THIS FIRST AMENDMENT TO CONTRACT 7116 (“Amendment”) by and
between the City of Denton, Texas (“City”) and Matrix Consulting Group, Ltd
(“Consultant”); to that certain contract executed on July 3, 2019, in the original not-to-
exceed amount of $40,000 (the “Agreement”); for services related to Fee Study for
Development Services;
WHEREAS, the City deems it necessary to further expand the services provided by
Consultant to the City pursuant to the terms of the Agreement, and to provide an additional
not-to-exceed amount $92,000 with this Amendment for an aggregate not-to-exceed of
$132,000.
FURTHERMORE, the City deems it necessary to further expand the goods/services
provided by Consultant to the City;
NOW THEREFORE, the City and Consultant (hereafter collectively referred to as the
“Parties”), in consideration of their mutual promises and covenants, as well as for other
good and valuable considerations, do hereby AGREE to the following Amendment, which
amends the following terms and conditions of the said Agreement, to wit:
1. The additional services described in Exhibit “A” of this Amendment, attached
hereto and incorporated herein for all purposes, for professional services related to
the Denton Police Department Staffing Study, are hereby authorized to be
performed by Consultant. For and in consideration of the additional services to be
performed by Consultant, the Owner agrees to pay, based on the cost estimate detail
attached as Exhibit “A”, a total fee, including reimbursement for non-labor
expenses an amount not to exceed $92,000.
2. This Amendment modifies the Agreement amount to provide an additional $92,000
for the additional services with a revised aggregate not to exceed total of $132,000.
The Parties hereto agree, that except as specifically provided for by this Amendment, that
all of the terms, covenants, conditions, agreements, rights, responsibilities, and obligations
of the Parties, set forth in the Agreement remain in full force and effect.

The Matrix Consulting Group is pleased to submit our proposal to conduct a Police
Department Study for the City of Denton. The Matrix Consulting Group is comprised of

years of police analytical experience, I would manage the project. I have led all of our

In order to manage the unique project environment of this engagement and respond to
various challenges facing it, the Matrix Consulting Group’s project approach and task plan
is crafted to meet the requirements of the project. An overview of our project management
approach and rationale to analysis demonstrates our superior qualifications.
• We are an empirical, “fact based” firm. A central tenet of our approach to
conducting staffing studies is that there must be a strong analytical basis for
evaluating needs and making recommendations.
• Our process is interactive. We have found that a successful project requires a
study process which involves staff and builds internal “ownership”. To achieve
this, we propose extensive staff interviews and surveys as well as interim reviews.
• Collaboration and frequent reviews help to ensure understanding of buy in to
findings, conclusions and recommendations. We have frequent client review
meetings to discuss the quality and direction of the project.

2 Firm and Project Team Qualifications
This section of the proposal provides an introduction to the firm, as well as its experience
conducting police services studies and references who could testify to our depth and
quality. Project team experience and resumes are also provided.
1. Introduction to the Firm
The Matrix Consulting Group was formed by senior consultants who created it in order to
pursue a service in which the senior people actually do the work. Our only business focus
is the provision of organization and management analytical services to local government.
Our firm’s history and composition are summarized below:
• We were founded in 2002. However, the principals and senior staff of our firm
have worked together in this and other consulting organizations as one team for
between 10 and 30 years.
• Our only market and service focus is management, staffing and operations
analysis of local government. We are a full service firm as evidenced in the listing
of our service offerings on the next page.
• While we provide a variety of services to local government our most significant
service area is police services. The Matrix Consulting Group project team has
conducted studies of more than 350 law enforcement agencies throughout the
United States, including many in Texas.
• Our firm maintains two offices in California – our headquarters is in Mountain View
and we also have an Irvine office. We also have offices in Oregon, Arizona,
Massachusetts, Illinois, North Carolina and Texas. We currently have 18 full-time
and 8 part-time staff.

In this just completed study, the project team developed a series
of staffing recommendations for this large and still rapidly
growing city. Overall, the project team identified the need for
approximately 150 new positions in the next fiscal year to ‘catch
up’ with growth and another 250 in the next 10 years to keep up
with projected growth.
In addition, the project team recommended significant changes
to operational management in investigations (case
management) and in the deployment of resources to ensure that
high call volume areas were adequately served.

