20202020 MIDYEAR UPDATE
While COVID-19 temporarily shut down various businesses
and limited operations within the City, the pandemic also
provided a small measure of good news when it came to
vital transportation projects: it helped moved them forward.
As streets and highways cleared out in accordance with
social distancing and telecommuting orders, City crews
and contractors adjusted to the new normal and were
able to maintain or accelerate major construction project
timelines without having to trigger major disruptions and
traffic backups.

Projects Recently Completed
Most major City transportation projects are bond-funded
Capital Improvement Projects (CIPs). These voter-approved
projects reflect the priorities and vision of the City from
residents. Over the past several months, the City has
completed one CIP and three phases of active CIPs,
totaling more than $76 million in transportation
improvements throughout the city of Denton.

Through the past four voter-approved bond programs (2005, 2012, 2014, and 2019), Denton residents have committed
to investing $381.8 million to fund large infrastructure projects. Transparency is of utmost importance to our community

Proposition 1: Street Reconstruction and Public Art
More than 98% percent complete, the 2012 Bond Program
authorized construction and improvements of 208 local road
segments. As of Sept. 1, 2020, 147 road segments have been
completed. 31 road segments are in construction, and the
remaining 30 road segments are under design. All road segments
remain on schedule and are expected to be complete by
June 2022.

completion of Fire Station 3, and the Magnolia Drive Drainage CIP.

Recently launched, the 2019 Bond Program includes public
securities for street improvements, public safety facilities for
the Police Department, and the purchase of land for parks.
Issuance of Propositions 1 and 3 of this program began in Fiscal
Year 2019-20. Construction is scheduled to begin in November
2020 for the Police Substation and renovations for the Police
Headquarters and Police Indoor Firing Range.

Bonnie Brae Street
• Phase 1 (Roselawn to north of Vintage) is scheduled to be
complete in October 2020. Phase 2 (Vintage and the
intersection of Vintage at Bonnie Brae) is scheduled for
completion in March 2021. Phases 3-6 (Roselawn to US 77)
is currently in design
• Will accommodate mobility needs and relieve congestion
Mayhill Road
• Phase 1 (US 380 to north of Quail Creek) was completed in
August 2020. Phase 2 (Colorado to north of Quail Creek) is
scheduled to begin in Q1 2021
• Will handle continued growth in the area, provide pedestrian
facilities, improve safety, and relieve congestion
Hickory Street
• Phase 5 (Welch to Carroll) began August 2020 and is
scheduled to be complete by fall 2021
• Will improve pedestrian safety, install new street lighting,
address aging utilities, and reconstruct the street
Pecan Creek Tributary 4 (PEC-4)
Drainage Improvement Project
• Phases 1 (Elm from Hickory to Eagle) and Phase 2 (Locust
from Hickory to Eagle) are scheduled for completion in
February 2021. Phases 3 and 4 (between Prairie and Bernard)
are in the final stages of design
• Will reduce flooding and upgrade aging utilities
Hickory Creek Road West Project Phase 2
• Active construction for this project (Hickory Creek from
Teasley to Riverpass) remains on schedule to be completed
by March 2021.
• Will improve mobility and safety in the area by expanding
the roadway to four lanes
Hickory Creek Road East Project
• Construction start date (Hickory Creek from Teasley and
FM-2499) was delayed until August 2020 due to the
COVID-19 response
• Will improve mobility and safety in the area by expanding
the roadway to four lanes
Magnolia Drainage Project (Complete)
• The final phase of construction on Hinkle (University to
W. Windsor) and Windsor (Hinkle to N. Elm) was completed
in August 2020.
• Will reduce flooding, upgrade aging utilities, resurface
the street, and install a roundabout at intersection of
Hinkle Drive and Mimosa Drive
North South Water Main Project
• Phase 2 (Roselawn to I-35) remains on schedule to be
complete in September 2020. The start date for Phase 3
(I-35 to Scripture) was delayed due to the COVID-19
response, and is now under construction
• Will accommodate growth, increase capacity, and improve
water services
McKinney Street Project
• Active construction for this project (Loop 288 to Southfork;
roundabout at Grissom) remains on schedule to be complete
by January 2022

City construction projects introduced in the last edition of the 2020 Construction Guide have progressed through
their construction schedules, reached completion, or may have experienced a schedule delay due to unforeseen
circumstances, such as the COVID-19 pandemic or weather delays. Pages 4 and 5 of this Guide will provide you with
an update on these major projects and timelines for the remainder of the year. Whether the project is on a neighborhood
street or major thoroughfare, you will know the project status and any updates to the project scope. For additional

