USE CASE A – Remote CAD
The City of Denton intends to utilize CAD workstations that will be located outside of the PSAP.
The City desires three remote workstation configurations, as follows:
1. A CAD workstation to be available at remote sites that allow the operator the full range
of system capabilities and integrated mapping.
2. An internet browser-based CAD application that provides a more limited feature set than
a full CAD workstation, but does offer the ability to create and modify CAD events. This
system should utilize appropriate security to allow a range of functionality from read-only
access to the described read-write capabilities. The response shall include the
capabilities (e.g., mapping, AVL display) available to the web-based CAD application.
3. The City would like to establish an internet browser-based status monitor to display
active and pending events, unit status, and AVL display, at a minimum. These status
monitors should be configurable by the user agency and utilize appropriate security to
manage user access.
Respondents shall describe their solution for remote CAD access as described in the
three scenarios above, including bandwidth requirements.

USE CASE B – Data Entry Requirements
The City of Denton Police Department desires to implement a CAD/LERMS that will eliminate or
significantly reduce the need to enter the same information multiple times. Once data has been
entered, it should be available across all modules. Data should auto-populate additional forms
across multiple modules as needed.
Respondents shall describe the capabilities of the proposed system to accomplish this
requirement.

USE CASE C – Crime Analytics
The City of Denton Police Department is proactive in its approach to crime analysis and seeks a
Law RMS solution that provides a robust set of tools to perform this function. Crime analysts
routinely search for series of crimes, trends, patterns and perform hot spot analysis. The
expectation is that the selected Law RMS solution will provide these capabilities as well as crime
linkage analysis. The Law RMS should provide crime analysts the means to utilize existing data
and statistics necessary to perform analytical research.
Respondents shall describe how the proposed Law RMS system will perform the above
described crime analytics functions and provide various means to display the data to
crime analysts.
Respondents shall describe whether the tools provided are native to their Law RMS or
require third-party software at an additional cost to provide this capability.

USE CASE D – Racial Profiling
The Denton Police Department must comply with the statutory requirements specified in Article
2.133 and 2.134 of the Texas Code of Criminal Procedure (CCP) regarding the compilation,
analysis, and annual reporting of Racial Profiling data.
Respondents should describe how the required data will be entered in the LERMS.
Respondents should describe how state mandated reports are generated.
Respondents should describe how reports will be electronically submitted to the State in
compliance with recent legislation.
Respondents shall describe the capability of the Proposed CAD/LERMS to meet the Texas
statutory reporting requirements.

USE CASE E – UCR AND NIBRS
The City of Denton Police Department is required to compile and report Uniform Crime Report
(UCR) and National Incident-Based Reporting System (NIBRS) data to the Texas Department of
Public Safety (DPS) Uniform Crime Reporting Section each month.
The Department reports data for Group A offenses (Segments 1–7) and Texas-centric Segment
8 offenses that include Family Violence and Sexual Assault. The Department also reports NIBRS
data concerning Law Enforcement Officer Killed and Assaulted (LEOKA). As of June 1, 2017, the
Texas UCR System repository began accepting flat file submissions.
The Department anticipates that the proposed solution will function with limited end-user
intervention. The solution should validate data and report errors prior to submission of a report.
The State of Texas has mandated that by 2019 NIBRS reports be submitted electronically.
Bidders should describe how the proposed LERMS will comply with the electronic reporting
requirement.
Respondents shall describe the capability of the Proposed CAD/LERMS to meet the Texas
UCR/NIBRS data compilation and reporting requirements.

USE CASE F – Non-intersecting Roadways
The City of Denton public safety agencies respond to emergencies associated with locations on
overpasses or underpasses where non-connecting streets intersect. Emergency response
procedures may vary based upon the occurrence of the event on either an overpass or underpass.
Respondents shall describe how the proposed CAD system will differentiate between
elevations, recommend the correct resources based upon location or address, and how
the system will present this information to the users in the dispatch center and on mobile
devices.

USE CASE G – Pre-planned Response Assignments
The Denton police department and fire department have created response plans for certain
locations (e.g. highway sections, university facilities, industrial sites, etc.) within the City.
The plans define the specific resources that may be assigned to an incident including but not
limited to:
Quantity and type of fire apparatus
Quantity of police officers/units
Specialize skills, equipment, or other resources needed
Respondents shall describe how the proposed CAD system will recommend the correct
resources based upon address or GIS coordinates, and how the system will present this
information to the users in the dispatch center and on mobile devices.

USE CASE H – CAD System Emergency Maintenance
The computer aided dispatch (CAD) system is a mission critical component of the City of Denton’s
public safety infrastructure.
The City expects the selected vendor to provide 24 x 7 x 365 access to technical support by
telephone to report severity level 1 and severity level 2 events (as defined in Section III, sub-
section 3.38 of the RFP). The City expects that severity level 1 and 2 events will be resolved
within four-hours.
The selected vendor should demonstrate the ability to provide an immediate response to resolve
issues that would degrade the operational capacity of the CAD system.
Respondents shall describe the following:
1) The procedures that the City would use to report a severity level 1 or 2 event.
2) The Respondent’s ability to provide an immediate response to resolve critical issues.
3) The Respondent’s means of resolving severity level 1 and 2 events within four-hours.