In this study, we developed a short term and long range (10
years) staffing and deployment plan for the Police Department.
In addition to the development projections, major conclusions
were made relating to current department staffing, organization
and deployment – the analysis of Operations Division resource
needs and deployment found that, while authorized staffing
levels are adequate to handle workloads and achieve a high
level of proactivity, at around 48% overall, severe deficiencies
exist in Patrol Services Bureau South during the daytime.
In order to mitigate these issues recommendations included
schedule reconfiguration, call diversion opportunities and
redistricting. The project team’s projections of staffing
recognized that longer term, as growth increases in the northern
portion of the City additional positions will be needed to handle
that growth and further changes to deployments required.

Matrix developed a thorough assessment of the Police
Department. APD had requested significant staff increases to
allow patrol to be more proactive and engaged with the
community. This study included substantial fact finding and
internal Police Department input through interviews and survey.
While the study supported the addition of staff because field
proactive capabilities were severely limited, the study also found
that there were significant opportunities to support community
policing in leadership, policies, recruitment, training, supervision,
use of data in performance management, and involvement with
the community. Most of these recommendations (76 of 79) have
been implemented by the department and city.

In this study, the Matrix Consulting Group conducted an
operations and management study of the Kyle Police Department
with a focus on determining the staffing needs of the Department.
The study found the KPD had rapid response times and
reasonable proactivity rates for patrol officers. It also found sound
management practices and staff focused on making a career with
the organization.
Recommendations included implementing a power shift during
peak call demand periods, increasing the number of Sergeants
in patrol, adding an administrative Lieutenant, formalizing the
case screening and case management processes in CID and
improving the security of the police building and property and
evidence room.

In this project the project team developed an immediate and
mid-range staffing analysis (5-year planning horizon).
Recommendations included adding four (4) patrol staff
immediately and adding an average of one staff person per year
for four (4) additional years. Improvements in performance
management were recommended in making the Department not
only more accountable but more proactive as well. The City
Council has accepted these recommendations and are working
with staff on a phased implementation plan.

The Matrix Consulting Group recently completed this study
involving two separate public safety projects: the Lynnwood
Police Department and the City’s separate jail operation. Key
findings and recommendations included modifying the 12-hour
shift program; reducing dedicated traffic enforcement staffing;
maintaining patrol and K9 staff levels but formalizing minimum
staffing requirements; slightly modifying facility security features
to enhance prisoner movement; revising the cost recovery
model for out-of-jurisdiction prisoners; and recommending an
increase in four positions in the detention facility.

Our proposed team includes our President who heads our Public Safety Practice with
over 39 years of police consulting experience. Other staff have comparable experience,
several of whom had previous careers as police services managers. Finally, our data

Ian Brady is a Vice President with the Matrix Consulting Group as
part of our Management Services Division. He has over 7 years of
consulting experience. He specializes in public safety and is
dedicated to providing analytical support for all of our police, fire,
emergency communications and criminal justice system studies.
Mr. Brady also developed the firm’s GIS-based analytical tools for
analyzing field service workloads and service levels, beat design
and efficiency, and alternatives to resource deployment and
scheduling.

Byron Pipkin is a Senior Manager with the Matrix Consulting Group
and has over 32 years of experience as a consultant and a public
safety officer (trained as both a police officer and firefighter) through
the rank of Deputy Chief in the Sunnyvale Department of Public
Safety. During his career he managed every major law enforcement
and administrative function, including patrol, investigations,
narcotics/vice, internal affairs, records, recruiting and hiring,
training, administration, school resources, traffic, crime prevention,
emergency preparedness, and SWAT.
His recent police analytical experience includes studies for
Arlington, Austin, Fort Worth, and San Antonio (TX), Beverly Hills,
and Berkeley (CA), DeKalb County (GA), Asheville (NC), Portland
(OR), Birmingham (AL), Mahwah (NJ), Columbia (PA), Newburgh

