Portable Changeable Message Sign
The contractor shall install a total of four (4) Portable Changeable Message Signs (PCMS) at the locations
described herein. Place one PCMS at each end of the project on Scripture and one at each end of the
project on Bonnie Brae starting one week prior to beginning construction and showing the start date.
The signs shall be used throughout the project, but not necessarily for the entire duration of the project
and shall be updated regularly to advise the public of lane closures, changing of traffic control, etc. The
contract shall coordinate with the City inspector with regard to the messages placed on the signs. The
sign shall be a self-contained unit, with a message board capable of being elevated to at least 7 feet
above the ground to the bottom of the sign and be capable of being secured against movement in any
direction. The sign must have at least three lines of text and at least ten characters per line, with
character heights of at least eighteen inches. The sign must be trailer mounted with leveling jacks and
trailer lights. Power must be from a generator or solar power or both. The sign controller must be
capable of storing multiple messages and displaying up to three messages sequentially. Controller
equipment shall be in a lockable enclosure. The PCMS units shall be placed one week prior to beginning
construction, and must remain operative and in place until all construction is complete. The PCMS units
may be moved during construction at the direction of the City inspector.
Payment: Payment for the Portable Changeable Message Sign will be at the unit price bid per calendar
day per sign, and shall be full compensation for providing, setting up, relocating, removing, and
maintaining the units, and all fuel, batteries, lights and replacement parts needed for operation of the
units. Payment will begin one week prior to the beginning of construction (date to be set at the
Preconstruction conference) and continue to the end of construction. Total days shown in the proposal
are 45 days for each of four PCMS (calculated as approximately half the contract days for each of the
four signs), for a total of 180 calendar days.

QUESTIONS (3-15-19)
1. The Bid Proposal calls for nine (9) buildings to be removed,
but only six (6) are noted on the removal sheets
Can the other three (3) be noted on plans?
Callouts and information for the buildings has been added.
2. Bid Item # 14, Remove Existing Building:
A. What does this bid item entail?
The removal of the structure and the foundation.
B. Do all structures on the lot get removed?
Just the structures that are marked on the removal sheets.
C. Do concrete driveways pay under item # 9?
Yes, this is included with the quantity for item # 9.
D. Do concrete sidewalks pay under item # 10
Yes, this is included with the quantity for item # 10.
E. Do asphalt driveways pay under item # 11
Yes, this is included with the quantity for item # 11.
F. Do the gravel driveways get removed? How is this paid?
Yes, this is subsidiary to the excavation\embankment quantities.
G. Are all utilities disconnected from the structures?
No they are not currently disconnected from the structures.
H. Will demolition permits be at "No Cost to the Contractor"?
Yes.
I. Will any trees be preserved?
Any trees not marked for removal will need to be preserved.
J. Will tree protection be required?
Yes
K. Will an erosion control plan be required?
Yes.
L. Will silt fence be required?
Yes.
M. Has an asbestos abatement survey be done?
City is currently assessing the houses now and will perform any removal needed.
N. Has a lead paint survey been done?

O. Will the disturbed areas need seed or sod?
Yes, these areas will need to be seeded, but this will not be performed until the
excavation for the roadway has been performed.
P. Will the seed or sod be paid under their respective bid items?
Yes, it is included and is paid under the respective bid item.
Q. Will the seed or sod have to be watered?
Yes.
R. Will the lots have to be mowed & litter picked up?
Yes, they will need to be maintained during construction.
S. Do the Water Services need to be disconnected at the main?
Yes, if the new 42” and 16” water lines have not been installed yet. There will need to
be coordination with the City at the time of demolition if this needs to be done.
T. Where do the sewer services need to be plugged?
Somewhere behind the existing back of curb of the roadway.
3. What is the location, length, type of pipe & size of the four (4) Water Line Lowerings?
Three of the lowering’s are for the 10” water line on Scripture street and one is for the 16” on N.
Bonnie Brae. Refer to the typical water line lowering detail on sheet number 106 of the plans for
more clarification.
4. Can the existing waterlines be valved off to make the lowerings?
yes
5. Can the lowerings be made during the day?
Yes.
Will the water line lowerings require Insert-A-Valves?
A bid item has been added for a 10-inch Line Stop.
6. At the Retaining Wall on Scripture, are the water service, sewer service
and gas lines deep enough to clear the footing.
The wall has been removed from the plans with the revisions included with Addendum No. 1.
7. Have ALL Franchised Utilities been moved or lowered?
No, they are in the process currently of getting their facilities relocated.
8. Can the Sod & Hydromulch areas on the Erosion Control plans be shown
according to the legend
This has been added to the erosion control sheets and are included with Addendum No 1.
9. The Bid Proposal calls for twenty nine (29) trees to be removed,
but only thirteen (13) are noted on the removal sheets
Can the other sixteen (16) be noted on plans?
All tree removal callouts have been added to the removal plans and are included with
Addendum No 1.
10. At the Outfall to Line C-1 where it ties into the concrete channel, there is
several buried lines ie: telephone, gas, fire hydrant lead, fire hydrant, water
and the guard rail turndown that are or could be in conflict. Have all of these been
investigated and moved to cleared the 4' x 3' box culvert. Will there be items
added for Rem & Repl C & G & Rem & Repl Guardrail Turndown?
No, not currently. Franchise utilities will adjust their facilities if it is in conflict. This is one of the
locations for the water line lowering. Yes bid items have been added for these two items with
this addendum.
11. Can we get the location of the five (5) Sewer Services?
The sewer service locations have been added to the plan sheets.
12. Has the proposed 42" W.L. been installed yet?
No.
13. Do the Retaining Walls required any special finishes?
ie: Color, Anti-Graffiti, Form Liner
No.
14. I found 90.08' of the 211' of Pedestrian Handrail (Item 39). Where is the remainder?
This item has been removed from the plans.
15. Can we get a detail of the Pedestrian Rail?

16. What is the standard depth of the 4' & 5' sewer Manholes?
6 feet.
17. What is the spec for Item # 4, Topsoil Imported (Landscaped Mixed Soil)?
This is referring to landscape mixed soil as supplied to a nursery.
18. Is Bermuda the type of Sod required?
Yes.
19. When is the estimated start date?
Late May timeframe
20. What is the Engineer’s Estimate?
No estimate is being provided
21. With time being critical, will this be a seven day a week project?