ADDITIONAL CITY PROJECTS SCHEDULED FOR 2020

Fire Station No. 3 – Construction on the new 16,000
square-foot facility is on track to be completed in October
2020. Following the opening of the new facility, demolition
of the old station and new public parking will be complete
by the end of 2020.
Fire Station No. 8 – The new 8,500 square-foot facility is
expected to be complete in January 2021. Fire Station 8
will have two bays, house Engine and Medic 8, and provide
residents and property owners, mainly in Southeast Denton,
with faster services.
McKenna Park – McKenna Park is currently in the final
stages of design with construction expected to begin in
the first quarter of 2021. Planned improvements include
additional walkways, landscaping, and a new playground.
MAJOR FACILITY PROJECTS
Tennis Center – The new Tennis Center Project will be
completed in two phases. In Phase 1, the Pro Shop is
currently under construction and expected to be complete
in early 2021. The new Pro Shop will include new showers
and restroom amenities, lounge area, office space, retail,
meeting rooms, and storage. Phase 2, currently
in the bidding process, will include multiple new tennis
courts and improvements to the grounds.
City Park Improvements – Lake Forest and Milam Park
improvements are completed and include a new pavilion
and basketball court. Park amenity items are being finalized
for the Vela Athletic Complex, including an entrance arch,
a historical plaque, and sculpture. The South Lakes Park
improvement project is expected to go out to bid this fall
to include additional tennis courts and lighting. Future park
land is being evaluated for anticipated acquisition.

ONE PROJECT, MULTIPLE IMPROVEMENTS
The majority of City-planned construction includes routine maintenance projects, such as street reconstruction,
sidewalk enhancements, curb and gutter replacements, and water main and sewer system upgrades. Various City
departments are involved in these infrastructure projects to ensure that when the project is completed, we will not need
to to return for additional construction work in the near future. Listed below are recent completions and the tentative
timelines for the upcoming phase of active and scheduled road projects. For current projects, the statuses listed reflects
the quarter of the calendar year that the upcoming phase is expected to have a completed design and schedule for

TXDOT PROJECT UPDATES

TEASLEY LANE/FM 2181:
The relocation of City utilities along FM 2181 has been
completed. TxDOT’s crews are currently completing
the drainage improvements and constructing the new
lanes of the roadway. Multiple traffic shifts are to be
expected from now until the completion of the project
in November 2021. Visit www.drivetexas.org, for the
latest traffic and detour information.
US 377:
In July 2020, northbound and southbound traffic on US
377 shifted to the newly constructed roadway to allow
crews to safely build the southbound lanes. The traffic
shift will be in place until the lanes move into the final
configuration in early 2021. Final utility relocations
have been completed, including water and sewer lines
between FM 1830 and the recently demolished railroad
underpass. In August 2020, TxDOT extended its working
hours for the US 377 project to accelerate the progress
of the project. The project is expected to be complete by
January 2021.
CONSTRUCTION SAFETY MEASURES
IN RESPONSE TO COVID-19
Most routine improvement projects—such as street
microseals, sidewalk repairs, and underground utility
maintenance—is completed by the City’s Public Works
staff. These maintenance projects are typically funded
through a department’s annual
operating budget because the City
anticipates them as costs
associated with maintaining
facilities and infrastructure.
To safeguard the health and
safety of our community and
field workers, City staff developed
new safety protocols for field workers and support staff
to perform their jobs safely. Based on guidance and best
practices from local and federal agencies, below are
some of the safety measures in place for the City’s Public
Works staff to minimize the spread of COVID-19 in our
community.
• Daily symptom screening and health checks;
• Assigned Personal Protective Equipment (PPE);
• City crews were directed to wear masks when
within 6 feet of each other on job sites;
• Limited occupancy of vehicles to one person, if
possible. In the event that more than one employee
is in a vehicle at a time, all employees in the vehicle
must always wear face masks;
• Use of personal vehicles were temporarily permitted
in the event that an employee preferred to maintain
social distancing when traveling to job sites;
• All City vehicles are equipped with disinfection
materials to be cleaned twice a day, at minimum;
• Office staff allowed to telecommute unless essential
job duties were not able to be performed remotely;
and
• Gloves must be worn when touching common

2020 DENTON MOBILITY PLAN
Over the last several months, the City has been working on the
2020 Denton Mobility Plan, a multimodal mobility study and
strategy to address citywide transportation, including vehicles,
transit, bicycles, and pedestrians, for decades to come.
The second round of public meetings have been rescheduled
and will be held virtually to give residents an additional
opportunity to review the final draft of the comprehensive
transportation plan.