Devon Clunis is a Manager with the Matrix Consulting Group.
Devon served 29 years with the Winnipeg Police Service (Canada)
where he rose to the rank of Chief. He was the first black police
chief in Canada.
Devon changed the course of policing in Winnipeg, transitioning it
from a reactive enforcement model, to a proactive, community
centered model. This changed was adopted by the community and
Police Board, which enshrined it in a new Vision and Mission for
policing in Winnipeg. This model is now viewed as the most
effective way for policing in Canada.
He has worked with the firm on police studies for Kansas City (MO),
Columbus (OH) and Upper Macungie (PA). He is currently working

John Scruggs is a Manager with the Matrix Consulting Group. He
has a strong background in law enforcement, including having

Jose (CA). Recently, he has provided additional assistance to
Lower Saucon Township by acting as their interim police chief and
has assisted them in a recruitment for a permanent one.

functions of the Performance Auditing, Follow-up, and Management
Assessment sections in the Performance Audit Division for this
elected official. He began his public sector career at the Pasadena
Police Department.
Mr. Mathews has conducted studies of dispatch, law enforcement,

3 Work Plan
The section, which follows, presents a detailed description of the analytical tasks we will
complete to achieve the study objectives of this Police Department Study. The project
plan presented here provides a description of the tasks necessary to conduct a
comprehensive study of the Denton Police Department. Because the Department may
select only portions of this study to conduct, the price proposal later in this document
provides study choices in that event.
Prior to presenting that task plan, this proposal describes the background to the project
and its scope of work.
1. Project Background and Scope of Work
Denton is seeking to have either a comprehensive analysis conducted of the Police
Department’s operations and services or one that focuses on selected potions of the
Department to determine the current and future staffing needs. The study options, then,
include:
1 Conduct of a comprehensive staffing study of the entire Police Department.
2 Conduct of a study of Patrol only.
3 Conduct of a study of Patrol and Criminal Investigations only.
The current population of the City is over 138,000 and growth has been strong at about
3.0% per year.
The City is facing major growth in the future with the potential for residential population to
be over 200,000 within the next 10 years (e.g., Denton Plan 2030). As a ‘social destination
community’, the growth has been even greater. Because the City is known for these social
amenities and the quality of its service, the ability to maintain this commitment to the
community in the future is, in part, a reason for this study effort.

The Denton Police Department has 232+ personnel in a full-service array for the
community, including 171 FTE sworn. Staffing levels have grown over the past 5+ years
commensurate with growth in the service population as shown in the following table:
The crime environment for the City has shown increases in ‘major crime’ (as defined by
the FBI in its Uniform Crime Report). Both violent crimes and property crimes have
increased at rates higher than population increases in recent years, as shown below:
For this project the City is specifically seeking the following tasks for the Police
Department Study:
•Develop a comprehensive understanding of police services in the City.
• Analyze the operations for police services.
• Develop an analysis of current staffing levels and evaluate geographical and
temporal deployments.
• Evaluate future growth projections and develop an analysis of future staffing needs
in the Police Department.

•Evaluate deployments of staff, particularly in Patrol.
This study needs to be conducted in the context of extensive input and interaction with
Police Department personnel, as described later in this proposal.
2. Work Plan
The task plan, which follows, provides an outline of the steps that the project team could
take to conduct and complete this study. Following the task plan is a suggested schedule
for completion of the study.
Task 1 Initiate the Project and Document Law Enforcement Service
Trends and Issues that Led to this Study.
The purpose of this first task is to develop a thorough understanding of issues and
expectations of all key parties to the study. Completion of this task will include:
• Interview the City Manager and, if desired, elected officials. During the course of
these interviews, the project team will explore the following:
– Attitudes toward current service levels and service responsiveness of the
Police Department.
=Views toward any unmet law enforcement \related needs.
=An understanding of cost of service trends and issues.
• Interview the Police Chief and top management in the Denton Police Department.
These interviews would review and discuss such issues as the following:
– How the Department currently serves the City.
– Trends and issues that have arisen over the past few years in providing
emergency services in the City.
=Service and resource allocation issues facing the departments that could
further impact service delivery in the City.
We would also interview other department and City representatives at the outset,
including the following:
• Police collective bargaining group representatives.

