PROJECT NAME: 6818- Operational Improvements for Development Review Engineering
1. BACKGROUND:
The City of Denton is seeking the assistance partnership of a firm that specializes in the field of
Community Development to recommend and execute operational improvements for the
Development Review Engineering Department.
The City of Denton, Texas has experienced tremendous growth in development (residential,
commercial, and industrial) over the last several years. Due to the high workload demands, there has
been little time devoted to assessing and improving processes and procedures, staff development,
and gauging the overall service delivery of the department to adequately respond to growing
demands of the development community.
If your firm specializes in the field of Municipal Development Review, then your firm is invited to
submit your Statement of Qualifications to:
Conduct a review and analysis of the operations of the Development Review Engineering
Department.
Provide recommendations and execute the recommended improvements for the Department.

Your Statement of Qualifications with one (1) copies should be forwarded to the following

2. Requirements for Statement of Qualifications
Your Statement of Qualifications should include the following information:
1. Name, address, phone, contact, and email address, and brief description of firm.
2. Resumes of key personnel to be assigned to this project.
3. A one page narrative as to firm’s interest, particular abilities and qualifications related to this
project.
4. Describe other projects designed by this firm and key personnel pertinent to this project. Include
at least 3 reference and their contact information (name, phone, and e-mail address).
5. Provide examples of knowledge, expertise, and/or experience with other related work.
6. Provide a schedule with days or weeks with the firm’s methodology to complete the scope of
work desired by the City of Denton
7. The Proposing Firm must be registered by the State of Texas to provide any services which are
required to complete this project, and the Firm must have all professional licensure required by the
State to provide any services required to complete this project. Proof of this registration must be
included as part of the submittal.
8. Detail how your firm meets the evaluation criteria as outlined in Section 5.
3. Preliminary Scope of Services
A firm that specializes in municipal development review will be given preferential treatment.
The proposal must include the commitment by the firm of maintaining a direct presence on a
daily basis at the City of Denton for the duration of the term to:
Develop a comprehensive process review of Development Review Engineering (DRC) and
provide recommendations
Complete a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis of
Development Review Engineering
Conduct an assessment of workflow processes and recommend improvements to these
processes between DRC, Public Works Inspections, and Development Services
Conduct an evaluation of Development Review Engineering city staff
Conduct a study and provide an evaluation of customer service feedback from residents,
development community, and other stakeholders.
Conduct a review and analysis of existing work environment/conditions and provide
recommendations for improvements.
Develop key performance indicators for Development Review Engineering to gauge
effectiveness and efficiency.
Conduct a review of the existing technology infrastructure and its utility. Develop
recommendations for technology upgrades and improvements where necessary.
Provide recommendations to integrate recently approved Design Criteria Manuals and
Construction Criteria Manuals into departmental operations
Execute and implement the findings and recommendations made in the operational
assessment study
Train city staff to incorporate recommended changes to enhance customer service.
Term: Minimum six months, with an option for additional term for renewal.

*This date is tentative based on the need to present to City Council.
5. Evaluation Criteria
a. Relevant experience of the firm, its personnel, and past record of performance in
connection with the scope of services requested. 30 Points
b. Consulting approach and methodology proposed to complete the scope of work. 20
Points
c. Past record of performance on contracts, including quality of work, timeliness and cost
control. 20 Points
d. Personality and fit to work with the City of Denton staff. 30 Points
