLK Jr. Rec Center and Quakertown Park, which is scheduled to be completed by May 2020. Our goal is that for every construction project the City begins, we address all possible infrastructure needs at once. As a result, projects are prioritized and scheduled to ensure that when the project is complete, we will not need to return for additional construction work in the near future. What seems like just a road construction project could actually involve a water main replacement, sewer system upgrade, drainage improvements, and curb, gutter, and sidewalk enhancements. The consolidation of these important projects will result in a much-improved and long-lasting street and utility network. S - Streets Project | W - Water Project | WW - Wastewater Project | D - Drainage Project Q1 - First Quarter | Q2 - Second Quarter | Q3 - Third Quarter | Q4 - Fourth Quarter *Note: For projects with a status listed as something other than complete or active, the timeline indicates the anticipated start date. 5 TXDOT PROJECT UPDATES 6 I-35E: Following the December 2019 opening of the Brinker Road underpass, and north and southbound main lanes from Loop 288 to Mayhill Road, the I-35E (Loop 288, Brinker, Mayhill) project is substantially complete. TxDOT is completing final improvements and clean-up this month that may require temporary intermittent lane closures. The completion of this project provides motorists with increased lane capacity on I-35E, and intersection improvements through the Lillian Miller/ Loop 288, Brinker, and Mayhill and South Loop 288 underpasses. For additional information, visit www.improvingdenton.com. US 377: The US 377 project continues to progress. Final utility relocations are underway, including water and sewer lines between FM 1830 and the recently demolished railroad overpass. Crews have completed the new northbound lanes and are actively constructing the southbound main lanes. Motorists traveling in the area will see crews working on the new railroad bridge and drainage system in the months ahead. The project is scheduled for completion by November 2020. TEASLEY LANE/FM 2181: In November 2019, TxDOT approved a new contractor to complete the Teasley Lane/FM 2181 road widening project from the intersection of Ranchman Boulevard to FM 2181. Crews are actively completing utility relocations in the area. Road construction and drainage improvements will soon follow. The project is scheduled to be completed by November 2021. WHAT TO DO WHEN ACTIVE CONSTRUCTION IS IN YOUR AREA Transportation and infrastructure projects are important to ensuring that our streets remain accessible and safe. Every project is different, but when an improvement project is under construction near you keep in mind a few of these common guidelines to adjust your routine. DRIVEWAY ACCESS – Access will be available to your property at most times for the duration of a project. Crews are required to provide you access at the beginning and end of every day, if possible. If work takes place in front of your driveway and you are without access temporarily, you will be notified in advance. If you have special access needs, contact the City’s Utilities Dispatch at (940) 349-7000 and choose Option 3. PARKING – We ask that you do not park vehicles on streets that are under construction during working hours (7 a.m. to 9 p.m., Monday-Friday), as construction can be delayed if crews do not have access. At the end of each working day, normal street parking and traffic will be accommodated on all roadways. There may be times where work over the weekend will occur. Please do not park on the streets during these times. GARBAGE SERVICE – During construction, garbage haulers may not have access to the front of your property. When construction is taking place on your street, please have your trash receptacles curbside as early as possible. If necessary, the City’s crews will move your trash receptacle to a location accessible to the garbage hauler and return it to your driveway following pick-up. MAIL SERVICE – If the post office determines that it is temporarily not feasible to deliver mail to your mailbox due to construction activities, the City will work to keep residents informed when temporary mail service will be required/located and the timing of any changes. TREE, SHRUB, LANDSCAPING, AND LAWN IRRIGATION SYSTEMS – Crews will restore disturbed areas to their original condition to the greatest extent possible. However, if you have landscaping items such as shrubs, rock gardens, yard lights, etc. that you would like to save and reinstall yourself following construction, please plan to remove them ahead of time. Note: All property owners impacted by City planned construction will be provided the Project Manager’s contact information prior to construction beginning for questions and concerns. FAQs: SIDEWALK REPAIRS AND INSTALLATIONS Will trees be protected during construction? The City strives to minimize the impact on trees during construction activities. In the event it becomes necessary to remove a tree for development or construction, a tree removal permit is required for determination of mitigation and possible replants. For more information, review section 7.7 in the Denton Development Code at www.cityofdenton.com. What steps will the City take if my irrigation system is in the path of construction? Before construction begins, the City will communicate with residents and perform assessments to determine the location of utilities and other assets that can be impacted. All attempts will be made to protect the system from damage. Once a project is completed, the City will repair or replace any damaged irrigation caused by construction. Will landscaping be restored after construction? Crews will restore disturbed areas to their original condition. Replacement sod may be placed in the property owner’s yard and is the homeowner’s responsibility to irrigate and maintain. How can I request a sidewalk be installed in my area? Last year, the City of Denton announced its partnership with Waze through the Connected Citizens Program to help keep drivers informed of traffic conditions and get them where they want to go faster and easier.