•Human resources and other key internal service department representatives.
Finally, this task would also start the process of identifying key data sources.
TASK RESULT
The result of this task would be a final project work plan reflecting the project
team’s updated understanding of the project and development of a weekly
schedule and task plan for the project.
Task 2 Obtain Employee Perspectives on Issues Relevant to This Study.
In order to maximize input to the study and help build a foundation for the analysis,
extensive employee input provides key insights into departmental strengths and issues
relevant to the study. We propose two approaches:
• Interviews will be conducted in each functional area of the department.
• Use of an online anonymous employee survey.
We expect to conduct many interviews in the Department in order to understand
organization and operations but also key issues from the perspective of each.
We will also develop an anonymous online employee survey of the department using
SurveyMonkey. The survey will provide all employees with the opportunity to provide input
into the study, and will elicit responses on topics including:
• Staffing needs, workload, and operations management, and organizational issues.
• Training, both how new recruits are prepared and annual in service training.
• Identification of perceived opportunities for improvement, including through open-
ended response questions.
The results will be summarized into an interim deliverable that provides the findings and
key themes from the tabulated results. The results will be displayed at summary levels
only, or grouped, in order to preserve employee confidentiality.
The use of these two methods work well together – interviews ensure that we understand
operations and issues from the perspectives of the staff performing these roles; surveys
allow everyone to participate.

TASK RESULT
The results of the employee survey and focus group meetings will be reviewed
with the project steering committee. Upon completion of the project, the
summarized results will be made available to all employees as part of the final
report.
The interviews tie together with the next task of the proposal.
Task 3 Document the Police and Department’s Staffing, Organization
and Management in Denton.
To establish a basis for structuring and comprehensively evaluating the police personnel
needs, we will develop a portrait of the Police Department. We will gather and analyze
detailed information about the organizational structure, operations and service levels and
management systems from the Police Department. In order to understand the system of
law enforcement service delivery, we will document the following:
• An overview of the service delivery systems in terms of service levels, deployments
and scheduling and operational management of these systems.
• The organization of the Department and lines of authority that run through it.
• The number of staff, by type, authorized in each function of the Police Department.
• Workloads and service level performance indicators for each function.
• Roles and responsibilities of staff.
• Basic and in-service training provided to police officers as well as any cross
training among functions.
• Recruitment, hiring, promotional and retention programs of the Department.
• The technologies in place to facilitate the management of information and effective
communications.
• Statistics related to attrition (turnover) for the past three years.
• Overtime and on-call utilization for the past three years.
• Inventory current vehicles and equipment in use by the Department.

TASK RESULT
The data will be profiled in a summary narrative and statistical portrait of law
enforcement services in Denton. This important deliverable in the project will
be reviewed with the Department to ensure accuracy.
Task 4 Identify Key Staffing, Organizational and Operational Issues.
By this point in the process, the project team will not only have documented the ‘as is’
state of the Police Department as well as initial issues regarding operations and staffing.
It is critical to understand these issues from the unique perspective of Denton’s service
environment and service goals. However, comparative insights are also valuable in order
to look for improvements based on a comparison with ‘best practices’:
The project team will develop a list of staffing, organizational and management issues to
use in a diagnostic assessment of the Department. The standards used in this
assessment represent the project team’s extensive experience working with police
agencies, as well as standards from other organizations (e.g., CALEA, IACP, etc.).
TASK RESULT
The results of this analysis will be documented in an assessment of issues in
the Department. This key interim deliverable would be reviewed with the Police
Department and the City.
Task 5 Assess Current Police Department’s Staff Resource Needs.
The project team will develop a comprehensive analysis of staffing needs for every
function of the Department, as well as strategies achieving the best use of existing
resources. While different analytical factors and processes are used to determine staffing
needs for each function, the project team will examine strategies for deploying, allocating,
and managing the operations of personnel around a number of key considerations:
• The adequacy of staffing levels to handle workloads and meet service level
objectives:
– For patrol operations, this includes the ability to meet targets for proactivity
and community policing, both at overall and at peak hours in the day.
– In investigative functions, this includes whether effective targets are met for
caseloads, as well as providing support and services to victims are met.
=For the jail, the ability to provide shift coverage for service demands.
=For administrative support, the ability to meet ‘best practice’ targets.

• The ability of staffing levels to support effective operations management, to be
expanded upon in the organizational analysis task:
– Are spans of control within targeted ranges for individual functions?
– Are staffing levels sufficient to meet minimum staffing levels without the
frequent use of overtime?
– Are priorities and operational decisions data-driven?
• Fulfilling the Department’s objectives for community policing, including:
– Do recruitment, training, and operations management practices support
these philosophies?
– Are specialized resources in place to proactively engage and coordinate
solutions to issues within individual community areas?
The following subsections provide a detailed overview of the project team’s methodology
for analyzing the workload and resource needs for patrol, investigative, specialized field
and administrative functions.
(1) Patrol
In patrol, analysis of community-generated workload using computer aided dispatch data
is central to this analysis. The project team will develop current service levels and
alternative deployment strategies through the following:
• Analysis of time used by patrol units to respond to calls for service, including:
– Response and travel times by priority level and call classification.
– Total spent handling calls by primary and backup units.
– Factors and assumptions for other workload factors, such as report writing.
• Determination of patrol unit daily and hourly staffing by analyzing net availability
factors, such as a leave, training, court attendance, administrative tasks (e.g.,
briefings, meal breaks, etc.), and turnover.
• Analysis of patrol proactivity using the results of the total workload and net
availability calculations, in order to determine whether proactive capabilities exist
both at an overall level and during key times throughout the day and week.
• Evaluation of the current geographic deployment structure, including analysis of
inequalities in call workloads by individual area of responsibility.
• Analysis of shift schedule effectiveness, as well as opportunities to optimize the
current configuration or implement alternatives.

(2) Investigations
The project team will analyze investigative workloads and staffing levels through a
process that includes:
• Interviews with investigative supervisors and line-level personnel in order to
determine case management, and begin the process of data collection.
• Extensive data collection in order to document current caseloads and investigative
processes, examining operations by the following:
– Case assignment and screening.
– Management of versus inactive cases.
– Average workloads by detective in each investigative unit.
– Coordination with patrol and records.
– Average time from initial report, assignment of the case, and start of work.
– Solvability factors and work priority management.
– Division of case types by unit – are investigations too generalized or
specialized given workloads, service levels, and investigative outcomes?
• For proactive investigative units, analysis focuses on the mission, workload,
priority management, and outcomes achieved by each unit.
• Adequacy of existing support for core investigative functions, such as:
– Specialized electronic crimes specialists, including the use of technologies
such as Cellebrite.
– Role of crime and intelligence analysts in providing support, as well as how
priorities are managed between core and proactive investigations.
– Information management and platforms for trend identification and analysis.
Based on the caseload analysis by each unit, the project team will develop an analysis of
staffing needs for all investigative functions. This analysis includes analysis of case
management processes and the organization of investigative functions.
(3) Field Support / Special Operations
Units outside of core patrol that operate in the field, such as and traffic, crime suppression,
among others, be examined through a process that includes the following:
• The organization of field resources, including how each unit coordinates with patrol
and other areas of the department.
• Community policing objectives, coordination, and proactive engagement activities.

• Analysis of traffic enforcement, focusing on issues such as the following:
– Capabilities for dedicated traffic enforcement, and the extent to which patrol
participates in these activities.
– Workloads and enforcement driven from community complaints, and how
these are managed in conjunction with proactive and data-driven
approaches to enforcement.
– Analytical support and roles in identifying and setting priorities.
It is critical to consider each of these functions both independently, but also as within the
broader picture of field services, including patrol, in terms of processes for identifying
issues and coordinating proactive responses to them.
(4) Administrative and Support Services
The project team will analyze workloads and staffing needs in all other administrative
services functions, including:
• Jail services will be examined in the context of the function of the jail as a short-
term holding facility and how staff are available to cover shifts safely and without
excessive oivertime.
• Finance and budget processes, including responsibilities for coordination with the
city, grant writing, budgetary analysis, and financial controls.
• Professional standards scope of responsibilities and staffing.
• Training functions – Career Development, Background and Recruiting – including
the nexus between these functions and trends in vacancy rates.
• Analysis of Property and Records Management, workloads and staffing needs.

Task 7 Projection of 10-Year Police Department’s Service Demands and
Personnel Resource Needs
The unique factors of a community shape the service environment that Police personnel
operate in, and as a result, there is not a one-size-fits-all approach to identifying strategic
planning.
The modeling system we have developed to determine the impacts of development and
growth on police service demands is the combined product of using advanced technical
capabilities and our experience in working with local government clients.
Key aspects of the model employed to create an accurate and defensive model for
planning service and personnel needs include the following:

Land Use and Redevelopment
Different types of residential, commercial, and
industrial zoning spaces have unique impacts
on public safety service needs.
We will meet with the Denton’s Community
Development Department to understand how
land is used currently, as well as the
configurations of any anticipated development
and redevelopment, in order to accurately
model how these needs will evolve.
The data collected from Planning and other
resources will form the basis of our GIS model
of how police service needs will evolve over the
projection timeframe.
Regional Interactions
Understanding the context of the community
within its surrounding region is essential to
forecasting its planning needs.
This includes developing an understanding of
factors such as the daytime working population
and effects on field resource demands.
Workload-Based Projections
Rather than base projections for future staffing
needs on a simple ratio such as officers per
capita, our analysis builds staffing needs from
how workload is changes – whether driven by
calls for service, investigative cases, or reports
and administrative workloads for records staff.
Data collected for the analysis of projected service and personnel needs includes the
following:
• CAD data (up to the past three years if current CAD system has been in place for
that timeframe)

• Supporting information for CAD analysis (e.g., unit code and incident type lists,
patrol schedules, incident report totals, arrest and booking totals)
• UCR/NIBRS (up to the past three years; including location coordinates if data
systems allow)
• Planning and land use GIS shapefiles (preferably including information such as
commercial space, housing unit counts, and other key data)
• Information on planned developments, including expected timeframes for
completion when possible
The project team will collect other publically available data used for the analysis, such as
road networks, census data, and geographical features.
The results of the service needs and staffing projections will be developed into an interim
deliverable that provides comprehensive projections for service and staffing needs for
each Police Department function. The projections will be provided at multiple timeframes
in order to provide for a more accurate planning process.
TASK RESULT
The analysis will result in an interim deliverable that comprehensively projects
public safety service and staffing needs over the next 10 years for each function
of the Police Department. The project team will review the draft deliverable with
the steering committee and make revisions as needed.
Task 8 Assess the Organizational Structure of the Police Department.
In this work task, the study team will continue to document and validate how the Police
Department in Denton are organized from the perspectives of staff mixes as well as
command and civilian staffing. Strengths of the existing organizational structure, as well
as changes in organizational philosophy, will be identified.
A number of criteria will be utilized in this analysis, including the following:
• Is the Police Department too ‘tiered’ or too ‘flat’ from a command and supervisory
staffing perspective?
• Are spans of control consistent with organizational complexity and manager
responsibilities?
• How are responsibility for ancillary duties assigned?

• To what degree are operational priorities centralized within the organization?
• Does the organizational structure facilitate effective operations management
between multiple types of field resources?
• Are lines of authority and responsibilities clear to all command personnel and
organizational units?
• How does the organizational structure impact the ability of the Police Department
to meet internal and community-based expectations for service levels?
TASK RESULT
The result of this task would be an analysis of the organizational approaches
of the Police Department as well as management and civilian staffing.
Task 9 Develop the Final Report and Present the Results of the Study.
Once the work tasks noted above have been completed, our findings, conclusions, and
recommendations will be documented in the form of a draft and final report to the City
together with detailed plans for implementation.
The report will include full detailed analysis of the items in the scope of work along with
timelines and targets for implementing change and the costs associated with that change.
Then project team will leave behind the analytical tools and methodologies for use by
Department staff. These analytical tools will allow for the recreation of the analyses
conducted in this project as conditions and workloads change in the future.
TASK RESULT
The results of this task would be draft and final reports which would be
reviewed internally prior to making them final. We would be prepared to make a
public presentation of the results at a City Council meeting.
3. Project Schedule
The table, below, graphically displays the tentative schedule to conduct the Police
Department Study. The chart shows the sequencing of each proposed work task, the
elapsed time it would take to complete each task. As can be seen from the chart, we are
proposing that the study be completed in 20 weeks.

Byron Pipkin brings a public safety manager's perspective to the project team. He has
thirty-two years of experience in law enforcement and fire service, including fourteen

Background
Devon Clunis is a Manager with the Matrix Consulting Group. Devon served 29 years with
the Winnipeg Police Service in Manitoba Canada where he rose to the rank of Chief.
Devon was the 17th Chief of Police in Winnipeg and the first black Chief of Police in
Canadian history.
He ventured into the policing arena to set an example for minority youth, and throughout
his 29-year career, was fortunate to help lead immense change in Winnipeg, both in terms
of crime reduction, but more importantly, cultural and socio-economic inclusion.
Devon was able to change the course of policing in Winnipeg, transitioning from a reactive
enforcement model, to a proactive, community centered model. This change was adopted
by the community and Police Board, which enshrined it in a new Vision and Mission for
policing in Winnipeg. This model is now viewed nationally as the most effective way
forward for policing in Canada.
Devon believes effective policing is foundational to a just and civil society and that
transformational police leadership can help a society achieve our human potential;
creating communities were “everyone” is safe and healthy. During his tenure, Winnipeg
went from being known as “murder capitol” and “crime capital” of Canada, to a city where
Canada’s national magazine, MacLeans, declared “a minor miracle” occurred, in terms of
the dramatic reduction in crime and increase in community cohesion.
He is currently working with the project team on the Kansas City Police Department study.
Devon was president of the Manitoba Association of Chiefs of Police, and was awarded
the Lieutenant Governor’s Award for the Advancement of Inter-Religious Understanding
in 2017. He is a member of the Board of Directors for The Canadian Police Knowledge
Network, and a member of the Poverty Reduction Council of Winnipeg. He continues to
work with business and civilian groups to advance community safety in Winnipeg, and
across Canada.

JOHN SCRUGGS

Background
John Scruggs is a Manager with the Matrix Consulting Group. He has a strong
background in law enforcement, including having previously served as a Captain for the
Portland Police Bureau. He has served in all facets of law enforcement including patrol,
investigations, training and administration during his 26-year career. In addition to his law
enforcement background Mr. Scruggs has extensive experience in the legislative process.
He has authored or co-authored five state laws and city ordinances. He received the 2015
partnership award from the Oregon Chiefs of Police Association and the Oregon State
Sheriff’s Association for his work on the Oregon Body Worn Camera bill. Mr. Scruggs also
served as the Chair of the National Policy Board for the Gang Resistance Education and
Training (G.R.E.A.T.) program.
Project Experience
He has worked with Matrix Consulting Group as internal project manager for the recent
Portland Police Bureau (OR) staffing study.
His consulting experience includes law enforcement studies for Lower Saucon Township
(PA), Kansas City (MO), Kansas City and Wyandotte County (KS), Wichita (KS), San Jose
(CA), and Midwest City (OK).
Recently, he has provided additional assistance to Lower Saucon Township by acting as
their interim police chief and has assisted them in a recruitment for a permanent one.

Mr. Scruggs has a Master of Public Administration from Portland State University. He

BACKGROUND: Greg Mathews is a Senior Manager in our office in Spokane (WA). He
has over 27 years of private and public sector experience, performing as both a senior

ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, City of Denton (we, us or Company) may be required by law to provide to
you certain written notices or disclosures. Described below are the terms and conditions for
providing to you such notices and disclosures electronically through your DocuSign, Inc.
(DocuSign) Express user account. Please read the information below carefully and thoroughly,
and if you can access this information electronically to your satisfaction and agree to these terms
and conditions, please confirm your agreement by clicking the 'I agree' button at the bottom of
this document.
Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available
electronically to you by us. For such copies, as long as you are an authorized user of the
DocuSign system you will have the ability to download and print any documents we send to you
through your DocuSign user account for a limited period of time (usually 30 days) after such
documents are first sent to you. After such time, if you wish for us to send you paper copies of
any such documents from our office to you, you will be charged a $0.00 per-page fee. You may
request delivery of such paper copies from us by following the procedure described below.
Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time
change your mind and tell us that thereafter you want to receive required notices and disclosures
only in paper format. How you must inform us of your decision to receive future notices and
disclosure in paper format and withdraw your consent to receive notices and disclosures
electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the
speed at which we can complete certain steps in transactions with you and delivering services to
you because we will need first to send the required notices or disclosures to you in paper format,
and then wait until we receive back from you your acknowledgment of your receipt of such
paper notices or disclosures. To indicate to us that you are changing your mind, you must
withdraw your consent using the DocuSign 'Withdraw Consent' form on the signing page of your
DocuSign account. This will indicate to us that you have withdrawn your consent to receive
required notices and disclosures electronically from us and you will no longer be able to use your
DocuSign Express user account to receive required notices and consents electronically from us
or to sign electronically documents from us.
All notices and disclosures will be sent to you electronically
Unless you tell us otherwise in accordance with the procedures described herein, we will provide
electronically to you through your DocuSign user account all required notices, disclosures,
authorizations, acknowledgements, and other documents that are required to be provided or
made available to you during the course of our relationship with you. To reduce the chance of
you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required
notices and disclosures to you by the same method and to the same address that you have given
us. Thus, you can receive all the disclosures and notices electronically or in paper format through
the paper mail delivery system. If you do not agree with this process, please let us know as
described below. Please also see the paragraph immediately above that describes the
consequences of your electing not to receive delivery of the notices and disclosures
electronically from us.

How to contact City of Denton:
You may contact us to let us know of your changes as to how we may contact you electronically,
to request paper copies of certain information from us, and to withdraw your prior consent to
receive notices and disclosures electronically as follows:

To advise City of Denton of your new e-mail address
To let us know of a change in your e-mail address where we should send notices and disclosures
electronically to you, you must send an email message to us at melissa.kraft@cityofdenton.com
and in the body of such request you must state: your previous e-mail address, your new e-mail
address. We do not require any other information from you to change your email address..
In addition, you must notify DocuSign, Inc to arrange for your new email address to be reflected
in your DocuSign account by following the process for changing e-mail in DocuSign.
To request paper copies from City of Denton
To request delivery from us of paper copies of the notices and disclosures previously provided
by us to you electronically, you must send us an e-mail to purchasing@cityofdenton.com and in
the body of such request you must state your e-mail address, full name, US Postal address, and
telephone number. We will bill you for any fees at that time, if any.
To withdraw your consent with City of Denton
To inform us that you no longer want to receive future notices and disclosures in electronic
format you may:
i. decline to sign a document from within your DocuSign account, and on the subsequent
page, select the check-box indicating you wish to withdraw your consent, or you may;
ii. send us an e-mail to purchasing@cityofdenton.com and in the body of such request you
must state your e-mail, full name, IS Postal Address, telephone number, and account
number. We do not need any other information from you to withdraw consent.. The
consequences of your withdrawing consent for online documents will be that transactions
may take a longer time to process..

** These minimum requirements are subject to change. If these requirements change, we will
provide you with an email message at the email address we have on file for you at that time
providing you with the revised hardware and software requirements, at which time you will
have the right to withdraw your consent.
Acknowledging your access and consent to receive materials electronically
To confirm to us that you can access this information electronically, which will be similar to
other electronic notices and disclosures that we will provide to you, please verify that you
were able to read this electronic disclosure and that you also were able to print on paper or
electronically save this page for your future reference and access or that you were able to
e-mail this disclosure and consent to an address where you will be able to print on paper or
save it for your future reference and access. Further, if you consent to receiving notices and
disclosures exclusively in electronic format on the terms and conditions described above,
